Финансирование высшего образования в России осуществляется из государственных и негосударственных источников. Государственное финансирование образования традиционно является доминирующим, однако его размеры недостаточны для надлежащего материально технического обеспечения учебного процесса и научно-технической деятельности. Проблема финансирования высших учебных заведений в России особенно обострилась вследствие финансово-экономического кризиса. С одной стороны, сократились возможности бюджетного финансирования ВУЗОВ и, как следствие, уменьшился уровень заработной платы профессорско-преподавательского состава, снизились расходы бюджета на научные исследования, приостановления бюджетного финансирования льготных кредитов на строительство жилья для научно педагогического и педагогического персонала; с другой стороны – относительно возросла доля средств специального фонда, заработанных собственно государственными высшими учебными заведениями. На данный момент большинство механизмов финансирования высшего образования, доказавших свою эффективность в развитых странах, все еще недостаточно распространены в России или недостаточно активно используются высшими учебными заведениями. В частности, практически не используется потенциал грантового финансирования, государственно-частного партнерства и тому подобное. Ученые называют практическое отсутствие в стране практики государственного стимулирования участия корпоративного сектора в финансировании высшего образования «структурными перекосами», хотя мировой опыт свидетельствует об осознании на микроуровне важности компетенции работников, что стимулирует инвестирование работодателями в повышении их образовательного уровня. Financing of higher education in Russia is carried out from state and non-state sources. State funding of education has traditionally been dominant, but its size is insufficient for proper material and technical support of the educational process and scientific and technical activities. The problem of financing higher education institutions in Russia has become particularly acute due to the financial and economic crisis. On the one hand, the possibilities of budgetary financing of universities have decreased and, as a result, the salary level of the teaching staff has decreased, budget expenditures on scientific research have decreased, the suspension of budget financing of concessional loans for housing construction for scientific, pedagogical and teaching staff has decreased; on the other hand, the share of special fund funds earned by state higher education institutions themselves has increased relatively. At the moment, most of the mechanisms for financing higher education that have proven their effectiveness in developed countries are still not widespread enough in Russia or are not actively used by higher education institutions. In particular, the potential of grant financing, public-private partnerships, and the like is practically not used. Scientists call the practical absence in the country of the practice of state incentives for the participation of the corporate sector in the financing of higher education "structural distortions", although world experience shows that the micro-level awareness of the importance of the competence of employees, which encourages employers to invest in improving their educational level.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

Examined are the main development trends in the field of higher education, the originality of their manifestation in Russian society. The specificity of the continuity of learning is revealed, the directions of transformation of the educational process in the context of digitalization are determined. The topic of the effectiveness of the implementation of innovative methods in educational activities, such as case-method, tutoring, interactive training, was touched upon. The duality of the study is noted, since the introduction of innovative methods into the educational activities of Russian universities, on the one hand, has a positive effect on the state of the educational system, on the other hand, it gives rise to a tendency towards an increase in social and digital inequality in education and society as a whole, and also presupposes changes in requirements. to the teaching staff, which is now required first of all to be motivated and ready to master and use modern innovative methods in educational practice.

Introduction. Working conditions of the teaching staff of higher education institutions are not static, as they reflect the changes taking place in the outside world. The increase in the role of informatization, the acceleration of the information flow, the changing of the information field, the introduction of scientometric indicators, the recognition of the impact of stress in the workplace on the health of an employee – all this accompanies the work of the teaching staff. The analysis of these phenomena makes it possible to single out three large groups of working conditions for the teaching staff of higher education institution, which today are undergoing changes, to identify the prerequisites for their occurrence and to formulate their consequences for the entire educational process. The purpose of the study was to conduct a comprehensive analysis of the working conditions of higher education teachers, which are currently undergoing changes. Methods and methodology. The work used the methodology of a comprehensive study, including methods of document analysis, comparative analysis, secondary use of sociological, economic and medical data. The results of the study show that the digitalization of vocational education, including higher education, is carried out in different conditions than the digitalization of schools, which leads to the emergence of a new paradigm of interaction between higher education teachers and students. As a result of research, the absence of a centralized acquisition of skills in the use of digital technologies by teachers was confirmed: 45% of respondents carry out advanced training on their own, 41% – using online platforms, 31% – ask for help from colleagues in their educational institution, 30% – exchange experience with colleagues from others vocational institutions. In the absence of legislative regulation of the issue of mastering new digital competencies by the teaching staff of higher education institutions, the ways of solving this issue are proposed. The results of the research revealed that meeting the scientific productivity requirements for the teaching staff is one of the main sources of stress in the workplace (40% of respondents). It is concluded that in order to achieve quality indicators in the field of scientific activity, in order to prevent opportunistic behavior of the teaching staff, higher education institutions need to develop tools of internal motivation. The authors believe that an integrated approach to regulating the emotional burnout of teachers could also be applied in relation to minimizing the risks of professional burnout, that is, to adopt acts of legal regulation at the federal and local levels in order to prevent professional burnout.

Introduction: the article considers issues related to the training of students at higher education organizations of the Federal Penitentiary Service of Russia. The type of training under consideration involves the use of simulation training tools to form and develop specific professional skills and qualities, enhance the practical orientation of training, and help students acquire and use practical skills. Aim: to show the prospects for building a practice-oriented model for educational process on the basis of generalization of the experience of using simulation tools in the process of training students at higher education institutions of FSIN Russia. Methods: theoretical analysis of literature and normative legal acts on the problem under consideration; synthesis and generalization; comparative legal method, empirical method, description, interpretation. Results: the analysis of the use of simulation tools in the training of students at higher education organizations of FSIN Russia contributes to the formation of universal, professional and special competencies required for the service in the departments of institutions and bodies of the penal system. Conclusions: the use of training grounds, training workplaces, training work routes, with the use of AR and VR technologies as well, will allow students to form a clear algorithm of actions when performing official duties, and teaching staff of higher education organizations of FSIN Russia – to create situations as close as possible to reality and to the conditions of correctional institutions. A practice-oriented approach to training contributes to high-quality training and optimizes professional adaptation of young officers to the service in the penal system.

Introduction. This article describes how universities are fulfilling their training assignments. Its relevance is determined by the growing need of teachers to correlate the learning results of specialists-to-be with learning assignments. The aim of the article is to describe a method for assessing the learning management system of higher education institutions by analysing learning outcomes and graduates’ turn-out. Materials and Methods. The study relies on the collection and analysis of the results of specialists’ training between 2015 and 2019. The joint use of the obtained data and methods of normative forecasting and interpolation allowed the authors to calculate and measure the intermediate results relative to the final ones, to build educational trajectories, which made it possible to evaluate the learning management system by dealing with training results and graduates turn-out. Results. For the first time the authors of the article showed that the measured results demonstrated not only the scope of specialists’ training and graduation, but they evaluated management of the educational process and developed necessary management decisions to regulate standards and measures for specialists’ training and graduation according to the specified final results. Discussion and Conclusion. The conclusions contribute to the development of the concept of learning management systems, provided that there are specified final results of the specialists’ graduation. Findings are of interest to the scientific and pedagogical community, professors, teaching staff and leadership of educational institutions.

The article deals with the works of domestic scientists who have researched the problems of creation, management and intellectual use. The views of scientists are focused on understanding the management of processes of intellectual use, the study of intellectual resources in the knowledge economy, the study of aspects of valuation of intellectual capital and the influence of factors on its management mechanism, the establishment of the place of intellectual assets in the national innovation system. The purpose of the research is based on the development of ways to manage the process of intellectual use in the domestic knowledge economy. This will maximize the efficiency of the use of individual, corporate and state intellectual capital. It has been established that developed countries implement and implement knowledge management programs that help achieve business efficiency, society and the state. Declining government funding for higher education institutions is hampering the creation of new knowledge, leading to lower revenues for the business sector and budget revenues. State levers in the field of education that can improve its quality and prevent the migration of knowledge are revealed. At the state level, education reforms should be implemented that focus on the quality of the teaching staff of higher education institutions. Illuminated tools for managing knowledge based on innovation and serving as intangible assets. Models characterizing the influence of knowledge on financial and economic activity have been formed. These models reflect the process of exchanging intellectual resources between partners. A cyclic-conectic model of the application of new knowledge for the purpose of their commercialization or capitalization is proposed. It is noted that knowledge as a resource is dual in nature and requires a specific approach to assessment and management. A price-margin model of intellectual use has been developed that includes certain components that affect the size of the margin.

The article considers the main factors influencing the formation of the level of efficiency of higher education institutions. By their nature, all factors, regardless of the object of study, are first divided into factors of internal and external environment. The factors of the internal environment, which are a set of variables within the functioning of the free economic zone and are a sphere of direct influence on the part of its management, are studied. It is proved that the factors of the internal environment can be divided into economic and social. The study found that environmental factors are beyond the control of the free economic zone, ie it is the whole set of factors that affect or may affect in some way on the free economic zone and its goals. Based on the analysis of statistical data, it is established that the current external environment does not contribute to their full development. The political, socio-cultural and economic factors of the external environment's influence on the activity of higher education institutions are highlighted. It is established that the main modern features of the development of domestic higher education are: reducing the number of educational institutions; changes in the quality of research and teaching staff; demographic processes of population reduction and students; growth in the number of unemployed with higher education; low level of financing of the industry both at the expense of budgetary funds, and at the expense of the population. It is proved that the factors of external and internal environment are taken into account when evaluating the evaluation of the effectiveness of higher education institutions. Methodical approaches to determining the quality and efficiency of free economic activity are outlined. Quality management models are proposed to increase the efficiency of the educational process.

The article reveals the content of the defined in the study pedagogical conditions of training physical rehabilitation specialists in higher education institutions. The features and impact of these conditions on the quality of training of specialists as one of the main elements of the fundamental basic components of improving the educational process in an educational institution are briefly presented. Various aspects of training future specialists in physical rehabilitation are presented in the works of national and foreign scientists. The study of the issues of forming the professional competence to physical rehabilitation specialists is one of the topical areas of interdisciplinary research, both in our country and abroad. Methodological and theoretical aspects of the development of personal professional competence have been considered by scientists of different generations. The authors focus on the fact that the reform of higher education and Ukraine’s entry into the European educational and scientific space is due to increasing demands on the professionalism of graduates of higher education institutions in a competitive market environment. Orientation on the development of the student as a personality, individuality and active subject of professional activity can be realized only on the humanistic and democratic basis of pedagogical activity in higher education institutions.In the process under study, there is a whole set of contradictions that require a constructive solution. In order to eliminate these contradictions, there was conducted a study and worked out the pedagogical technology to improve the formation of professional competence to physical rehabilitation specialists. The authors made appropriate conclusions about the participation of the teaching staff for improving this process and the features of the psychological readiness of students for their future profession.

The article explores specific aspects of involving the guarantor of the educational program in its formation. The urgency is due to intensive changes in the quality assurance system of higher education, which require performing related new functions by research and teaching staff. That is why the National Agency for Quality Assurance in Higher Education has proposed a separate functional – the guarantor of the educational program – who coordinates the design, updating and implementation of the educational program. Correct involvement of the guarantor at the stage of the educational program formation will help to avoid the shortcomings caused by violation of logic and the formal attitude to the maintenance of educational programs. A survey of educational program guarantors was developed and conducted, thanks to which it was established that the vast majority of them were deliberately involved at all major stages of the educational program formation. It is rather positive that even at the stage of initiation, which is primarily the preference of collective and / or administrative bodies of higher education institutions, guarantors are informed about the possibility of opening an educational program. Guarantors are actively involved in studying the experience of foreign and Ukrainian educational programs, primarily determining which of them deserve attention. However, it should be emphasized that both in the development of best practices and in the development of the curriculum as part of the educational program guarantors recognize the most important parameter of educational components that is logical, because it is based on the educational process implementation. It can be stated that the lack of sufficient practical experience, the process of accumulation and analysis of pros and cons in the educational process formation, which is still ongoing, currently do not allow to draw an unambiguous conclusion about the conclusive creation and certainty of the guarantor’s functionality. Therefore, it is important, on the one hand, to conduct further research and outreach on the guarantor’s functionality and participation in the educational program formation, and on the other – to promote the development and improvement of the local regulatory framework of higher education institutions on this issue.

The article highlights the results of the practical application of modern information and communication technologies in the management of institutions of higher education on the example of the Kyiv National University of Technology and Design (KNUTD). The constituents of the quality management system of educational activity are considered. The subsystems of the automated control system of educational activity of the university have been characterised and analysed. The key elements of the information systems use dare the following electronic databases: students and their academic performance; results of employment; students’ satisfaction with educational programs; distribution of the teaching load; teachers’ performance; learning and teaching resources, facilities, equipment and their cost; other indicators of university activity. In addition to the popular application packages, such as “iZETA”, "The System of Financially-Oriented Management of Higher Education Institutions", and "Anti-Plagiarism", the software products developed by KNUTD are described. Namely, the "Schedule" package allows one to form directories focused on the drawing up of class schedules which are accessible to all divisions. The software "Electronic Journal" provides monitoring of learning outcomes and prompt response to the failure of individual students; it serves for the formation of final control mark sheets, the evaluation of academic success rates of university students, etc. The electronic rating system "RTS rating" is used for the evaluation of research and teaching staff activity according to the results of their work in the reported year. The modular environment of the University's educational process, based on the Moodle distance learning platform, is described. It accumulates the teaching and methodological support necessary for conducting educational activities. The results of the research are of practical value since the implementation of the considered software products is capable of improving the quality and effectiveness of the management of educational activities of higher education institutions.
