Activity Analysis of the Economic Entity and Digital Culture

Subject. The modern economy is experiencing several crises related to the need for structural reforms and the solution to systemic problems. The solution to systemic and structural issues is influenced by the new business environment formed in the field of digital culture. It informs the participants of the national and international economy, dictates new requirements to economic entities, the results of their activities and the quality of business. New requirements of stakeholders influence the formation of the phenomenology of economic analysis in the era of digital culture.Purpose. The purpose of the research was the author’s development of phenomenology of economic analysis (analysis of economic entities) and the system of standardisation of economic analysis in the digital economy.Methodology. The author used methods of systems research (analysis and synthesis), comparative analysis, the method of analogies to solve the problems, and also the study of current economic literature and the use of structural analysis.Results. Based on the analysis, the author obtained the following results. Result 1: Diagnosis of the specific features (phenomena) of digital culture as a new business environment. Detection of the positive features and disadvantages of digitalisation of the economy. Result 2: Detection of the system of the phenomena forming phenomenology of the economic analysis which includes not only the phenomenon of the analysis, but also the phenomenon of the object and the subject of analytical activity; two last phenomena are modified under the influence of digital culture. Result 3: Detection of the boundaries of digitalisation of economic analysis: unification of methodological approaches to the analysis of normal operations of economic entities of different types (including households). Result 4: Detection of the mechanism of standardisation as a method of solving the problem of adaptation of methodological and methodical techniques of economic analysis to the activities of different economic entities, and a system of principles of standardisation of the analysis of economic entities. The author also considered the normative legal bases of standardisation of economic analysis in the Russian Federation. The author presented the model of system standardisation analysis activities of an economic entity that includes multiple contours, providing backwards and forward linkages between economic subject and interested in the analytical side of information in the process of formation and implementation of standards of evaluation.Conclusion. The development of the phenomenology of economic analysis is associated with the formation and improvement of the system of standardization of the analysis of economic entities that 1) meets the conditions of digitalization and innovation, 2) opens up great opportunities to improve the quality of economic entities, regardless of the specific scope of application of the results of analytical research.

Modern social and economic conditions require the development of new approaches to the organization and analysis of an economic entity performance. The article pays special attention to the system of analytical activities standardization in order to meet the information needs of stakeholders. The objective of the study is the author’s development of the system of standardization of the economic entity performance analysis. The methods of system research (analysis and synthesis), comparative analysis, and the method of analogies are used to solve the problems. The study is based on the study of current economic literature and the use of structural analysis. The following results are obtained on the basis of the analysis. First, the special features of analytical procedures as an object of standardization were identified. These features are the starting point to develop a system of economic analysis standardization. Second, the algorithm of standardization of management activities was formulated. This algorithm is a basis to build a system of economic analysis standards. Third, a model of interaction between the main groups of stakeholders and the economic entity in terms of analytical activity standardization is proposed and the need to standardize the analysis of financial and nonfinancial characteristics of business quality of the object under analysis is proved. Fourth, the process of analytical activities standardization is developed. The system of indicators to assess the quality of the system of standardization for analytical procedures is offered. The development of the standardization system of the business performance analysis is a very promising direction to improve the quality of business. Standardization of economic analysis opens up great opportunities to improve the quality of activities of economic entities, regardless of the specific scope of the evaluation study.

Changes happening in the internal and external business environment in the 21st century intensify the need for improving approaches to the evaluation of effectiveness of economic entities on different levels of economic analysis: micro, meso and macro. Although there is a significant theoretical background, the most common category for an assessment of the condition of an economic entity in the economic theory is «competitiveness», which was proposed by Adam Smith. Starting from the second half of the 20th century, specialists have been using this term for characterizing efficiency of individuals, cities, industries, regions and countries. Today, academics have developed unique ideas about the content of this category: methods of assessment of the reached level; factors which influence the category on different levels of economic analysis. However, the paradox is that the theoretical foundation cannot solve practical problems and answer relevant questions. In the article, the authors try to show that making the term «competitiveness» unified is unreasonable, it is based on factual material and opinions of national and foreign researchers. The authors formulate a hypothesis about the necessity of terminological disintegration while making multiple factor analysis: identifying independent groups of phenomena all of which are responsible for a specific condition type of a subject / object.

Transaction costs are the costs to protect property rights. Institutions are shaped in order to control transaction costs in society. Studies have been developed to measure transaction costs both at the macro and microeconomic levels. Entry costs, i.e., the cost to start up a new business are considered a proxy for business environment quality, being also interpreted as a proxy to transaction cost measurement. This paper presents new elements in order to amplify the potential of research in business environment, particularly business entry costs. It stresses the limitation related to two theoretical points: first, the near decomposability of one complex transaction, and second, the complementarity between ex-ante and ex-post transaction costs, both related to the methodology adopted to measure business entrance costs.

Economic analysis is one of the key elements of the state competition policy system. The issue of the quality of analytical research carried out by the antimonopoly authorities has been topical and highly controversial for many years. Many scientific works have been devoted to the role of economic analysis in Russian antitrust, the most significant contributions were made by I. V. Knyazeva, A. G. Tsyganov, A. E. Shastitko, S. B. Avdasheva, A. A. Kurdin. This study proposes the stageization of the evolution of economic analysis depending on the processes of transformation of competition policy in the country, and, as a consequence, the development of the powers of antimonopoly authorities. The article outlines the prerequisites for a new stage in the evolution of economic analysis, due to the transition of traditional markets to a new business format — digital, the emergence of new markets based on IT-technologies. The new philosophy of market regulation requires fundamentally new methodological approaches to assessing the state of competition in them.

Information and Communication Technology (ICT) is increasingly playing an important role in developing a competitive economy based on knowledge and innovation. Use of ICT enables the provision of a higher quality of citizen’s life; it helps ease and efficiency of business processes and increase the efficiency and transformation of management. The use of ICT in different sectors of the Albanian economy has begun to be realized rapidly, improving economic and financial performance and expanding the range of services that are offered to users. ICT has been used massively also a sector which in Albania brings an important impact on GDP it is the tourism sector, however, it is noted that the use of ICT in this sector is at levels lower than in other countries of Europe as well as the region. The use of ICT and the Internet in the tourism sector in the world but also in Albania has enabled the creation of a new business environment, the global distribution of information as a very important element for the tourism sector and the creation of new channels of distribution, transforming the tourism sector globally. The tourism sector in Albania, which is competing strongly from neighboring countries after the period of its establishment and strengthening, currently faces the challenge of the massive use of ICT in the provision of information and the enhancement of services for its clients. The purpose of this paper is to evidence the level of use of ICT in the tourism sector in Albania, and based on analysis of data collected, presents recommendations on the use of ICT in the sector, aimed at increasing performance, expanding services and improving the quality of services provided to customers.

Objectives. A set of theoretical, methodological and practical approaches to the development of strategic planning of corporate activities in the transition to a digital technological system. Methods. The application of a comprehensive scientific approach is based on a combination of General scientific and special research methods: retrospective, system analysis and synthesis, comparison and generalization, and evolutionary. Results. As the analysis of existing approaches to the definition of the digital economy has shown, there is still no consensus on the definition and content of this term, which leads to problems in identifying the elements that are included in it. The development of strategic planning in the digital economy determines the specifics of the planning process, the choice of appropriate methods and their implementation. A model of the enterprise strategic planning digitalization platform is proposed, reflecting the most significant subsystems, which can be modified taking into account the specifics of the company's actions in the external environment, as well as based on the competitive advantages of the internal environment and the relationship of the leading structural elements. Conclusions and Relevance. Companies in the new business environment need new approaches to strategic planning that take into account current management aspects. The introduction of digital technologies will maximize the use of information technology resources in order to increase the productivity and financial performance of corporations. The process of managing the company's strategy using digital technologies allows you to conduct operational control over revenues and expenses, optimize inventory. The development of strategic planning of enterprises should be synchronized with the corresponding improvement of the regulatory framework. The identified features of the formation of indicators of companies ' competitiveness, as well as the scheme of digitalization of the platform for strategic planning of their activities can be recommended for use in the practice of corporate financial management, long- term financial planning and budgeting.

The article is devoted to the analysis of the draft law "On Protection of Competition", which must substitute the laws "On Competition and Limitation of Monopolistic Activity on Commodity Markets" and "On Protection of Competition on the Financial Services Market". The innovations enhancing the quality of Russian competition law and new norms providing at least ambiguous effects on antimonopoly regulation are considered. The first group of positive measures includes unification of competition norms for commodity and financial markets, changes of criteria and the scale of control of economic concentrations, specification of conditions, where norms are applied "per se" and according to the "rule of reason", introduction of rules that can prevent the restriction of competition by the executive power. The interpretation of the "collective dominance" concept and certain rules devoted to antimonopoly control of state aid are in the second group of questionable steps.

Subject. The article examines the laws regulating insider trading. Objectives. The study outlines recommendations for refining Law On Countering the Illegal Use of Insider Information and Market Manipulation and Amendments to Some Legislative Acts of the Russian Federation, № 224-ФЗ of July 27, 2010. Methods. The methodological framework includes a general dialectical method, analysis and synthesis, induction and deductions, and some specific methods, such as comparative and formal logic analysis to specify the definition of insider information, structural logic and functional analysis to improve the mechanism for countering insider trading and market manipulation. Results. We discovered key drawbacks to be addressed so as to improve the business environment in Russia. Although the Russia laws mainly mirror the U.S. laws, they present a more extended list of terms concerning the insider information. I believe the legislative perfection should be continued. Conclusions and Relevance. The study helps apply the findings to outline a new legislative regulation or amend the existing ones, add a new mention on the course of financial markets to students’ books, develop new methods for detecting and countering and improving the existing ones. If all parties to insider relationships use the findings, they will prevent insider trading crimes in financial markets and (or) reduce the negative impact of such crimes on the parties.

Subject. The article reviews the way strategic threats to energy security influence the quality of people's life. Objectives. The study unfolds the theory of analyzing strategic threats to energy security by covering the matter of quality of people's life. Methods. To analyze the way strategic threats to energy security spread across cross-sectoral commodity and production chains and influences quality of people's living, I applied the factor analysis and general scientific methods of analysis and synthesis. Results. I suggest interpreting strategic threats to energy security as risks of people's quality of life due to a reduction in the volume of energy supply. I identified mechanisms reflecting how the fuel and energy complex and its development influence the quality of people's life. The article sets out the method to assess such quality-of-life risks arising from strategic threats to energy security. Conclusions and Relevance. In the current geopolitical situation, strategic threats to energy security cause long-standing adverse consequences for the quality of people's life. If strategic threats to energy security are further construed as risk of quality of people's life, this will facilitate the preparation and performance of a more effective governmental policy on energy, which will subsequently raise the economic well-being of people.
