This paper reviews the industrial relations program of the Kentucky Bureau of Vocational Rehabilitation. This program represents a serviceoriented approach to job development. It is based on the premise that the primary goal of vocational rehabilitation is to get work-ready individuals with handicaps into appropriate employment. To achieve this goal, the backing and support of business and industry is needed. One effective means of obtaining and maintaining this support is through the provision of essential cost-free services to the business community.This paper reviews the factors and assumptions that lead to the development of this program and discusses the cost-free consultant/educational and direct services offered to business and industry through the Industrial Relations Manager. Through this service-oriented program of job development, Kentucky Vocational Rehabilitation has been able to: (1) develop and maintain an excellent working relationship with business and industry across the state, (2) provide meaningful and cost-beneficial services that were not being provided by any other state agency or organization, (3) break-down many of the man-made barriers to successful employment of individuals with handicaps, (4) provide exceptional follow-along services, and (5) increase the rehabilitation success rate.

Floating Production Storage and Offloading (FPSO) sizing and cost estimation has become a challenging task at the early stages of offshore field development. During the early stages of field development designer needs to size and estimate cost in order to decide feasibility of the project. This paper describes a step by step method used to size and estimate the cost of a new built (or) converted FPSO based on basic engineering, existing FPSO data and corresponding metocean criteria for a particular location. This step by step approach covers FPSO sizing, hull structural design, mooring sizing, topsides support design and steel renewal using offshore classification rules and regulations. FPSO cost is estimated based on the design particulars (i.e. hull weights, FPSO particulars, mooring sizes etc.) and current market unit rates. This approach is an effective means to size and estimate cost of an FPSO at early stages of field development which saves overall time and cost for a client.

In this paper, the authors propose a Semantic Search Engine, which retrieves software components precisely and uses techniques to store these components in a database, such as ontology technology. The engine uses semantic query language to retrieve these components semantically. The authors use an exploratory study where the proposed method is mapped between object-oriented concepts and web ontology language. A qualitative survey and interview techniques were used to collect data. The findings after implementing this research are a set of guidelines, a model, and a prototype to describe the semantic search engine system. The guidelines provided help software developers and companies reduce the cost, time, and risks of software development.

Since the early 1980s, Open Source Software (OSS) has gained a strong interest and an increased acceptance in the software industry that has to date initiated a “paradigm shift” (O’Reilly, 2004). The Open Source paradigm has introduced wholly new means of software development and distribution, creating a significant impact on the evolution of numerous business processes. In this chapter we examine the impact of the open source paradigm in the e-Procurement evolution and identify a trend towards Open Source e-Procurement Application Frameworks (AFs) which enable the development of tailored e-Procurement Solutions. Anchored in this notion, we present an Open-Source e-Procurement AF with a two-phase generation procedure. The innovative aspect of the proposed model relates to the combination of the Model Driven Engineering (MDE) approach with the Service-Oriented Architecture (SOA) paradigm for enabling the cost-effective production of e-Procurement Solutions by facilitating integration, interoperability, easy maintenance, and management of possible changes in the European e-Procurement environment. The assessment process of the proposed AF and its resulting e-Procurement Solutions occurs in the context of G2B in the Western-Balkan European region. Our evaluation yields positive results and further enhancing opportunities for the proposed Open Source e-Procurement AF and its resulting e-Procurement Solutions.

Quantifying and designing the cost pool generated by Business Intelligence and Analytics (BI&A) would improve cost transparency and invoicing processes, allowing a fairer, more exact allocation of costs to service consumers. Yet there is still no method for determining BI&A costs to provide a base for allocation purposes. While literature describes several methods for BI&A cost estimation on an ROI or resource-consumption level, none of these methods considers an overall approach for BI&A. To tackle this problem, the authors propose a service- oriented cost allocation model which calculates BI&A applications based on defined services, enabling a cost transfer to service consumers. This new approach specifies steps towards deriving a usable pricing scheme for an entire BI&A service portfolio – both for allocation purposes as well as improving cost evaluation of BI&A projects. Moreover, it increases customer understanding and cost awareness. Based on this approach, the authors introduce a BI&A value creation cycle which helps customers to use BI&A services cost-effectively.

With the deepening of the reform of the power system, electricity sales companies are required to explore new business models and provide multi-faceted marketing programs for users. At the same time, with the reduction of energy storage (ES) costs and the gradual maturity of technology, user side ES, especially Battery ES, has become an effective means for enhancing users' power supply reliability and reducing electricity bills. Battery ES, as the standby power supply, has a vast user side application. The configuration of ES can help users to ameliorate power quality and reduce electricity cost. It is a critical strategy for electricity sales companies to improve their competitiveness as well. Firstly, this paper analyzes the user side ES and introduces the user side ES development status and relevant policies. Then, we establish an ES configuration optimization model based on the cost–benefit system. To determine the optimal ES capacity of the system’s storage capacity, non-dominated sorting genetic algorithm with elite strategy (NSGA-II) is used as the method solving model. Finally, according to the cost-effectiveness of ES and the period of a contract signed by users, a price package with ES configuration is designed for users to choose.

In a service-oriented networked manufacturing (SONM) environment, geographically distributed manufacturing resources are encapsulated as various manufacturing services. These manufacturing services release via the Internet and can provide services on the demand of manufacturing tasks. Usually one manufacturing task needs several different services belonged to different organizers to work together. Hence, effective cooperation among services is the foundation of the efficient operation of SONM. In this paper, a bipartite network model is presented to describe the relationship of two different kinds of nodes in SONM, and also is projected as a weighed network for further exploring the behaviors of service nodes. Furthermore, an agent-based model is built for modeling the interactive behaviors of service nodes in a cooperative network and an agent-based simulating system is developed with Repast. The simulation results show that the emergence of cooperative behaviors among service nodes is related to both the cost of cooperation and initial trust of services in the SONM environment.

ABSTRACTBackground:Psychosocial interventions for carers of people with dementia are increasingly recognized as playing an important role in dementia care. We aim to systematically review the evidence from existing systematic reviews of psychosocial interventions for informal carers of people with dementia.Methods:Thirty-one systematic reviews were identified; following quality appraisal, data from 13 reviews, rated as high or moderate quality, were extracted.Results:Well-designed, clearly structured multi-component interventions can help maintain the psychological health of carers of people with dementia and delay institutionalization of the latter. To be most effective, such interventions should include both an educational and a therapeutic component; delivery through a support group format may further enhance their effectiveness.Conclusions:Successful translation of evidence into practice in this area remains a challenge. Future research should focus on determining the most cost-effective means of delivering effective multi-component interventions in real-world settings; the cost-effective potential of technology-based interventions is considerable.

The annual review of ineligibles and non-rehabilitants is a mandatory study for all public vocational rehabilitation agencies to insure that all individuals are given ready access to the benefits of the program. In a cooperative research effort, three vocational rehabilitation agencies provided the data necessary for a study of the cost and effectiveness of the annual review process. As part of this study, the participating agencies provided data for each of their clients reviewed in Fiscal Year 1977. This data consisted of information· regarding the type of review, the outcome of the review process, and the amount of counselor time required to complete the review. The results of the study indicated that the annual review was not only ineffective but extremely costly in terms of counselor time as a technique for insuring benefits to eligible individuals.
