The efficient and effective management of financial resources forms the basis for achieving good governance. In achieving the good governance, fiscal transparency and accountability must be ensured. Performance audit provides the platform to determine if the resources are being managed with due regard for economy, efficiency and effectiveness and that accountability requirements are being met reasonably. This study looks at performance audit as a tool for fighting corruption in Nigerian public sector administration. Questionnaires were distributed and analysed using the Pearson’s correlation co-efficient and we discovered that performance audit could be an effective tool in curbing corruption. It was suggested that performance audit report should be made public and stringent punishment should be melted on offenders to serve as deterrent to others.

LAKIP is the government’s accountability for activities carried out within one budget year and as one of the realization of good governance. The community questioned whether the budget used was appropriate or not with what they received.In addition, accountability reports on public sector organizations are only oriented to "output" rather than "outcome". This resulted public sector organizations to pay more attention to value for money that is able to consider inputs, outputs, especially outcomes that underlie the three main elements namely economy, efficiency and effectiveness.This study aims to find out how the SNVT Provision program in North Sulawesi Province is measured using the concept of value for money.The research method used is descriptive qualitative with the results of interviews and data collected, analyzed and conclusions drawn.The results showed that the evaluation of the SNVT program for the Provision of Housing in the Province of North Sulawesi was measured by the concept of value for money for economic measurements achieving good results. However, the measurement for efficiency and effectiveness are not yet optimum as the budget is not fully realized.

Using a case-study design, the study assesses performance in the context of basic elements of participative governance, transparency and accountability. The article contributes to growing literature on public sector issues in the discipline.

Performance audit evaluates it from the point of view of efficiency and effectiveness, which is performed by high level auditing institutions. The most risky areas of public sector are analyzed during the process of auditing. Therefore, in the process of research (investigation) the conclusions and the connection with the submitted recommendations were analyzed for the period of 2008–2012. There were defined 11 mistakes and several groups of shortcomings. Many shortcomings are related with public administration, not properly regulated certain processes or institutional performance, the determined regulations are not followed, the performance lacks control, the funds (finances) are not effectively used, the co-operation is rather negligible.Some mistakes and shortcomings appear systematically, which implicate, that the entities under auditing and governmental institutions do not pay proper attention to implementation of recommendations presented by performance auditors. Hence, having produced performance auditing, the highest audit institution provides recommendations to the entity under auditing, how to eliminate identified shortcomings and what measures should be taken in order to avoid the occurrence of such shortcomings in the future. In literature and auditing manuals it is stated, that the audited entity makes a decision on how to implement the recommendations. However, this opinion is not completely correct. It should not be assumed, that such institutions which undergo recommendations of auditing can decide on their own whether to follow these recommendations or not. Therefore, if it depended on the decision made by the entity under auditing the post-auditing activity would loosen its importance and performance would depend on the quality of recommendations.Moreover, the auditors must be very prudent in formulating recommendations; much more attention should be paid to the steps which have to be taken, but not to the process of doing it. According to each performance auditing result several recommendations can be provided to different institutions. During the period 2008–2012 – 964 recommendations were presented to different institutions. The greatest number of recommendations was addressed to the Government and other ministries. They are related with the necessity of changing regulations. According to the data presented by state control, 92% of presented recommendations were implemented. In fact, audited entities agree with the presented recommendations and seek to implement them. However, when the audited entities disagree with the provided recommendations they usually state, that recommendations are not relevant and the process of implementation is rather complicated. Therefore, the performance auditors should co-operate with audited entities in order to put into practice the recommendations, otherwise some unforeseen difficulties may occur.an>

The article analyzes the implementation of the transparency principle in implementing the performance audit in the municipality. The performance audit is qualified as a specific control function in order to objectively assess the functionality of public sector entities in terms of economy, efficiency and effectiveness, initiating operational and governance advancement. It is important to investigate this object in municipalities due to the following factors: 1) according to the assessment of the transparency of Lithuanian municipalities published in 2019 by “Transparency International” of the Lithuanian branch, municipalities have become more transparent as well as the recommendations were provided to municipalities; 2) Recent research conducted in foreign countries shows broader audit opportunities for initiating positive change in organizations. The aim of the research: having established the principle of transparency as one of the most important indications of good governance, to provide for the possibilities of increasing the transparency of municipal activities during the performance audits. Research methods: analysis of scientific literature, the content of documents, qualitative analysis of the expert interview and the content of the material collected during it, and categorization.The analyzed sources show how during these two decades of developing the theoretical concept of good governance the importance of the principle of transparency has grown, it has become one of the most important features of good governance; the concept of implementing transparency in public sector organizations has developed as well. Today, the principle of operational transparency is implemented both through strictly formalized government activities and by involving citizens in public governance that requires much honesty, competencies and non-traditional solutions of civil servants. How can a performance audit contribute to this? In order to gain new insights, experts were interviewed: researchers and practicians. Recommendations from external evaluators on transparency in municipalities were used to develop the guidelines for the expert interviews. The research revealed that in municipalities it is important to create greater opportunities for the citizens to participate in monitoring and involvement in decision-making. The directions for increasing the transparency of municipal activities through performance audits that have been highlighted by experts are as follows: 1) periodic performance transparency audits by including constantly updated performance transparency criteria in the audit; 2) creation of a non-corruption organization; 3) increasing the transparency of budgeting and implementation; 4) submission of budget reports with audit conclusions; 5) attention to the clarity of the content of audit reports, diversity of accessibility; 6) periodic monitoring of the effectiveness of audit findings; 7) integration of audits of social responsibility activities into other forms of performance evaluation, thus not increasing the number of audits but seeking greater integration of the principle of transparency. The experts proposed transparency evaluation criteria that can be easily integrated into the evaluation process.

This study investigated the effects of public sector audit, good governance and financial transparency on financial accountability of twenty – six (26) ministries in the Rivers State Civil Service. The study employed cross sectional survey research design. The population consisted of twenty – eight ministries and the Taro Yamene model was used for sample size determination while simple random sampling was employed. The study used primary and secondary sources of data collection. Questionnaire was the primary source of data collections after the application of content and face validity while Cronbach alpha was employed to test the reliability of the instrument. The dependent variable was financial accountability index while the independent variables consisted of financial audit index, performance audit index, compliance audit index, good governance index and financial transparency index. The responses obtained from the questionnaire were analysed with univariate, bivariate and multivariate analysis. The multiple regression analysis suggested that there is a positive and significant relationship between financial audit index, performance audit index, compliance audit index, good governance index and financial transparency index on accountability in public sectors in Rivers State. The study concluded that public sector audit, good governance and financial transparency promote financial accountability in the Nigerian public sector. Therefore, the following recommendations were provided amongst others that The Accounting Officers in government Ministries, Department and Agencies (MDA) should carry out government business in accordance with accountability, transparency, effectiveness and efficiency, responsiveness, forward vision and rule of law for the welfare of the citizens.

Aims: This research was conducted to determine the development of research articles on performance audit in the public sector published in international journals over the last10 years, to find out the map of collaboration between researchers, to figure out the topics of great interest in research, and to present which topics that have the opportunity to investigate in further research. Study Design: This research is a literature study using the bibliometrics analysis method. Place and Duration of Study: The Google Scholar database, period 2010 to 2020. Methodology: In the initial search, there were 503 journals found, the next selection was to look for journal articles that specifically discuss audit performance in the public sector, found as many as 33 journals. Results: After further observation of the 33 article titles, it was found that eleven articles were published in international journals with Q1-Q3 criteria in Scimago and as many as 22 articles were published in international journals. The topic of audit performance, efficiency, and effectiveness became the most popular topic in articles during the period 2010 to 2020. Conclusion: Based on the studies that have been carried out, it can be concluded that the growth of scientific articles for performance audit researchers in the public sector during the last ten years was on average 3% or as many as 3 to 4 articles per year. Judging from its occurrences, there are still very few topics of interest. The words effectiveness, efficiency, and economy are still very little used in research articles, so this word becomes an opportunity for further research development.

The complexity of the public sector generated by the mobilisation and use of significant financial resources, national cultural factors, the heterogeneity of the provision of public services, the numerous interested parties, the increasing demand for the quality of public services, the information asymmetry, require an actor to provide credible assurance regarding the proper management of public financial resources. In this context, performance audits are the link between public sector entities and stakeholders. The research has two components: the first component analyzes the degree of harmonization of the regulations specific to the performance audit in Romania with the International Standards of Supreme Audit Institutions (ISSAI); the second component analyses the degree of transparency of performance audit information by the SAIs of the EU Member States, through their official websites. In this regard, we have resorted to an in-depth longitudinal study, content analysis and disclosure index. The research results highlighted that the Romanian SAI has adopted in its normative framework the foremost ISSAI provisions on performance audit and the harmonization degree has systematically improved correlative with the regulatory revisions. The degree of disclosure for performance audit-specific information by the EU member state SAIs is high.

Budget planning is an important tool for effective management and use of budget funds. Given the limited financial resources, budget planning prevents waste, promotes economical use of budget funds, and the public administration system to fairly allocate financial resources to priority areas of economic, social, regional policy, to form a basis for sustainable economic development. The purpose of the study is to reveal the essence of budget planning as a tool for economic growth, highlight the existing problems in the budget planning system of Ukraine and find ways to improve and develop it. The study has found that in the structure of inefficient use of budget funds, a significant share falls on budget violations committed by participants in the budget process due to shortcomings in planning and lack of sound forecasting and planning. Thus, insufficiently effective budget planning is one of the reasons for inefficient management and use of budget funds. As a result, there is a causal link between the problems of budget planning and effective management and use of budget funds, which affects the dynamics of economic growth, the solution of socio-economic issues. It is noted that the program-target method in modern conditions is a reliable lever to influence the efficiency and effectiveness of budget expenditures, which strengthens the budget’s ability to form the basis of economic growth, as well as positively affects the effectiveness of fiscal policy in ensuring the welfare of citizens.
