Mangrove forests are one of the vital ecosystem components for coastal areas. Therefore, conservation efforts are required for mangrove forests to prevent damage to the broader mangrove forests. The study of local communities through a perception and participation approach was conducted to identify the problem of mangrove forests damage. Aspects of community perception play an essential role in the formulation of mangrove forest management to ensure the sustainability of mangrove forests and maintain community welfare. The survey was conducted from September to December 2017. Respondents in this study are fishers and fish farmers in Muara Pantuan village, Anggana Sub-district, Kutai Kartanegara Regency whom their occupation directly related to the utilization of mangrove forests. Results showed that about 50% of respondents recognized the existence and function of mangrove forests. 15% of respondents did not know about the rules of mangrove forests. Even 30% of them very did not recognize. Regarding law enforcement, 43% of respondents did not know about the law enforcement of mangrove forests although almost 85% of them stated that the regulation of sustainable mangrove forests was required. Furthermore, for the participation of the community, about 57% of respondents were actively involved in the conservation of mangrove forests.Hutan mangrove adalah salah satu komponen ekosistem penting bagi kawasan pesisir. Dalam rangka mencegah kerusakan hutan mangrove yang lebih luas lagi maka perlu upaya pelestarian terhadap hutan mangrove yang masih tersisa melalui pendekatan persepsi dan partisipasi melalui kajian masyarakat lokal. Hal ini penting mengingat aspek persepsi masyarakat memegang peranan penting dalam perumusan pengelolaan hutan mangrove agar sumberdaya tersebut dapat dipertahankan dan ditingkatkan sehingga dapat menjamin keleslarian dan kepentingan sosial ekonomi masyarakat sekitarnya. Tujuan penelitian adalah untuk mengetahui persepsi serta tingkat partisipasi masyarakat dalam pelestarian hutan mangrove di Desa Muara Pantuan Kecamatan Anggana Kabupaten Kutai Kartanegara. Kegiatan penelitian di lapangan dilakukan selama 2 (dua ) bulan dari bulan September 2017 sampai dengan Desember 2017. Populasi dalam penelitian adalah masyarakat yang terkait langsung dengan pemanfaatan hutan mangrove yaitu nelayan dan petambak. Persepsi masyarakat Desa Muara Pantuan Kecamatan Anggana mengenai hutan mangrove dimana 50% mengetahui keberadaan dan fungsi hutan mangrove. Tetapi masyarakat tidak mengetahui mengenai peraturan hutan mangrove sebesar 15%, bahkan 30% sangat tidak mengerti atau sangat tidak memahami mengenai peraturan hutan mangrove. Demikian pula mengenai sangsi dimana 43% menyatakan tidak tahu mengenai sanksi pemanfaatan hutan mangrove, Namun demikian 85% responden menyatakan perlunya peraturan untuk pelestarian hutan mangrove. Kemudian tingkat partisipasi masyarakat dalam pelestarian hutan mangrove di Desa Muara Pantuan adalah sebesar 57%, yang berarti bahwa masyarakat sudah cukup aktif untuk mendukung pelestarian hutan mangrove.

The purpose of this study was to determine and describe the partnershipbetween of Surabaya government with local communities on mangrove forestsmanagement in the North Coast Surabaya. This research is conducted byqualitative descriptive method. Based on the research results, it is known that the partnership between the government of Surabaya with the local community (comanagement approach) provide positive value on the mangrove forests management. People who benefit from the mangrove forest participate in determining management decisions that affect their well-being, while the government got benefits from reduced liability manage. In addition, comanagement approach could increase the sense of belonging in the community, so there was a will of its own to preserve mangrove. But in this case, several steps that needs to be done by local government, among others: local government divided each authority were clearly based on formal rules; local government empower local communities associated with mangrove forest management, as well as set up an authorized institution in the management of resources such as beach protection as partners with Surabaya government on collaboration who could represent their respective interests (mangrove forest management) and recognized by the community.

Introductioan: One of the potentials of mangrove forests is to prevent coastal abrasion. With the existence of mangrove forests, erosion of coastal areas during the rainy season can be minimized. Besides that, mangroves can also be an ecosystem for crabs and various other types of fish. However, in the course of development, many times mangrove forests are converted and also destroyed because of development interests by individuals and development companies.Purposes of the Research: The purpose of this article is to find out how to regulate the management of coastal areas and how to protect the law against mangrove forest areas on the coast of Piru Village, West Seram Regency.Methods of the Research: This research is a normative research using a statutory approach with sources of legal materials used are primary legal materials, secondary legal materials and tertiary legal materials with qualitative analysis.Results of the Research: The results of the study found that the regulation related to the management of coastal areas is regulated in Law No. 1 of 2014 and in its implementation in the field there is still damage to mangrove forests, especially in the coastal area of Piru Village, West Seram Regency and is detrimental to coastal communities because the coastal area is an area that should protected because it is important for the sustainability of the community in the area.

Abuse in the electronic transaction because it is formed from an electronic process, so the object changes, the goods become electronic data and the evidence is electronic.  Referring to the provisions of positive law in Indonesia, there are several laws and regulations that have set about electronic evidence as legal evidence before the court but there is still debate between the usefulness and function of the electronic evidence itself, from that background in  The following problems can be formulated, How do law enforcement from investigations, prosecutions to criminal case decisions in cybercrimes and How is the use of electronic evidence in criminal case investigations in cybercrimes This research uses normative research methods that are moving from the existence of norm conflicts between the Criminal Procedure Code and  ITE Law Number 19 Year 2016 in the use of evidence.  The law enforcement process of the investigator, the prosecution until the court's decision cannot run in accordance with the provisions of ITE Law Number 19 of 2016, because in interpreting the use of electronic evidence still refers to Article 184 paragraph (1) KUHAP of the Criminal Procedure Code stated that the evidence used  Legitimate are: witness statements, expert statements, letters, instructions and statements of the accused so that the application of the ITE Law cannot be applied effectively The conclusion of this research is that law enforcement using electronic evidence in cyber crime cannot stand alone because the application of the Act  - ITE Law Number 19 Year 2016 still refers to the Criminal Code so that the evidence that is clear before the trial still refers to article 184 paragraph (1) KUHAP of the Criminal Procedure Code and the strength of proof of electronic evidence depends on the law enforcement agencies interpreting it because all electronic evidence is classified into  in evidence in the form of objects as  so there is a need for confidence from the legal apparatus in order to determine the position and truth of the electronic evidence.   Penyalahgunaan didalam transaksi elektronik tersebut karena terbentuk dari suatu proses elektronik, sehingga objeknya pun berubah, barang menjadi data elektronik dan alat buktinya pun bersifat elektronik. Mengacu pada ketentuan hukum positif di Indonesia, ada beberapa peraturan perundang-undangan yang telah mengatur mengenai alat bukti elektronik sebagai alat bukti yang sah di muka pengadilan tetapi tetap masih ada perdebatan antara kegunaan dan fungsi dari alat bukti elektronik itu sendiri, dari latar belakang tersebut di atas dapat dirumuskan masalah sebagai berikut, Bagaimana penegakkan hukum dari penyidikan, penuntutan sampai putusan perkara pidana dalam kejahatan cyber dan Bagaimanakah penggunaan bukti elektronik dalam pemeriksaan perkara pidana dalam kejahatan cyber Penelitian ini menggunakan metode penelitian normatif yakni beranjak dari adanya konflik norma antara KUHAP dengan Undang-undang ITE Nomor 19 Tahun 2016 dalam penggunaan alat bukti. Proses penegakkan hukum dari penyidik, penuntutan sampai pada putusan pengadilan tidak dapat berjalan sesuai dengan ketentuan Undang-undang ITE Nomor 19 Tahun 2016, karena dalam melakukan penafsiran terhadap penggunaan alat bukti Elektronik masih mengacu pada Pasal 184 ayat (1) KUHAP disebutkan bahwa alat bukti yang sah adalah: keterangan saksi, keterangan ahli, surat, petunjuk dan keterangan terdakwa. sehingga penerapan Undang-undang ITE tidak dapat diterapkan secara efektiv. Kesimpulan dari penelitian ini adalah penegakan hukum dengan menggunakan alat bukti elektronik dalam kejahatan cyber tidak bisa berdiri sendiri karena penerapan Undang-Undang ITE Nomor 19 Tahun 2016 tetap merujuk kepada KUHP sehingga alat bukti yang sah di muka persidangan tetap mengacu pada pasal 184 ayat (1) KUHAP dan Kekuatan pembuktian alat bukti elektronik tersebut tergantung dari aparat hukum dalam menafsirkannya karena semua alat bukti elektronik tersebut digolongkan ke dalam alat bukti berupa benda sebagai petunjuk sehingga diperlukan juga keyakinan dari aparat hukum agar bisa menentukan posisi dan kebenaran dari alat bukti elektronik tersebut.

Forest provides basic ecosystem services to adjacent local people welfare. Ecotourism is one of the goverment program to improve the livelihood, by full local people involvement on planning, management and evaluation. Margasari, East L ampung, with its 700 ha mangrove forest, has a ahigh potential natural resources to develop community based ecotourism program. Study on evaluating mangrove forestas community based ecotourism was conducted in Lampung Mangrove Center, Margasari, East Lampung. collected data were analyzed qualitatively using SWOT with hope to obtain a mangrove forest potential for community-based ecotourism development. Potential of mangrove forests in LMC into category medium. Total of 98 % agreed if the community perception was developed as a community-based ecotourism. Motivation tourists visiting as much as 27 % for research, 37 % for recreation and rest along the mangroves by boat (36 %). LMC real carrying capacity of area can accommodate as many as 170 people / day, while the carrying capacity of the facility and amenitas 174 people / visit. SWOT analysis illustrates the mangrove forests in LMC has potential to be developed as a community-based ecotourism destination.

Pengelolaan hutan mangrove merupakan hal yang penting dalam mengupayakan pelestarian lingkungan di kawasan pesisir. Tujuan penelitian adalah untuk mengetahui dampak kegiatan rehabilitasi hutan mangrove dan strategi pengelolaan hutan mangrove di Desa Tanggul Tlare, Kecamatan Kedung, Kabupaten Jepara.Penelitian ini menggunakan pendekatan survei dengan wawancara langsung dan pengamatan lapangan. Populasi adalah seluruh penduduk pesisir di daerah penelitian, teknik pengampilan sampel menggunakan “cluster random sampling”. Dampak yang ditimbulkan dengan adanya rehabilitasi hutan mangrove di daerah penelitian adalah meningkatnya hasil tangkapanikan, mengurangi abrasi pantai, menahantiupan angin laut, semakin banyak tangkapan biota (udang, kepiting, kerang) di pesisir, danmenjadikan kawasan tersebut menjadidaerah objek wisata. Strategi yang perlu dilakukan dalam pengelolaan hutan mangrove diantaranya yaitu memanfaatkan potensi yang ada dengan dengan melakukan penanaman pohon mangrove, membentuk kawasan hutan lindung konservasi hutan mangrove agar kawasan hutan mangrove tetap terjaga baik dan lestari, memberikan sosialisasi atau pemahaman kepada masyarakat akan pentingnya menjaga hutan mangrove dan manfaat yang didapat oleh masyarakat, pentingnya kemajuan teknologi dan memberikan beasiswa kepada masyarakat yang dikira berkompeten dan aktif dalam rehabilitasi mangrove untuk melanjutkan sekolah yang lebih tinggi agar ilmu pengetahuan yang didapat bisa memberikan kontribusi yang positif untuk pengelolaan hutan mangrove yang ideal..Kata kunci: hutan mangrove, masyarakat, pengelolaanEnglish Title: Mangrove Forest Management Strategy In The Village Of Environmental Tlare District Kedung District JeparaABSTRACTManagement of mangrove forests is an important aspect in the effort to conserve the environment in coastal areas. This research uses survey approach with direct interview and field observation. Population is the entire coastal population in the study area, sample technique using cluster random sampling. The impacts of mangrove forest rehabilitation in the study area were increased fish catch, reduced coastal abrasion, retained wind breeze, more biota catches (shrimp, crabs, shells) on the coast, and made the area a tourist destination. ABSTRACTThis research aimed to investigate the Willingness to Pay (WTP) for mangroveconservation of local communities at Salut Mengkabong Lagoon, Tuaran based on theamount of fees imposed on them. The content is based on questionnaire survey providedto local communities from Mangrove Forest Produce (MFP) to their perception inconservation programme. The survey was conducted with a priod of 7 month startedfrom September 2016 until March 2017. Contingent Valuation Method (CVM) was usedto calculate the Willingness to Pay (WTP) whereby 100 respondents were asked tocomplete the questionnaire. From the analysis, it showed that the WTP of localcommunities were affected by their monthly income. Regression model analysis withWTP = -0.087* (monthly income) + 1.789 has been formed. Whereas, the value ofmangrove forest produce (MFP) in Salut Mengkabong Lagoon has been calculated with atotal of RM728 for the direct product while for the non-direct products such as crab,bivalves, seashells and fishes cost about RM721 to RM2472 in a year. The studydocumented mangrove forest contribution to local communities in Salut MengkabongLagoon such as timber; Rhizophora mucronata and Avicennia spp, Seafood; Scyllaserrata, Geloina coaxans, various type of fishes and seashell. From the result, it washope that this study can promote a win-win situation to both local community andstakeholders to come out with an effective supervision to ensure the long-lastingdependency of local communities to the mangrove forests without undermining theirsocio-economic wellbeing.Keywords: Salut Mengkabong Lagoon, Mangroves Forest Produce, local community

Short Communication: Mangrove forest management based on multi-dimension scalling (RAP-Mforest) in Kwandang Sub-district, North Gorontalo District, Indonesia. Biodiversitas 21: 1352-1357. Management of mangrove forests is an important aspect in the effort to conserve the environment in coastal areas. Its management requires planning to ensure the sustainability of its function and benefit. This study aimed to analyze the sustainability level of the mangrove forest management in Kwandang Sub-district, North Gorontalo District, Gorontalo Province, Indonesia and to determine the factors that affected that sustainability. Data were collected through field measurement and interviews, and then analyzed using Rapid Appraisal of Mangrove Forest (Rap-Mforest) approach and Monte Carlo analysis. The results showed that mangrove management was fairly sustainable on the ecological criteria (60.43%), but less sustainable on the economic criteria (47.79%) and social criteria (42.22%). The result of leverage analysis indicated that 6 out of 20 indicators were categorized as sensitive indicators affecting the sustainability of mangrove management. These sensitive indicators should be given priority in increasing the sustainability index in the future.

One of the coastal ecosystems that have experienced a high level of degradation due to its utilization pattern which tends not to pay attention to its sustainability aspects is the mangrove forest in Rangsang District, Meranti Islands Regency, and Riau, Indonesia. Seeing the symptoms of mangrove forest destruction for various purposes, it is necessary to manage mangrove forests sustainably. To be able to carry out sustainable management of mangrove forests, management efforts are needed ber of strategic value and right. Management of community-based marine resources is one management strategy that can improve efficiency and fairness in the utilization and management of natural resources. The research aims to identify and analyze the condition of mangrove forests, reviewing mangrove forest management, and the development of community-based mangrove forest in the district of stimuli. The approach used in this study is an analytical descriptive approach with survey methods. This research was conducted in Rangsang sub-district, Meranti Islands regency, Riau. The results showed that the mangrove vegetation found included 7 species from 3 families, namely Avicenniaceae (Avicennia alba and Avicennia marina), Rhizophoraceae (Rhizophora mucronata, Rhizophora apiculata, Rhizophora stylosa, and Bruguiera gymnorrhiza) families, and Sonneratiaceae family (Sonneratia alba) , with the value of diversity index (H ') of mangrove vegetation in Rangsang sub-district at each station ranged from 0.91 to 1.69 and the environmental parameters of mangrove vegetation in Rangsang sub-district were obtained from clay sand, sandy clay and sandy clay; Soil pH ranges from 6.6-7.1; temperatures range from 29-31˚C; salinity ranges from 27-31 ppt; and organic matter content between 1.09-7.65. At the very least, there are three factors of decision making on community participation in mangrove forest management, namely management factors, knowledge factors and attitude factors. Meanwhile, mangrove forest management carried out by the community in Rangsang District in the form of rehabilitation, care and supervision. Therefore, in an effort to manage community-based mangrove forests active community participation is required by taking into account management factors, knowledge factors and attitude factors.

A participatory society can play an essential role in the prosecution of corruption cases. By providing information on alleged corruption, a participatory community can assist anti-corruption institutions so that corruption as an extraordinary crime can be eradicated as a means of enforcing people's constitutional rights. The authors attempt to perceive things by defending constitutional rights from a societal standpoint, a right of citizens who have had their rights violated by acts of corruption. The method used in this research is a normative legal method that refers to the norms in the laws and regulations, court decisions, and social society.  The data used is secondary data obtained from various sources with appropriate and relevant topics so that it becomes chaotic in discussing related problems. The community's active role in uncovering corruption cases is part of the obligation to break the chain of corruption and fulfil citizens' rights to enforce the law. The amount of budget allocated for disclosing corruption cases is leading the government to protect citizens' constitutional rights from the threat of corruption. Although the handling is still considered unsuccessful because many cases have not been revealed, the efforts made deserve to be recognised.

Abstrak. Hutan mangrove di pesisir Kota Langsa semakin lama semakin terancam keberadaannya. Penyalahgunaan hutan mangrove yang dilakukan dalam kurun waktu akhir-akir ini telah menimbulkan berbagai kerusakan sehingga menyebabkan tingkat kekritisannya semakin tinggi. Salah satu upaya yang dapat dilakukan untuk mengatasi hal tersebut adalah dengan memanfaatkan teknologi spasial. Teknologi spasial merupakan salah satu media yang penting untuk melakukan perencanaan pembangunan dan pengelolaan sumber daya alam dengan cakupan yang luas. Penelitian ini bertujuan untuk mengetauhi seberapa besar tingkat kekrtitisan hutan mangrove sehingga dapat dilakukan upaya pemulihan bagi hutan mangrove dengan tingkat kekritisan yang tinggi. Kriteria yang digunakan untuk mengetahui tigkat kekrtitisan hutan mangrove yaitu jenis penggunaan lahan, kerapatan tajuk tanaman, dan ketahanan tanah terhadap abrasi. Hasil penelitian menunjukkan hutan mangrove dengan tingkat kekritisan tertinggi terjadi di kawasan pesisir Langsa bagian timur dengan kategori sangat kritis seluas 453,25 Ha atau 42,16 %, sedangkan hutan mangrove yang termasuk kategori kritis seluas 1.108,99 Ha atau 44%, serta yang tegolong ke dalam kategori tidak kritis seluas 2.337,78 Ha atau 56.70%.Critical Level of Mangrove Forest Using Spatial Technology Case Study in Coastal Areas of LangsaAbstract. Mangrove forests in coastal areas of Langsa are increasingly threatened. The misuse of mangrove forests that have been carried out at the end-time period has caused various damage, causing the critical level to be higher. One effort that can be done to overcome this problem is to utilize spatial technology. Spatial technology is one of the important media for carrying out extensive development planning and natural resource management The purpose of this study is to determine the critical level of mangrove forests so that recovery efforts can be done for mangrove forests with highest criticality level. The criteria used to determine the critical level of mangrove forests are the type of land use, forest canopy density, and soil resistance to abrasion. The results showed that the highest critical level of mangrove forest occurred in the eastern coastal areas of Langsa with very critical category is 453.25 ha or 42.16%, mangrove forests included in the critical category is 1,108.99 ha or 44%, and those classified to the non-critical category is 2,337.78 ha or 56.70%.
