Kabupaten Balangan mempunyai sumber daya perairan yang cukup besar dan berpotensi meningkatkan pendapatan asli daerah, diharapkan peran pemerintah Kabupaten Balangan yang mempunyai wewenang sebagai pelaksana eksplorasi dan pengelolaan kekayaan perairan harus bisa menggali potensi dari sektor perikanan agar lebih optimal dalam rangka pelaksanaan otonomi daerah.  Secara umum penelitian ini bertujuan untuk menerapkan teknik perencanaan pembangunan wilayah Kabupaten Balangan.  Sedangkan secara khusus penelitian ini bertujuan untuk mengetahui peranan sektor perikanan terhadap perekonomian Kabupaten Balangan dan menetapkan alternatif strategi pengembangan sektor perikanan dalam rangka otonomi daerah di Kabupaten BalanganMetode penelitian yang digunakan bersifat deskriptif kualitatif, sedangkan pendekatan yang digunakan adalah studi kasus dan analisis data yang digunakan adalah analisis deskriptif, analisis keuntungan dan analisis SWOT (Isu Strategis & Identifikasi Masalah)Berdasarkan hasil analisis SWOT dan perhitungan pembobotan dengan matriks QSP didapatkan alternatif strategi urutan prioritas untuk pengembangan sektor perikanan sebagai berikut : 1) Pemerintah daerah komitmen terhadap pengembangan sektor perikanan melalui alokasi anggaran, 2) Pemerintah daerah melalui Dinas PTPHPP meningkatkan peran BBI dan UPR untuk mengasilkan induk dan benih yang berkualitas dan memiliki sertifikasi, 3) Meningkatkan peran dan fungsi penyuluh perikanan, 4) Meningkatkan pemanfaatan potensi lahan budidaya dengan komoditas unggulan yang bernilai ekonomis tinggi, 5) Pemerintah daerah melalui dinas Pertanian TPHPP melakukan pembinaan dan pendampingan kepada masyarakat sehingga dapat meningkatkan pengetahuan dan keterampilan masyarakat dalam penguasaan teknologi, 6) Memfasilitasi masyarakat untuk mengakses permodalan ke perbankan, 7) Perlu adanya regulasi kebijakan dan langkah nyata untuk mengatasi meningkatnya harga pakan, 8) Pemerintah Daerah melalui Dinas Perindustrian, Perdagangan dan Koperasi memfasilitasi peta jalur pemasaran bagi petani ikan sehingga harga ikan bisa tetap stabil, 9) Perlu melakukan pembinaan dan pendampingan kepada masyarakat terutama untuk diversifikasi poduk menjadi produk olahan, 10) Perbaikan fasilitas infrastruktur dan fungsi sarana dan prasarana produksi budidaya perikanan melalui perbaikan saluran irigasi dan BBI, 11) Pemerintah daerah lebih mensosialisasikan skim perkreditan untuk rakyat KUR melalui sosialisasi kepada masyarakat.Balangan Regency has a fairly large waters resources and potentially increase revenues original areas, expected role of Government that has the authority Balangan Regency as Executive exploration and wealth management waters should be able to dig into the potential of the fishery to be more optimal in order to exercise the autonomy of the region.  In General, this research aims to apply the techniques of planning regional development Balangan Regency. Whereas in particular this research aims to know the role of the fisheries sector to the economy and setting the Balangan Regency alternative strategies for the development of fisheries sector in the framework of regional autonomy in Balangan Regency.Research methods used are descriptive qualitative, and used case studies approaches and analysis of the data used  descriptive analysis, analysis of profit and SWOT analysis (Strategic Issues and problem identification).Based on the results of the SWOT analysis and the calculation of weighting matrix with QSP obtained the alternative order of precedence for the development strategy of the fishery as follows: 1) local government commitment to the development of the fisheries sector through the allocation of the budget, 2) of local government through the Office of PTPHPP improves  the role of BBI and UPR to produce quality seeds and stem and have a certification, 3) increases the role and function of fisheries extension, officers, 4) increase the utilization potential of land fish breeding with  commodities consider superior high valued economically, 5) local government through the Department of agriculture TPHPP do coaching and mentoring to the public so as to enhance the community's knowledge and skills in mastering technology, 6) to facilitate the community  to access capital to banking, 7) need for regulatory policy  and real step  to cope with the high price of feed aquaculture through the improvement of irrigation channels and BBI, 8) local governments through the Exchange Service for industry, trade and cooperatives facilitates map marketing line for fish farmers so that the price of fish could remain stable, 9) need to do coaching and mentoring to the community especially to the processed products to be verified products, 10) Improved infrastructure facilities and function facilities and infrastructure production, 110 of local Government  more for socialize skim credit  for the  people  KUR through the socialization to the community.

Natuna regency is a rich area of natural resource products, but still includes underdeveloped areas in Riau Islands Province. Local governments have to make fundamental changes in building the infrastructure aspects, economic, and human resources to eliminate underdevelopment and reduce dependency on central government. The aims of this research are: (1). to evaluate the effectiveness and stakeholders’ perception of the CD program, in terms of participation and partnership; and (2) to formulate a strategy for synergizing the CD Program of Star Energy with the local government’s development program. The analytical methods that are used in this research are descriptive analysis and SWOT analysis. This research was undertaken in Palmatak Sub District and Siantan Sub District of Natuna District of Kepulauan Riau Province, from June until October, 2008. The results indicated that the government stakeholders perceived that the participation of the CD program’s beneficiaries was adequate, and that the partnership between Star Energy and the local government was inadequate. The result of SWOT analysis suggested that Star Energy needs to focus its CD program on sustainable activities, such as economic development and education programs. The strategy for increasing synergy with the local development programs is to intensify communication between the company and the local government through the formation of community development partnership forum.Keywords: Community Development (CD), Effectiveness, Policy Strategy

<p>Tujuan penelitian ini untuk mengetahui bagaimana profil industri kecil carica di Kabupaten Wonosobo serta untuk mengetahui strategi pengembangan apa yang bisa digunakan. Variabel yang diteliti adalah profil industri yang meliputi sumber daya manusia, permodalan, teknologi, dan pemasaran. Metode analisis data yang digunakan adalah metode analisis deskriptif dan analisis SWOT. Berdasarkan hasil penelitian menunjukkan bahwa profil industri kecil carica di Kabupaten Wonosobo pada tahun 2014 ada 15 unit usaha. Ada beberapa prioritas strategi pengembangan yaang dilakukaan yaitu strategi SO dengan meningkatkan kualitas SDM, memanfaatkan tenaga kerja dari daerah sekitar, dan mengoptimalkan lokasi industri yang strategis. Strategi WO menyiapkan stok produk carica, mengoptimalkan produk carica, dan mengoptimalkan pelatihan dari dinas terkait. Strategi ST dengan meningkatkan kualitas ciri khas produk carica,peranan pemerintah dalam hal mengantisipasi bencana longsor di Dieng, dan melakukan inovasi produk carica. Strategi WT dengan meningkatkan kemampuan manajerial pengusaha, menaikkan harga jual produk carica, dan pada musim kemarau diganti dengan produk makanan komoditas Kabupaten Wonosobo. Berdasarkan hasil penelitian, strategi yang diterapkan dalam kondisi ini adalah mendukung kebijakan yang agresif, yaitu industri kecil carica di Kabupaten Wonosobo dapat bersaing dengan produk olahan makanan jenis lainnya dari berbagai daerah dengan cara menjaga dan meningkatkan kualitas produk carica yang dihasilkan.</p><p>The purpose of this study to find out the profiles of carica industries in Wonosobo regency and to determine what is the development strategy can be used. The variables in this research belongs to human resources, capital, technology, and marketing. Data analysis method used is descriptive analysis method and SWOT analysis. Based on the results of this study showed that small industrial profiles carica in Wonosobo regency in 2014 there were 15 business units. There are several priority development strategies did, those are SO strategy to improve the quality of human resources to improve product quality of carica, utilizing the labor of the surrounding area to increase carica industry, and optimize strategic industrial location. WO strategy to prepare the inventory in the form of stock products carica, carica optimize product to meet consumer demand, and optimize the training of relevant agencies. ST strategies to improve the quality and characteristics of products carica, requires the role of government in terms of anticipating landslides in Dieng, and carica product innovation to improve consumer tastes. WT strategy to improve the managerial capacity of employers, raise the price of products carica, and in the dry season production carica replaced with other processed food products act. Based on the research results can be concluded, the strategy adopted in this condition is to support an aggressive policy.</p>

The important role of local government in the socio-economic development of localities has been confirmed in many domestic and foreign studies. But the role of government in drought adaptation has often received little attention and analysis in domestic studies. Approaching from the local tectonic government model, the article argues that local government is an important link to promote adaptive capacity at the local level of Vietnam and the Central Highlands provinces provide a case study that is typical for research and development of the capacity to adapt to drought and natural disasters for local authorities in Vietnam. Analysis of adaptive capacity through case studies in local government in the Central Highlands provinces shows that capacity is a major challenge for local governments here. This study aims to determine the role of local governments in the development of forest tourism rammang rammang stone- Maros and determine the government's efforts in the development of tourism rammang-rammang stone forests Maros, using role government indicator as a facilitator, regulator and mediator. This research is qualitative research type phenomenology. Data were collected using such instruments; Observation, interviews and document searches. The results of this study indicate that in general the role of government in the development of tourism rammang rammang- stone forest in Maros is not maximized. As a facilitator, the government has not been much to facilitate the activities of local communities. As a mediator, local governments lack the desire and complaints from people in the area related to the improvement of facilities and infrastructure. As a regulator, the local government has not communicating about the rules of preservation of these attractions.  Penelitian ini bertujuan untuk mengetahui peran pemerintah daerah dalam pengembangan obyek wisata Hutan Batu Rammang-rammang Kabupaten Maros dan mengetahui upaya pemerintah dalam pengembangan obyek wisata hutan batu rammang- rammang Kabupaten Maros dengan menggunakan indicator pemerintah sebagai fasilitator, regulator dan mediator. Jenis penelitian ini bersifat kualitatif dengan tipe penelitian fenomenologi. Data dikumpulkan dengan menggunakan instrumen berupa; Observasi, wawancara dan penelusuran dokumen. Hasil Penelitian ini menunjukkan bahwa secara umum peran pemerintah dalam pengembangan obyek wisata hutan batu rammang- rammang di Kabupaten Maros belum maksimal. Sebagai fasilitator, pemerintah belum banyak memfasilitasi aktifitas masyarakat setempat. Sebagai mediator, pemerintah daerah kurang keinginan dan keluhan dari masyarakat di daerah tersebut terkait peningkatan sarana dan prasarana. Sebagai regulator, pemerintah daerah juga kurang berkomunikasi mengenai aturan pelestarian obyek wisata tersebut.

This study aimed to describe the shape of local government actions in tackling illegal fishing in Aceh,  the handling of illegal fishing destructive fishery resources. The fundamental point is Law No. 45 Year 2009 concerning fisheries. This spesification of this research descriptive analysis, used both normative juridical approach and empirical. The results showed that the local government has made an effort preventive and repressive in the case of illegal fishing. To coordinate with relevant agencies and empower the role of traditional institutions of the sea to assist the role of government and law enforcement.Local governments should improve the coordination and supervision of the marine area, to monitor and evaluate the performance of local authorities in applying the law against this illegal fishing case.Keywords: Illegal, Local Government, and Fishing.

Local government will gain prestige if the examination accounting performance of local government gets an unqualified opinion (WTP) from BPK. The opinion shows that the performance of the local government is in accordance with the principle of accountability. However, not all of local governments be able to achieve the predicate of WTP, because indeed to get it is not easy. Therefore, it is necessary for agencies to be the leading sector to assist all OPDs in preparing the accounting performance reports of each agency before the BPK enters, and the agency is the Inspectorate. This research aims to describe the role of Inspectorate in Samarinda City in defending the WTP predicate.Using a qualitative approach and descriptive analysis, in-depth interviews were conducted to officials from the Inspectorate and Regional Financial Management Agency (BPKAD) to validate the data. The conclusions obtained were that the Inspectorate had several roles in maintaining the WTP predicates in Samarinda City, namely: the role of facilitation, guidance, and verification for the OPD, the coordination role for the DPRD, the role of coordination and facilitation for the BPK, and the role of reporting and input to regional heads to take further policy steps. Keywords: Inspectorate’s Role, Supervision, Local Government Performance, Unqualified Opinion Abstrak Mendapatkan hasil pemeriksaan kinerja pemerintah daerah dengan predikat opini Wajar Tanpa Pengecualian (WTP) dari BPK merupakan suatu prestise tersendiri bagi daerah. Predikat inilah yang menunjukkan bahwa laporan kinerja keuangan pemerintah daerah sudah sesuai dengan prinsip akuntabilitas. Namun demikian belum semua daerah mampu mencapai derajat WTP, karena memang untuk mendapatkannya tidak mudah. Oleh karenanya perlu instansi yang menjadi leading sector untuk mendampingi seluruh OPD dalam menyusun laporan kinerja keuangan masing-masing instansi sebelum BPK masuk, dan instansi tersebut adalah Inspektorat. Penelitian ini mencoba memberikan gambaran bagaimana peran Inspektorat Daerah Kota Samarinda dalam mendukung predikat WTP yang dalam beberapa tahun ini telah diraih oleh Kota Samarinda. Menggunakan pendekatan kualitatif dan analisis deskriptif, dilakukan in-depth interview kepada para pejabat dan stakeholder dari Inspektorat serta Badan Pengelola Keuangan Daerah (BPKAD) agar dapat dilakukan kroscek terhadap data yang ada. Kesimpulan yang diperoleh adalah Inspektorat memiliki beberapa peran dalam mempertahankan predikat WTP di Kota Samarinda, antara lain peran fasilitasi, pembinaan, serta verfikasi bagi OPD, peran koordinasi bagi DPRD, peran koordinasi dan fasilitasi bagi BPK, dan peran pemberi bahan laporan dan masukan bagi kepala daerah untuk mengambil langkah kebijakan lebih lanjut. Supporting community based-tourism (CBT) is a development strategy for local government to use tourism to improve local people’s livelihoods. Here local government takes over the agenda for the community and supplies updates and resources on development but leaves the decision making to the community itself. However it is not just the government that designs CBT strategies, the existing literature shows that members of academia and international organizations have been carrying out, publishing and analyzing CBT case studies, thus providing more insight as to why CBT fails or succeeds in communities. In general, the tourism transformation achieved by government may not always be satisfactory to the community as opposed to academia, international organizations, or the community itself. As each community is unique, the present study examines the general attitudes of 535 respondents about government performance in CBT from 40 different countries. The respondents are divided into four groups according to the respondents’ work experience with academia, government, international organizations, and the community. The results show that the government group sees themselves as the least productive, whereas the international organization group paradoxically sees the government’s ability in CBT as the most favorable. The outcome of this study provides a general overview of the capabilities and limits of government in CBT development which may be of use to communities and stakeholders that are considering becoming involved in such transformations.

Purpose This paper examines the role of government in New Zealand in facilitating the development of resilience in the built environment, with reference to the post-earthquake recovery of Christchurch. A cross-case comparison of the institutional structures and arrangements for disaster risk management (DRM) between Sri Lanka and New Zealand provides a useful basis to consider the broader implications of the findings from both countries. Particular consideration is given to the role of community participation in DRM decisions. Design/methodology/approach Malalgoda and Amaratunga (2015) recently published an article on empowering local governments to develop resilience in the built environment in Sri Lanka. This paper provides a response to their discussion in conjunction with a New Zealand case study. Findings Despite being one of the most advanced countries in the world with regards to DRM, New Zealand faces significant challenges in implementation, chief amongst which is that local governments have yet to truly prioritize DRM in urban development. While community consultation is embedded in the legislative framework, requirements for consultation were somewhat misjudged by the local government in Christchurch’s recovery. A lesson to be learnt from Christchurch’s experience is that even if the Sri Lankan authorities follow Malalgoda and Amaratunga’s recommendations for greater devolution of powers to local government, there will be tensions if community expectations over consultation are not met. Originality/value The cross-case analysis offers a helpful lens through which it is possible to examine DRM. It is useful for informing governments and other stakeholders, helping them to understand the challenges their institutions may face in facilitating DRM and building resilience.

Cultural tourism is a tour where visitors traveling with the purpose of carrying out activities to enjoy cultural attractions, such as ancient. Cultural tourism is almost there in all regions in Indonesia one of Pagar Alam. Pagar Alam has varied tourism potential of one of ancient megalithic sites of cultural tourism. Remains of megalithic sites in Pagar Alam lying spread out and form a very diverse form of statues, dolmen, stone house. The existence of megalithic sites of cultural tourism at this time received less attention, availability of facilities and infrastructure that is not yet complete, as well as promotion and publicity that has been done is still lacking. This study aims to determine the potential role of the public and government's strategy of development of cultural tourism ancient megalithic sites in Pagar Alam. To achieve the objectives of this research method used is descriptive qualitative analysis methods, including analysis of existing conditions, analysis of the role of communities and governments, development analysis, and analysis of tourism development strategy by conducting a SWOT analysis. From the analysis performed that in the development of cultural tourism sites megaitikum many of the problems faced is the lack of coordination and attention from various parties, the limited funds so many poorly-maintained condition megalithic sites, tourism development has not been prioritized. Therefore, the role of government and society is needed in the development strategy of the megalithic sites of cultural tourism, by preparing a program of activities as the proposed development of cultural tourism.

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis
