The article considers the essence and content of the process of making managerial decisions in the activities of higher education institutions. It is determined that a quality management decision in the context of higher education institutions is the result of analysis, forecasting, economic justification and choice of alternatives from a variety of options aimed at achieving sustainable development of higher education institutions. The essence of the intelligent recommendation system of management decision support is described, the use of which allows managers to combine their own subjective advantages with machine analysis of the situation in making recommendations in the management decision-making process aimed at achieving certain goals of higher education. The advantages of an intelligent recommendation system in comparison with traditional automated management decision support systems are determined. The main functions of the intelligent recommendation system to support management decisions are considered, including: situation analysis; generation of possible management decisions to solve the tasks; evaluation of generated scenarios and selection of the best; ensuring constant exchange of information on the status of the decision and coordination of group decisions; modeling of decisions; computer analysis of possible consequences of management decisions; collection of data on the results of implementation of management decisions and evaluation of their results. The main ways to improve the quality of management decisions in the activities of higher education institutions to ensure their sustainable development are identified. The expediency of using an intelligent recommendation system of decision support to improve the quality of management decisions in the activities of higher education institutions in order to achieve sustainable development is substantiated. It is proposed to combine the knowledge and experience of managers with automated support of this process to improve the quality of management decisions in the activities of higher education institutions and to achieve sustainable development, which will increase the validity of management decisions through the use of intelligent recommendation system to support management decisions.

The article deals with the application of decision support systems in the aviation industry. A number of problems that led to significant errors in the preparation of medium and long-term forecasts, which the management faces, are presented. The article shows that the introduction of management decision support systems is not only a tribute to digitalization, but also an urgent need, while taking into account a large amount of data does not in itself guarantee an improvement in the quality of management decisions. Recommendations are given to take into account the specifics of the aviation industry when drawing up requirements for decision support systems.

Decision support systems (DSS) are interactive computer-based systems that provide information, modeling, and manipulation of data. DSS are clearly knowledge-based information systems to capture, Processing and analysis of information affecting or aims to influence the decision making process, performed by people in scope professional job appointed by a user. Hence, this study describes briefly the key concepts of decision support systems such as perceived factors with a focus on quality  of information systems and quality of information variables, behavioral intention of using DSS, and actual DSS use by adopting and extending the technology acceptance model (TAM) of Davis (1989); and Davis, Bagozzi and Warshaw (1989).There are two main goals, which stimulate the study. The first goal is to combine Perceived DSS factors and behavioral intention to use DSS from both the social perspective and a technology perspective with regard to actual DSS usage, and an experimental test of relations provide strategic locations to organizations and providing indicators that should help them manage their DSS effectiveness. Managers face the dilemma in choosing and focusing on most important factors which contributing to the positive behavioral intention of use DSS by the decision makers, which, in turn, could contribute positively in the actual DSS usage by them and other users to effectively solve organizational problems. Hence, this study presents a model which should provide the useful tool for top management in the higher education institutions- in particular-to understand the factors that determine using behaviors for designing proactive interventions and to motivate the acceptance of TAM in order to use the DSS in a way that contributes to the higher education decision-making plan and IT policy.To accomplish or attain the above mentioned objectives, the researcher developed a research instrument (questionnaire) and distributed it amongst the higher education institutions in Jordan to collect data in order to empirically study hypothesis testing (related to the objectives of study). 341 questionnaires were returned from the study respondents. Data were analyzed by utilizing both SPSS (conducted descriptive analysis) and AMOS (conducting structural equation modelling).Findings of the study indicate that some hypotheses were supported while the others were not. Contributions of the study were presented. In addition, the researcher presented some recommendations. Finally, this study has identified opportunities for further study which has progressed greatly advanced understanding constantly of DSS usage, that can help formulate powerful strategies Involving differentiation between DSS perceived factors.

Quality has become an increasingly important and critical success factor at higher education institutions, particularly universities. Numerous discussions have been held about education quality in the context of sustainable development. However, the quality of that education strongly depends on the overall quality of the management system which operates at schools. The principal aim of this article is to present the approaches to the quality management systems’ development and their assessment at universities, and share some lessons learned from this area of research. Some possibilities of the ISO 9001 standard’s implementation, as well as the application of excellence models as a response to community demands, will be discussed, especially in the context of the recently-introduced Act No. 111/1998 Coll on Higher Education Institutions, which requires quality assurance and quality evaluation. A case study from The VSB-Technical University of Ostrava shows approaches, results and effects of the quality management system implementation.

This paper aims to propose a quality assessment model for higher education institutions in the technical–technological field and a system for decision support and optimal management strategies for quality improvement. Obtaining research results is based on surveying stakeholders in higher education and obtaining quantitative data regarding key performance indices. Quantitative data and the genetic algorithm method are applied to determine optimal management strategies for quality improvement. Quality in the higher education sector is among the current issues in the academic community. By monitoring and researching the higher education field and analysing the literature and the current situation in the system of higher education in developing countries, it can be concluded that there is no single way to assess the quality of higher education institutions. This knowledge was a good starting point for the research presented in this paper. Accordingly, the findings include developing a system for quality assessment and the ranking of higher education institutions. Additionally, evaluating the relevance of key performance indicators of higher education institutions differs from different stakeholder perspectives. However, it is possible to develop a system for decision support and the selection of the optimal strategy for improving the performance of study programs and higher education institutions with regard to quality. The practical implications include defining a decision support system that enables the adoption of optimal decisions by the management teams of higher education institutions to improve study programs and the performance of the higher education institutions. The presented system may enable the benchmarking, simulation, and verification of different scenarios for improving the quality and performance of higher education institutions. In this paper, the authors analysed the characteristics, benefits, and drawbacks of different ranking systems to develop and introduce a novel ranking system that suggests weights for the ranking criteria and different perspectives regarding new digital age requirements. The model was tested, and the results are presented to demonstrate the advantages of the developed model. The originality of the research lies in the presented novel model that can be made available to government institutions and serve as a basis for the overall ranking and evaluation of higher education institutions, with the possibility of developing a performance-based funding system. Additionally, other stakeholders can gain an insight into the performance of an institution in relation to their needs and goals.

In the last few years, the Indonesian government has impelled academics and higher education institutions as the centre of knowledge production to publish their works in reputed international journal. This policy is necessary to elevate the position of Indonesian higher education institution in the World University Rankings. In fact, such a policy will not only have impact on the status of the higher education institution but also in the course of human culture and society. This article tries to reflect on the impact of the implementation of the policy in the wider cultural context. Predictably, new knowledge will only be circulated among the elite academics and the higher education institutions will become inaccessible ivory tower for the society. On the other hand, the society will tend to consume more pseudoscientific knowledge which is more attractive and easier to understand. Ultimately this will have a significant impact on the course and quality of human culture.

Abstract. The article examines the impact of information and communication support on the process of making quality management decisions aimed at achieving sustainable development of higher education institutions in the context of Ukraine’s integration into the European educational space. The essence of sustainable development of higher education institutions and the specifics of its achievement within competition of educational services in the market, which is especially acute in the conditions of European integration, are considered. The necessity of using effective information and communication support in the development of high-quality management decisions aimed at achieving sustainable development of higher education institutions is determined. The process of making managerial decisions is considered and the quality of making managerial decisions is characterized. The organizational aspects of making quality management decisions are determined. The sequence of actions on the decision of the problems arising in the course of activities of the higher education institutions is offered. The approaches to be considered in the course of accepting qualitative administrative decisions directed on the achievement of sustainable development of higher education institutions on the basis of management of information and communication maintenance of their activity are considered. The influence of people who make management decisions on their quality and effectiveness is determined. The requirements to the quality criteria of managerial decision-making, which are put forward in the development of economic and mathematical models of managerial decision-making aimed at achieving sustainable development of higher education institutions, are studied. This viewpoint analyses the status and transformation of Higher Education institutions during unpredicted great challenges such as the current Covid-19, which disrupted most of the economies on the planet. The changes facing Higher Education are not new, transformation has been seen in different areas, but shifts are expected to be deeper and faster after the pandemic. We show how the Higher Education institutions can resist and transform during the pandemic and we also discuss how these institutions can come out of the recession stronger and become capable of achieving long-term sustainability. For that aim, a leaner and more effective institution system with modified flexible policies that contribute to society and, at the same time, are mission-driven, is expected to be achieved. Universities in their recovery efforts must look far ahead and should not miss the opportunity to reassess their usefulness to society, nor to refocus their sense of purpose. We suggest that institutions of Higher Education play a more important role in achieving the 2030 Agenda for Sustainable Development and contribute decisively to the several SDGs. In addition, we argue that the strategic direction of universities must be focused on stakeholder responsibility principles known as Environmental, Social, and Governance – ESG. Finally, we argue that the governance dimension is particularly critical for Higher Education institutions if they want to achieve long-term efficiency, sustainability and purpose.

This paper analyses the relationship between the intellectual capital of higher education institutions (HEIs) and their sustainable development practices, and assesses whether higher education institutions’ sustainable development practices are related to their stakeholders’ quality of life. Using a structural equation model, two model specifications are estimated, gathering primary data from a convenience sample composed of 738 full-time students and 587 teachers/researchers at seven Portuguese higher education institutions. The findings reveal that intellectual capital influences sustainable development practices directly and positively, whereas sustainable development practices influence students’ quality of life in a significant way, although the same is not verified for teachers/researchers. These findings provide insightful implications for policy-making and intellectual capital management for practices in higher education institutions; firstly, by showing that the sustainable development concept is associated with HEIs’ practices of economic, environmental, social and organisational sustainability; secondly, by concluding that public Portuguese HEIs need to improve the social dimension of their sustainable development practices, and here there may be room for improvement in the institution through better and more proficient social engagement that is more directed to the challenges of sustainability and social change; and thirdly, by showing that the inclusion of better sustainable practices has repercussions on the quality of life of all stakeholders.

Abstract The article deals with the experience of the use of the system of internal monitoring of the quality of higher education in UK Universities. There has been analyzed the existing model of the system of higher education monitoring at the level of a higher education institution within the scope of the British higher education model, discovered by a famous American education philosopher P. Monroe. There has been characterized the new document “The UK Quality Code for Higher Education”, which regulates the internal procedures of providing and monitoring the quality of UK universities. There have been provided the data of the comparative analysis of the trends of the internal monitoring of the Higher education quality of some UK universities. The monitoring trends, inherent in all higher education institutions, are the reports of external examiners, feedback of the students, reports of the institutional checkups. Other internal monitoring trends depend on the status, mission of an academic institution and are related to the polling of employers, higher education institutions’ alumni, analysis of the reports of the experts of the new curricula evaluation boards, etc. There has been analyzed the cyclic model of higher education monitoring in UK universities.
