Euroasian Economic Union at Present Stage

The article analyzed the ways to improve the foreign trade policy of the Eurasian Economic Union (EAEU) in connection with the accession of Armenia and Kyrgyzstan to this integration association. To achieve this goal the obligations of Armenia and Kyrgyzstan in the framework of the WTO are compared with the Russia's ones. Such comparison is required because the EAEU implements its Treaty “On functioning of Customs Union within the framework of the Multilateral Trading System” as of May 19, 2011. Pursuant to Article 1 of this Treaty, the Russian obligations under the WTO serve as basis for the foreign trade policy pursued by the EAEU. Amid a variety of Russia’s, Armenia’s and Kyrgyzstan’s obligations the author stresses those concerning market access for goods. These obligations will be most meaningful in the mid-run from the perspective of economic development of the EAEU. The levels of applied duties, as well as the levels of bound duties were compared for the main groups of agricultural and non-agricultural products. The analysis of applied duties showed that the EAEC market at whole is better protected than the Armenian and Kyrgyz national markets with regard to an overwhelming majority of product groups. The EAEU has been particularly focused on the protection of the agricultural market, as well as on such product groups as textiles and clothing, wood and related products. At the same time, the analysis of the bound rates for the main groups of agricultural and non-agricultural products points to the fact that, if necessary, Armenia and Kyrgyzstan have certain room to increase the customs duties up to the bound levels. A conclusion has been drawn that the harmonization of the WTO obligations assumed by Russia, Armenia and Kyrgyzstan will lead to a certain weakening of tariff protection in the EAEC market. However, the weakening will be insignificant (the average level of the bound customs duties is expected to fall by 2-2.5 per cent points), following the global trend of trade liberalization.

The modern development of foreign trade of agricultural products and foodstuffs in the Republic of Belarus is characterized by an intensive increase in export potential, which requires constant search and development of new promising sales markets. For Belarus, participation in regional trade and economic integration associations (free trade zone with participation of the Eurasian Economic Union (EAEU)) is considered as one of the directions for creating favorable conditions for exporters to access the markets of partner countries. Implementation of export potential of the member states of the integration association is the subject of negotiations during preparation of agreements and requires searching the balance of concessions between the parties concerned. Therefore, in terms of trade of highly sensitive to import agricultural and processing industry products, a reasoned justification is required for requesting potential partners to ease access regimes for a particular product, given the need to provide reciprocal concessions. In this regard, we have developed a technique for assessing possibilities of developing exports of agricultural products of Belarus when signing agreements on free trade zones between the Eurasian Economic Union and third countries, we also tested the presented technique by the example of such countries as Egypt, Iran, Israel, Indonesia and India as the most likely partners to conclude free trade agreements with the Eurasian Economic Union. Based on a comprehensive analysis of the competitive environment at potential sales markets and an assessment of competitiveness of Belarusian export products, as well as study of measures of foreign trade policy (customs tariff and non-tariff barriers), the most appropriate export commodity groups were identified.

An important place in the implementation of foreign trade policy of the state, region, industry, business entity is occupied by the monitoring system of foreign food markets. Without understanding their development trends, qualitative and quantitative parameters, consumers and competitors, it is impossible to build an effective agricultural business. The article presents the results of a scientific study on the theoretical and methodological foundations of the development of foreign trade policy and increasing the export potential of the agri-food sector of the Republic of Belarus, taking into account world experience. The scientific and practical features of the formation of an effective planning system, organization and monitoring of foreign markets for agricultural products and food products have been studied and systematized. The methodological approaches to the analysis of the conditions of access and entry to foreign markets for agri-food products have been substantiated.

The paper appraises current progress in establishing the Customs Union and the Eurasian Economic Union (EAEU). Although the progress has slowed down after the initial rapid advancement, the Union is better viewed not as an exception from the general rules of regional economic integration but rather as one of the functioning customs unions with its successes and stumbling blocs. The paper reviews the state of Eurasian institutions, the establishment of the single market of goods and services, the situation with mutual trade and investment flows among the member states, the ongoing work on the liquidation/unification of non-tariff barriers, the problems of the efficient coordination of macroeconomic policies, progress towards establishing an EAEU network of free trade areas with partners around the world, the state of the common labor market, and the dynamics of public opinion on Eurasian integration in the five member states.

The article reveals the features of the international trade, economic and integration priorities of the Republic of Uzbekistan. The conceptual approaches to joining the WTO, diversification of the geography and structure of foreign trade, as well as the expansion of foreign economic cooperation with world and regional powers, the CIS countries and Central Asia are substantiated. Particular attention is paid to risks and building vectors for effective interaction with the Eurasian Economic Union (EAEU), as well as mitigating the effects of the coronavirus pandemic on the national economy.

This paper analyses whether the developing countries are pursuing an optimal foreign trade policy, given the theoretical and empirical evidence we have. The paper concludes that constraints in imposing other taxes than tariffs in many developing countries may justify having tariffs as part of an optimal taxation policy.
