The purpose of this study is to describe the implementation of Level III Education and Training Program (PIM III) for Civil Servants (PNS) in the Education and Training Center Institution of the Ministry of Manpower Republic of Indonesia (Pusdiklat Kemnaker RI), so that it can be used by policy makers to improve its implementation. The research method uses the program evaluation model CIPP (Context, Input, Process and Product) and Impact. Evaluation was carried out on the implementation of Program Diklat PIM III held in the 2015-2016 period by the Pusdiklat Kemnaker RI. In this study involved 57 informants from the Ministry of Administrative and Bureaucratic Reform (PAN RB) as regulators, the State Administration Institute (LAN) as the implementing policy, National Board for Placement and Protection of Indonesian Overseas Workers (BNP2TKI ) as a place for alumni and the Pusdiklat Kemnaker RI as the organizer. Overall the results of evaluation research on the implementation of the Program Diklat PIM III by the Pusdiklat Kemnaker RI is considered to be Less or 57.69% of the evaluation criteria can be met. The Context Sub-focus (C) reaches a value of Very Less or 40.43%; The Input subfocus achieved a Good value or 77.92%; The Process sub-focus (P) achieves Very Good or 100%; The Product sub-focus (P) achieves less or 59% and The Impact (I) of  alumni on organizations reach Very Less or 11.1%. The recommendations of this study can be applied to the Program Diklat PIM III Cycle Model as part of the Echelon III Position Selection with the central point of the Echelon III Structural Position Competence set by the measured and traceable PANRB so as to produce superior and competitive human resources personnel.

Education and Training is a form of institutional intervention so that employees have competency standards so that they are able to carry out their duties properly and appropriately. This study discusses the improvement of teacher competency in the implementation of scientific publications through Training in the Workplace (DDTK) Classroom Action Research (PTK). DDTK aims to improve the technical competence of civil servants and non-civil servants of the ministry of religion according to their duties and positions and develop insight into employee duties related to new regulations / policies / provisions, new technologies, or new knowledge relevant to their main tasks and functions. The main objective of Classroom Action Research (CAR) is the improvement and improvement of learning services. The population and sample of this study were participants of the Madrasah teacher training in the Workplace (DDTK) in Bangka, Belitung, and East Belitung Regencies in the 2016 and 2017. The study used multiple regression using Adjusted Square. Calculations for this multiple regression using SPSS statistical version 16 software. From the results of the research, it was found that the average of DDTK Bangka District Classroom Action Research (PTK) 2016 and 2017 were 51.41, and the average DDTK Class Action Research substance (PTK) Belitung Regency in 2016 and 2017 amounted to 50.39, with a difference in mean scores of 1.02. The average understanding of madrasah teachers in Bangka Regency 2016 and 2017 PTK writing was 118.20, and the average madrasah teacher understanding in Belitung Regency PTK writing in 2016 and 2017 was 118.88, with a mean difference of 0.68. The regression coefficient of the Education and Training Center (DDTK) variable (X2) has a positive sign (0.074), which means that the Education and Training Center (DDTK) variable has a positive influence on teacher understanding. The hypothesis which states that there is an effect of the Workplace Education Training (DDTK) substance on Classroom Action Research (CAR) on the understanding of madrasah teachers in writing PTK is statistically proven. Keywords: Training at Workplace, Classroom Action Research, Teacher's Understanding

The purpose of this study is to evaluate the implementation of batik skills training program as a recommendation for program improvement. The method used in this research is a qualitative approach using Context, Input, Process, and Product evaluation model. Samples were taken from the Institute of Skills and Training in the areas of Jakarta, Bogor, Depok, Bekasi, and Tangerang. The results of the evaluation components that meet the evaluation criteria are all aspects of the context component, discipline and learning process, while the components of batik teachers' education qualifications, the use of educational facilities and infrastructure standards, curriculum components, program financing, evaluation of learning outcomes, mastery of theoretical competencies, practices, and impacts to program participants have not been met. The batik skills training program needs to be continued with some improvement. It is recommended for the product components, especially on the impact aspects felt by graduates, to be improved.

This research has purposes to discover and analyze further relates to the impact which is caused by transformational leadership and compensation towards motivation and its implications for organizational performance at the Education and Training Center of the Ministry of Communication and Information Technology. The current research method used was quantitative research with a causal method. The population and sample in this research amounted to 42 respondents who are civil servants and PPNPN employees at the Education and Training Center of Ministry of Communication and Information. The data analysis method used SEM-PLS. And the results showed that transformational leadership and compensation had a positive and significant impact both simultaneously and partially in order to increase the motivation. Transformational leadership, compensation and motivation had a positive and significant impact either simultaneously or partially in enhancing organizational performance. Motivation could play as a mediator in influencing the relations of transformational leadership and compensation to organizational performance.

Tujuan penelitian ini adalah mengevaluasi program Pendidikan dan Pelatihan Karya Tulis Ilmiah (Diklat KTI) untuk widyaiswara yang diselenggarakan Pusbangtendik Kemdikbud. Penelitian ini menggunakan metode evaluatif, model Kirkpatrick. Penelitian ini melibatkan 32 widyaiswara. Pengumpulan data dilakukan dengan menyebarkan kuesioner, observasi, studi dokumentasi dan wawancara.  Hasil penelitian menunjukkan, Pertama; hanya ada tiga level Diklat KTI yang dilaksanakan sesuai peraturan, perencanaan serta memenuhi kriteria evaluasi, yaitu: level reaksi, pembelajaran dan perilaku. Kedua; Diklat KTI yang diselenggarakan Pusbangtendik Kemdikbud masih belum berdampak terhadap individu dan unit kerja. Rekomendasi atas Program Diklat KTI adalah dilanjutkan dengan perbaikan pada level dampak Diklat KTI.Kata kunci: evaluasi, Diklat KTI, widyaiswara THE EVALUATION OF SCIENTIFIC PAPER TRAINING PROGRAM FOR PUSBANGTENDIK KEMDIKBUD TRAINERSAbtractThis research is aimed at evaluating the programs of education and training of scientific papers (KTI training) for trainers in Pusbangtendik Kemdikbud. This research used an evaluative method of Kirkpatrick model. This study involved 32 trainers. Data were collected by distributing questionnaires, observation, documentation study, and interview. The result shows that, first, there are only three levels of KTI Training implemented according to the regulation, plans and fulfillment of the evaluation criteria’; the three levels are reaction, learning, and behaviour levels. Second, KTI Training held by Pusbangtendik Kemdikbud still has not significantly showed any impact towards the individual and work units. Therefore, it is recommended for KTI Training program to continue with the improvement efforts on the impact level of KTI Training.Kata kunci: evaluation, KTI training, trainer

Education and training are activities that are designed to prepare new employees, to be better prepared to carry out work, or to be organized to develop old employees so that they are more able to develop their potential. To form a new professional Civil Servants (PNS), there needs to be an update on the current pattern of education and training. The practice of conducting Pre-service Training with classical learning patterns is more dominated by lecture methods, making it difficult to form the basic values of the PNS profession, especially the internalization process in each of the Pre-service Training participants. The focus or subject of this research is all parties involved in the implementation of Regular Group III Pre-service Training in South Kalimantan, Central Kalimantan and East Kalimantan, which took place on 28 September to 30 October 2015 at Banjarmasin Religious Education and Training Center. This research uses a descriptive qualitative approach. The results of this study indicate that the Banjarmasin Religious Training Center has implemented the Head of State Administrative Agency Regulation No. 15 of 2015 concerning Guidelines for Organizing Education and Training of Pre-Service Candidates for Civil Servants Group III quite effectively. This can be seen from the 10 SOPs regarding the implementation of Education and Training; there are only 3 SOPs that have not been appropriately implemented. Factors influencing the implementation of Regulation of the Head of State Administration Number 15 of 2015 concerning Guidelines for Providing Education and Training for Civil Servant Candidates for Class III in the form of lack of socialization, relations between organizations are not optimal and limited resources can still be improved for the implementation of Training and Education that will become.

The aim of this research is to obtain an objective and comprehensive pictures about the results of applying the andragogical principles in the implementation of education and training.  This research used evaluation research method with Stake’s Responsive Evaluation Model. The subject of this research is the training participants, training committees, facilitators, teacher trainers, and the training program supervisor. The data were collected through interview techniques, focus group discussion, observation, questionnaire, and document study.The results of this research showed that some of the component has met the criteria in the implementation of the program, but most of the component andother training aspects require further development. The fundamental weaknesses of the training implementations wereinadequate understanding of the conceptual of the facilitator’s to the adult learning principles. This hasimplicationsforthe whole training process and results achieved.  However, the summary comes up to a conclusion that the implementation training at Educational Quality Assurance Institution of Maluku Province still need  improvement, especially  the aspect of application of adult learning principles. Penelitian ini bertujuan untuk mendeskripsikan dampak pendidikan dan pelatihan Pengembangan Keprofesian Berkelanjutan (PKB) guru matematika yang diselenggarakan di PPPPTK Matematika tahun 2013 dan 2014 terhadap perubahan perilaku alumni dalam melakukan kegiatan PKB yang meliputi: (1) bentuk kegiatan PKB setelah diklat, dan (2) kendala/hambatan dalam melakukan kegiatan PKB. Penelitian ini merupakan penelitian evaluasi dengan menggunakan model Empat Level Kirkpatrick. Sampel penelitian ini adalah alumni Diklat PKB Guru Matematika tahun 2013 dan 2014. Data dikumpulkan menggunakan kuesioner yang dikirimkan melalui pos, observasi, dan wawancara terstruktur. Data dianalisis menggunakan analisis statistik deskriptif. Hasil penelitian menunjukkan diklat PKB yang diselenggarakan PPPPTK Matematika belum berdampak banyak terhadap perubahan perilaku alumni. AN EVALUATION OF THE IMPACT OF EDUCATION AND TRAINING ON CONTINOUS PROFESSIONAL DEVELOPMENT OF MATHEMATICS TEACHERS IN PPPPTK MATHEMATICS OF YOGYAKARTAAbstractThis study aims to describe the impact of education and training on Continous Professional Development (CPD) of mathematics teachers held by PPPPTK Mathematics of Yogyakarta in 2013 and 2014 which includes: (1) the form of CPD activities after training, and (2) the reason for not conducting CPD. This study is evaluation research using Kirkpatrick’s Four-Level Model. The sample was participants of education and training on Continous Professional Development (CPD) of mathematics teachers held by PPPPTK Mathematics of Yogyakarta in 2013 and 2014. The data were collected using questionnaires sent by mail and structured interviews, and analyzed using the descriptive analysis. The results show that education and training on Continous Professional Development (CPD) of mathematics teachers held by PPPPTK Mathematics of Yogyakarta in 2013 and 2014 do not have much impact on alumni’s behavioral change.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

ObjectivesThe aim of this study was to establish the impact of dementia education and training on the knowledge, attitudes and confidence of health and social care staff. The study also aimed to identify the most effective features (content and pedagogical) of dementia education and training.DesignCross-sectional survey study. Data collection occurred in 2017.SettingsHealth and social care staff in the UK including acute care, mental health community care trusts, primary care and care homes.ParticipantsAll health and social care staff who had completed dementia education and training meeting the minimal standards as set by Health Education England, within the past 5 years were invited to participate in an online survey. A total of 668 health and social care staff provided informed consent and completed an online survey, and responses from 553 participants were included in this study. The majority of the respondents were of white British ethnicity (94.4%) and identified as women (88.4%).OutcomesKnowledge, attitude and confidence of health and social care staff.ResultsHierarchical multiple regression analysis was conducted. Staff characteristics, education and training content variables and pedagogical factors were found to account for 29% of variance in staff confidence (F=4.13, p<0.001), 22% of variance in attitude (knowledge) (F=3.80, p<001), 18% of the variance in staff knowledge (F=2.77, p<0.01) and 14% of variance in staff comfort (attitude) (F=2.11, p<0.01).ConclusionThe results suggest that dementia education and training has limited impact on health and social care staff learning outcomes. While training content variables were important when attempting to improve staff knowledge, more consideration should be given to pedagogical factors when training is aiming to improve staff attitude and confidence.
