Information and Communication Technology (ICT) is increasingly playing an important role in developing a competitive economy based on knowledge and innovation. Use of ICT enables the provision of a higher quality of citizen’s life; it helps ease and efficiency of business processes and increase the efficiency and transformation of management. The use of ICT in different sectors of the Albanian economy has begun to be realized rapidly, improving economic and financial performance and expanding the range of services that are offered to users. ICT has been used massively also a sector which in Albania brings an important impact on GDP it is the tourism sector, however, it is noted that the use of ICT in this sector is at levels lower than in other countries of Europe as well as the region. The use of ICT and the Internet in the tourism sector in the world but also in Albania has enabled the creation of a new business environment, the global distribution of information as a very important element for the tourism sector and the creation of new channels of distribution, transforming the tourism sector globally. The tourism sector in Albania, which is competing strongly from neighboring countries after the period of its establishment and strengthening, currently faces the challenge of the massive use of ICT in the provision of information and the enhancement of services for its clients. The purpose of this paper is to evidence the level of use of ICT in the tourism sector in Albania, and based on analysis of data collected, presents recommendations on the use of ICT in the sector, aimed at increasing performance, expanding services and improving the quality of services provided to customers.

The aim of the paper is to present the results of research into the assessment of social factors resulting from the digitalization of railway companies’ business models and building, by means of the AHP method, a ranking of the significance of these criteria in the process of their digital transformation. The results focused on identifying the components of the business models of railway companies that are most affected by social factors and the creation of such factors. Railway companies do not operate within the business environment alone. In the context of processes, they form one common technical and service ecosystem. Digitalization should increase opportunities to create positive social effects which influence the quality of services provided and the safety of rail traffic as well as the increased efficiency of business models.

The quality issues of new services directly affect the competitiveness of service organizations. However, the introduction of new services to the market is often limited only to the construction of the logistics of business processes, and the design applies only to technological equipment and infrastructure, the quality of which ultimately does not always ensure the quality of the services provided. At the same time, quality management affects mainly operational aspects, that is, it covers the later stages of the service life cycle. In resource-intensive service industries (for example, transport, communications, etc.), the high cost of equipment and infrastructure reduces the possibility of changes in service delivery technologies to improve their quality, which leads to inefficiency and market failures due to the fact that the new service does not match the real needs of customers. Despite this, forecasting and planning the quality of a service at the stage «making a decision» to launch a new service on the market remains largely without sufficient attention. The authors prove the need to design the quality of services at the stage «making a decision» to bring new services to the market. The purpose of the article is to describe the approach developed by the authors to assessing the quality of projected services at the early stages of their life cycle, which makes it possible to integrate qualitative and quantitative indicators of the future service and take into account the forecast requests of customers. The proposed approach has two features: (1) forecasting customer requirements for the quality of services is based on the results of machine learning based on data on existing and potential customers, as well as on the basis of the accumulated knowledge base of customer experience and expert opinions; (2) multi-criteria optimization is used, while some of the optimized parameters are discrete and high-quality. In conclusion, the authors demonstrated the advantages of the developed model on the examples of transport and logistics business in the field of passenger and freight transportation in Russia.

One of the ways to determine the benefits of a particular municipality and indicate its readiness to cooperate with potential investors is to promote standards of effective and transparent local administration. This task can be realized through the certification of cities and municipalities with a favorable business environment. Certification is a process that, among other things, allows the assessment of quality of services and information that municipalities provide for investors and businessmen. It is a process aiming at improvement of business environment in Serbia through institutional reforms with the active participation and cooperation of industry, municipalities and citizens. One of the key questions is to determine the importance of the criteria relevant for evaluating the attractiveness of municipality in terms of potential investors. Analysis of criteria importance for certification of cities and municipalities with a favorable business environment, shown in this paper, aims to identify those who have played a key role in the efficiency of municipalities and cities in attracting foreign direct investment. This paper presents three alternative ways of determining the importance of the criteria. The results of this analysis should indicate to the authorities of cities and municipalities possible ways of improving their position at the list of those with a favorable business environment.

The development of information and communication technology (ICT) has been implemented in various fields, including in government. To support the implementation of e-Government (e-Gov) and improve the quality of public services, many technology-based applications have been created by government agencies, both central and local governments. DISKOMINFOARPUS Cimahi City built an application called SILPa KAMI to support the vision of Cimahi Smart City. This study uses a qualitative descriptive method that aims to determine how the implementation and sustainability of the SILPa KAMI application and what kind of characteristics the agencies should have so it can replicate this application. The results of the study reveal that the implementation of the SILPa KAMI application is running well because it has fulfilled various success factors of e-Gov implementation which is also marked by the sustainability even though there are still obstacles. Also, the use of ICT based on the e-leadership aspect, the information network infrastructure aspect, the information management aspect, the business environment aspect, as well as the community and human resources aspect has been optimally utilized. This application is relatively easy to be replicated by other agencies. The agencies that can replicate this application must have the availability of budget, the availability of related facilities and infrastructure and the availability of reliable ICT managers.

Current development and management of economic activity is largely associated with the implementation of the concept of the digital economy, which poses new challenges for business intelligence. The set of tasks is formed in order to develop business intelligence so that it matches the improved management of economic subjects, and to ensure the quality of business processes when digital technologies are introduced. Improved management based on the concept of the business environment implies that monitoring principles are used to analyze the behavior of external business environment participants with the purpose to build a rational partnership relationship. The digital economy creates information opportunities in this area, as it provides the access to Big Data and their processing using Big data analytics technologies. With regard to the requirements of management, the article analyzes the behavior of elements of the internal business environment to develop a management solution to improve the effectiveness of their behavior. The high quality of the solution is provided by the information model being a highly adequate image of a particular object under control and the ability of the control apparatus to fully realize the volume of its inherent functions. Under these conditions, the digital transformation of analytical processes is based on its own information platform, which should use breakthrough digital technologies. The research uses such methods as systemic analysis to generalize the modern concepts of economic system management, development of digital technologies and their introduction into management decision-making processes.

The development of information and communication technologies (ICT) has a significant impact on the business model of companies operating in the financial sector. Digital transformation leads to changing existing business model rapidly, as well as necessity of developing new processes specifically related to the use of ICT in business processes, development of new products and updating existing ones. At present, changes in the demand for ICT related processes in financial sector are observed both through the development of different technologies and their applications core or ancillary processes (e.g. innovations in payment systems including crypto currencies, blockchain-assisted smart contract, credit markets and insurance including peer-to-peer lending). Based on the opportunities offered by ICT, new business models need to be developed in the financial sector to transform these capabilities into new products and services that respond to changing customer demand. The aim of research to investigate the changes taking place in financial sector in the light of developments in ICT for acquisition of necessary competencies. Research methodology includes systematic review of scientific literature, analysis of selected financial sector statistics, semi-structured industry expert interviews and statistics analysis. The empirical study is limited to the financial sector of Latvia. Although due to the global nature of the financial sector the research findings could be applied internationally.

Transaction costs are the costs to protect property rights. Institutions are shaped in order to control transaction costs in society. Studies have been developed to measure transaction costs both at the macro and microeconomic levels. Entry costs, i.e., the cost to start up a new business are considered a proxy for business environment quality, being also interpreted as a proxy to transaction cost measurement. This paper presents new elements in order to amplify the potential of research in business environment, particularly business entry costs. It stresses the limitation related to two theoretical points: first, the near decomposability of one complex transaction, and second, the complementarity between ex-ante and ex-post transaction costs, both related to the methodology adopted to measure business entrance costs.

This article discusses the creation of a new philosophical model of librarian-patron interaction. Directly influenced by the classical Indian text The Yoga Sutras of Patañjali, the authors have created the Triadic Model of Holistic Advocacy, which is supported by three yogic concepts: yoga (union), karuṇā (compassion), and āsana (pose). At its core, holistic advocacy encompasses both a philosophy and praxis of librarianship that is predicated on the belief that librarianship is fundamentally about service to others. Holistic advocacy requires a consistent, empathetic approach to librarian-patron interactions that is ultimately reflected in the quality of services rendered. The authors argue that engaging in holistic advocacy empowers library professionals to better advocate for patrons, specific libraries, and librarianship as a field. Embedding this ethos will help ensure that advocacy happens frequently and organically. Furthermore, holistic advocacy is a mindset that will help foster the growth of a more critically-thinking, compassionate society. The blending of eastern philosophical concepts (as outlined in the The Yoga Sutras of Patañjali) and western practices of LIS has not yet been discussed in the literature. The authors hope this discussion will encourage others to consider how eastern philosophy impacts western library practices.

Subject. The modern economy is experiencing several crises related to the need for structural reforms and the solution to systemic problems. The solution to systemic and structural issues is influenced by the new business environment formed in the field of digital culture. It informs the participants of the national and international economy, dictates new requirements to economic entities, the results of their activities and the quality of business. New requirements of stakeholders influence the formation of the phenomenology of economic analysis in the era of digital culture.Purpose. The purpose of the research was the author’s development of phenomenology of economic analysis (analysis of economic entities) and the system of standardisation of economic analysis in the digital economy.Methodology. The author used methods of systems research (analysis and synthesis), comparative analysis, the method of analogies to solve the problems, and also the study of current economic literature and the use of structural analysis.Results. Based on the analysis, the author obtained the following results. Result 1: Diagnosis of the specific features (phenomena) of digital culture as a new business environment. Detection of the positive features and disadvantages of digitalisation of the economy. Result 2: Detection of the system of the phenomena forming phenomenology of the economic analysis which includes not only the phenomenon of the analysis, but also the phenomenon of the object and the subject of analytical activity; two last phenomena are modified under the influence of digital culture. Result 3: Detection of the boundaries of digitalisation of economic analysis: unification of methodological approaches to the analysis of normal operations of economic entities of different types (including households). Result 4: Detection of the mechanism of standardisation as a method of solving the problem of adaptation of methodological and methodical techniques of economic analysis to the activities of different economic entities, and a system of principles of standardisation of the analysis of economic entities. The author also considered the normative legal bases of standardisation of economic analysis in the Russian Federation. The author presented the model of system standardisation analysis activities of an economic entity that includes multiple contours, providing backwards and forward linkages between economic subject and interested in the analytical side of information in the process of formation and implementation of standards of evaluation.Conclusion. The development of the phenomenology of economic analysis is associated with the formation and improvement of the system of standardization of the analysis of economic entities that 1) meets the conditions of digitalization and innovation, 2) opens up great opportunities to improve the quality of economic entities, regardless of the specific scope of application of the results of analytical research.
