The advancement of information and communication technologies occurs due to the evolutionary capacity of computer equipment as well as the existence of increasingly sophisticated tools and applications. Virtual laboratories, a flexible tool which allows to design, simulate, model and test through experimentation real-life processes, are an example. Virtual laboratories have a great impact on engineering as they improve accessibility to experiments, facilitating the development of strategies in the field of education; they include interactive ways to observe, illustrate, demonstrate and investigate, aside from support system users in the elaboration and exchange of results. For this reason, the experience reflected in this article highlights the design and implementation of an ecosystem for the deployment and management of virtual laboratories, based on the IMS Learning Tools Interoperability standard. In this process, the methods and technologies applicable to the development of virtual laboratories are characterized with an instructional model for experimental environments that identifies the scope of the procedure and the technical criteria, taking into account LabManager, WebLabDeusto and LMS Sakai, and finally the installation and configuration of the cloud platform and the laboratory prototype that responds to the proposed ecosystem.

The modernization of higher education is mandatory condition for the current stage of Russian society development and the ensuring of the Russian economy competitiveness. One of the priority issues of modernization is the strengthening of the significance of self-students studying. This is due primarily to the considerable reduction in the number of classroom sessions and the increase in hours provided for self-students studying. Self-studying becomes the basis for the professional development of a bachelor, encourage his cognitive interests, promotes the essential objectives of the training, that is, the formation of communicative and professional competences. The nature of the relationship between the teacher and the bachelor alters within the framework of competence-oriented education. The teacher, released from the mere transfer of knowledge, gets freedom in choosing forms of interaction or rather in choosing the methods used in such field of studying as “Foreign Language”. Classical teaching methods are replaced with new ones. The emergence of information and communication technologies led to their rapid introduction into the educational process. The organization of self-students studying through the use of information and communication technologies is of great interest to many educational specialists. The specific nature of information and communication technologies lies in the creation in the educational process of various kinds of relations and conditions of real life, requiring from bachelors not only the knowledge of work-related material, but also their familiarization with a given image, a holistic immersion in the professional environment. The use of simulation technology facilitates the formation of cognitive-search activity of bachelors, causes incentive for learning a foreign language.

research aimed to explain the defense of oral interactions in the presence of information and communication technologies such as WhatsApp (WA) as well as to explore some of the positive contributions of WA used in building the Real Life Communication especially in the learning environment. By applying the Exploratory design, this research involved 4 participants from various educational backgrounds as a purposively selected data source indicated as WA users at once. Data were collected through Focus Group Discussion, Interview, and Observation and analyzed by several stages i.e. data reduction, displaying data, categorizing, and verifying and concluding. The results showed that oral interactions can decrease both in the language community and learning environment as the dominant use of WA that is not wise. Nevertheless, the use of WA applications also had some positive contributions in building a real relationship. Finally, the assumption that the negative impact of using the WA application should be able to change the mindset and positive attitude of the scholars in initiating and defending an oral interaction in the learning environment.

Due to advancing information and communication technologies webinars have become a means of continuing education which demands methodological support and standardization. The authors analyze the methods of labor rating, in particular, timing of technological and organizational processes. The factors of time input for webinar organization are defined: i. e. number of lecturers, including those remote ones, various formats and number of demonstrated materials (presentations, video, audio, texts, links), scenario multitasking (for example, polling, displaying related materials, linking, etc.), simultaneous broadcasting to another videohosting  (i.e YouTube). The list of technological processes for webinar organization is presented along with the findings of labor rating as exemplified by the NPLS&T’s experience. The calculations of real time consumed are obtained through the judgment-based method as well as through the continuous timing method. The authors conclude on the rate between real-life and typical timing of webinar organization and the proportion of this time within working hours in NPLS&T.

Introduction. Modern education of children is one of the most rapidly changing systems, actively using modern capabilities of information and communication technologies and e-learning tools. Information and communication technologies increase the load on the visual, auditory analyzers, the nervous system and contribute to the development of overwork in children. The use of digital media is becoming increasingly widespread, not only in school, before and in preschool education. To substantiate the concept and integrated system of the hygienic safety of electronic educational content and children’s life in conditions of hyper-informatization, physiological and hygienic studies are required. Materials and methods. In order to develop the scientific foundations and technologies for ensuring the hygienic safety of children in the “Digital School”, an expert-analytical study was carried out based on the results of representative hygienic observations and non-randomized controlled studies with Contribution of volunteers. Results. Studies of childhood hygiene allowed justifying the modern system of hygiene and health care of children and adolescents in a hyper-informational society, including criteria of the hygienic safety, including in the editorial, intended for children and adolescents; sanitary rules and norms of ensuring the hygienic safety of the new generation; federal recommendations of medical support of students in the conditions of using information and communication technologies; federal guidelines for students ’mental health and well-being; recommendations to the family in the field of ensuring the safety of children’s life in a digital environment; recommendations to producers and distributors of content in the field of ensuring the medical, psychological and pedagogical safety of children’s life, including the age marking of information products; gaming educational and educational programs on the rules for the safe use of children on the Internet; a system for monitoring the effectiveness of hygienic safety policies and protecting children from negative information in a hyper-information society. Conclusion. The developed system and technologies for ensuring the hygienic safety of the “Digital School” are significant for the medical and preventive basis of the health saving of students in the Decade of Childhood in Russia (2018-2027).

The authors of the article draw attention to the relevance of the use of e-learning tools to improve the quality of student preparation, as well as they consider the specifics of pedagogical communication within the framework of the information and educational environment. The language of education changes: there is a transition from written forms to audiovisual ones. In addition to traditional actors of the educational process (a teacher and a student), the third actor appears. It is learning tools that operate on the basis of information and communication technologies. The use of e-learning resources in the learning process allows to provide flexible forms of students’ interaction with a teacher and educational content; to organize interactive learning, follow-up and final assessment; to facilitate the management of the educational process for a teacher. The combination of in-class and online (extramural) forms of attendance is most effective. Also, it is necessary to include a cooperative learning approach in the e-learning model. The article describes the experience of using the virtual learning environment (Moodle) in organization of the educational process in a number of subjects (“Psychology of Lying”, “Ergonomics”, etc.) for the students of humanitarian and electrical engineering majors.

Humans need assistance in learning. This is particularly true when learning is supported by modern information and communication technologies. Most current IT systems appear as more or less complex tools. The more ambitious the problems in the application domain are, the more complex are the tools. This is one of the key obstacles to a wider acceptance of technology enhanced learning approaches (e-learning, for short). In computer science, in general, and in e-learning, in particular, we do need a paradigmatic shift from tools of a growing complexity to intelligent assistants to the human user. Computerized assistants that are able to adapt to their human users’ needs and desires need some ability to learn. In e-learning, in particular, they need to learn about the learner and to build an internal model of the learner as a basis of adaptive system behavior. Steps toward assistance in e-learning are systematically illustrated by means of the authors’ e-learning projects and systems eBuT and DaMiT. These steps are summarized in some process model proposed to the e-learning community.

The quality of emergency medical services (EMS) prior to a patient's arrival at a hospital is directly affected by the efficiency to dispatch an ambulance for first aid. In this paper, we created an ambulance dispatching system for first aid, which is integrated with Information and Communication Technology (ICT) and performed on a cloud platform. In virtue of ICT, the system can readily monitor the movements of ambulance with Geographic Information System (GIS) and determine any ambulance dispatching task and saves more time spent in transporting an accident victim to a hospital. Furthermore, the system running on a cloud platform is characteristic of integrated medical resources and terminal equipment with or without powerful hardware that is flexibly added into or removed from the system for supporting dispatch.

This article describes how the new Spanish legislation for Primary and Secondary School deals with media education. Taking the basic skills as a starting point, legislative texts are analysed focusing on two axes: first, the view of technologies and media as simple learning tools versus the critical work carried out with them; and secondly, the attention paid to traditional media versus the domination of Information and Communication Technologies. Este artículo recoge un análisis de la presencia de la educación en comunicación en la Ley Orgánica de Educación y en sus correspondientes Decretos de Enseñanzas Mínimas. Partiendo del estudio de las competencias básicas propuestas en la ley, el artículo disecciona estos textos legislativos atendiendo a dos ejes de análisis: el uso instrumental de las tecnologías frente al trabajo crítico realizado con ellas y la atención ofrecida a los medios convencionales frente a la preponderancia de las nuevas tecnologías.

The article discusses the didactic aspects of the use of distance learning tools on the example of the electronic information and educational environment (EIEE) of the Volgograd State Technical University (VolgSTU). It is shown that classical didactic principles are also applicable when using information and communication technologies.
