Introduction. The current stage of development is characterized by widespread digitalization of almost all economy spheres. One of the key areas for the developing digital economy in the Russian Federation is investments and investment relations. The state supports and develops the investments in data-driven formation of the digital economy. The article examines some of the subjects of the country’s influence on the mechanisms for expanding the innovation investment sphere, regarding local development specifics. Theoretical analysis. There are two categories for considering government influence on investments in the digital economy – the investment climate and the country’s investment policy. The key part of the research process is a set of economic, sociological and statistical methods, as well as applied scientific analysis in digitalization field of public institutions, institutional investment and investment relations as part of the economic system. Empirical analysis. Analyzed topical aspects of state role on the investments development in a rapidly changing environment, divided them into six fundamental categories. The process is presented in the forms of activating the legislative process and the testing of regulatory “sandboxes”. The article describes the caution of the Russian Federation in choosing a supported investment industry, its type and accompanying regulatory legal acts. Results. The research shows the development aspects description chosen by the state to support investment in digital economy conditions and a fact analysis of the state methods of influence on investment relations in the context of global and country economy digitalization.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. INTRODUCTION. One of the conditions for the effectiveness of the foreign policy of any state, including its international legal policy, is its scientific character, conceptual validity, reliance on understanding both the objective laws of world development and an accurate assessment of the place and role of the respective state in this process. The creation of such a trend should be based on the synthesis of natural, social, economic, political and cultural factors that characterize the state of the country, an assessment of its participation in the international division of labor, joint projects and development programs, its role in ensuring sustainable development and globalization processes.MATERIALS AND METHODS. The article analyzes the doctrines and tendencies of the foreign policy of the Russian Federation, international treaties of Russia, statements by the leaders of states, as well as the political practice of interstate relations. During the research general scientific methods were used: system analysis, historical, formal legal, comparative, etc. In addition to the materials of the doctrine of international law, scientific categories and constructions of other social sciences (historiosophy, political science, sociology, theory and history of state and law) were used.RESEARCH RESULTS. The study made it possible to come to the conclusion that one of the main concepts of modern international politics is the provisions of the classical Eurasian doctrine. The geopolitical concept of Russia Eurasia is designed to ensure a balance between the western and eastern vectors of the country's foreign policy, predetermines its entire political history, determines the principles and standards of modern life. Of great importance for the foreign policy doctrine of Russia is the Eurasian postulate about the "local development" of our country, the peculiarities of its culture, the existence of a civilizational community. A civilizational approach to assessing the potential of Russia Eurasia should underlie the determination of the scale and nature of Russia's foreign policy. In terms of its historical scale, our country cannot be regarded as a "regional power" even despite its problems and difficulties of the current stage of development. The Eurasian doctrine, the main postulates of which are reflected in the foreign policy concept of the Russian Federation, makes it possible to find the right approaches to solving modern problems of world development, in particular, such challenges for our country as globalization, modernization, the ideology of nationalism, etc.DISCUSSION AND CONCLUSIONS. The discussion of the conceptual base of the foreign policy of theRussian Federation in the doctrine is fragmentary, often carried out in isolation from the search for the national idea of Russia. The difference in approaches to solving this problem significantly complicates the development of an official doctrine of the country's foreign policy and does not make possible to clearly define its national interests. It is obvious that the discussion of these problems should be carried out within the framework of a single cognitive process, the national idea should, on the one hand, become the basic category of the concept of Russia's foreign policy, and on the other, the final result of its creative development. The practical implementation of the Eurasian project by Russia will require making serious adjustments to the country's diplomacy, ensuring its multi-directional, western and eastern balance in the diplomatic, political, humanitarian, legal and other scopes of life.

The article discusses formation of the concept of state youth policy in the Russian Federation; the main approaches to the essence of youth policy carried out in Russia are analyzed. The need for scientific support for the development of the main directions of the state youth policy is substantiated. The experience of preparation of state reports on the situation of young people in our country is examined. The main approaches to understanding the essence of youth and youth policy at the present stage of development of the Russian society are disclosed. The feasibility of the development and adoption of the Federal Law on Youth Policy of the Russian Federation is substantiated.

Introduction. There are ongoing changes in the economic and social spheres associated with increased information. This trend is taking place in today 's world, as it is not possible for a biosocial entity to process such a huge body of information. That is why positive dynamics in digital innovation are needed. They penetrate all sectors of the economy, both as industrial internet and in the form of digital assets. Japan, Canada and the Nordic countries are leading the way in this area. In particular, we are talking about accounting and auditing activities in terms of accounting for digital assets, as well as other digital signs. Materials and methods: legislation and scientific literature revealing the state of the economy in Russia, digital technologies of importance in the digital development of our country. The following methods of scientific knowledge of research materials were used: analysis, synthesis, derivation, induction, comparative method, description, trend analysis, etc. The results: the results of the study revealed issues related to the development and analysis of the state of the digital economy in Russia, as well as identified existing problems and identified ways to solve them and prospects for development in the context of the implementation of the process of digitalization of the national economy. Discussion: The study made it possible to determine the current situation of the Russian economy and its relationship with digital technologies; Identify problems in the digital economy and propose solutions of their own. Conclusion: The study is devoted to the phenomenon of the application of the digital economy in Russia. Issues addressed include the emergence and development of digital technologies; The challenges of a full transition to the digital economy; Prospects for the development of digital technologies in the Russian Federation. The author focuses on problems related to insufficient financing of the digital economy, which affects the world rating of countries and points to the need to develop new ways of developing digital technologies. Based on the study of the factual material, it has been established that Russian organizations tend to fully transition to the digital economy. The state of development of the digital economy in the Russian Federation has been analyzed. The main prospects for the development of the digital economy in Russia have been identified. Conclusions have been drawn on this material and proposals have been formulated to overcome barriers related to the problems of development and introduction of the digital economy in the Russian Federation. Purpose: the article analyzes the tax policy of the Russian Federation and judicial practice of the cases related to tax legislation from the standpoint of business safe development and protection of state interests; contains measures that allow the formation of adequate tax relations between the state and business aimed at the development of the national economy.Methods: tax relations consider in two aspects: from the position of state interests, on the one hand, and subjective perception of business, on the other. In the research process, economic and statistical methods for processing analytical data, graphical and tabular methods for visualizing research results used, as well as methods for complex, system, comparative and structural-functional analysis and traditional general scientific methods: analysis, synthesis, induction, deduction, comparisons, generalizations, analogies, etc.Results: the author has performed an analysis of the structure and dynamics of tax revenues to the budget system of the Russian Federation and the results of the consideration of tax legislation application in terms of meeting the claims of various parties and the amounts recovered from lawsuits of tax authorities and taxpayers. The features of the regulatory framework to protect the interests of the state and business in the field of tax relations have considered. The key threats and opportunities for development at different levels of the functioning of tax relations have identified and specific measures aimed at improving the mechanism of tax relations between the state and business have proposed.Conclusions and Relevance: analysis of judicial practice shows an increase in the fiscal focus of the results of the consideration by the Arbitration courts of the cases related to tax legislation. The formation of a set of specific organizational and legal measures in the field of taxation aimed at improving business protection is necessary for protection of the state interests and the safe development of the national economy. They are the organization of effective interaction of business with regulatory authorities; reduction of taxation of investments in fixed assets; development of mechanisms for protecting the rights of investors.

В статье объектом исследования являются миграционные процессы и инструменты их регулирования. Предмет исследования связан с тем, что в исследованиях миграционных потоков часто не учитывается сложность и комплексность этих социально-экономических процессов, требующих социологических, исторических, демографических и других подходов к их анализу. Кроме того, исследования осуществляются без учета различий в целевых ориентациях субъектов, вовлеченных в миграционное регулирование, что принципиально, по мнению авторов, для принятия управленческих решений в миграционной сфере. Государство, субъекты Федерации, промышленные компании, ориентированные на привлечение трудовых мигрантов, иностранных работников и жителей территории (автохтонов), имеют различные, в большинстве случаев противоречивые побуждающие миграционные мотивы. Поэтому целью исследования является выработка комплексного, целеориентированного подхода к анализу возможного инструментария миграционного регулирования (миграционной политики) РФ на основе оценки существующей мировой практики. Инструментально-методический аппарат исследования базируется на комплексном подходе, в рамках которого уточнено понятие миграции как объективного фактора, обеспечивающего развитие региональной экономики. Авторы исходят из того, что миграция представляет собой целеориентированный процесс, заключающийся во въезде в страну иностранных граждан, основными мотивами которых являются определенные целевые установки по пребыванию ими на избранной территории, и оказывающий положительное (возможности развития) или негативное (усиление рисков) влияние на условия экономического развития региона. Научная новизна исследования представлена разработкой предложений по совершенствованию инструментов регулирования процессов привлечения иностранных кадров для Тверской области и допускающих их использование в субъектах РФ, исходя из ориентации действий на специализацию и выбранные целевые приоритеты развития территорий. The current stage of development of society and the state is characterized by a change in the role of the migration factor in the socio-economic development of territories. Given the decline in the share of the able-bodied population, a large share of low-skilled labor, and the need to implement national projects aimed at changing the demographic background of the state, which are primarily expressed in stimulating the birth rate growth, the Russian Federation is faced with the task of attracting labor migrants capable of supporting the industrial transformation of the Russian economy. In this regard, migration processes and tools for their regulation are becoming an important object of research. This does not take into account the complexity of socio-economic processes and emerging sociological, historical, demographic and other approaches to the analysis of migration processes, often inconsistent with each other. In addition, studies are carried out without taking into account differences in the target orientations of the subjects involved in migration regulation, which is a necessary element in making managerial decisions in the migration sphere, as the state, constituent entities of the Federation, and industrial companies focused on attracting labor migrants, foreign workers, and residents of the territory (autochthon) have various, in most cases, contradictory motivational migration motives. As a result, a study aimed at finding an integrated, goal-oriented approach to the analysis of possible tools of migration regulation (migration policy) of the Russian Federation based on an assessment of existing world practice seems to be most relevant. The instrumental and methodical apparatus of the study is based on an integrated approach, within which migration is considered as a goal-oriented process that has characteristic components and is influenced by objective and personalized factors that depend on the conditions of the socio-economic situation in the development of the territory, and also combines various methods of scientific knowledge: system analysis, comparative, economic and statistical, grouping, benchmarking, etc. In the course of this study were developed us suggestions to improve the regulation of migration processes in the Russian regions, based on the orientation of the action on the selected specialization and targeted development priorities of the territories.

The paper based on the analysis of the provisions of the Constitution of the RSFSR of 1918, the Constitution of the USSR of 1936, the Constitution of the USSR of 1977 shows the basic principles of organization and activity of the Soviets as representative authorities of the Soviet State. The author has analyzed research papers, primarily research papers and studies by Prof. Ekaterina I. Kozlova explaining the main stages and features of evolution of the essence and activity of the Soviets at all levels of the State. Also, the author has examined the shortcomings of the legal status and functioning of domestic representative bodies of state power — the Soviets — during the Soviet period.The study has demonstrated that with the adoption of the Constitution of Russia in 1993 , the Russian Federation witnessed the development of a fundamentally new, democratic stage of development of representative bodies of state power, as well as local self — government, based on the principles of democracy, separation of powers, federalism, autonomy of local self — government and its representative bodies.Having analyzed Prof. Kozlova research papers, the author has come to the conclusion that even on the example of her research of one of the most important institutions of the state — representative bodies of state power and local self-government in the Russian Federation — Prof. Kozlova made an outstanding contribution to the development of the science of constitutional law of Russia.
