Este trabalho tem objetivo discutir os processos comunicacionais estabelecidos pelas obras de arte expostas em locais públicos como elementos de formação da memória e da identidade Roraimense. A história da produção e compra dos painéis pela Assembleia Legislativa foi investigada a partir de entrevistas orais com o artista. Seu conteúdo também foi submetido à análise com a finalidade de identificar e interpretar signos e símbolos trabalhados pelo autor. Tomando como base teórica estudiosos como Nora (1992) e Pollack (1993), observou-se que essa manifestação artístico-cultural, produzida por encomenda, embora não tenha seu conteúdo previamente definido pelos agentes detentores do poder político, faz coro ao seu discurso e atua conjuntamente na busca pela determinação dos símbolos e signos que deveriam representar Roraima e seu povo. Para além das lendas que o autor pretendeu retratar, as obras são representativas de um discurso de poder, remetendo à história e à composição social de Roraima num momento de afirmação da identidade local – a transição do status político de Território para Estado.   PALAVRAS-CHAVE: Arte; Comunicação; Identidade; Roraima.       ABSTRACT This paper aims to discuss the communicational processes established by works of art exhibited in public places as elements of Roraimense memory and identity formation. The history of the production and purchase of the panels by the Legislative Assembly was investigated from oral interviews with the artist. Its content was also submitted to analysis in order to identify and interpret signs and symbols worked by the author. Taking as theoretical base scholars such as Nora (1992) and Pollack (1993), it was observed that this artistic-cultural manifestation, produced by order, although not previously defined by the agents holding the political power, is in line with their discourse and acts jointly in the search for the determination of symbols and signs that should represent Roraima and its people. Beyond the legends the author intended to portray, the works are representative of a discourse of power, referring to the history and social composition of Roraima in a moment of affirmation of local identity - the transition of political status from Territory to State.   KEYWORDS: Art; Communication; Identity; Roraima.   RESUMEN Este artículo tiene como objetivo discutir los procesos comunicacionales establecidos por las obras de arte exhibidas en lugares públicos como elementos de la memoria roraimense y la formación de la identidad. In the English constitutional tradition, subjecthood has been primarily derived from two circumstances: place of birth and time of birth. People not born in the right place and at the right time are not considered subjects. What political status they hold varies and depends largely on the political history of the territory in which they reside at the exact time of their birth. A genealogy of early modern British subjecthood reveals that law based on dates and temporal durations—what I will call collectivelyjus tempus—creates sovereign boundaries as powerful as territorial borders or bloodlines. This concept has myriad implications for how citizenship comes to be institutionalized in modern politics. In this article, I briefly outline one route through whichjus tempusbecame a constitutive principle within the Anglo-American tradition of citizenship and how this concept works with other principles of membership to create subtle gradations of semi-citizenship beyond the binary of subject and alien. I illustrate two main points aboutjus tempus: first, how specific dates create sovereign boundaries among people and second, how durational time takes on an abstract value in politics that allows certain kinds of attributes, actions, and relationships to be translated into rights-bearing political statuses. I conclude with some remarks about how, once established, the principle ofjus tempusis applied in a diverse array of political contexts.

El artículo analiza la acusación política en San Vicente, municipalidad del departamento de Antioquia en Colombia, durante el primer quinquenio de la década de 1930. El trabajo describe su dinámica con el apoyo de múltiples memoriales, que desde la localidad se dirigen a la gobernación. La presencia de un gamonalismo local que influyó en todos los ámbitos de la vida comunal en San Vicente, configura la importancia de estudiar el fenómeno. La síntesis de la historia política del país vista desde las municipalidades todavía está en construcción, y este trabajo aporta un caso en el que la acusación permanente y el poder del gamonalismo local fueron obstáculos para generar gobernabilidad en municipios pequeños e incomunicados.  Palabras clave: acusación, intimidación, conservadores, liberales, alcaldía, gamonal.Impeachment as a Form of Bullying Policy in San Vicente (Antioquia-Colombia), 1930-1935Abstract The article analyses the political accusation in San Vicente, a municipality of the department of Antioquia in Colombia, in the first quinquenal of the decade of 1930. The work describes its dynamics supported on multiples memorials that are addressed from the locality to the governorship. The presence of a local political boss influence known as “gamonalismo” that affected all the domains of the communal life in San Vicente, shapes the importance of studying this phenomenon. The synthesis of the political history of the country seen from the municipalities is yet under construction, and this work provides a case in which the permanent accusation and the local “gamonalismo” were obstacles to generate governability in small and isolated towns. Observations on Soviet Government. Over a year and a half has passed since soviet government was declared in Russia. That is not a long period of time in the history of a great revolutionary movement. Developments which loom large during these years and which impress even thoughtful men and women may prove to be of little consequence in the final determination of things, while the still small voices which are often unheard and usually unheeded by contemporaries swell into the chorus of decisive opinion which settles the course of affairs. It is a matter for trepidation, therefore, when one ventures to search mid the political and institutional debris for the foundation stones upon which a new democracy is to rest, or to attempt to appraise the undried, rough-hewn timbers hastily thrown into the erection of a temporary political superstructure. Only the hope that the tentative observations of one who was there may assist others to interpret this titanic movement justifies the present note.

Position of the Polish Workersʼ Party on the celebration of Independence Day The history of the anniversary celebrations on 11 November reflects the complicated traditions of the nation and the Polish state. For years the celebrations were accompanied by numerous changes in the ideological, legal, political and ritual layer. Individual political and social formations as well as subsequent generations of Polish citizens celebrated the anniversary of regaining independence by assigning to it different ideological, political and axiological values. Ove the course of a hundred years, it has gained a different legal and political status. From the celebration of local military circles, then political, through national anniversaries, school ceremonies to the establishment of a public holiday.In the 21st century, the holiday is additionally used by various political forces. The main form of the celebration is the Independence March. During the march Polish patriotic and human values are presented. But it also becomes the grounds for publicizing various values and anti-values. International interest in the march is dictated by the propagation of sometimes anti-democratic slogans and the political situation in Poland and the EU. Various political forces sometimes try to use the Independence Day in a spectacular way for political purposes, for media coverage, for election fights with political opponents.

O objetivo deste trabalho é analisar trajetória dos jornais impressos de Roraima no recorte que vai da fundação do primeiro jornal local até a transformação de Roraima em Estado, a partir da seguinte periodização: jornalismo impresso durante o pertencimento de Roraima ao Estado do Amazonas (1914-1942), durante o período em que Roraima se transformou em território federal (1943-1979) e fase de consolidação da atividade impressa (1981-1989). Ele fará isso através da recuperação de acervos documentais e identificação de jornais e atores importantes na construção de uma cultura letrada regional em paralelo com a transformação política do Estado. Ao fazer semelhante levantamento, será possível reforçar hipóteses sobre porque são tão conflituosas as relações entre o estamento político regional e os canais impressos.   PALAVRAS-CHAVE: História da imprensa; Roraima; História política; Mídia impressa; Boa Vista.     ABSTRACT The objective of this paper is to analyze the trajectory of Roraima's printed newspapers in the cut that goes from the foundation of the first local newspaper to the transformation of Roraima into a state, from the following periodization: printed journalism during the Roraima's belonging to the State of Amazonas ( 1914-1942), during the period in which Roraima became federal territory (1943-1979) and the consolidation phase of printed activity (1981-1989). It will do this by recovering documentary collections and identifying newspapers and key players in building a regional literate culture in parallel with the political transformation of the state. By making such a survey, it will be possible to reinforce hypotheses as to why the relations between the regional political settlement and the print channels are so conflicting.   KEYWORDS: History of the press; Roraima; Political history; Print; Boa Vista.     RESUMEN El objetivo de este trabajo es analizar la trayectoria de los periódicos impresos de Roraima en el corte que va desde la fundación del primer periódico local hasta la transformación de Roraima en un estado, desde la siguiente periodización: periodismo impreso durante la pertenencia de Roraima al Estado de Amazonas ( 1914-1942), durante el período en que Roraima se convirtió en territorio federal (1943-1979) y la fase de consolidación de la actividad impresa (1981-1989). Lo hará recuperando colecciones documentales e identificando periódicos y actores clave en la construcción de una cultura regional alfabetizada en paralelo con la transformación política del estado. The article is devoted to the burning problem that arose in 2014 in the Ukraine, in the regions of Lugansk and Donetsk, and that concerns the right of the people of Donbass to self-determination. This problem is not only of a local territorial nature, but it is also one of the most complex debatable problems of international law. Since the right to self-determination contradicts the principle of territorial integrity of the state, the consideration and solution of this issue is the most burning for the whole population living on the territory of the self-proclaimed people's republics of Lugansk and Donetsk. In the article, the authors analyse the concept of "self-determination of the people" and give a generalised characteristic of it, approving that it is the right of every nation to solve the issues of state structure, political status, economic, social and cultural development independently and at its own discretion. The author also examines the historical past of the people of Donbass, where, in terms of the Republic of Donetsk and Krivoy Rog and various documentary historical and legal materials, we come to the conclusion that the population of Donbass has the right to social, economic, cultural, spiritual and other development just as all the recognised countries of the world.

In the vast field of international relationships, one of the intricate problems is that which has centered around the question of nationality. No uniform rules have been laid down either by conventional or by customary international law for the determination of nationality. Unfortunately the whole matter is regulated by municipal law, and in consequence of the diversity of regulations many conflicts have resulted. There are additional complications encountered in that phase of the problem which deals with the relation of state succession and nationality. When a state acquires new territory by gift, cession, conquest, or by whatever means, the political status of the inhabitants of the territory must be determined.

AbstractI. The author returns to the analysis (see Hyperboreus. 1998, 4/2, 286-301; cf. SEG, XLVIII, 1027) of an epigram of the Bosporan tyrant Leukon I from the Semibratnee site (Labrys) on the occasion of Yu. G. Vinogradov's posthumous publication (VDI, 2002, No 3). Although Vinogradov accepted the most important of the author's readings, some of the interpretations suggested by him were erroneous, as the author strives to prove (see also A. J. Graham's observations). The inscription is analyzed from the point of view of its language and style. As a historical source, the epigram is discussed in the second part of the article together with a new inscription from Nymphaion.II. As early as the end of the 5th c. BC (or even earlier) Bosporan tyrant Satyros I made Sindike Bosporus' vassal (Polyaen. VIII. 55). The Labrys epigram tells us about Leukon I, «archon of the Bosporus and Theodosia» helping Hekataios, king of the Sindoi, dethroned by his own son, obviously in order to take possession of Sindike de jure. A new votive inscription from Nymphaion published by O. Yu. Sokolova and N. A. Pavlichenko (Hyperboreus, 2002, 8/1, 99-121) sheds new light on the further history of the forming of the Bosporan state in the 1st half of the 4th century BC. Leukon is called here «archon of the Bosporus, Theodosia, all Sindike, Toretai, Dandarioi, Psessoi». The author believes that the epithet «all» is applied to Sindike for expressiveness and implies in fact the land which belonged to Hekataios. The author supposes that the neighboring barbarians were annexed by a treaty, and the power of their own kings was abolished, this fact explaining why Greek poleis and the barbarians were politically equal. No doubt, Leukon soon had to be disappointed in the possibility of governing barbarians in the same way as Greeks. According to the inscription CIRB 6a Sindoi were still under Leukon's rule as archon, but for the rest of the barbarians he was a king. However, in the later inscriptions CIRB 6, 8, 1037, 1038 the standard formula appears: «Leukon, archon of the Bosporus and Theodosia, king of Sindoi, Toretai, etc.» The change in the political status of the barbarians was probably connected with their efforts to get free from the power of the Bosporus. The Greek cities of the Bosporus and Theodosia preserved their formal autonomy and citizenship, but the barbarians were turned into dependent population.

ResumenEn el contexto del Bicentenario de la Independencia del Perú, en este artículo ofrecemos un enfoque de la historia patria casi totalmente dejado de lado; el investigar y difundir la historia de territorios que en épocas pretéritas pertenecieron a nuestro país y que actualmente no forman parte de su espacio. Palabras clave: historia del Perú, Bicentenario, Independencia.  AbstractThe territorial extension of a singular state or a politic organization changes throughout time and the current reality determines the limits of the historical process and makes us lose on sight the different dimensions that hold the course of time. It involves pondering about the importance of these variabilities and the role of the political construction from that time. The vision of Peru, concerning the territories that in our current time do not belong to our country, and the reappraisal of the forgotten and delayed phases.
