Micro, Small and Medium Business activities have a very important role in promoting the economy because this sector has been tested to have resistance to the economic crisis. Micro, Small and Medium Business provides wide employment opportunities that can improve people’s welfare. But the facts above are not as easy as Micro, Small and Medium Business also has some problems, where small businesses often face natural examinations with various difficulties, such as capital constraints, human resources, changing government policies, business locations, competition, technological development, etc,. It is above the same set of money with entrepreneur. Being a successful entrepreneur is not easy to manifest, many things that need to be studied to be able to open the horizon, not only with experience but also must be equipped with expertise, hard work without tenancy will be empty and include resistant to be disturbing temptations in business activity. Surely the above should have tricks or tips so that the goal in entrepreneurship to be successful. The above matter of course has an influence on others that want to certainly advance in entrepreneurship. Students are the embryo that has a good potential for realizing entrepreneurial activities. This study aims to determine the performance of the human resources of micro and small business owners in improving MSMEs to upgading. This study uses a qualitative descriptive approach, micro and small business owners in Bogor Regency. Respondents were chosen purposely, namely 100 micro and small business owners who participated in the Micro and Small Business Consultation Clinic in Bogor Regency. The purpose of doing entrepreneurial activities is to get profits that are used to improve the family economy. The results showed that the performance of human resources was related to the characteristics of micro and small business owners from age, education, other occupations, as well as characteristics of micro and small businesses which included types of products, business forms, business legality, and length of business. business and the number of workers. All respondents have attended new entrepreneurship training (WUB), 57% of food security extension technical guidance (PKP) and business management training (56%). This proves that increasing the capacity of business owners is very important to do both independently, government programs and corporate CSR programs for business continuity.

The small and medium-sized enterprises (SMEs) in Vietnam play an increasingly important role in the economy by the amount (representing 97.7% of Vietnam firms), contribute economic development and create more employment opportunities. However, because of economic crisis, financial downturn, unhealthy competitions, free trade agreements and others, the number of SMEs recently is downsizing in firm size, human resources and more and more SMEs go bankruptcy in the context of Vietnam. This situation may be due to the enterprise use ineffective management accounting tools.This article reviews and assesses the creation and use of management accounting information which has an important part to play with respect to planning, decision-making, monitoring and controlling of the activities of SMEs in Vietnam. Data collected from a posted survey of five enterprises with twenty two interviews of directors, chief accountants and management accountants. The results show that management accounting information has not really been interested from managers and accountants. Management accounting information is weak in quantity and poor in quality; administrators are operating firms primarily based on personal experiences. Therefore, management accounting information has not been promoted in the management, monitoring and decision making of SMEs in Vietnam. The addition of management accounting knowledge for managers and accountants is necessary for development of SMEs.

The present paper attempts to make a critical appraisal of Goods and Services Tax (GST), implemented in India from 1st July, 2017. In addition to explaining the structure of GST in India as well as the tax rates under it, the present paper attempts to analyse the impact of GST on certain major industries or sectors within the Indian economy. Although GST has certain obvious advantages including exemptions and low compliance burden for small businesses, lower tax rates for mass consumption goods, increase in tax base and tax collections, etc., it is noteworthy, however, that GST has certain limitations as well. In spite of this, it must be accepted that GST has helped in ensuring a common Indian market through the elimination of multiplicity of taxes as well as ‘ tax on tax ‘. It is expected to accelerate economic growth, help generate more of employment opportunities, and lead to increased tax base as well as increased revenue generation

This research aims to formulate a development strategy that consists of strengths, weaknesses, opportunities and threats of tourism activities in the tourism object Ikan Sakti Sungai Janiah. This research is a descriptive research with qualitative data. Data collection techniques in this research were conducted by using the method of interviewing, observation and documentation involving several informants by using purposive sampling technique. The results of this study indicate that: 1) The strength of the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the existence of a supportive land, there has been a conscious group of tourism, beautiful atmosphere and uniqueness of tourist attractions and traditions that are not owned by other regions. 2) The weakness of the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the land that still belongs to the community, not regular art and cultural events, the security of tourists wich are not guaranteed and the lack of capital and community skills. 3) Opportunities from the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the availability of new employment opportunities for the community, adding tourist attractions supporting facilities, the cooperation between various agencies, and the emergence of groups that support tourism activities. 4) The threat of tourism activity in the tourism object Ikan Sakti Sungai Janiah is the increasing of waste, the destruction of the environment, the emergence of groups that disturb the security of tourists, and illegal traders. Strategy of development of tourism activity in the tourism object Ikan Sakti Sungai Janiah is a) to maximize the surrounding potential of land and human resources, b) cooperate with various institutions and community, c) optimize the participation of various circles related to tourism activities, d) adding supporting facilities for the smoothness of tourism activities.

Given the volatile economic climate faced in the United States and globally since 2015, there is a desire by politicians in 2016 to increase state economic and business growth.  As small businesses are the main driver of business growth in state economies, focus is placed upon the policy environment of a state to encourage state level growth in entrepreneurial activities aimed at small business creation and survival.The Small Business and Entrepreneurship Council an advocacy and research organization dedicated to protecting small business and promoting entrepreneurship has annually prepared a “Small Business Policy Index” that ranks states according to some of the major government-imposed or government-related costs affecting investment, entrepreneurship and business.  This study presents updated results to 2016 from an original 2013 analysis of the rankings of states on the Small Business Policy Index (SBPI) from 2000 to 2016 that focuses upon three categories of states: overall ranking gainer states, those states that are stable in ranking, and overall ranking decliner states, the percentage in each category, and conclusions.  The paper also includes a rank correlation analysis of periods of time to measure the extent of traction and mobility in the SBPI state rankings. As states vary by governor length of years in their governor term and also by term limits or not on governor terms allowed there is an analysis of impact of governor years of term on changes in SBPI ranking and an analysis of impact of governor term limits on changes in SBPI ranking.

Innovation holds an important role in the economic development process. The competitive potential of national and regional economies is based on the ability to manage the changing technological process. Economic competition does no longer exclusively depend on the factor costs, which vary geographicaly, because technology can now eliminate the territory disadvantages. Productivity is the crucial element in the competitive capacity of any economy. Productivity, as can easily be proved, is deeply dependent on technological development; this is only possible if there is constant innovation. This paper starts with a brief discussion on the theoretical issues regarding innovation in relation to regional economies. In the second section the Portuguese R&D system is analised in terms of finance and human resources. Particular attention is paid to the entrepreneurial R&D effort, namely in manufacturing activity. Finally, some limitations of the innovation policy in the EU are pointed out, together with its consequences for the least favoured regions.

The aim of this study was to examine the most considered factor in selecting business place for Small and Medium Business Scale Empowerment (UMKM) in Paciran. The data were analyzed by using factor analysis. The results of the study showed that there were 3 considered factors in selecting business place, namely human resources & tax, power, and access. Based on factor analysis, the most considered factor in selecting business place in Paciran was human resources & tax (34.278%).
