The relevance of this article is determined by the sustainable reproduction of gender stereotypes in various areas of Russian society. It is shown that gender stereotypes act as part of a person’s motivational complex and, under certain conditions, become a barrier to its development. The purpose of the study is to determine the nature, functions and mechanisms of the impact of gender stereotypes on the life strategies of an individual in a digital society. Offering a typology of personal life strategies, the authors consider a system for transmitting gender stereotypes in preschool and school education. They consider two types of life strategies: the development strategy and the strategy of everyday life. The development strategy refers to the behavior of individuals, which corresponds to the rejection of dependent moods, focus on continuing education and professional success, creative use of their personal potential. The strategy of everyday life involves a focus on solving not long-term, but life’s immediate problems, as well as a high degree of dependence of an individual on the social support of the state. Using the example of content analysis of preschool children’s literature, as well as textbooks of primary, secondary and high school, the authors show that the set of professions and family roles represented in the studied content forms and broadcasts gender stereotypes about professions, occupations, and social roles. High degree of the influence of gender stereotypes on the choice of a profession is a barrier to the development of personality and has a negative impact on the quality of women’s human capital. The state and society may face the problem of a significant part of women abandoning the development strategy in favor of the daily life strategy. The results of the study can be used in the work of Federal and local authorities, in implementation of the Federal projects «Digital Economy» and «Education», as well as in scientific works on this issue.

Digital technologies have changed the relationship between the society and business entities, taxpayers and the state. Ceteris paribus, the ability to effectively manage financial flows and make administrative decisions depends on the correct and established interaction between the state and taxpayers. This study aims to form and develop a taxpayer’s understanding of the digital age with all its features and opportunities for information and communication technologies, including mathematical modeling methods that form the basis of the digital economy for building and sustaining business development, improving the systemic vision of business processes. The research hypothesis is that the further development of economic entities management in the digital context, as well as the coordination of these entities’ interests, is possible only in the partnership of the key economic participants, with the taxpayer at the forefront. That will allow identifying the areas for improving tax trajectories. Using polynomial approximation, the authors have obtained the models of tax trajectories of companies that allow predicting tax burden. The data for approximations are obtained using the previously constructed mathematical model of the optimal tax path. The main input data of the model are fixed assets and human resources, the totality of which form the production function. The analysis of the transformation of tax paths shows ways for achieving a balance of interests between both the state and the taxpayers. Finding this balance will help to overcome the crisis of confidence in the authorities, the development of adaptability and creativity of Russian society to new tax changes. A number of parameters determines the scale of this task. They include the complexity of the object of study, the long-term and multi-aspect nature of the impact which modeling the digital economy has on adaptation to the new digital realities of the state and taxpayers, as well as the absence of significant analogues of the solution to this problem in global and Russian economics.

The paper is devoted to the examination of issues related to the increasing importance of budgetary regulation for the proper functioning of a modern innovative society. The key role of the budgetary regulation in the financial process of the State is particularly acute in the context of systemic crises that include socio-economic consequences caused by the spread of a new coronavirus infection (COVID-19) in Russia. In the course of the study, the features of changes in the state financial policy caused by the above-mentioned crisis phenomena are highlighted. The paper describes various approaches to the interpretation of the budgetary regulation as a category of financial law, explores various types and legal forms of methods of the budgetary regulation, analyses mechanisms and the impact of the State on the budget system through the existing legal structure of the budgetary regulation. It is determined that the rules of financial law governing the whole complex of public relations concerning the distribution and redistribution of the national product between the levels of the budget system of the Russian Federation constitute the institution of financial law, namely: the budgetary regulation. The author concludes that the approach based on the concentration of basic powers in the financial field at the federal level significantly slows down the dynamics of development of economic activity in the majority of regions of Russia, while the need for breakthrough innovative development of Russian society determinates the expansion of long-term tax sources of income for regional budgets. In this regard, it is proposed to consolidate additional regulation for revenues gained by regional and local budgets in the form of targeted deductions from federal taxes on a long-term basis.

The article analyzes the structure of state programs financing, provides actual data on federal budget expenditures for several years. On the basis of actual data, the predominant role of state programs in forming the budget system expenditures in the Russian Federation is shown. On average, in 2014-2019, the share of expenditures on state programs was 51.5%. In 2019, the share of expenditures for implementing the state programs in the structure of federal budget expenditures was about 61%. The relevance of the topic showing the impact of state programs on the federal budget expenditures is caused by the fact that in modern conditions, implementation of state programs contributes to harmonious developing certain life spheres in the Russian society and helps the state to direct budget funds more specifically for certain purposes within the areas of state programs implementation. The predominance of state programs gives the state the opportunity to allocate federal budget funds purposefully, as well as it provides an opportunity for the state to finance the main policy directions. Using the methods of comparison, calculation of the specific weight and others, the results are obtained that enable us to draw the following conclusions: the change in the amount of federal budget expenditures and the amount of expenditures on state programs is not proportional, that is why the share of expenditures on implementing the state programs in each period under study is different, but still makes about half of the total amount of expenditures.

The author makes an attempt to investigate functioning of the largest metallurgical plant in Bulgaria – “Kremikovtzi” MC – through the prism of Misesian and Hayekian arguments concerning the economic organization of the socialist society. The main conclusion is that the arguments with a high degree of abstraction – especially those of Mises - remain invisible at the level of a particular enterprise. The views of Hayek, however, those of the classical political economists, and of Simeon Demostenov find their confirmation in the everyday life of the metallurgical combine even before its official opening in 1963 and until the last day of the Bulgarian socialist regime in 1989. To some extend “Kremikovtzi” is representative for the economic reality in Bulgaria during the era of socialism and is indicative of the results and shortcomings of the state-implemented industrialization of the country. Bulgaria became an industrialized country, but it is not sure whether the industrialization was successful.

It is fundamentally important for Ukraine to overcome the imbalance in the development of regions, including Zaporizhzhia region. Its innovative development is possible only through the formation and implementation of educational and scientific potential. Therefore, the article aims to analyze the state of education and science in the Zaporizhzhia region and justify the need to develop a program for their development. The object of research is the educational and scientific potential of Zaporizhzhia region. The analysis of the state of secondary education was carried out based on the results of the independent external evaluation in comparison with the results of the independent external evaluation in the whole country. Thus, it was found out that: a significant proportion of school graduates did not exceed a certain minimum threshold; less than 20% received a high level of assessment (160-200 points) in most subjects; the share of pupils who make IET in such important disciplines as physics, chemistry decreases; the share of tests with high scores in Ukraine is higher than in Zaporizhzhia region. The rating of Zaporizhzhia region according to the state of secondary and professional education is decreased in 2013–2016 from 3rd to 6th place. Changes in the state of higher education concerned a decrease in the number of applicants and the number of institutions. In general, Zaporizhzhia region has a satisfactory innovation potential, but obstacles to its implementation are insufficient funding for research, scientific passivity of young people, as well as a decrease in human resources in the scientific field. The development strategy of the region defines the general directions of development of the education system, but the achievement of its real development requires the specification of measures in the relevant program. The program should pay attention to the modernization of material, technical and educational base of schools, ensuring full staffing of schools with highly professional teachers, improving their skills and material incentives, support and development of STEM education.

Affected by COVID-19, Adidas' global net sales in 2020 decreased by 3.756 billion euros compared to 2019. Adidas's net sales worldwide decreased by 3756 million euros in 2020 compared to 2019. This article will analyze the changes in Adidas's operation situation and competitiveness under the impact of COVID-19. At the same time, combined with the 2016-2020 financial statement data publicly disclosed by Adidas, this article will analyze the specific impact of COVID-19 on Adidas' financial status and provide a more in-depth interpretation of the financial statements. The goal of this article is to analyze Adidas' future development strategy and make recommendations by analysing the impact of COVID-19 so that it can better meet the needs of external interests and internal management. Many scholars' relevant research is mostly on the development strategy research at the macro level. However, there is a lack of strategic research on the micro-enterprise level after being affected by COVID-19. This article first reviews the literature and expands new research directions based on existing research. Then, this article will use the PEST method to analyze the changes in Adidas's external macro environment under the influence of COVID-19 and apply the theory and methods of financial statement analysis to specific applications. Then this article will combine Potter's five forces model analysis method to further analyze Adidas' external environment and industry environment under the influence of COVID-19. Finally, this article will conclude and put forward development strategy recommendations.
