Innovation holds an important role in the economic development process. The competitive potential of national and regional economies is based on the ability to manage the changing technological process. Economic competition does no longer exclusively depend on the factor costs, which vary geographicaly, because technology can now eliminate the territory disadvantages. Productivity is the crucial element in the competitive capacity of any economy. Productivity, as can easily be proved, is deeply dependent on technological development; this is only possible if there is constant innovation. This paper starts with a brief discussion on the theoretical issues regarding innovation in relation to regional economies. In the second section the Portuguese R&D system is analised in terms of finance and human resources. Particular attention is paid to the entrepreneurial R&D effort, namely in manufacturing activity. Finally, some limitations of the innovation policy in the EU are pointed out, together with its consequences for the least favoured regions.

Micro, Small and Medium Business activities have a very important role in promoting the economy because this sector has been tested to have resistance to the economic crisis. Micro, Small and Medium Business provides wide employment opportunities that can improve people’s welfare. But the facts above are not as easy as Micro, Small and Medium Business also has some problems, where small businesses often face natural examinations with various difficulties, such as capital constraints, human resources, changing government policies, business locations, competition, technological development, etc,. It is above the same set of money with entrepreneur. Being a successful entrepreneur is not easy to manifest, many things that need to be studied to be able to open the horizon, not only with experience but also must be equipped with expertise, hard work without tenancy will be empty and include resistant to be disturbing temptations in business activity. Surely the above should have tricks or tips so that the goal in entrepreneurship to be successful. The above matter of course has an influence on others that want to certainly advance in entrepreneurship. Students are the embryo that has a good potential for realizing entrepreneurial activities. The present investigation shows the results of a study focused on the technological potential of the MiPyMes of food service in the municipality of Matamoros. The research is carried out with a quantitative approach, through a transversal design- Descriptive. A questionnaire prepared by the Latin American Administration and Business Network (Aguilar Rascón, Oscar, Posada Velázquez, Rafael, and Peña Ahumada, Nuria Beatriz: 2018) was used as an instrument, applied to 60 business owners of food services. According to the results, a use of the technologies is concluded more in personal than in commercial purposes. Currently, companies are forced to choose to seek and optimize their processes to be more efficient in the production of their products or services, as well as managing finances and improving customer relations. In order to be able to improve both the operation and reduce costs, innovation or support with technology is necessary. Of the systemic analysis in inputs (Human Resources) more weakness, in Processes in the handling of cash and not to get indebted with the institutions are the vulnerable points. In results there is little importance of the environment and CSR.

Innovativeness is the subject of numerous studies in which researchers look for its conditions, causes and effects. The innovation process begins even before the commencement of scientific research in the enterprise, at the stage of creating an idea, and ends with the implementation of innovation and its dissemination. It is better to construct a wide range of indicators relating to the conditions or the determinants of functioning of innovative companies, including issues, such as, entrepreneurship, technological development and diversity. Particularly interesting can be a specification of these aspects in relation to Eastern Poland - a region with unfavorable conditions for business development because of insufficiently developed economic base, as well as underdevelopment of transport, economic and human resources infrastructure and local market.

Bangladesh is a densely populated country with a population of 130 million. In Bangladesh the Government and non-Government organizations have taken sufficient initiative to increase the literacy rate but the significant development is yet to achieve. Despite the various steps taken by the Government, the literacy rate stands at 62 percent and, as such, the goal to educate all remains more or less as elusive as ever. Sophisticated technological development in the education world changes the pattern of role and responsibility of learners and teachers and creates more opportunities of learning. Using the virtual image of the Distance Education system there emerges a new horizon of innovativeness with its unlimited possibilities to resolve a very long felt need of eradicating illiteracy and developing human resources (HR) in the globe. Technologies are used in distance education and which can create a forceful impact to accelerate mass literacy, gender balance and also help develop human resources in the pursuit of acquiring different branches of knowledge and skill along with technical and vocational aspects to meet the thirsty need of the time. This paper addresses the issues for developing strategies for technology based literacy programme. It also highlights to identify the parameters for developing an appropriate technology based quality materials for literacy programme. University-Industry linkage is a major source by which local technology can be transferred in a country. In order for technology transfer to be effective, the recipient industry must have the right infrastructure and qualified human resources to implement the technology. Recently, issues concerning the low level of technological development and economic advancement in Nigeria have been receiving attention. A survey was recently conducted in order to examine the issues of technology transfer between Schools of Engineering and Sciences in Universities and Industry in Nigeria. The survey was conducted by asking appropriate persons to respond to a set of questions and having interviews with them. The survey revealed that there is a very low level of technology transfer between most industries and universities in Nigeria. In this paper, the reasons for this state of affairs are highlighted and suggestions are made to effectively increase the level of technology transfer and innovation in Nigeria.

Cultural and technological determinants of development exert substantial impact on life and work in present conditions. One should bear in mind the network integrated society that has resulted from information technologies. Orientation towards information technologies innovates life and work. Today, there prevails the opinion that education, knowledge and human resources (human capital) have as their priorities adoption of information technologies. Lifetime education is more important than economy. It makes easier to achieve development and contributes to its harmonisation with elements of some other processes. In addition, the labour market is the one that determines the necessary qualifications. One should recognise that investment in human resources is of the greatest significance for successful economic development, employment, social cohesion and stability. It is also a direct way that offers numerous and various opportunities in the social and cultural life, but it also reflects the need to develop co-operation with the family, industry and the people who play an active role in the field of culture. Since it functions in the world of global interdependence culture must be scientifically and technologically cultivated so as to give its contribution to the integration processes. There only remains the question what development, this even including technological development and information technologies in particular, request from a culture to offer. This, certainly, also includes mechanisms that will determine the quality of life and the future of culture. Culture was created by man in history, adopting and processing all its new products. For this reason, culture is regarded to bring ?additional value? to work and life of every individual, strengthening cultural identity, too. Cultural identity is a self-consciousness of a member of a group being historically created and developed in accordance with the criteria established in their relationship with other social groups. New technologies make knowledge globalised changing the mode of work. It is of importance to determine what kind of technological development suits the already shaped cultural identity of a nation. The international market encourages the processes within which countries learn and realise that cultural behaviour is also included in the facilities they create. It is only within the relationship to the others that one can become conscious of himself. The challenges of the information technology require to take care of the two pillars of education for 21st century - to study to know and to study to be able to work. This means that one should master the information and telecommunication technology, and work and live with it. In one society, this will create a spiral of economic growth and technological progress and it will be directed upward. The greatest test for human society in the 21st century is how to use the power of technology and how to find efficient solutions to relive three fourth of the poor population of forced migration (armed conflicts) to technologically far more developed areas. Actually, the most important thing is to make the nation respond to changes and shape its present life and work. Transnational companies that are the main creators and controllers of information technologies have much greater power than responsibility. They transfer not only capital but technologies, too, and enter the age with no national products or technologies or national industries. They will depend on the following four relevant markets: finance and capital, telecommunications and informatics, labour force and natural resources and ecology. In this way, globalisation will affect business expectations of individuals and, in general, the employment structure. Nevertheless, the national state will primarily remain the subject of identity for most people. The best way to create better living conditions is to establish modern institutions and successful economy in one?s own society. Knowledge becomes the basic resource of development. And as transition is an equitation with no definite result one should always improve the existing situation in order to find a better way from the one that is just being traced. The reason for this is the fact that market economy is always in transition. The best way to help (poor people) is to encourage economic growth. If any individual in a society has a chance to make success and the access to health care and education, and also a chance to find a job and make his own life, to recognise the relevance of every problem, than there could chosen the most optimal solution, since economy is the science of choices.

The assessment of technological competitiveness can be carried out at the level of a stage of transformation on a warship. With the dynamics of defence and security threats to the Indonesian state, both symmetrical and asymmetrical, warship technology must continue to improve combat capability and professionalism of human resources in accordance with technological developments towards the industrial revolution 4.0, in order to have a high level of competitiveness. The purpose of this study is to determine the strengths and weaknesses of warship performance through the assessment of technological capabilities. The research result, at the level of technological capability and the existing gap of fourth components, where the current level of capability on warships W has a gap of the technological development that is farthest away with countries Y and Z is the development of the level of technological capability on technical devices and followed by developments the level of technological capability in human resources (soldiers). The benefits of the research are expected to be used as material for consideration by planners and decision makers in integrating technological considerations into the planning of warship development in the modern era.Keywords: Technology Capability Assessment, Warship Technology, Techometrics
