This study was conducted to find out head teachers' perception of the implementation of the capitation grant scheme in Sunyani West East District of the Brong Ahafo Region. The study specifically focused on explaining how head teachers conceptualised the concept of capitation grant scheme, the implementation process, and the challenges associated with the implementation of the scheme. A descriptive research design was adopted for the study, and a questionnaire and an interview guide were designed and administered to a sample of 40 head teachers from the district in the Region. The analysis of data revealed that 70.0% of thehead teachers had an in-depth understanding of the source of capitation grant as being from the Government. The study, among others, found that the main challenges confronting the smooth implementations of the scheme were delay in the release of funds and inadequate funds. It is recommended that Government should release adequate amount of the grant in good time (thus, before the beginning of each quarter) so that school heads will avoid pre-financing of school activities. Also, the Ghana Education Service should continue to train head teachers in financial management and administration for prudent use of funds.

When public funds or other third party funds flow in, a professional and honest financial management system must be prepared. Financial management in general has actually been done well by all schools. Only the levels of the substance of the implementation varied from one school to another. This diversity depends on the size of each school, school location and school nickname. In ordinary schools where the carrying capacity of the community is still relatively low, financial management is still simple. Meanwhile, in ordinary schools that have a large carrying capacity, maybe even very large, of course financial management tends to be more complicated. This tendency is made because schools must be able to accommodate various activities that are increasingly demanded by the community.

<p>The Government of Kenya is committed to ensuring that all children within her borders have access to their rights as detailed in the Convention on the Rights of the Child. School administrators in Kenya are mandated with the responsibility of managing primary school activities, as well as the task of ensuring the success of the school programmes and their perceptions greatly determines the success of the implementation of educational policies of guidance and counselling programmes. The purpose of this study was to determine the influence of administrators’ perception of the Children Act 8 of 2001 on the implementation of the guidance and counselling programme in public primary schools in East Pokot Sub-county, Baringo County, Kenya. The study was guided by client-centred approach theory and McGregor’s Theory X and Y. The ex post facto research design was utilized. The target population under study comprised the 438 administrators in East Pokot Sub County. The total sample size was 280 respondents consisting of 140 head teachers and 140 teacher counsellors from 140 sampled schools. Purposive sampling was used to select head teachers and teacher counsellors from the five school divisions in East Pokot Sub-county. Questionnaires were used to collect data from the respondents. The instruments were pilot tested in 20 primary schools in the neighbouring Samburu County. The validity of the instruments was checked by the researcher through expert judgement from the department of Psychology, Counselling and Educational Foundations, Laikipia University. Reliability was determined by the use of the Cronbach coefficient alpha. The questionnaire was considered reliable after yielding a reliability coefficient alpha of 0.96 since a Cronbach alpha coefficient of 0.7 and above is considered sufficient to undertake the study. The Statistical Package for Social Sciences (SPSS) computer programme version 24.0 for windows was utilized to analyse the data. The data was analysed using descriptive and inferential statistics including percentages, means, and frequencies and simple regression which was tested at .05 level of significance. The study established that administrators’ perception of the Children Act 8 of 2001 influenced the implementation of the guidance and counselling programme in public primary schools in East Pokot Sub-county, Baringo County, Kenya. Findings might benefit the County Ministry of Education officers, parents, teachers and other stakeholders in the implementation of guidance and counselling programme in primary schools. The study determined that in the respondents’ opinion administrators’ perception of the Children Act 8 of 2001 does significantly influence the implementation of the guidance and counselling programme in public primary schools in East Pokot Sub-county, Baringo County, Kenya. The study thus recommends that intensive awareness on the Children Act 8 of 2001 among the administrators in primary schools be carried out to enhance the implementation of the guidance and counselling programme in public primary schools in the region.</p><p> </p><p><strong> Article visualizations:</strong></p><p><img src="/-counters-/edu_01/0920/a.php" alt="Hit counter" /></p>

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

Social remittances (ideas, system practice, and social capital flow from the receiving country to the home country) of Indonesian female migrant workers (BMP) in Hong Kong appeared better and more complete than other BMP in other countries like Malaysia, Saudi Arabia, or Singapore.  Based on that research, we are encouraged to do extensive research in order to identify factors  that push  BMP’s social remittances development  in Hong Kong, to identify kinds of social remmitances they receive  and to understand on how far their social remittances become a medium to empower them and their society.  This study is done in qualitative method that uses an in-depth interview technique and FGD.  Subjects of study are BMP, the government (Ministry of Manpower and Transmigration and BNP2TKI), NGOs, migrant workers’ organization and researchers of BMP. The study done in Cianjur (West Java), Wonosobo and Banyumas (Central Java) and Hong Kong indicates that during their migration process, female migrant workers not only have economical remittance that can be used for productive activities, but also social remittances.  The social remittances are in the form practical knowledge such as language skill and nursery; knowledge on health, financial management; ethical work; the mindset changing and networking. The study  indicate that female migrant workers are extraordinary women more than just an ex-helper.  Their migration has put them into a position as an agent of development in society.Key words: Indonesians  female migrant workers, social remmitances, empowerment

The study aimed at conducting an analysis towards the operation of Athlete Homestead for the National Sports Week in 2012 belonging to Riau Province. Regarding the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD), the researcher designed the Accounting System for the Regional Public Service Agency of the Rental Flats and Sports Venue. The data analysis in this study used the descriptive qualitative method by describing the accounting system design for the operation of Rental Flats and Sports Venue through the Sub-district Development Program-Regional Public Service Agency (PPK BLUD) with the procedure comprising: designing the rent system and procedure of the Rental Flats and Sports Venue, designing the system of cash management from the rent income, implementing focused-group discussion with the related parties and the government, working on the policy improvement draft for the operation of the Rental Flats and Sports Venue belonging to Riau Province.Based on the result of the study and discussion, it can be concluded that in order to improve the effectiveness of the service and operation of Rental Flats and Sports Venue with sound business practice, it is necessary to implement the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD). The paper examined different areas of management in relation to Nomadic Education programme and looked into policy statement which is enshrined in the National Policy on Education and definition regarding to management. System theory was also used in order to examine issues o f effective management in schools. Administrators roles in schools was discussed such as mutual respect, shared ideas and the process in establishing nomadic schools with a lot of considerations before erecting the structure. School plant planning was discussed in respect of managers/head teachers in managing the schools toward the achieving educational goals. The paper also examined the component that helps in achieving the goals which are management structure, the hierarchical model to the management o f nomadic schools and how it will really help in managing the school activities. Lastly the paper made some recommendations, such as, government should provide the needed teaching and learning materials for successful attaining goals etc.
