The ‘big Boro rice harvest’ in 2021 amidst the COVID-19 pandemic has created new optimism for a resilient rice system in Bangladesh. Boro rice (dry season rice) has appeared as the strategic crop in sustaining resilience in the national rice system and food security with a steady rise in production trend. However, the prospect of Boro rice has been challenged by a myriad of factors such as changing climate, hydrological regimes, value-chain and crop diversification. Any unexpected production loss of Boro rice might bring about a big setback in total food security. Therefore, holistic policy planning and research supports, strong value-chain, efficient procurement system and, farmer’s capacity development have been suggested to sustain the production trend of Boro rice in the year to come.

Command agriculture is a contract farming scheme necessitated by land redistribution that ruptured Zimbabwe’s sources of resilience, distorted credit access, heightened tenure insecurity, and spiked vulnerability to droughts. Using qualitative analysis of extant literature, this article rationalizes the program’s nobility of cause but argues that the program alone cannot revamp agriculture. Notwithstanding how the program has evolved, revamping agriculture also encompasses policies that address fiscal prudence and macroeconomic resilience. Equally important is agricultural training that fosters skills and technologies that are not only climate-responsive but also meet the demands of the constantly evolving agrarian value chain.

El-Nino Southern Oscillation (ENSO) is the most recurrent change in climate impacting agriculture productivity and food security. This study investigates ENSO impacts on four cereal crops (maize, millet, sorghum and wheat) using crop production and climate datasets spanning the years 1960-2015. The results of this study reveal that during El Nino (La Nina) maize, sorghum and wheat production decreases (increases) while that of millet increases (decreases). Even though, the correlation is statistically significant for maize only, the outcome is a call to review the macro-food policy taking into account ENSO-related phase effects to redress food insecurity. The study recommends incentives for agricultural productivity including irrigation intensification and small grain value chain development, trade and food security arrangements, income generation opportunities and strategic partnerships for improved food and nutrition security.

<p><strong><em>FOCUS-Africa</em></strong> is an EU Horizon 2020 project funded to co-develop tailored climate services in the Southern African Development Community (SADC) region. The project, led by the WMO and started in September 2020, gathers 16 partners across Africa and Europe jointly committed to addressing the value of climate services for key economic sectors in Africa: agriculture and food security, water, energy, and infrastructure.</p><p>The project is piloting eight case studies (CSs) in five different countries involving a wide range of end-users. New services derived from seasonal and decadal forecasts are applied for food security and crop production in South Africa, Malawi, Mozambique, and Tanzania. High-resolution climate projections, as well as historical climate reanalyses, are used to support planning and investment decisions for: a railway infrastructure and a mix of renewable energies in Tanzania, hydropower generation assessment under climate change scenarios in Malawi, and water resources management in Mauritius.</p><p>For all the FOCUS-Africa’s case studies, socio-economic impact assessment of the delivered climate services will be carried out in collaboration with the CS leaders, service providers, and end-users, by providing ex-ante and ex-post evaluations grounded in the Global Indicator Framework for the Sustainable Development Goals. The project will align the capacity development efforts with those promoted by WMO for enhancing the capabilities of the NMHSs to deliver climate services to users and will make sure that the project's innovative processes and tools will be part of the WMO training curricula.</p><p>FOCUS-Africa's expected impacts are:</p><ul><li>Build a strong link between the climate scientific community and stakeholders in the SADC region by leveraging the advanced scientific knowledge and strong networks of the implementing team, and by establishing dedicated channels of communications, so as to target the full value chain of our users, from the start of the project</li> <li>Advance the way in which climate information is developed by characterising end-use requirements through regular engagement</li> <li>Contribute to the advancement of the scientific knowledge in the region and strengthened support for international scientific assessments through publications and reports such as those relevant for the IPCC, through the innovative science developed by FOCUS-Africa</li> <li>Demonstrate the effectiveness of the climate information by strengthening the adaptive capacity of end-users by delivering tailored, actionable, and exploitable climate services and by estimating their socio-economic benefits across the full value chain.</li> <li>Enhance policy-making for climate adaptation in the project and other countries</li> <li>Increase women’s access to climate services</li> </ul>

Capacity development initiatives for marginal communities with information and knowledge under the contemporary global scenario perhaps could be one of the effective instruments to make a meaningful change towards sustainable human development in developing countries. Information networking can play a key role in the initiatives toward enhancing opportunities for improved livelihood, health for all, food security, disaster management, and sustainable development. Best practices are already known in this regard such as e-commerce for better livelihood and employment, telemedicine for health, tele-food for food security, early warning for disaster preparedness, and sustainable development network as a comprehensive treatment for the sustainable development. This chapter focuses on how capacity development initiatives for marginal communities work with reference toward achieving the Millennium Development Goals (MDGs) in developing countries. It approaches the issues and concerns related with the empowerment of the marginal communities, problems, and apprehensions in human and social capacity development in the information and communications technology (ICT) sector. A lot more effort is required from governments, NGOs, and other multilateral agencies in order to bring about a sustainable mechanism of ICT planning, implementations, and development in developing countries. This chapter aims at highlighting the importance of ICT development, and the issues and concerns that are related for its expansion in the developing world for securing sustainable development.

Smallholder farmers and pastoralists produce the largest proportion of food consumed in sub-Saharan Africa. However, they remain among the food insecure populations. This paper explores the food (in)security among smallholder farmers and pastoralists using a sample of 175 households in three agro-food value chains of wheat, dairy, and beef in the north-west Mt. Kenya region. The study seeks to answer if a farmer’s participation in a particular agro-food value chain determines his/her food security situation. We use the Household Food Insecurity Access Scale (HFIAS) and two Poisson regression models, parsimonious and full, to assess the household food security status and determinants of food security among the smallholder farmers and pastoralists. The results show that 61% of the households were either mildly, moderately, or severely food insecure. Households in the beef value chain experienced relatively higher incidences of food insecurity compared to households in the wheat and dairy value chains. The HFIAS scores revealed a wide gap between households with minimum and maximum score. Household size, income and income-related variables (ability to save and borrow to meet family needs), transport assets, membership in farmers’ associations, and household energy were significant in determining household food security, while access to credit and to extension services was not. Strategies that focus on boosting smallholder farmers’ incomes, building strong and resilient farmers associations to improve inclusive and equitable value chains have the potential to get smallholder farmers out of recurrent food insecurity.

Ensuring national food security for the present and future under any circumstance is a current urgent and complicated issue in Vietnam in the context of climate change, disease and in the process of striving Vietnam to become an industrialized country towards modernization. Ensuring food security has become a legal issue for every country, including Vietnam. To ensure national food security, there is a need for a state management. Therefore, this paper focuses on analyzing the status of regulations and applying the law in a state management of food security. Based on a comparison with the achievement of the goal of national food security in Vietnam, the article points out some of the current limitations and shortcomings in the State management of food security; then, proposes some solutions to improve the efficiency of the state management in this area, including: good management of planning production land for food; improve the state management apparatus of the national food security; increasing investment in infrastructure and scientific research serving food production; review the role and effectiveness of each stage in the food production value chain; improve policies to ensure a reasonable and stable profit for people who producer, storage, process and distribute food.

<p>The intensification of European agriculture leads to soil degradation, reduction of biodiversity and an increased economic risk for the farmers. An approach towards solving this problem is crop diversification and the optimized use of resources. Increasing agricultural efficiency/resilience through diversification and the associated falling environmental costs could contribute to the growth of the European agricultural sector by adapting the entire value chain.</p><p>The EU-funded project DIVERFARMING (Horizon 2020 no 728003) aims to develop and deploy innovative farming and agribusiness models based on crop diversification. Germany is involved with a broad-based study in organic steep slope viticulture in Wawern (Saar Valley).</p><p>A fundamental issue of steep slope viticulture is related to vegetation management below the vines. In order to overcome problems of soil erosion and soil organic matter depletion, an increasing number of winemakers is establishing cover crops such as grasses and legumes in driving lanes. On the contrary, the area underneath the vines is typically kept free of vegetation to avoid fungal diseases and competition on water. As cover crops do not benefit to the value chain and may compete with vines on water or have other adverse effects on vine performance, an alternative strategy for vegetation management underneath vines in steep slope viticulture is required.</p><p>Therefore, intercropping vines with perennial herbs like Thyme and Oregano growing underneath is a promising cropping practice to address the abovementioned issues. Both herbs are economically valuable and originate from dry and warm environments, which are typical for most viticultural areas. Furthermore, their relatively low need for water and flat-growing habitus is assumed to be suitable to cover the soil underneath the vines in order to protect against erosion and suppress weeds without having adverse effects on vine growth and -health. They can be marketed directly or indirectly as a concentrate for cosmetics, perfumes, nutritional supplements and food.</p><p>During the 5-year project, we will investigate impacts on and interactions between crops, soil ecological and physicochemical properties as well as erosion and emission of greenhouse gases to evaluate ecological benefits of crop diversification. Selected results obtained within the first two years of investigation will be presented.</p>
