Abstract: Based on Law Number 2 of 2012 concerning Land Acquisition for Development in the Public Interest, the Openness Principle is one of the ten principles as the basis of the implementation of development. This principle is significant because its complex role can lead to conflicts and disputes. In this paper, discussions are divided into two parts: 1) how the implementation is expected to be applied according to the acquisition procedure in theory; and 2) the reality that occurs in the field. The first discussion was conducted by reviewing the applicable regulations and the methods or concepts of development of the openness principle. Meanwhile, the second discussion about the reality on the field was conducted by elaborating case studies regarding problems in land acquisition. The results of this study indicate that there are gaps in the implementation of the openness principle between theory and reality in regards of land scarcity, economic inequality, and information asymmetry among the involved parties. In conclusion, the implementation of the openness principle is significant with the role of information in land acquisition.

Purpose The purpose of this paper is to discuss the role of ALM organizations within a Nordic model of the public sphere. Design/methodology/approach This is a conceptual paper discussing the role of archives, libraries and museums in light of a societal model of the Nordic public sphere. Throughout the discussions, the author draw on empirical and theoretical research from sociology, political science, media studies, cultural policy studies, archival science, museology, and library and information science to help advance our understanding of these organizations in a wider societal context. Findings The paper shows that ALM organizations play an important role for the infrastructure of a civil public sphere. Seen as a cluster, these organizations are providers of information that can be employed in deliberative activities in mediated public spheres, as well as training arenas for citizens to use prior to entering such spheres. Furthermore, ALM organizations are themselves public spheres, as they can serve specific communities and help create and maintain identities, and solidarities, all of which are important parts of a civil public sphere. Research limitations/implications Future research should investigate whether these roles are an important part of ALM organizations contribution to public spheres in other regions of the world. Originality/value Through introducing a theoretical model developed within sociology and connecting it to ongoing research in archival science, museology, and library and information science, the author connects the societal role of archives, libraries, and museums to broader discussions within the social sciences.

This article begins by outlining what the principle of open justice is intended to achieve. It then investigates the nature of the relationship that exists between the courts and the media, and between the media and the public, and suggests that these relationships are not always conducive to realising the aims of open justice. While the reporting role of the traditional news media will undoubtedly persist, at least for the foreseeable future, it is argued that, since courts now have the means to deliver to the public a fuller and truer picture of their work than the media can, they should seize the opportunity to do so.

Abstract:This essay lays out three kinds of corruption—personal, structural, and civic—stressing the differences among these phenomena. It then explores civic corruption via the work of the eighteenth-century Scottish thinker Adam Ferguson. Civic corruption occurs when the citizens of a republic lose interest in defending their shared institutions, and pursue their private wealth alone; avoiding it, according to Ferguson, requires placing limits on these private pursuits and getting citizens to participate in the public realm instead. By way of a comparison with Ferguson’s contemporary and friend Adam Smith—who agreed with Ferguson on many issues, although not on what was corrupting about the acquisition of wealth—the essay argues that Ferguson, for all his emphasis on participatory government, was a liberal, not a collectivist. With that in mind, the essay endorses many of Ferguson’s suggestions from a liberal perspective, and argues that, to preserve liberal republics, it is often necessary to expand what governments do, so as to maintain the commitment of citizens to their public institutions. This prescriptive implication brings out sharply how civic corruption differs from personal corruption, which may best be limited by shrinking the role of government, rather than expanding it.

Current Wuhan public art is not merely the aesthetic object, but a medium to publicize urban spirit and express public will and citizens ’ personality. The forms of expressions of public art in digital times are highly enriched and diversified; as for Wuhan, a city with distinct characteristics, the public properties of public art should give priority to citizens’ involvement. In order to propel this interactivity, we conducts strategy research so as to improve citizens’ overall aesthetic quality, reproduce urban characteristics of Wuhan and boost urban image of Wuhan by means of public art.

Design/methodology/approach This paper opted the empirical study using the survey approach. Structural equation modelling was used to analyse the questionnaires completed the Deans/Head of Schools, professors and associate professors of the 20 public HEIs of Pakistan located in the capital city, Islamabad. In total, 500 structured questionnaires were sent to the Deans/Head of Schools, professors and associate professors. A total of 306 responses were received. Findings Affective commitment (AC) and normative commitment (NC) has a positive and significant impact on the intrapreneurial behaviour while continuance commitment (CC) is negatively associated with the same behaviour. Originality/value This empirical study will contribute to the theoretical knowledge on intrapreneurship and OC in the public sector HEIs, which has been neglected in entrepreneurship research.
