<h4>Abstract</h4> <p><strong><em> </em></strong></p> <p><em>Forest management must consider the cultural values of society, aspirations and perceptions, and involve local communities in forest management in the presence of community-based forest management (PHBM). One of the areas that have the potential wealth of natural / forest resources is Kendal. Formulation of the problem, 1) forest management in Kendal?, 2) The role and participation in PHBM in Kendal?, 3) Barriers in PHBM in Kendal ?. This research is a kind of juridical empirical research. Engineering analysis was performed by descriptive analysis. Based on the results of the study, 1) Implementation of forest management in Kendal done involving the community, with the PHBM models, 2) The role and participation of the community with the establishment of the Institute of Forest Village Community (LMDH) / Forest Village Community Association (PMDH), 3) Barriers, less fast accessing information with a range of obstacles. Berdasarkan hasil penelitian, 1) Pelaksanaan pengelolaan hutan di Kabupaten Kendal dilakukan mengikutsertakan masyarakat, dengan model PHBM, 2) Peran dan partisipasi masyarakat dengan pembentukan Lembaga Masyarakat Desa Hutan (LMDH) / Perkumpulan Masyarakat Desa Hutan (PMDH), 3) Hambatan, kurang cepat mengakses informasi dengan berbagai kendala. Saran yang bisa diberikan antara lain, 1) Model pengelolaan hutan bersama masyarakat (PHBM) dianggap efektif. 2) Meningkatkan peran serta masyarakat dalam pengelolaan sumber daya hutan. 3) Untuk mengatasi hambatan masyarakat desa bersikap saling pro aktif untuk memperoleh informasi untuk pengembangan pengelolaan sumber daya hutan.</p><p><strong>Kata Kunci: </strong>Pengelolaan Hutan Berbabasis Masyarakat, Lembaga Masyarakat Desa Hutan, Partisipasi Masyarakat Dalam Pengelolaan Hutan.</p>

Community-based forest management (CBFM) was aimed to achieve the sustainability of forest functions and to omptimize its benefits. CBFM around the Forest Lap Area in North Bandung is a joint forest management between Perum Perhutani and forest villagers. The purposes of this study were; (1) to analyse the processes and stakeholders of CBFM, (2) to analyse the institution effectiveness of CBFM, (3) to analyse the result of the CBFM implementation The approach of this research was the stakeholder analysis and IPA (importance of Performance Analysis). The result of stakeholder mapping showed that Perum Perhutani and LMDH had the role in the implementation of CBFM system. The results of the economic impact of CBFM calculations indicated that the system could increase the income of MDH. This was indicated by the change in the average income of farmers by 63%. The result of IPA could be seen from the mapping of availability level of forest resources and forest resource need for the community included in B quadran in which it had a high level of availability and interest.

Tujuan penelitian ini adalah untuk mengetahui pelaksanaan Pengelolaan Hutan Bersama Masyarakat (PHBM) oleh Perhutani di Desa Bodeh dan kendala-kendala yang dihadapi dalam pelaksanaannya. Penelitian menggunakan pendekatan kualitatif. Lokasi penelitian di Desa Bodeh Kecamatan Randublatung Kabupaten Blora. Hasil penelitian menunjukkan bahwa program PHBM dilakukan dengan merangkul masyarakat sekitar hutan untuk bersama mengelola hutan dengan semangat berbagi peran, pemanfaatan lahan atau ruang, maupun hasil hutan dengan adanya bagi hasil yang diperoleh masyarakat sebagai kompensasi keterlibatannya dalam pelaksanaan PHBM. Partisipasi masyarakat desa Bodeh dalam pelaksanaan PHBM membuahkan hasil yaitu berkurangnya lahan kosong karena masyarakat dilibatkan dan mau terlibat dalam mengelola hutan serta dalam kegiatan reboisasi, menurunnya tingkat kerusakan serta tingkat pencurian kayu di hutan karena masyarakat juga terlibat dalam menjaga hutan, sehingga kelestarian dan keamanan hutan meningkat. Adapun kendala-kendala yang dihadapi oleh perhutani maupun masyarakat dalam pelaksanaan PHBM adalah kendala dalam kegiatan persiapan lapangan, penanaman, pemeliharaan tanaman, dan pengamanan hutan.   The objective of this research is to determine the implementation of Collaborative Forest Resource Management (in Indonesian is called PHBM) by Perhutani in Bodeh Village and constraints encountered in the implementation. The study used a qualitative approach. Research sites is in Bodeh Village, Randublatung, Blora District.The results showed that the PHBM program is conducted by embracing forest communities to manage forests together with the spirit of sharing the role, land use or space, and forest products with the profit shared with the community as compensation for their involvement in the implementation of PHBM. Participation of rural communities in the implementation of PHBM in Bodeh resulted in the reduction of vacant land for the community get involved in forest management and reforestation activities; reduction of the levels of damage and the level of illegal logging in the forest because the community are also involved in maintaining the forest, thus increasing the sustainability and security of the forest . The constraints faced by perhutani and society in the implementation of PHBM is a constraint in the activity of field preparation, planting, plant maintenance, and safeguarding of forests.

Community participation for forest sustainability and use of forest resources for community development is considered a vital way in all societies. This study was conducted to assess the public views toward sustainable forest management in the area of Gilgit–Baltistan, Pakistan, through collecting data from 255 respondents. Views about forest management techniques at different levels were discussed. Three main areas of focus to manage forest resources were: strategic-level management, local-level management, and communication-level management. To provide confidence and to measure factors affecting sustainable forest management, this study applied the structural equation modeling approach and built a model that explained and identified the critical factors affecting sustainable forest management. A quantitative approach via Smart Partial Least Squares version 3.2.8 was used for analysis. The findings of the study show that the R2 value of the model was 0.653, which means that the three exogenous latent constructs collectively explained 65.3% of the variance in sustainable forest management. In this study, the goodness of fit of the model was 0.431, which is considered valid for further analysis. Among the three proposed levels for forest management, the strategic-level-management factor was found the most important of the three variables. This study concluded that for better and sustainable forest management, policies should flow from the strategic level to the local and also focus on communication-level management because all these factors appear to be significant in measuring sustainable forest management. Community engagement and awareness are also found to be an important way for forest resource management.

Internationally, there has been a paradigm shift in forest resource management from state-based forest management to community-based forest management. This change has also occurred in Indonesia, namely through the social forestry program as outlined in the the Minister Regulation on Social Forestry and the Minister Regulation on Social Forestry in Perhutani Area. Indeed, these Ministerial Regulations already contain the principles of community-based forest management. However, the implementation still leaves problems. This paper will analyze the procedural weaknesses and inaccuracies in the designation of these Ministerial Regulations. The approach used is the statutory approach and comparison with qualitative analysis. The result shows that it is necessary to change the policy model by changing procedures by re-functioning the role of Forest Management Units as an institution that has the authority to manage forest resources in its area. Besides, the Social Forestry program should only be intended for forest communities who have pioneered forest resource management, whether they have joined the Community Joint Forest Management program or not. However, they must reside around forests managed by Perum Perhutani.

Community Based Forest Management (CBFM) is a system of state forest management that conducted Perhutani joinly with community forestry forest villages. CBFM include: drafting plans, utilization of forest resources, and protection of forest resources. CBFM regulated the rights and obligations of all stakeholders involved. Conflict of interest in the management of forest resources can lead to conflicts beetwen any stakeholders. This research aim to determine (1) history and sources of forest resources conflict in the Kalimendong village, (2) conflict resolution mechanism that were implemented based on the CBFM, (3) effectiveness CBFM as conflict resolution in forest resources management. The result of this study found that the conflict in Kalimendong village occured since 1998 that comes from the differences in perception, interest, and ownership beetwen the public and Perhutani. CBFM then can be conflict resolution of forest resources management, but CBFM can then generate a new conflict when the interests of stakeholder can not be accomodated. The analysis shows that characteristic of number of dependents has negatively correlation related to the effectiveness of CBFM as conflict resolution.<br />Keywords: conflict, CBFM, conflict resolution, forest resources

Village community-based nature tourism is currently getting a lot of public attention. The government through its empowerment program also provides support to village communities when developing natural tourism in their area. The effectiveness of this empowerment program will later be able to improve the economy of rural communities sustainably. As is done in Coban Putri nature tourism, Tlekung Village, Junrejo District, Batu City. This research is qualitative, using a descriptive approach.While the sampling technique used is the purposive sampling technique, where informants are determined based on their role related to the development of natural tourism in Coban Putri. The purpose of this study was to determine how influential the Coban Putri natural tourism area is on the improvement of the economy of the Tlekung Village community after developing tourist attractions. The results obtained from this study indicate that the Coban Putri natural tourism area has sufficient influence on the economy of the Tlekung Village community, especially after development, so it is important for the government and the community to participate in developing Coban Putri natural tourism through empowerment programs so that it always has more appeal for tourists who visit.

Abstrak : Reformasi dan otonomi daerah sebenarnya adalah harapan baru bagi pemerintah dan masyarakat desa untuk membangun desanya sesuai kebutuhan dan aspirasi masyarakat. Kewenangan Badan Permusyawaratan Desa (BPD) dalam melaksanakan fungsi pengawasan kepada pemerintah desa. Tujuan penelitian adalah untuk mengetahui kewenangan BPD dalam melaksanakan fungsi pengawasan sesuai Undang-undang Nomor 6 Tahun 2014 tentang Desa dan fakor-faktor yang menjadi kendala Badan Permusyawaratan Desa dalam melaksanakan fungsi pengawasan kepada pemerintah desa di Desa Sukaharja, Kecamatan Cibingbin, Kabupaten Kuningan. Metode penelitian ini dengan pendekatan yuridis empiris, yaitu menggunakan data primer dan sekunder dan dianalisis dengan metode deskriptif analisis. Hasil penelitian ini adalah kewenangan Badan Permusyawaratan Desa dalam melaksanakan fungsi pengawasan sesuai dengan Undang-undang Nomor 6 Tahun 2014 yaitu BPD memiliki hak untuk mengawasi dan meminta informasi tentang administrasi desa kepada pemerintah desa; menyampaikan pendapat tentang pelaksanaan pemerintahan desa, pelaksanaan pembangunan desa, pengembangan masyarakat desa, dan pemberdayaan masyarakat pedesaan; serta mendapatkan biaya operasional untuk pelaksanaan tugas dan fungsi anggaran pendapatan dan belanja desa serta faktor-faktor yang menjadi kendala yaitu dalam menerapkan fungsi supervisi kepada pemerintah desa terbagi menjadi 2 (dua) : faktor internal termasuk: sarana yang tidak memadai, pola komunikasi tidak berjalan dengan baik, dan anggota BPD tidak mengerti fungsi sedangkan faktor eksternal meliputi: masyarakat tidak mengerti fungsi BPD, ada sosialisasi pemerintah desa terkait fungsi Badan Permusyawaratan Desa , dan faktor sumber daya manusia masyarakat desa. Kesimpulan adalah kewenangan BPD dalam melaksanakan fungsi pengawasan sesuai Undang-Undang Nomor 6 Tahun 2014 tentang Desa yaitu BPD yang berhak mendapat pertanggungjawaban kepala desa dan meminta informasi kepada pemerintah desa.Kata kunci: Otoritas, BPD, Pengawasan, dan Pemerintahan Desa.�THE IMPLEMENTATION OF AUTHORITY OF VILLAGE CONSULTATIVE AGENCY IN RUNNING CONTROL FUNCTIONS ON VILLAGE GOVERNMENT (STUDY IN KUNINGAN REGENCY)�Abstract : The writer conducted this research with background to know the authority of Village Consultative Agency (Badan Permusyawaratan Desa) in implementing supervision function to village government. The purposes of writing this research� are to know the authority of Village Consultative Agency in implementing supervision function according to Law Number 6 of 2014 about Village and what factors that become obstacles are faced by Village Consultative Agency in implementing supervision function to village government in Sukaharja Village, Cibingbin District, Kuningan Regency. This research used descriptive analysis research with juridical-normative approach. Stage of research is through literature research using primary and secondary data collected through documentation and analyzed descriptive qualitative method. The result of this research was the authority of Village Consultative Agency� in implementing supervisory function according to Law Number 6 of 2014 namely VCB has the right to supervise and request information about the administration of village administration to village government; to express opinions on the implementation of village governance, implementation of village development, village community development, and empowerment of rural communities; as well as obtaining operational costs for the execution of duties and functions of the village income and expenditure budget. The factors that into two: internal factor including: inadequate means, communication patterns were not working properly, and members of Village Consultative Agency do not understand the functions while external factors include: the community does not understand the functions of Village Consultative Agency, there was a socialization of the village government related to the function of Village Consultative Agency, and the human resource factor of the village community. The conclusion of paper was the authority of Village Consultative Agency in implementing supervision function according to Law Number 6 of 2014 about Village namely VCB was entitled to hold accountability of village head and ask for information to village government.Keywords: Authority, VCB, Supervision, and Village Government.

Deforestation continuous to be a wide spread problem in rural areas of developing countries. Conventional “top down” approach has proved fundamentally limited in their ability to promote the culture of forest conservation in the world over. Inco-prorating the community based forest and community based natural resources management in rural development strategies seems to be the best approach to conserve forest area. This paper provides a case of community forest management by rural communities in rural areas of Nigeria. Based on the experience of the Local Empowerment and Environmental Management Project (LEEMP) in Adamawa State of Nigeria, this paper discussed the achievement and challenges in implementing community based forest management in the rural areas. Information used in this paper is based a preliminary study in evolving interviews with officials of the implementation agencies of LEEMP and a few participants of the projects in Adamawa state. Under LEEMP the priorities include the empowerment of local people to manage the community based forest and community based natural resources conservation in their areas. The project aim for the effective management of renewable forest resources, (vegetation), minimizing depletion of non-renewable forest resources (wild life), minimise forest pollution and its attendants negative impacts.(bush burning), as well as to decentralize the responsibity for managing forest resources. This study found that LEEMP helps to bring grass root citizen contribution to the objectives of sustainable natural resources management and community wellbeing collectively. There exist a strong link between the rural poverty and the deforestation and forest management through community empowerment did show some improvement both to the resource conservation and improvement to the livelihood of the communities. However there were many challenges encounter in the process implementationinclude non-inclusive of stake holders because of social class or due to political affiliation, while projects are not evenly distributed among communities of serious need, others are un involve and ill-informed in terms of decision and actions, and lack of conservation culture, among communities. This paper implies that effective incorporation of forest management in rural development strategies should focus more attention to collective action, which ties the community on values, cultures, and economics benefits into the ecological project, with balancing the aim of sustaining the environment and poverty alleviation.
