Libraries of the interwar period on the pages of Przegląd KsięgarskiThe article depicts libraries and their functions in the interwar period as presented in Przegląd Księgarski, a paper which was the press organ of the Union of Polish Booksellers. The research has been limited to the 1918/1919–1920, 1922–1928 and 1935–1939 years’ issues. A total of 381 papers on library issues have been analyzed. The vast majority of the content was connected with Polish libraries. The articles primarily echoed bookselling-related developments in the Polish librarianship. As regards the foreign libraries, the papers mainly discussed private and public libraries, and library acts. The research has revealed a wide range of the topics addressed. Those, inter alia, involved statistical data pertaining to collections of books and readers, functions and tasks of the libraries of different types, library organization and basic procedures with special reference to the library collections policy. The articles also dealt with such major issues as the idea of the national library, legal deposit and the legal basis for library services. The reader could also find some information on union activity of the librarians, vocational training programmes and library press.

Legislation plays an important role in the provision of national and public library services. In Zambia, however, libraries that perform the functions of national and public libraries are operating without a legislative mandate. As a result, there is fragmentation of library services as there is no single institution which performs all the functions of a national library service. Although several efforts have been made in the past to enact national library service legislation, no Act of Parliament has been passed to date (2015). This study provides empirical evidence depicting the benefits of having legislation in the provision of national and public library services. The study identifies institutions that perform functions of national and public library services in Zambia. Quantitative data were collected through questionnaires administered to public library staff and interviews with senior government officials and executive members of the Zambia Library Association and Zambia Library Consortium. The study recommends that appropriate legislation that puts together the functions of public and national libraries under one institution be enacted in Zambia as soon as possible. Failure to transform this pattern will jeopardise the preservation of the country’s cultural heritage.

As a result of the COVID-19 pandemic, libraries in China closed their doors in early 2020 and moved all their services online. This change has brought unprecedented challenges for the development of library services, while it has also brought opportunities and motivation for the future transformation of libraries. This article uses official WeChat accounts of the National Library of China and more than 30 provincial public libraries as the main information sources to summarize and classify the services provided during the period of closure. It also collates and analyses news items released by these libraries to guide the improvement of the online services of public libraries in the pandemic environment. Finally, it puts forward the author’s reflections and suggestions on the key development directions of libraries in the post-pandemic era in six areas: reading promotion, smart libraries, new media operation, information literacy cultivation, open access and collaborative development.

The first printed German language grammar, created for Russians, “Die deutsche Grammatica <…> von Charmyntes” was published in Berlin, in 1713. The authors investigate its extant copies, paying particular attention to the variants, held in the Russian Academy of Sciences and the Russian National Library. They verify the assumption, stated by K. Koch (2002), that J. L. Frisch was the compiler of the manual, and discuss, why he might hide under the odd alias “Charmyntes”. The scholar’s biography and scientific legacy are succinctly outlined. Frisch’s role in the establishment of the first Russian-German coterie is considered. He taught several noble students from Russia (first — the Golovkins, especially Alexander, his long-time friend and collaborator; and then — “Moscowitische Prinzen oder Knaesen” — the Dolgorukies and Repnins). Frisch’s works were purchased for Russian private and public libraries. Some of them could be presented to the scholars (G. F. Müller) or aristocrats (tsarevna Maria Alekseyevna), visiting him. The authors suggest hypotheses, why Charmyntes did not want to reveal his real name and his possible encouragers: Muscovite acquaintances or German patrons. “Die deutsche Grammatica” was published in the year momentous for Prussian foreign affairs. The new king was establishing allied relations with Peter I. The country gradually waded into the Great Northern War.

Written cultural heritage stored in the library is the only heritage of this type in Kaunas County and the largest among all County Public Libraries of Lithuania. An important part of the collection is Lithuanian contrafactions published in the press prohibiti­on period (1864–1904). The collection contains 465 publications of 218 titles, which constitu­te 26.2 percent of all published contrafactions (833). According to the presently known statis­tics, 41.7 percent of the contrafactions stored at the KCPL are rare (up to 10 remaining copies); among them, there are 2 unique publications, 12 rarities, 19 especially rare publications. The major part of the collection consists of religious publications: prayer-books, saints’ lives, ascetic literature, etc. One fifth of the collection con­sists of secular books: fiction, calendars, hou­sehold-practical books, etc. The low quality of polygraphy and artistry of their bindings are mostly due to contrafaction production and dis­tribution conditions. Books were published at a low price, paperback, small in size and volume. More impressive were only prayer-book bin­dings. In the collection, 185 books are marked with various ownership insignias. There were found 255 book insignias: 124 institutional and personal stamps, 111 manuscript inscriptions, 12 glue marks, 4 ex-librises, 4 super-ex-librises; 51 books contain marginalia, mostly those from the Samogitian Priest Seminary Library. Manu­script inscriptions written in the Cyrillic alpha­bet show the influence of the press prohibition period on the culture of Lithuanian script. Pro­venances of the KCPL contrafactions, margina­lia, book binding, etc. reflect the reading culture of the late 19th–early 20th century and are a source for the further investigation of the book and script history. The KCPL contrafactions are a significant supplement of national bibliograp­hy: 321 copies are not registered in the publica­tions of retrospective national bibliography and in the data-bank of the Bibliography and Book Science Centre of the National Library. This written heritage is valuable for the Kaunas regi­on for its amount and content, which represents the period of press prohibition. While it is essential that national library functions and services are carried out, within the English-speaking Caribbean these functions can be provided by extending the role of the country's main public library. A questionnaire was administered in 1994 to 14 public libraries and one national library in the region to ascertain if public libraries performed any national library functions and if so to assess how effectively, with a view to formulating proposals as to how best this dual role could be achieved. The survey, in which 13 libraries participated, revealed that a majority of the libraries did in fact act as de facto national libraries, performing many of the functions of traditional national libraries, though there were major deficiencies (e.g. only seven had legal deposit, and only four produced national bibliographies). A structure for a dual-function Public/National Library is proposed, with three functional divisions (Public Library Services, Technical Services, and National Heritage) and a powerful National Library Services Board.

Nowadays, with the growing importance of providing digital services, public libraries offer a wide range of e-books. However, current studies show that reading preferences vary across countries, and identifying e-book demand is therefore difficult. For these reasons, this article focuses on different groups of e-book readers (pensioners, students, economically active) and on factors affecting their attitude to reading e-books, willingness to receive new library services and willingness to pay for them. For the purpose of this analysis, we are using unique data from an online questionnaire survey among readers of the Municipal Library of Prague in 2019 and own binary logistic models. The results show how e-book genres, information preferences and devices for reading e-books primarily affect selected groups of e-book readers. The unwillingness of e-book readers to pay for library services is also evident, especially among students. In the last section, we propose some practical implications that could help to library management and possibly attract more e-book readers from different groups.

Purpose – The purpose of this paper is to highlight work with older people being undertaken by public libraries. Design/methodology/approach – The paper draws on responses from libraries working with older people, outlining their approaches, and also on the report, “Library services for older people – good practice guide”. Findings – There is a large and varied programme of work being delivered by public libraries and their partner organisations. However, much of it is “under the radar”, so, when spending cuts are made, the knock-on effects are often not recognised. Practical implications – Highlights examples of work that other library services could replicate. Also highlights work that potential partner organisations may not know about, and therefore can use this paper as a “way in” to libraries. Stresses the importance of recognising the wide range of people under the umbrella term, “older people”. Social implications – This paper aims to draw attention to a key area of work which may not be well known outside libraries themselves, with the potential to bring other partners and funders on board. Originality/value – The paper draws together examples of different initiatives developed by public libraries, all of which have an enormous impact on the older people (and their families) involved.

In an environment where the continued survival of national libraries is being questioned, this article looks at an example of a public library system providing national library functions. The recent creation of the National Library and Information System (NALIS) in Trinidad and Tobago is evidence that Caribbean public libraries through a process of integration and centralization of existing library services can provide a nationwide national library service while maintaining essential national library functions. The organizational structure of NALIS is presented along with an outline of the functions of the various library divisions. A brief review of the literature on the current status of national libraries precedes the discussion on NALIS.

Science does not occupy a prominent place on Spanish television, possibly due to those in charge of the creation, production, organization, and programming of content. Previous research has shown that television executives have mental images of their audiences that they actively use in their professional practice. This study adopts a mixed, qualitative-quantitative method to determine the beliefs of Spanish television executives regarding the attitudes of their audiences toward scientific programs and content. The study began with two focus groups, each made up of five professionals, to identify a wide range of attitudes. A Likert-scale questionnaire was then applied to examine the level of agreement with those attitudes among 450 employees of different types of private and public networks from six different regions of Spain. The main findings are that Spanish television managers do not believe that their viewers enjoy scientific topics or have any interest in them. However, professionals with previous experience of the production of scientific content tend to have a slightly more positive attitude about the opinion of general audiences regarding televised science. Hence, familiarity with televised science positively impacts the appreciation of such content on television. This research highlights the fundamental role of network managers in explaining the lack of science on Spanish media. Its results are coherent with previous studies confirming that TV professionals have preconceived images about their audiences that are derived from their own preferences and that guide their decisions.

On the basis of statistical data analysis the most urgent problems of the insurance sector are formulated. Basic characteristics of different types of insurance are revealed, and measures on perfection of the insurance institution in the medium term are proposed.
