Working Together, Building Capacity - A Case Study of Civil Defence Emergency Management in New Zealand

New Zealanders are exposed to multiple natural hazards. The country has experienced major disasters in the past, but recent decades have been relatively uneventful.1This paper reviews the New Zealand approach to civil defence emergency management (CDEM), as introduced by the Civil Defence Emergency Management Act 2002 (the CDEM Act). The approach promotes co-operative planning and sustainable management of hazard risks through the “4Rs” - reduction (of risks), readiness, response and recovery. It recognises the central government’s roles of national coordination, and emphasises the responsibilities of regional CDEM Groups, local government and communities for managing local hazard risks. The paper reviews various initiatives to illustrate that capacity building is a collective effort requiring active involvement across central and local government, nongovernmental agencies, communities and all individuals. New Zealand’s preparedness is examined from several perspectives, including: the level of public preparedness, lessons learned from real emergencies, a national exercise programme, and a monitoring and evaluation programme. The paper concludes that New Zealanders are making progress but difficulties remain in persuading all parties to work towards the vision of a “Resilient New Zealand.” 1. This paper was submitted before the magnitude 7.1 earthquake that struck the Canterbury region of the South Island of New Zealand (where the second largest city Christchurch is located) on 4 September 2010. Fortunately, no deaths and only a few serious injuries were reported as a result of the earthquake. The impact on buildings, infrastructure and economy, and psychosocial effects are being assessed as the paper is being finalised. However, the event is set to become the most costly disaster so far in New Zealand history. It will also be the most significant real test for many years of New Zealand’s emergency management arrangements, but it is too soon for an assessment in this paper of their effectiveness.

According to Hurricane Katrina: Lessons Learned (2006), emergency management professionals realized first-hand that preplanning and coordination is essential when mounting an effective reaction to natural disasters. This chapter describes how leaders in Chesterfield County, VA learned similar lessons in 2001 during Hurricane Irene. In comparison to Katrina the amount of damage caused by Irene was minimal but the impact on county leaders was severe. Based on lessons learned during Irene and an unexpected wind storm nine months later, Chesterfield County leaders now include the Chesterfield County Public (CCPL) in their official disaster relief plans. When activated, CCPL will serve as an information hub, double as a daytime relief shelter and participate in mass feeding if necessary. Selected library branches are available to be used as overnight relief shelters for mass care when the activation of a standard sized shelter facility is not warranted. These changes have made a notable difference.

Years have gone by since 9/11/2001. Still, it seems as though it were only yesterday: the shock, the tragedy, the heartbreak. Of all the questions, one keeps coming back, “Have we learned what we need to know to mitigate the impact of such events in the future?” The answer is a hesitant “Perhaps.” Today, still dealing with an economic disaster the magnitude of which has not been experienced in decades, there is great concern that any gains made from lessons learned by 9/11 will be further eroded. In this chapter, original research considering four corporations directly involved in the September 11 attacks is revisited in view of today's emphasis on public private partnerships and economic environment. In reexamining the original research, this chapter considers the value of public private partnerships as part of the emergency management community, and as part of an effective response to future incidents.

This paper examines the impact of social accountability mechanisms on the fiscal management challenges facing local government bodies in Zimbabwe. The paper hypothesises that there is a positive relationship between the use of social accountability mechanisms or tools by local authorities and the effectiveness of their fiscal management policies to mobilize more revenue for service delivery. In this study, both quantitative and qualitative methods are adopted in gathering and analysing data from central government officials, Goromonzi Rural District Council employees and members of the public. The results of the study reveal that the local government body faces a number of fiscal management challenges that include a shrinking tax base, non-payment of taxes, resistance to successive budgets; lack of implementation; lack of monitoring and evaluation. Council has implemented participatory budgeting to deal with some of these challenges. While results show a significant improvement in tax collection, some of the challenges have persisted. The paper proposes some recommendations useful to central government, policy makers, civil society organisations, local government officials and the general public. The paper manages to demonstrate that the implementation of social accountability tools can have positive impacts on the fiscal management challenges facing local governments.

New Zealand's Ministry of Business, Innovation and Employment's Review of the Telecommunications Act 2001, released in 2013, highlighted an increased demand for mobile broadband service, particularly in relation to the 700 MHz spectrum auction of 14 January 2014 – space ideal for next-generation 4G or Long Term Evolution (LTE) mobile services. The government seemingly adopted a ‘wait and see’ approach to mobile broadband regulation, however, delaying its development until 2020 when there will be ‘a clearer sense of the impact of new networks and technology’. One can look to Canada to see the need for robust mobile broadband policies. Like New Zealand, Canada has relied primarily upon spectrum auctions to stimulate market competition. The spectrum auction frameworks used there, however, have done little to promote market competition. Applying the lessons learned from Canada to a New Zealand context, this article argues for a more assertive regulatory framework sooner rather than later.

New Zealanders place great value on the quality of their freshwater rivers, streams and lakes for recreation, conservation and food gathering. But over the last 25 years they have become increasingly concerned at the deterioration in water quality, the loss of swimming holes and fishing spots, and the impact of pollution on native and valued introduced species and their habitat. The issue has deeply divided the community and become more and more acrimonious. Recreational and conservation groups blame industrial agriculture for much of the decline, and accuse central and local government of turning a blind eye to the problem and failing to protect the environment. Scientists have added their voices to the debate, but big agriculture and its lobby groups have responded aggressively, denying the problem exists, attacking their accusers and warning government against tackling the problem with tighter controls. Public frustration at the political paralysis and inaction has seen water quality become New Zealanders’ biggest single concern. The issue is now firmly established on the political agenda and one any political party wanting to govern the country ignores at its peril.

The Wellington after the Quake conference, organised by the Earthquake Commission in Wellington in March 1995, sought to answer some of the questions faced by all concerned with the recovery and restoration phases of a major earthquake in a nationally significant city. The papers, which were by a range of international authorities, and the discussions were published later that year, and some copies of the volume are still available from the Earthquake Commission. Then, in November 1996, the Earthquake Commission and the Insurance Council of New Zealand jointly sponsored a seminar on Natural Hazards: Finding, managing and sharing people and information, and a summary booklet was prepared as a record for those who attended and to inform those who were unable to attend. This seminar, Counting the Cost: The economic effects of a major earthquake, was again sponsored jointly by the Earthquake Commission and the Insurance Council of New Zealand, with the intention of looking more closely at the economic effects of a major earthquake. It attracted about 200 participants, most coming from the insurance and banking industries, fund and risk managers, and economists in a range of organisations, although there were also representatives from emergency management and civil defence organisations, local and regional councils, and earthquake engineers. This report on the information presented in the papers and discussions has been prepared to highlight the main conclusions and themes raised, for both the attendees and a wider audience who were unable to be present.

The M7.8 Kaikōura Earthquake in 2016 presented a number of challenges to science agencies and institutions throughout New Zealand. The earthquake was complex, with 21 faults rupturing throughout the North Canterbury and Marlborough landscape, generating a localised seven metre tsunami and triggering thousands of landslides. With many areas isolated as a result, it presented science teams with logistical challenges as well as the need to coordinate efforts across institutional and disciplinary boundaries. Many research disciplines, from engineering and geophysics to social science, were heavily involved in the response. Coordinating these disciplines and institutions required significant effort to assist New Zealand during its most complex earthquake yet recorded. This paper explores that effort and acknowledges the successes and lessons learned by the teams involved.

<p>Under an over-arching feminist framework, this thesis utilises disaster sociology and domestic violence theory to examine the complex and multi-faceted relationship between domestic violence and disasters. The applicability of previously published theories was tested through a postal survey of communities affected by 17 Civil Defence emergencies in New Zealand and in 5 detailed case studies (taken from the 17 surveyed communities) relating to the impact of Civil Defence emergencies on domestic violence and disaster response agencies in New Zealand. The case studies involved the collection of reporting statistics from Women's Refuge, interviews with representatives of agencies working in domestic violence response and disaster management, and analyses of case file summaries from the Women's Refuge national database across the five affected geographic areas. These methods provided both quantitative and qualitative data on domestic violence reporting during disasters in New Zealand. In almost all of the communities studied there was an increase in reporting of domestic violence following the Civil Defence emergencies. Pre-existing theory and interviews within the case studies were used to examine significant factors and demographics that were common across the women seeking assistance during the disasters in order to provide coherent generalisations that may be applied in other contexts. The research concluded that domestic violence reporting did increase during disasters. Whilst it was not possible to determine whether it was only domestic violence reporting or domestic violence itself that had increased, interviews with key agency representatives revealed some of the possible causes of their increased workload. Confirming the findings of international studies, agency representatives stated that prior abuse and financial strain were some of the main factors behind the reported increases in domestic violence. Agency representatives reported a range of issues concerning the official responses to increased domestic violence reporting during disasters, many of which were structural issues regarding procedures set out in current Civil Defence policies. These procedural problems are examined in line with the feminist goals guiding this work and a case is made for policy changes that should lead to improved handling of increased domestic violence reporting during disasters and lead to the development of a more co-ordinated approach to the social impacts of disasters. In order to address the needs of domestic violence victims, the degree of gender mainstreaming within Civil Defence and Emergency Management policy and practice should also be reviewed. New Zealand is subject to both national and international obligations to address the impact that gender norms have on the outcomes of those experiencing disasters. It is currently not meeting these obligations. These lacunae in policy and planning are placing already vulnerable women and children at heightened risk during disasters. As a country that prides itself on progressive social policy, New Zealand can do better.</p>

The early to mid-2000s saw considerable growth in the use of temporary migrants to fill labour market gaps in New Zealand. Temporary migration also grew into an important pathway for prospective permanent migrants. With the onset of the global economic crisis, and consequent rise in unemployment, questions have been raised about potential negative effects of migration on the employment opportunities available to New Zealanders. Temporary migration may present greater risks to those, such as beneficiaries and youth, who are most disadvantaged in the labour market. For many temporary migrants there are few restrictions on the employment they take up, and as a result they may be more likely than permanent migrants to take up low-paid or part-time work, possibly substituting for low-skilled New Zealanders. A number of studies have examined the impact of migration on the New Zealand labour market, but due to data limitations, none has looked at the specific impact of temporary migration. In this paper we estimate the effect of changes in the hiring of temporary migrants on the hiring of New Zealanders using data from the Integrated Data Infrastructure (IDI) prototype. The IDI prototype was created by Statistics New Zealand, and brings together administrative and survey data sources from across a number of government agencies.
