Supporting community based-tourism (CBT) is a development strategy for local government to use tourism to improve local people’s livelihoods. Here local government takes over the agenda for the community and supplies updates and resources on development but leaves the decision making to the community itself. However it is not just the government that designs CBT strategies, the existing literature shows that members of academia and international organizations have been carrying out, publishing and analyzing CBT case studies, thus providing more insight as to why CBT fails or succeeds in communities. In general, the tourism transformation achieved by government may not always be satisfactory to the community as opposed to academia, international organizations, or the community itself. As each community is unique, the present study examines the general attitudes of 535 respondents about government performance in CBT from 40 different countries. The respondents are divided into four groups according to the respondents’ work experience with academia, government, international organizations, and the community. The results show that the government group sees themselves as the least productive, whereas the international organization group paradoxically sees the government’s ability in CBT as the most favorable. The outcome of this study provides a general overview of the capabilities and limits of government in CBT development which may be of use to communities and stakeholders that are considering becoming involved in such transformations.

Community-based tourism (CBT) is a development strategy for the community to manage its resources through the use of tourism as a medium. For CBT to operate, communities may rely on the external assistance in their development project. These stakeholders are academia, local government, and international organizations. This paper compares the work efficiency of these stakeholders’ and their involvement in operating CBT strategies. A total of 535 online respondents with work experience as different stakeholders are gathered and compared. The results shows that local government involvement is ranked the most attentive by the community, followed by the assistance of academia, the community itself, and international organizations (where appropriate). This outcome supports the idea in the literature where government is the most crucial external stakeholder to reach out to during the planning stage of CBT development, but it also suggests that the involvement of academics is more efficient than that of international organizations, possibly due to the fact that academics are from a smaller set of individuals or group with theories and consultancy expertise in the field of CBT rather than the international organizations that are more general with the power and resources they could offer. In future study, in-depth interviews with different stakeholder members would allow further explanation and observation of these relationships.

This study aims to describe the role of local government and the participation of Micro, Small and Medium Enterprises in the development of Plastic Woven Crafts in Karanggebang Jetis Village, Ponorogo Regency. The theory used in the formulation of the first problem regarding the role of local government uses the theory of Gede Diva (2009) which divides the role of government in three ways, namely the role of government as a facilitator, the role of government as regulator and the role of government as a catalyst. Second, the participation of UMKM actors uses the theory of Cohen and Uphoff in Distianto (2016) into four forms of participation, namely participation in planning, participation in implementation, participation in the utilization of results and finally participation in evaluation.This research uses the descriptive qualitative method. The technique of determining informants using purposive sampling techniques and data collection techniques carried out through interviews, observations, and documentation. The results of this research in the efforts to develop UMKM Plastic Weaving Crafts in Karanggebang Jetis Village, Ponorogo Regency, in general, there has been no interference from the government and UMKM entrepreneurs. So far, plastic woven crafts are still not developed. To develop UMKM especially plastic woven handicrafts located in Karanggebang Jetis, it is necessary to have the role of government and participation of UMKM actors.

Bamboo is a plant that can botanically be classified in the family Gramineae (grass). The economic and ecological benefits of bamboo, among other things, when compared to wood commodities, bamboo plants can provide an increase in the income of the surrounding community in a relatively fast time, which is 4-5 years. Demand that remains high is not followed by an increase in quality and prices that are compared to similar goods made from wood or other materials. This is a consideration and reduces the interest of the community to develop the business. This study aims to explore the understanding and role of community empowerment through the use of bamboo, explore the role of government in empowering bamboo-based communities and develop strategies for empowering local communities in the use of bamboo. This research is qualitative by using an emic approach that is focused on data and analysis based on answers from key people. The type of data consists of primary data obtained through interviews and observations. While the secondary data comes from the problem report documents that will be examined, writing and the results of research on the Local Community Empowerment Development Strategy. The results of this study indicate that the local community in Loksado District has the potential to develop processed bamboo production through community participation in bamboo processing and utilization training, the government and village apparatus support the processing and utilization of bamboo through programs / activities, cooperation, bamboo ecotourism and bamboo industrial products, and constraints in the empowerment of bamboo in Loksado District is in marketing and capital strategies.

This research aims to analyze the process the role of government of human trafficking. Research was conducted at Bone Regency. Methods used the case study method by using a qualitative approach. The results showed human trafficking is one of the crimes against humanity, because this act has violated human rights, and the majority are victims of women and children. Referring to the Law that, every human being, especially women and children, has the right to live peacefully and properly as they should. Therefore, the right of life of every human being cannot be reduced by anyone and under any circumstances including not allowed to be traded, especially women and children. This is where the role of the government, especially the local government of Bone Regency, seeks to guarantee the protection of positive rights for them for their lives. In this case the local government of Bone Regency provides protection and prevention of human trafficking, especially women and children as a form of respect, recognition and protection of human rights is stated explicitly in Article 58 of Law Number 21 of 2007 concerning Crime of Trafficking in Persons.

This study aims to determine the role of local governments in the development of forest tourism rammang rammang stone- Maros and determine the government's efforts in the development of tourism rammang-rammang stone forests Maros, using role government indicator as a facilitator, regulator and mediator. This research is qualitative research type phenomenology. Data were collected using such instruments; Observation, interviews and document searches. The results of this study indicate that in general the role of government in the development of tourism rammang rammang- stone forest in Maros is not maximized. As a facilitator, the government has not been much to facilitate the activities of local communities. As a mediator, local governments lack the desire and complaints from people in the area related to the improvement of facilities and infrastructure. As a regulator, the local government has not communicating about the rules of preservation of these attractions.  Penelitian ini bertujuan untuk mengetahui peran pemerintah daerah dalam pengembangan obyek wisata Hutan Batu Rammang-rammang Kabupaten Maros dan mengetahui upaya pemerintah dalam pengembangan obyek wisata hutan batu rammang- rammang Kabupaten Maros dengan menggunakan indicator pemerintah sebagai fasilitator, regulator dan mediator. Jenis penelitian ini bersifat kualitatif dengan tipe penelitian fenomenologi. Data dikumpulkan dengan menggunakan instrumen berupa; Observasi, wawancara dan penelusuran dokumen. Hasil Penelitian ini menunjukkan bahwa secara umum peran pemerintah dalam pengembangan obyek wisata hutan batu rammang- rammang di Kabupaten Maros belum maksimal. Sebagai fasilitator, pemerintah belum banyak memfasilitasi aktifitas masyarakat setempat. Sebagai mediator, pemerintah daerah kurang keinginan dan keluhan dari masyarakat di daerah tersebut terkait peningkatan sarana dan prasarana. Sebagai regulator, pemerintah daerah juga kurang berkomunikasi mengenai aturan pelestarian obyek wisata tersebut.

Kabupaten Balangan mempunyai sumber daya perairan yang cukup besar dan berpotensi meningkatkan pendapatan asli daerah, diharapkan peran pemerintah Kabupaten Balangan yang mempunyai wewenang sebagai pelaksana eksplorasi dan pengelolaan kekayaan perairan harus bisa menggali potensi dari sektor perikanan agar lebih optimal dalam rangka pelaksanaan otonomi daerah.  Secara umum penelitian ini bertujuan untuk menerapkan teknik perencanaan pembangunan wilayah Kabupaten Balangan.  Sedangkan secara khusus penelitian ini bertujuan untuk mengetahui peranan sektor perikanan terhadap perekonomian Kabupaten Balangan dan menetapkan alternatif strategi pengembangan sektor perikanan dalam rangka otonomi daerah di Kabupaten BalanganMetode penelitian yang digunakan bersifat deskriptif kualitatif, sedangkan pendekatan yang digunakan adalah studi kasus dan analisis data yang digunakan adalah analisis deskriptif, analisis keuntungan dan analisis SWOT (Isu Strategis & Identifikasi Masalah)Berdasarkan hasil analisis SWOT dan perhitungan pembobotan dengan matriks QSP didapatkan alternatif strategi urutan prioritas untuk pengembangan sektor perikanan sebagai berikut : 1) Pemerintah daerah komitmen terhadap pengembangan sektor perikanan melalui alokasi anggaran, 2) Pemerintah daerah melalui Dinas PTPHPP meningkatkan peran BBI dan UPR untuk mengasilkan induk dan benih yang berkualitas dan memiliki sertifikasi, 3) Meningkatkan peran dan fungsi penyuluh perikanan, 4) Meningkatkan pemanfaatan potensi lahan budidaya dengan komoditas unggulan yang bernilai ekonomis tinggi, 5) Pemerintah daerah melalui dinas Pertanian TPHPP melakukan pembinaan dan pendampingan kepada masyarakat sehingga dapat meningkatkan pengetahuan dan keterampilan masyarakat dalam penguasaan teknologi, 6) Memfasilitasi masyarakat untuk mengakses permodalan ke perbankan, 7) Perlu adanya regulasi kebijakan dan langkah nyata untuk mengatasi meningkatnya harga pakan, 8) Pemerintah Daerah melalui Dinas Perindustrian, Perdagangan dan Koperasi memfasilitasi peta jalur pemasaran bagi petani ikan sehingga harga ikan bisa tetap stabil, 9) Perlu melakukan pembinaan dan pendampingan kepada masyarakat terutama untuk diversifikasi poduk menjadi produk olahan, 10) Perbaikan fasilitas infrastruktur dan fungsi sarana dan prasarana produksi budidaya perikanan melalui perbaikan saluran irigasi dan BBI, 11) Pemerintah daerah lebih mensosialisasikan skim perkreditan untuk rakyat KUR melalui sosialisasi kepada masyarakat.Balangan Regency has a fairly large waters resources and potentially increase revenues original areas, expected role of Government that has the authority Balangan Regency as Executive exploration and wealth management waters should be able to dig into the potential of the fishery to be more optimal in order to exercise the autonomy of the region.  In General, this research aims to apply the techniques of planning regional development Balangan Regency. Whereas in particular this research aims to know the role of the fisheries sector to the economy and setting the Balangan Regency alternative strategies for the development of fisheries sector in the framework of regional autonomy in Balangan Regency.Research methods used are descriptive qualitative, and used case studies approaches and analysis of the data used  descriptive analysis, analysis of profit and SWOT analysis (Strategic Issues and problem identification).Based on the results of the SWOT analysis and the calculation of weighting matrix with QSP obtained the alternative order of precedence for the development strategy of the fishery as follows: 1) local government commitment to the development of the fisheries sector through the allocation of the budget, 2) of local government through the Office of PTPHPP improves  the role of BBI and UPR to produce quality seeds and stem and have a certification, 3) increases the role and function of fisheries extension, officers, 4) increase the utilization potential of land fish breeding with  commodities consider superior high valued economically, 5) local government through the Department of agriculture TPHPP do coaching and mentoring to the public so as to enhance the community's knowledge and skills in mastering technology, 6) to facilitate the community  to access capital to banking, 7) need for regulatory policy  and real step  to cope with the high price of feed aquaculture through the improvement of irrigation channels and BBI, 8) local governments through the Exchange Service for industry, trade and cooperatives facilitates map marketing line for fish farmers so that the price of fish could remain stable, 9) need to do coaching and mentoring to the community especially to the processed products to be verified products, 10) Improved infrastructure facilities and function facilities and infrastructure production, 110 of local Government  more for socialize skim credit  for the  people  KUR through the socialization to the community.

This study aims are to examine the effect of implementation of e-budgeting on the government institution performance at the organizational level in the context of local government, this study purposes to find out how the role of internal control moderate the implementing e-budgeting with the government institution performance. Sample for this study is 76 E-budgeting system  user at  BPKAD (Badan Pengelola Keuangan dan Aset Daerah)  and BAPPENDA (Badan Pendapatan Daerah) in Denpasar. anaysis using are Classical Assumption Test, MRA Test (Moderation Regression Analysis), and Partial Test (t-test). The test is carried out using the Statistical Package for Social Science (SPSS) program 25.0. The output of this  1) The implementation of E-budgeting had a significant effect on the performance of local government institution 2) The internal control as a moderating variable could not moderate the implementation of e-budgeting on the government institution performance. This research was conducted in Munggu village, Mengwi subdistrict, Badung Regency. This research aims toidentify the obstacles experienced by Munggu village as a tourism village in Badung regency. This research used qualitative method, which prefers the descriptive data or the data in the form of sentences instead of numbers. This data was obtained through observation, interviews, literature study and documentation. The data obtained were analyzed using the concept of obstacles. The results of this study indicate that obstacles experienced by Munggu village as a tourism village in Badung regency consists of twotypes of obstacles, internal obstacles and external obstacles. Internal obstacles are related about the tourism product that is not maximized yet, limited funds and lack of village facilities completeness, managerial organization that is not optimal, and community participation is still lacking. Meanwhile, external obstacles are related about to the absence of standardization from the government for tourism villages, the role of local government is still lacking and Munggu tourism village has not been incorporated in the network of tourism villages.   Keywords:Barriers, Tourism Village, Development Strategy

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

The scope for involving private capital participation in wastewater treatment and pollution control is attracting attention in a number of countries. After noting briefly some influences giving rise to this trend, this paper discusses frameworks in which such participation may be developed. In some aspects, there are choices available and it is essential to shape the private participation appropriately to the community's situation and problems, with due recognition of the hazards also involved. In other aspects, policy choices are more constrained, and there are requirements which it is suggested all private participation frameworks should provide for as clearly as possible. Effective private participation generally depends on re-designing and strengthening the role of government as the scale of its former role is reduced. Getting this re-design of the government role right is at least as important as making appropriate choices for format of private participation.
