The definition of "minimum standards of educational quality" as established in the Guidelines and Bases of National Education Law, from 1996, also concerns the use of financial resources that enable the creation, maintenance and expansion of services to students with disabilities, global development disorder and high abilities/gifted ones. In order to discuss issues that are related to the special education’s funding, this article presents some results of an exploratory study in a city of São Paulo, over the period of 2008 to 2011, which analyzed the origin sources and costs of this type of education. The study revealed that spending with special’s education, in comparison to others types, is inexpensive on the general budget of education, also there are massive resources available to philanthropic institutions.

The purpose of the current study was to examine barriers, if any, reported by special education directors to providing extended school year (ESY) services. Results indicate four barriers to providing ESY services listed in order of importance by special education directors: difficulty in finding qualified personnel to work over the summer, determining eligibility for ESY services, compliance of parents, and limited financial resources to provide ESY services. Rural special education directors reported the barrier of difficulty in finding qualified personnel significantly more often than nonrural directors. Rural special education directors also reported significantly more barriers to providing ESY services in general.

The definition of quality is vague, let alone the educational quality. There are so many different perceptions around that we find it quite difficult to produce a single definition of quality. This study attempts to analyze the quality definitions offered by the quality experts of the last century, as well as modern researchers coming from different scientific areas, and find out a way to summarize the definitions. The study also includes the issue of educational quality (with specific reference to Georgian higher education setting) and tries to find a definition of quality in higher education through the stakeholders’ eyes. Having examined various views on the definition of quality put forward by researchers, the study identifies 9 properties of quality under the headings of: Method, Attribute, Scope, Process, Party, Aspect, Perception, Concept, and Influence. A Wordle diagram provides a visual idea about the main terms used to define quality in literature, and a table in the appendix sums up the definitions under 9 property headings together in more detail. This study is part of the author’s unpublished doctoral dissertation about total quality management principles in higher education.

AbstractWhile it was traditionally accepted that Hongkongers shared a form of pan-Chinese cultural identification that did not contradict their local distinctiveness, over the last decade Hong Kong has seen the rise of new types of local identity discourses. Most recently, “localists” have been a vocal presence. Hong Kong has – quite unexpectedly – developed a strong claim for self-determination. But how new is “localism” with respect to the more traditional “Hong Kong identity” that appeared in the 1970s? The present study takes a two-dimensional approach to study these discourses, examining not only their framework of identification (local versus pan-Chinese) but also their mode of identification (ethno-cultural versus civic). Using three case studies, the June Fourth vigil, the 2012 anti-National Education protest and the 2014 Umbrella movement, it distinguishes between groups advocating civic identification with the local community (Scholarism, HKFS) and others highlighting ethnic identification (Chin Wan). It argues that while local and national identification were traditionally not incompatible, the civic-based identification with a local democratic community, as advocated by most participants in recent movements, is becoming increasingly incompatible with the ethnic and cultural definition of the Chinese nation that is now being promoted by the Beijing government.

Сформулированы предложения, направленные на совершенствование данного института. The article deals with the problems of public finance. The definition of state financial resources is given. The process of development of interbudgetary relations in the Russian Federation, as a result of which the institution of regulation of financial resources of the state was formed, is characterized. Proposals are formulated aimed at improving this institution.

Introduction: the article deals with the methodological problem of the meaning of the goal of civil law research. The author analyzes the dissertation abstracts from the point of view of goal setting, which were completed in different periods of the development of Russian civil law science, identifies the qualitative characteristics of the stages, and proves the connection of the achieved results with the researcher’s knowledge of the methodological methods of goal setting. Purpose: to show the value of goal setting in scientific research in general and in civil research in particular; to consider the relationship of goal setting with the achievement of specific scientific results on the examples of dissertations defended in the specialty 12.00.03; to justify the need to set as goals the fundamental problems associated with the identification of patterns of development of relations that are part of the subject of civil law regulation and the creation of effective mechanisms that mediate them. Methods: system-structural, system-functional, generalization, abstraction, analogy, logical, statistical, classification, legal modeling, comparative legal, forecasting, formal legal, historical. Results: civil methodology should take into account the importance of the goal in the organization of scientific work. Only a competent possession of goal setting skills can ultimately ensure the creation of scientifically-based mechanisms for effective impact of civil law norms on regulated social relations. Conclusions: 1) any science, including the science of civil law, is not only designed to study and describe existing problems, including legislative, doctrinal, and law enforcement. Research, in order to meet the criterion of scientific character, must attempt to identify the laws of development, both regulated relations and mechanisms that mediate them; 2) the significance of the goal in the development of science has been proven by outstanding philosophers. In addition, the very definition of science indicates that goal setting is one of its essential characteristics; 3) the analysis of the author’s abstracts of leading Russian tsivilists showed how the skilful setting of research goals helped to achieve them consistently, as well as to create a high-quality categorical apparatus of civil law science; 4) the analysis of modern dissertations showed that not all young researchers see the value of goal-setting and this methodological disadvantage is important for the author to eliminate.

The inframammary fold (IMF) is one of the most important landmarks that defines the breast region. Most of the current IMF reconstructive techniques are based on the creation of fibrotic structures to maintain the breast. We present a surgical technique of IMF reconstruction by the creation of a fascial flap underpinned by an anatomical evaluation of this structure and a simple algorithm to define the localization of the new IMF. Fifteen patients underwent our procedure of IMF reconstruction from 2004 to 2016. The patients were followed during at least 6 months after IMF reconstruction. This technique is based on the creation of a pectoralis major fascial flap fixed to the dermis by inverted resorbable sutures. The fascial flap represents a new ligament of the IMF reconstituting a physiological support. Cosmetic outcomes and stability over time were assessed. The long-term aesthetic outcome is optimal on all the patients treated with a natural shape and a good definition of the new IMF. There were no noted complications or revision surgery during the follow-up. Our technique consists of an anatomical reconstitution of IMF recreating a natural support “balcony-like” formed by the pectoralis fascia fixed to the dermis. This technique is useful to correct reconstructive or aesthetic procedures of the breast, with great cosmetic outcome and high reliability underpinned by the use of our position algorithm which is easy to use and enables a symmetrical position of the IMF.

AbstractThis article analyzes the implementation of the Italian railway reforms, with a focus on the process of regionalization started in 1997. Indeed, this sector represents a relevant challenge for the Italian legacy in the field, traditionally regulated by the bureaucratic structure of the Italian Railways, under direct ministerial control since 1905. However, after 10 years of implementation, Regions seem to have not yet enough financial resources and administrative capacity to deal with this policy. In addition, the national incumbent (FS) initiated a successful lobbying campaign to restrict the market condition at regional level in order to protect its own domain. As a result, the regionalization process appears to be dominated by national actors and highly politicized dynamics which undermine the creation of a stable and accountable regulatory framework.
