The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. The article examines the conditions of functioning of the Central Bank as a monetary authority; problems of its activities. It concludes that the modern banking system is concentrated in the State Bank and has disadvantages due to economic circumstances and difficulties in fulfilling the duties of the Bank of Russia.

Introduction. There are ongoing changes in the economic and social spheres associated with increased information. This trend is taking place in today 's world, as it is not possible for a biosocial entity to process such a huge body of information. That is why positive dynamics in digital innovation are needed. They penetrate all sectors of the economy, both as industrial internet and in the form of digital assets. Japan, Canada and the Nordic countries are leading the way in this area. In particular, we are talking about accounting and auditing activities in terms of accounting for digital assets, as well as other digital signs. Materials and methods: legislation and scientific literature revealing the state of the economy in Russia, digital technologies of importance in the digital development of our country. The following methods of scientific knowledge of research materials were used: analysis, synthesis, derivation, induction, comparative method, description, trend analysis, etc. The results: the results of the study revealed issues related to the development and analysis of the state of the digital economy in Russia, as well as identified existing problems and identified ways to solve them and prospects for development in the context of the implementation of the process of digitalization of the national economy. Discussion: The study made it possible to determine the current situation of the Russian economy and its relationship with digital technologies; Identify problems in the digital economy and propose solutions of their own. Conclusion: The study is devoted to the phenomenon of the application of the digital economy in Russia. Issues addressed include the emergence and development of digital technologies; The challenges of a full transition to the digital economy; Prospects for the development of digital technologies in the Russian Federation. The author focuses on problems related to insufficient financing of the digital economy, which affects the world rating of countries and points to the need to develop new ways of developing digital technologies. Based on the study of the factual material, it has been established that Russian organizations tend to fully transition to the digital economy. The state of development of the digital economy in the Russian Federation has been analyzed. The main prospects for the development of the digital economy in Russia have been identified. Conclusions have been drawn on this material and proposals have been formulated to overcome barriers related to the problems of development and introduction of the digital economy in the Russian Federation. Introduction. The current stage of development is characterized by widespread digitalization of almost all economy spheres. One of the key areas for the developing digital economy in the Russian Federation is investments and investment relations. The state supports and develops the investments in data-driven formation of the digital economy. The article examines some of the subjects of the country’s influence on the mechanisms for expanding the innovation investment sphere, regarding local development specifics. Theoretical analysis. There are two categories for considering government influence on investments in the digital economy – the investment climate and the country’s investment policy. The key part of the research process is a set of economic, sociological and statistical methods, as well as applied scientific analysis in digitalization field of public institutions, institutional investment and investment relations as part of the economic system. Empirical analysis. Analyzed topical aspects of state role on the investments development in a rapidly changing environment, divided them into six fundamental categories. The process is presented in the forms of activating the legislative process and the testing of regulatory “sandboxes”. The article describes the caution of the Russian Federation in choosing a supported investment industry, its type and accompanying regulatory legal acts. Results. The research shows the development aspects description chosen by the state to support investment in digital economy conditions and a fact analysis of the state methods of influence on investment relations in the context of global and country economy digitalization.

In the article the researches on developing modern methodology of supporting the national program “Digital economy of the Russian Federation” with geospatial data and, first of all, its base component, the systems of coordinate support are presented. As the main sentences of upgrading coordinate support it is offered to pass to kinematic model of evolution of coordinates in the state coordinate system GSK-2011 completely. The coordinates in this model are to be given to the consumer not on some separate instants (an initial epoch of installation of a coordinate system, an epoch of the last adjustment etc.), but for the current date, using a federal network of differential geodetic stations as the main tool for implementing this methodology. In order to avoid inconveniences of application the reference system for practical operations (as the coordinates are time-dependent), it is offered to use the additional coordinate system, “fixed” to an appropriate tectonic plate, spun round Euler’s pole within the state reference system GSK-2011.

The article reflects the issues of digitalization of the Russian economy at the present stage of its development. Itpresents an analysis of the Program Digital economy of the Russian Federation, which is based on the goals, solving problems, performing sales activities of digitalization, timing, and key directions of the state policy of Russia in the formation of conditions for the functioning and development of the digital economy. Thearticle shows that the circulation of information in digital form is the main factor of social production, improving the quality of life of the population, developing the competitiveness of state, ensuring national sovereignty and sustainable economic growth of state. The implementation of this Program requires high-quality interaction between the state, business and science, since its implementation requires the formation of at least a dozen leading national companies high-tech industrial enterprises that develop end-to-end technologies and manage digital platforms, which will carry out their activities on world markets and form a strategic ecosystem, research structures and leading industry enterprises that ensure the systematic development of the digital economy of Russia. The Program implementation indicators show that the effectiveness of innovation development in theindustrial sector of digitalization determines the creation of future markets, allowing industrial enterprises to create the image of the future of the regions, to carry out complex innovative activities. The relevance of theimplementation of the State Program Digital Economy of the Russian Federation, which includes the processes of innovative development of the region on the basis of NTI, is that digitalization and the creation of innovations, allows enterprises to gain leadership among similar manufacturers, producing products with asignificant degree of knowledge intensity, forming new product and technology markets. Digital technologies and innovative development of the region on the basis of NTI is the creation of a network integration grouping of the industrial complex on the basis of an innovative ecosystem. A significant result of this study is the formation of a model of the innovation ecosystem of the region based on NTI. The model shows that the development of NTI startups is carried out with the help of the regional infrastructure of innovation support, the main element of which is the innovative regional clusters representing the regional ecosystem of innovation support. The main importance in the ecosystem is played by the network connections of participants in innovation activities and their organizational and technological capabilities (points of industrial technological growth and development). Thepaper reflects that the implementation of the Program for creating a digital society based on STI to create new markets and technologies is based on the development of innovative activity of the economic systems of theregion. In the proposed model of the ecosystem of digitalization of the region, the author has developed analgorithm for evaluating the effectiveness of its activities.
