Trends in development of higher education in modern Russia

Examined are the main development trends in the field of higher education, the originality of their manifestation in Russian society. The specificity of the continuity of learning is revealed, the directions of transformation of the educational process in the context of digitalization are determined. The topic of the effectiveness of the implementation of innovative methods in educational activities, such as case-method, tutoring, interactive training, was touched upon. The duality of the study is noted, since the introduction of innovative methods into the educational activities of Russian universities, on the one hand, has a positive effect on the state of the educational system, on the other hand, it gives rise to a tendency towards an increase in social and digital inequality in education and society as a whole, and also presupposes changes in requirements. to the teaching staff, which is now required first of all to be motivated and ready to master and use modern innovative methods in educational practice.

Финансирование высшего образования в России осуществляется из государственных и негосударственных источников. Государственное финансирование образования традиционно является доминирующим, однако его размеры недостаточны для надлежащего материально технического обеспечения учебного процесса и научно-технической деятельности. Проблема финансирования высших учебных заведений в России особенно обострилась вследствие финансово-экономического кризиса. С одной стороны, сократились возможности бюджетного финансирования ВУЗОВ и, как следствие, уменьшился уровень заработной платы профессорско-преподавательского состава, снизились расходы бюджета на научные исследования, приостановления бюджетного финансирования льготных кредитов на строительство жилья для научно педагогического и педагогического персонала; с другой стороны – относительно возросла доля средств специального фонда, заработанных собственно государственными высшими учебными заведениями. На данный момент большинство механизмов финансирования высшего образования, доказавших свою эффективность в развитых странах, все еще недостаточно распространены в России или недостаточно активно используются высшими учебными заведениями. В частности, практически не используется потенциал грантового финансирования, государственно-частного партнерства и тому подобное. Ученые называют практическое отсутствие в стране практики государственного стимулирования участия корпоративного сектора в финансировании высшего образования «структурными перекосами», хотя мировой опыт свидетельствует об осознании на микроуровне важности компетенции работников, что стимулирует инвестирование работодателями в повышении их образовательного уровня. Financing of higher education in Russia is carried out from state and non-state sources. State funding of education has traditionally been dominant, but its size is insufficient for proper material and technical support of the educational process and scientific and technical activities. The problem of financing higher education institutions in Russia has become particularly acute due to the financial and economic crisis. On the one hand, the possibilities of budgetary financing of universities have decreased and, as a result, the salary level of the teaching staff has decreased, budget expenditures on scientific research have decreased, the suspension of budget financing of concessional loans for housing construction for scientific, pedagogical and teaching staff has decreased; on the other hand, the share of special fund funds earned by state higher education institutions themselves has increased relatively. At the moment, most of the mechanisms for financing higher education that have proven their effectiveness in developed countries are still not widespread enough in Russia or are not actively used by higher education institutions. In particular, the potential of grant financing, public-private partnerships, and the like is practically not used. Scientists call the practical absence in the country of the practice of state incentives for the participation of the corporate sector in the financing of higher education "structural distortions", although world experience shows that the micro-level awareness of the importance of the competence of employees, which encourages employers to invest in improving their educational level.

The article highlights the results of the practical application of modern information and communication technologies in the management of institutions of higher education on the example of the Kyiv National University of Technology and Design (KNUTD). The constituents of the quality management system of educational activity are considered. The subsystems of the automated control system of educational activity of the university have been characterised and analysed. The key elements of the information systems use dare the following electronic databases: students and their academic performance; results of employment; students’ satisfaction with educational programs; distribution of the teaching load; teachers’ performance; learning and teaching resources, facilities, equipment and their cost; other indicators of university activity. In addition to the popular application packages, such as “iZETA”, "The System of Financially-Oriented Management of Higher Education Institutions", and "Anti-Plagiarism", the software products developed by KNUTD are described. Namely, the "Schedule" package allows one to form directories focused on the drawing up of class schedules which are accessible to all divisions. The software "Electronic Journal" provides monitoring of learning outcomes and prompt response to the failure of individual students; it serves for the formation of final control mark sheets, the evaluation of academic success rates of university students, etc. The electronic rating system "RTS rating" is used for the evaluation of research and teaching staff activity according to the results of their work in the reported year. The modular environment of the University's educational process, based on the Moodle distance learning platform, is described. It accumulates the teaching and methodological support necessary for conducting educational activities. The results of the research are of practical value since the implementation of the considered software products is capable of improving the quality and effectiveness of the management of educational activities of higher education institutions.

The article deals with the main provisions and principles of gaming technology and concludes that this is one of the most important areas of development of educational technologies. The introduction of gaming elements into the learning process contributes to raising pupils’ cognitive activity, forming interest in knowledge, developing learning motivation and initiative. The key concept of the research, namely “Gamification”, is analyzed, and the following definition is given: integration of game elements and game thinking in activities other than games. Gamification in education - is the process of spreading the game to various areas of education, which allows you to consider the game and as a method of teaching and education, and as a form of educational work, and as a means of organizing a holistic educational process. The analysis of scientific sources provided the basis for the selection of the main components of the gameplay process of learning and game elements that form the mechanics of the process of gaming, namely the challenge, tasks, tests, cooperation, feedback, resource accumulation, rewards, and the state of victory. In the course of the study, it was revealed that gaming has not yet been widespread in educational practice in Ukraine. The main reasons include the weak technological equipment of universities and schools, the incompetence of the teaching staff in the information and communication sphere, «English-language», which represents the majority of Internet platforms, methodological and methodological shortcomings in the use of the principles of gaming. So, in order to train teachers for the skills of introduction of gamification in education, the course " Gamification in the educational process of the school" was developed, which is being developed within the framework of the project “Modernization of Pedagogical Higher Education Using Innovative Teaching Tools” EU Erasmus + KA2 program the development of the potential of higher education (No. 586098-EPP-1-2017-1-UAEPPKA2- CBHE-JP). The article deals with the conceptual approaches to the course and outlines the main objective of the course - to prepare students - future teachers for the practical use of technologies of gaming in the educational process of a comprehensive school. Indicator of achievement of goals and tasks is formed in the form of the final results of training and competences.

The relevance of the phenomenon of “trust” in the field of higher education is due to the growing crisis of trust in all spheres of life of Russian society. This is a factor that enhances the attention of researchers to this topic. Trust in higher education is studied at three levels: 1) institutional; 2) interpersonal depersonalized; 3) interpersonal personified. Restoration and strengthening of trust is ensured primarily at the interpersonal personified level: 1) institutional level; 2) interpersonal depersonalized level; 3) interpersonal personified level. The authors note that development of trust can be ensured primarily at the interpersonal personified level, as the process of interaction of a particular teacher with a particular student or student group. The authors present their own values, which are connected with the phenomenon of trust at this level. The tools that allow transforming the educational process at the university into a space of activity, which is characterized by interpersonal personalized trust between the teacher and the students are described. These tools are: 1) a dialogue between a teacher and a student and an agreement that creates during the dialogue; this agreement defines the rights and obligations of the both of them; 2) a questionnaire or essay, showing, on the one hand, the students’ motives, attitudes, expectations associated with the upcoming learning process, and, on the other, the teacher’s interest of these characteristics of the students’ inner world; 3) a self-assessment system which helps student to assess their own educational results using specific criteria; 4) the final reflection of the teacher and students about their interaction, as well as about compliance with the contract. The article presents the experience of using these tools. The analysis of practice shows their significant influence on the building and strengthening of trust between the teacher and students. The article presents the problem of a comprehensive analysis of the socio-cultural prerequisites that determine the successful or unsuccessful implementation of the program of digitalization of the regions of Russia. A detailed examination of the tools for assessing the level of digitalization on the example of the methods for calculating the Skolkovo “Digital Russia” index and the regional digitalization index by I. V. Groshev and A. A. Krasnoslobodtsev showed their low informative value for understanding the factors leading to the formation of digital inequality in regions. The actuality of the problem is due not only to the need for an adequate assessment of the tools offered as convenient for comparing regions, but also by the following facts. On the one hand, the tasks of digitalization of education are of paramount importance in the framework of the federal development program. On the other hand, their implementation depends both on the local state of educational institutions and on solving a wider range of issues: staff training, providing employment opportunities for graduates, forming the need for highly qualified personnel in the region, etc. The novelty of the work is that the author consider the problem of studying the digital inequality of the regions of Russia with an emphasis on the issue of digitalization of education in the context of the existing regional socio-cultural prerequisites that determine the successful implementation of programs or prevent it. The application of institutional and functional approaches is of particular research interest, these approaches allow us to study the existing socio-cultural prerequisites in the regions as factors of stratification of Russian society that strengthen or weaken social inequality in the context of the development of a digital society. The author concludes that the solution of the problem of a comprehensive assessment of the socio-cultural prerequisites of the regional level of digitalization requires a detailed multi-factor analysis on a specific problem and direction of digitalization. The comparison of such data requires separate consideration of the indicators of socio-economic, demographic, and institutional development of the regions.

The development of new directions in both sports, physical education, and in the field of physical education teaching is an urgent and popular direction in modern pedagogy. This direction is aimed at fulfilling the tasks facing higher education, as well as at implementing state programs to promote the health of the nation. At the present stage of the development of education and science, it is important that state programs are combined with the requirements of Russian society, therefore teachers and methodologists are paying more and more attention to such a direction of health policy as yoga. The scientific and pedagogical study of yoga as an element of sports education is currently at the initial stage. Therefore, the information presented in the paper is of a unique nature: on the basis of a pedagogical experiment, the first conclusions were made about yoga elements integration into physical education and sports education in the new federal standard. The authors conclusions relate both to methods of solving the problem of motivating students in physical education, and to determining a set of universal competencies that it is advisable to form during the introduction of a new academic discipline based on yoga gymnastics into higher education. The paper emphasizes that the success of this task depends on the integration of the efforts of the state, higher education and fitness centers, which should become the basis for students to practice. The results of the experiment in the control and experimental groups of students give reason to predict that the wider use of yoga gymnastics in the educational process will significantly increase the effectiveness of physical education, as well as will also make graduates more competitive on the labor market.

The relevance of the chosen topic is determined by the importance of interaction between teachers and students in modern higher education, as well as the need to cover the psychological features of such interaction from the point of view of developing a qualitative assessment of their role and place in the educational process of a higher educational institution. The purpose of the study is to formulate psychological aspects of “teacher-student” communication within the educational space to identify methods of its regulation. The leading approach of the research is a combination of theoretical analysis of the main aspects of pedagogical interaction between teachers and students in an educational institution taking into account the main functions and tasks of each of the groups under consideration and structural synthesis of the features of this type of interaction based on psychological factors of communication on the scale of a higher educational institution. The research considers issues related to the psychological features of pedagogical interaction between teachers and students in modern higher education. Qualitative indicators of communicative relations of subjects of the educational process, in particular teachers and students, are determined. The key psychological features of pedagogical interaction in the “teacherstudent” system are highlighted, including the development of trust in the authority of the teacher, taking into account students' individual factors in the process of studying subjects within the programme, maintaining a positive psychological climate in subject-subject relations. The necessity of developing a qualitative assessment of the level of communication between teachers and students as an objective factor for further assessment of the overall level of their pedagogical interaction effectiveness and the psychological characteristics of each of the groups under consideration is emphasised. The results and conclusions of the research are of practical value both for modern applicants for higher education and for representatives of the teaching staff of modern higher educational institutions concerned with the problems of building high-quality communication among each other, taking into account the individual characteristics and qualities of each group

Responding to identified shortcomings is components of the internal quality assurance system of a higher education institution. A study of the educational activities of future teachers-engineers of computer profile found that most students are not going to devote their career to teaching, thus preferring engineering. Undoubt- edly, higher education institutions must respond to the requests of stakeholders, especially those seeking higher education. On the other hand, there are requests from employers (educational institutions) for teachers-engineers of computer profile. Therefore, further research was aimed at enhancing cognitive activity primarily by increasing motivation for pedagogical activity. Methods: pedagogical experiment. Results. An experimental test of the effectiveness of pedagogical conditions for intensifying the educational activities of future teachers-engineers of computer profile in professional training. Originality. The results of the study testify to the effec- tiveness of certain pedagogical conditions for intensifying the educational activities of future teachers-engineers of computer profile: changes of external motivation to internal will take place if the information and communication technologies are introduced into educational process of studying peda- gogical disciplines; change of position in the educational activity of future teachers-engineers of computer profile in the study of pedagogical disciplines will take place under the condition that students apply a project approach to the organization of their own educational activity; intensification of educational activity due to its correc- tion in future teachers-engineers of computer profile in the process of operative feedback at each stage of educational activity. Comparative analysis of experimental data shows an increase in the percentage of students of the experimental group compared to the control group with a high level of educational activities of future teachers-engineers of com- puter profile in the study of pedagogical disciplines for a stable active position of educational activity – by 34%, internal motivation to study – by 32%, by the ability to plan and organize their own educational trajectory – by 32%, by academic performance – by 25%). When comparing the results before and after the ex- periment: in the control group the empirical values of the criterion χ2 are less than critical, the characteristics of the compared groups coincide at the level of significance of 0.05; in experimental group the empirical values of the criterion χ2 are greater than the critical one, the signifi- cance of the difference in the characteristics of the com- pared groups is 95%.

Обосновывается важность педагогического стимулирования учебной деятельности студентов, что обусловлено тенденциями современного высшего образования. Несмотря на достаточную степень разработанности вопросов педагогического стимулирования и активизации учебной деятельности, применительно к высшей школе данная проблема не находит комплексного решения. В деятельности преподавателя стимулирующая функция занимает особое место. Изучение опыта передовых ученых и анализ результатов собственной педагогической деятельности позволили предложить комплексный подход к педагогическому стимулированию учебной деятельности студента вуза: применение соответствующих методов и технологий обучения, реализация стимулирующих действий и системы педагогических стимулов. Определены стимулирующие действия преподавателя и применяемые им педагогические стимулы на каждом этапе практического занятия в вузе. Все это будет способствовать становлению субъектной позиции студентов, формированию у них положительного эмоционально-ценностного отношения к процессу обучения, повышению качества образования, выступит фактором развития способности к саморазвитию и самообразованию. The article substantiates the importance of pedagogical stimulation educational activities of students, which is due to the trends of modern higher education, namely the idea of continuing education. Despite the sufficient degree of development of issues of pedagogical stimulation and activation of educational activities, this problem does not find a comprehensive solution in relation to higher education. In the activity of a teacher, in addition to the implementation of educational, educational, and developmental functions, a special place is occupied by a stimulating function. This is evidenced by the theoretical analysis of the works of classics of Russian pedagogy. The study of the experiences of scientists and analysis of own pedagogical activity allowed us to offer a comprehensive approach to the pedagogical stimulation of educational activity of student: application of enabling methods and technologies of training, the implementation of stimulating activities and educational incentives. The article defines the stimulating actions of the teacher at each stage of practical training at the University (introductory, main, final) and the pedagogical incentives used by them. Stimulating actions of the teacher encourage productive joint educational process of students and teachers. Comprehensive stimulation of educational activities will contribute to the formation of the subject position of students, the formation of a positive emotional and value attitude to the learning process, improve the quality of education, and act as a factor in the development of the ability to self-development and self-education.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.
