Abstract. Information and communication technologies (ICT) are a set of equipment (devices, systems, etc.) and techniques with associated software (software systems and software tools) that have been developed and used for more efficient communication, creation, distribution, storage and management of information. The IDI (ICT Development Index) index is most often used to measure ICT resources, which is defined as a composite index that combines 11 indicators (classified into 3 sub-indices: Access, Use and Skills). Data on values of IDI index has been retrieved from Measuring the Information Society Report (MISR), which since 2008 has been publishing by International Telecommunications Union (ITU). The IDI index for 2017 was determined for 176 countries of the world, with the first on the ranking list was Iceland with IDI2017=8.98 and the last Eritrea with IDI2017=0.96. The mean value of IDI index for 2017 was Avg=5.11, standard deviation was StD=2.22 and coefficient of variation was CoV=43.52. In this paper is given of analysis of IDI (ICT development index) for measuring ICT resources in Georgia. The data were approximated using a 3rd degree polynomial regression model (PRM3) with a correlation coefficient R=0.9964, determination coefficient R2=0.9928 and adjustment coefficient of determination is AdjR2=0.9885.

The goal of this paper is to analyse the changing role of information and communication technologies (ICTs) and to determine their influence on selected countries' international competitiveness. To achieve this, the calculated global ICT development index has been compared to selected measures of international competitive position. Conducted research has confirmed that in respect of ICT a partial alignmentbetween developed and other countries has occurred. Moreover, there is a noticeable interdependence between ICT development and international competitive position indicators.

Information and telecommunication services are currently a full-fledged resource for social development compared to traditional resources. The growth of the level of scientific and technological progress has led to the incredibly fast development paces in the sphere of information and communication technologies, which has a significant impact on the development of the economy. On the basis of a thorough analysis of the sectors of information and communication technologies and components of the ICT development index, the article substantiates the need for accelerated digitization of the majority of enterprises of different spheres of economic activity with the aim of qualitative development of Ukrainian economy in order to increase its competitiveness in the world. This is explained by the fact that information and technology represent the main economic resource in the period of formation of information society and digital economy, and enterprises of the sphere of communication and informatization are a catalyst for social and economic development of the country as a whole. Using a methodological toolkit of the theory of systematic and correlation-regression analysis, an economic-mathematical model of the development of the sphere of communication and informatization in the regions of the world and individual countries of the world is constructed. It is based on the existing pattern of leading development of the communications sector, but takes into account the degree of economy dependence on the ICT development, which in some regions and countries is 100%. This is due to the approaching mass availability of ICT services in some countries in these regions. On the basis of the constructed model, the forecasting of GDP PPP per capita was carried out, which showed faster rates of growth of the country’s economy with the growth of the development level of the sphere of communication and informatization and accessibility of telecommunication services. In turn, the availability of telecommunication services is influenced by the digital skills of society and the level of their prices, which has necessitated determining the dependence of GDP PPP per capita on prices for communication services of countries with varying degrees of socio-economic development. This makes it possible to identify reserves for improving the productivity of individuals while increasing the availability of telecommunications services.

The authors describe modern trends in development of the cadastral system. The main features of the procedure of cadastral registration and software systems that act as accounting and registration of automated databases are highlighted. The technological process of maintaining the unified state register of real estate is analyzed in detail. The modern system of information electronic interaction in the real estate register is designated. The role of information and communication technologies in the Russian cadastral system is shown. The authors propose a classification of online services of Rosreestr in a number of ways. The fourth group of online services is allocated as the most promising as it provides opportunities to obtain additional information at the common activity fields of different Executive authorities. The authors conclude that changes in the cadastral system of the Russian Federation are greatly influenced by global trends which in turn are aimed at expanding the functions of the cadastre as an information basis of land management.

This paper presents research on influence of information and communication technologies on decentralization of organizational structure. An empirical research was conducted, in which decentralization was described by dominant management style was compared to the level of composite index of ICT adoption. Also, consulting experience in four major Serbian companies was used to further elaborate and explain the results in the context of modern literature and practice. Conclusions were that ICT adoption is more frequently expressed in decentralized companies, empirically described by dominant liberal style of management, although ICT adoption can also lead to centralization in some cases, depending on other factors in the organization.

This paper provides an overview of the current and emerging issues in learning technology research, concentrating on structural issues such as infrastructure, policy and organizational context. It updates the vision of technology outlined by Squires' (1999) concept of peripatetic electronic teachers (PETs) where Information and Communication Technologies (ICT) provide an enabling medium to allow teachers to act as freelance agents in a virtual world and reflects to what extent this vision has been realized The paper begins with a survey of some of the key areas of ICT development and provides a contextualizing framework for the area in terms of external agendas and policy drivers. It then focuses upon learning technology developments which have occurred in the last five years in the UK and offers a number of alternative taxonomies to describe this. Information and communication technologies (ICT) can provide added value in an organizational context in order to enhance the definition of business support strategies. The purpose of the chapter is to focus on the contribution of ICT to implement a sustainability policy in the organizations, in the context of the sustainable development goals to improve cooperation and promote development. In this context, the principles of the Karlskrona Manifesto are applied to the development of software systems. The methodology focused on the literature review of the domain and on a case study, in order to analyze the impact of ICT as an engine of sustainability in organizations. The main conclusions focus on the analysis of the impact of established practices in organizations to design and develop sustainable software systems. The results point to a greater consciousness of the potential effects of software systems on sustainability, which will improve management practices, reducing the quantity of material to be recycled, and aligning organizational strategies with Green IT.

The influence of ICT in family functioning is a thrust area to study in which the adoption and changes in family activities are growing every day on par with ICT development. Among the models dealing with the subject, Hertlein's multitheoretical model is the one which contains the combination of factors from three different ICT and family-based theories. There is no measurement items found for this model. So, this research developed the measurement items for all the factors in model. Exploratory and confirmatory factor analysis was done to validate the model. This research also understood the importance of family communication through literature and added that as a sub-factor in the process changes factor and fit well with the existing model. This proves that family communication is one of the major contributor of family process.

The hasty development of information and communication technologies (ICTs) has overwhelmingly altered many aspects of life and societies all around the globe. High-quality information and communication technology (ICT) infrastructure is essential for developing countries to match the pace of economic growth. This can be achieved only with sophisticated infrastructure. Enormous competitive pressure on businesses across the world has made Information and Communication Technologies (ICTs) one of the main drivers of economic growth. This paper studies a select set of economic factors and their respective impacts on ICT development in five leading emerging economies known as BRICS (Brazil, Russia, India, China, and South Africa). The authors' findings demonstrate that in addition to deregulation, existing conditions (socioeconomic factors) must also be considered. They conclude by avowing that policy makers can more easily realize economic development via ICTs if they consider these conditions while cultivating their technology strategies.

This chapter presents and discusses a new design framework for involving users at an early stage in a mobile ICT development project. A user-centered design process, in which participatory design principles are combined with creativity techniques, is used in order to create scenarios as a communication tool between users and system designers. The theoretical basis for the framework is described, leading to a new participatory design and creativity framework. Empirical insight into how the framework has been developed and used in practice is presented based on the experiences and results from a large ICT development project within the ?eld of mobile communication. Finally, the value of applying creativity as part of a participatory design process is discussed.

This paper investigates, using annual data from 1980 to 2014, whether adoption of information and communication technologies (ICT) fosters economic growth in Indonesia. We employ an Autoregressive Distributed Lag cointegration technique on an augmented neoclassical growth model. The empirical results indicate a positive effect of ICT development on economic growth in both the long-run and short-run. The other regressors, such as total factor productivity, human capital, and capital per worker, also positively affect economic growth. From a policy perspective, the Indonesian government should promote ICT development through greater investment.
