Introduction. The article examines the general immunity of the Russian economy to innovation, which is inherent in it at the present stage. It is caused by a number of macro and microeconomic, as well as institutional factors. This was an important reason that did not allow us to achieve a number of ambitious economic goals set by the country’s leaders. Theoretical analysis. The review of empirical and statistical material confirms the negative trends that exist in Russian economy, associated with a decrease in the innovative activity of enterprises and organizations. Among the macroeconomic factors of innovation immunity of the Russian economy, the following are distinguished: a one-sided developed economic structure with a hypertrophied predominance of raw materials and energy-producing industries with a low added value of the final product; insufficient aggregate demand for innovation on the part of the state, firms and households, as well as the lack of investment resources for enterprises and organizations to implement innovation activities. Microeconomic factors of the Russian economy’s immunity to innovation are: lack of internal sources of financing from enterprises; the high cost of credit resources; lack of tax incentives and the lack of effective state support for innovation, especially at the level of small and medium-sized businesses. support for innovation, especially at the level of small and medium-sized businesses. Results. It is concluded that the support of innovation activity requires the protection of property rights, a fair tax and judicial system, the absence of administrative barriers and excessive regulation, the presumption of innocence of the entrepreneur, and general political and economic stability. At the present stage, it is necessary to develop a unified state strategy for innovative development, focused on increasing labor productivity and achieving sustainable economic growth, support innovation, especially at the level of small and medium-sized enterprises.

Mineral raw materials prices have been shown to be affected by macroeconomic factors such as aggregate demand and commodity-specific factors (e.g., supply shocks). In addition, it has been shown that certain mineral raw material prices co-move, meaning that they behave similarly during expansion and contraction phases of the international business cycles. In order to assess the behavior similarity of the prices of different mineral raw materials, we propose a method that utilizes extracted features of time series price data and unsupervised learning techniques to create clusters of price movements having similar long-term behavior.

This article aims to improve the theoretical and applied bases of activating the development of the light industry market in Ukraine by determining the factors that influence this process. Design / methodology / approach — In the article, authors use a set of scientific methods that ensured the conceptual integrity of the study, in particular: logic — to study the evolution of development of the light industry market; system аnd observation -to highlight the conceptual foundations of the light industry market; methods of dialectical reasoning, induction, deduction — to justify principles of development; statistical analysis — to study the peculiarities of the development of the light industry market in Ukraine (under the influence of the COVID pandemic — 19). The concept of sustainable development of the industry is adhered to in the work. Ukraine’s light industry is a multi-segment industry for the production of final consumer goods with rapid capital turnover. This industry has significant production potential in the process of meeting the domestic needs of consumers in non-food products. Nevertheless, the demand of the domestic market is predominantly met by imports. Only certain segments of light industry (for example, textile, etc.) have a promising growth in terms of entering foreign markets, but with a high share of tolling operations in Ukrainian exports. The light industry market needs to overcome the high dependence of imported raw materials; increase price competitiveness of domestic goods, reduction of illegal imports and shadow production of goods in the domestic market of light industry. The analysis of the influence of factors on the development of the light industry market revealed the following main trends in the industry: reduction of aggregate demand and production of goods (through consumers’ appeals to meet basic needs during the pandemic); consolidation of participants in the domestic market of light industry and exit from the market of weak counterparties; high dependence on world prices for raw materials, which has a low level of quality; growth of consignments of groupage cargoes; emergence of logistical and transport problems; deepening outsourcing in value chains; development of contactless delivery of goods to home; intensification of intra-industry competition and a significant share of the shadow sector; low productivity in the industry and shortage of qualified personnel. The industry needs to gain a highly competitive status through the production of high quality goods and increase supplies of products for export with a high share of value added, reduce the flow of used clothing, government support for the development of the sector. Prospects for the development of the sector are supported by the high adaptability of Ukrainian enterprises to changing market conditions, especially in the context of the COVID-19 pandemic. The development potential of the light industry market should be realized in terms of ensuring the competitiveness of Ukrainian products: by improving the quality of raw materials imports, improving the production structure, taking into account the innovative potential of the industry and the prospects for expanding the capacity of the light industry market, through the formation of industrial technology parks, clusters, vertically integrated structures with the involvement of representatives small and medium-sized businesses, as the most adaptable to the light industry market, as well as improving logistics chains for creating added value, a network of wholesale and branded trade, strengthening the marketing and logistics departments of light industry enterprises.

In recent years, EU countries, including these from the Central Eastern European (CEE) region has recognised, that eco-innovation should be treated as strategic priority of their economies. The aim of this paper is to present a cross-country analysis of the connection between eco-innovation and its main drivers within firms from selected CEE countries (Bulgaria, Czech Republic, Romania) and Germany. The empirical part is based on micro-data for Community Innovation Survey (CIS) 2006–2008. Based on the results of stepwise regression between main policy actions sustaining innovation activity and eco-innovation performance we can conclude, that financial support for innovation activities has a rather limited role in promoting eco-innovation. At the same time enterprises from the CEE region regard environmental regulations as the most important drivers of eco-innovation. In Germany, a country ranked in the highest category in the Eco-Innovation Scoreboard, the variety of forces that influence eco-innovation is much more wide-ranging. This indicates that government actions should take a broader look and lay the more general bases fostering the model of a green growth.

The global economy has rebounded from the lows of 2020, but its recovery will depend on innovations. Therefore, it is important to identify the most effective tax support instruments for the innovation activities of small and medium-sized enterprises (SMEs) that are used in the framework of anti-crisis economic policies in the OECD countries. It is suggested that tax incentives are the most effective tax instrument of all; the effectiveness of the profit tax benefit depends on the SME’s profitability; as to the social insurance and pension contribution, there is an allowable minimum of the rate, determined by the level of wages, that will stimulate innovation. To assess the effectiveness of tax support tools, the study used the methods of linear multivariate regression and simulation in Simulink. The source of information for regression analysis was the data published by the World Bank and the Organization for Economic Cooperation and Development (OECD). It was concluded that the most effective measures of tax support are tax incentives, as well as deferred payment of social insurance and pension contributions. The 10% profit tax was shown to be optimal to stimulate innovation provided the company keeps the saved profit for development. For innovative SMEs, the minimum allowable contribution rate for social insurance and pension provision, which stimulates their innovative activities, is 12%. The results of modeling confirmed that the proposed threshold indicators for supporting SMEs’ innovation activity can be an effective tool for overcoming the consequences of the global crisis caused by the COVID-19 pandemic.

The aim of this paper is to better understand whether cooperation, absorptive capacity and public financial support for innovation activities, how they influence the innovative performance of Portuguese enterprise. The literature review focuses the importance of these three factors both drivers as the limiters process of business innovation, influencing the innovative performance of enterprise. Based on a review of the literature, hypotheses are formulated, which are tested with secondary data resources from the Community Innovation Survey 2010. This questionnaire was implemented under the supervision of EUROSTAT. The method used is the logistic regression model. The results obtained confirm that the implementation of cooperation with partners belonging to internal sources of business has a significant influence on the innovations achieved at the level of both products and processes.

The economic aspects of innovation activity are determined by the fact that innovations serve to achieve the economic goals of the enterprise, act as a means of competition and require the use of economic resources. When organizing innovation activities, it is important to take into account macroeconomic factors and intra-company conditions. The authors identify three large-scale macroeconomic factors that have a significant impact on the chain of interrelated innovations in the activities of modern Russian agro-industrial enterprises. At present, the factor of creating institutions of the digital economy is beginning to take effect, in connection with which the third wave of organizational, technological and marketing innovations and the next growth of agro-industrial production in Russia are expected. Due to the different rates of economic concentration in the three areas of the agro-industrial complex, historically, unfair vertical competition has been and remains one of the limitations for innovation at agro-industrial enterprises. In the digital economy, information about the essential conditions of concluded transactions becomes available to antimonopoly authorities in real time, which allows them to quickly develop and apply regulatory actions in cases of violations of antimonopoly legislation or in cases of “failures” of the market. It is also possible to create institutions that support fair competition in the vertical and horizontal dimensions. The opportunities that open up actualize the improvement of the conditions for innovation activity at the intra-company level.

The essence of the concept of «innovation potential» as an economic category highlights the essence of the concept of innovation potential and scientific approaches to its interpretation. The concept of «innovation potential» has become «a conceptual reflection of the phenomenon of innovation activity». An enterprise can develop innovation activities only if it has sufficient innovation potential. Innovative development depends on the size and structure of the innovation potential. That is, if an enterprise has the necessary resources, it can develop and implement various innovations in its economic activities. If innovation opportunities are limited, then it is necessary to increase them and choose a follower strategy, that is, to implement improving technologies. Innovation potential as a set of resources, the use of which will lead to the achievement of advantages and strategic goals, needs to be increased and developed. The views of various foreign and domestic scientists on the concept of innovative potential are systematized. Various scientific views of domestic and foreign scientists on the essence of the concept of innovative potential are studied. Interpretation of the concept of innovation potential can be carried out from different approaches, namely: structural-functional, integral, behavioral and process approaches. Each approach has its own understanding of the essence of innovation potential. Scientists have not yet given a general definition of the concept of innovation potential, so depending on the scope of application, innovation potential can be considered as a set of material and non-material resources, as a process of using innovations in economic activities, as the ability of an enterprise to adapt the internal environment to change environmental factors with the use of available resources and opportunities. The components of innovation potential are characterized in accordance with various scientific approaches. It is proposed to define the innovative potential of the enterprise as a set of integrated characteristics, existing and hidden opportunities that allow efficient use of innovative resources (raw materials, labor, information, technology) through innovative competencies and innovative organizational skills to achieve innovative development goals.

The article analyzes the current state of innovation activity of small enterprises. Based on the statistical data there are presented such parameters as the proportion of small enterprises engaged in innovative activities, proportion of innovative goods and services of small enterprises, cost of the innovation activities of small enterprises. There has been mentioned the importance of the assessment of innovative activity as a means of timely identification of problems and building solutions to improve the activity of the innovative enterprises in the science city and to increase their efficiency. As a result of the analysis, the main components of innovation activity in the science cities needed for the objective assessment have been identified. The proposed assessment is based on the principles of consistency, systematicity, complexity, practical orientation, scientific character, optimality, democracy, and reliability. In accordance with the developed principles, there has been described the proposed approach to assessing the innovation activity in the science cities. The requirements for developing assessment parameters are identified and its methodological provisions are formulated, where the goal, objectives, principles, the process of assessing, etc. are stated in a logical sequence. The sequence of the process includes forming the staff responsible for the assessment, calculating indicators, interpretation of the results. The coefficients, such as the level of added value, the profitability of intangible assets, the assessment of investments in the implementation and development of R&D, the volume of commercialized R&D have been proposed to take into account as assessment parameters. On the basis of small innovative enterprises of the science city of Korolev SPE Inkar-M LLC, SPE Impulse LLC, Robotmash LLC there has been carried out the approbation of the assessment, the results of which gave the highest rates of their innovative activity.

Introduction. The wider application of the benefits of project management in the organization of innovation is seen as an effective tool for revitalizing the innovation activities of modern enterprises. Innovative project is a modern form of organization of innovation processes, which allows to generate intellectual added value to increase innovation and competitiveness of enterprises. The expediency of improving the management of innovative projects on the basis of increasing their intelligence to increase the innovation and competitiveness of enterprises is substantiated.Purpose is to substantiate the directions of improving the management of innovative projects to revive the innovative activity of Ukrainian enterprises.Methods. In the process of research a set of general scientific and special methods was used. In particular, historical and logical methods were to study theoretical foundations of project management approaches in the organization of innovation; analysis and synthesis - to compare the main approaches to the interpretation of concepts and methods of calculating the rate of intelligence of an innovative project; correlation-regression analysis - to build predictive models of changes in innovation activity of industrial enterprises and sales of innovative products; graphic method - for visual presentation of the results of analytical research; abstract-logical - for theoretical generalization and formulation of conclusions.Results. Research proves that innovative projects are a modern form of organizing innovative activities in the context of increasing crisis, rapid digitalization and globalization of economic processes, which can provide a constant increase in innovation and competitiveness of enterprises. The implementation of an innovative model of doing business requires the search for progressive ways to improve the management of innovative projects of enterprises. The concept of “management of innovative projects as an impact on groups of people in order to organize and coordinate their activities aimed at strengthening the intellectual capacity of the project, which provides intellectual added value, increasing innovation and competitiveness of the enterprise” has been clarified. The forecast models of changes of innovatively-active industrial enterprises of Ukraine and dynamics of realization of innovative production of the enterprises for an estimation of efficiency of the organization of innovative activity at micro level are constructed. The necessity of reviving the processes of development and implementation of innovative projects as an important factor in increasing the innovative activity of enterprises is proved. The factors that have a negative impact on the interest of enterprises in the implementation of innovative projects, which exacerbates the decline in innovation activity in the Ukrainian business sector, have been systematized. The directions for improvement of innovative projects management aimed at strengthening the intellectual capacity of the project, generating intellectual added value, which allows to intellectualize production and commercial processes, revive innovation activity and increase the innovation of the enterprise are substantiated.Discussion. Transformation of economic systems, increasing the number and scale of today’s challenges will require further strengthening of enterprise innovation, due to the need to form competitive advantages, increase the environmental and social component of business as a result of innovative projects. The expediency of project management development in the organization of innovative activity of Ukrainian enterprises is actualized. The directions for improvement of innovative projects management in order to increase their intellectual and science-intensiveness for the decision of problems of revival of innovative activity of the enterprises are substantiated.
