Penelitian ini mengeksplorasi pengembangan karakter peduli lingkungan melalui program eco-school (Adiwiyata) yang dijalankan di sekolah inklusi. Program tersebut merupakan kebijakan departemen pendidikan dan lingkungan hidup untuk memberikan literasi tentang pengelolaan lingkungan kepada para siswa. Studi ini menggunakan pendekatan kualitatif dengan model evaluasi CIPP (context, input, process, and procedure) dan pengumpulan data dengan wawancara semi-struktur, observasi dan dokumentasi di satu sekolah menengah atas di Probolinggo. Informan penelitian yang dilibatkan meliputi siswa, guru, dan kepala sekolah. Informan dari kelompok siswa dibagi menjadi kelompok anak berkebutuhan khusus/ABK (special needs) dan non ABK (reguler) sesuai karakteristik sekolah inklusi. Hasil studi menggambarkan efektivitas Program Adiwiyata nampak pada pemberdayaan sumber daya personel, kurikulum, sarana dan prasarana, serta quality control untuk membangun eco-green mandiri. Program ini berhasil menyebarkan motivasi dan kesadaran peduli lingkungan kepada siswa ABK maupun reguler sebagai modal bagi pembangunan berkelanjutan.

ABSTRACTThis study evaluate the implementation of inclusive education program. The method use the qualitative analysis by explain and interpret data from each component evaluated and using model evaluation of CIPP (Context, Input, Process, Product). Sources of data in this study include inclusive education experts, officer of Education Department, school principal, teachers, normal students, and students with special needs. The data were collected by documentation, observation, and interview. The research on contextual component show that the legal process of inclusive education has been shown clearly according to regulation of Education System in Indonesia. The purpose of inclusive education is already in accordance with that has been formulated. Input component indicate that the number of students with special needs enrolled in schools is large enough with various types of disorders. Teachers, curriculum, and infrastructure facilities still have to be improved. The components of process indicate that the plan, process and evaluation activities for each aspect are considered good and good enough. The product shows that the academic aspect of students with special needs based on School Examinations value is considered good and the social aspect is good.This research gives recommendation for government and inclusive school to improve their program preparation more optimal.Keywords: Evaluation Program, Inclusive EducationABSTRAKPenelitian ini bertujuan untuk mengevaluasi implementasi program pendidikan inklusi. Metode yang digunakan adalah analisis kualitatif yaitu mendeskripsikan dan memaknai data dari masing-masing komponen yang dievaluasi dengan menggunakan model evaluasi CIPP (Context, Input, Process, Product). Sumber data dalam penelitian ini meliputi pakar pendidikan inklusi, Dinas Pendidikan, kepala sekolah, guru, siswa normal, dan siswa berkebutuhan khusus. Pengumpulan data dilakukan dengan dokumentasi, observasi, dan wawancara. Hasil temuan komponen konteks menunjukkan bahwa landasan hukum penyelenggaraan pendidikan inklusi secara jelas sudah tertuang dan ditemukan dalam UU Sistem Pendidikan Negara kita. Tujuan pendidikan inklusi pun sudah sesuai dengan yang telah dirumuskan. Hasil temuan komponen input menunjukkan input ABK yang bersekolah jumlahnya cukup banyak dengan berbagai jenis kebutuhan khususnya. Namun dalam komponen guru, kurikulum, dan sarana prasarana masih harus ditingkatkan lagi. Hasil temuan komponen proses menunjukkan kegiatan perencanaan, proses dan evaluasi pembelajaran untuk setiap aspek dinilai masuk dalam katagori baik dan cukup baik. Hasil temuan komponen produk menunjukkan produk perkembangan aspek akademik ABK berdasarkan nilai UAS dinilai cukup baik dan aspek sosialnya pun sudah baik. Penelitian ini memberikan rekomendasi untuk pemerintah dan pihak sekolah penyelenggara inklusi agar lebih meningkatkan kesiapannya dalam menjalankan program pendidikan inklusi yang lebih optimal.Kata Kunci: Evaluasi Program, Pendidikan Inklusi

A educação é um direito universal de todos os indivíduos que prevê a formação do ser humano no conhecimento disponível. No entanto, sabemos atualmente que a educação requer adequações para diversas situações a fim de que seja inclusiva e para todos, e inclua educandos portadores de necessidade especiais para garantir a eles os mesmos direitos e oportunidades. Nesse contexto entender melhor a qualidade e a forma como a educação é feita para todas as pessoas, especialmente para aqueles indivíduos que tem necessidades especiais é fundamental. Por isso a presente pesquisa refere-se a uma revisão de literatura estruturada pelo tema “o direito à educação de qualidade das pessoas com necessidades educativas especiais na perspectiva inclusiva”. Na busca por entender Assim, por meio desta revisão, se objetiva apontar o direito à educação de qualidade a todos, referenciando diversos documentos legais desde a “Declaração Universal dos Direitos Humanos” de 1948 até a “Convenção Internacional Sobre os Direitos das Pessoas com Deficiência” de 2009, compilando informações e propostas de valorização para o atendimento a pessoas com deficiência, transtornos globais de desenvolvimento e altas habilidades na escola inclusiva. É imprescindível notar que a convergência desses documentos garante acesso, permanência e participação a todos, incluindo, portanto, educandos portadores de necessidades especiais.Palavras-chave: Inclusão. However, we currently know that education requires adaptations to diverse situations in order to be inclusive and for all, to be capable to include learners with special needs to guarantee to them the same rights and opportunities. In this context, understanding better the quality and the way education is made for all learner, especially for those individuals who have special needs its fundamental. Therefore, the present research refers to a literature-structured review by the theme "the right to quality education of people with special educational needs in an inclusive perspective". The aim of this review is to highlight the right education with quality for everyone, referencing various legal documents from the Universal Declaration of Human Rights of 1948 to the International Convention on the Rights of Persons with Disabilities "Of 2009, compiling information and valuation proposals for the care of people with disabilities, global developmental disorders and high skills in inclusive school. It is important to note that the convergence of these documents guarantees access, permanence and participation to all learners, including, therefore, students with special needs.Keywords: Inclusion. Összefoglaló. Az inkluzív intézményvezetés fogalma a 2000-es évek elején került be a pedagógiai szakmai gondolkodásba annak a felismerésnek az eredményeképpen, hogy a nevelési-oktatási intézmények vezetőinek meghatározó szerepük van az inklúziós politikák átültetésében, a befogadó gyakorlat és az inkluzív iskolai kultúra eredményes megvalósításában (Ainscow–Sandil 2010; Ruairc 2013). A tanulmányban bemutatott kutatás, melyet a European Agency for Special Needs and Inclusive Education 2019-ben indított (Supporting Inclusive School Leadership, SISL), három szakaszban vizsgálja a részt vevő tagállamok szakpolitikáit, illetve intézményi gyakorlatait. A projekt célja az inkluzív intézményvezetést elősegítő szakpolitikai környezet bemutatása, azoknak a kompetenciáknak a leírása, melyek a sikeres inkluzív intézményvezetőt, illetve intézményvezetést jellemezhetik, illetve a képzés, továbbképzés és a professzionális fejlődés lehetőségeinek támogatása önértékelő eszköz kidolgozásával. Summary. The concept of inclusive school leadership was introduced into pedagogical professional thinking in the early 2000s, as a result of the realisation that the leaders of educational institutions have a decisive role in transposing inclusive policies, effective implementation of inclusive practices and inclusive school culture (Ainscow and Sandill, 2010; Ruairc, 2013). The research presented in the study, launched by the European Agency for Special Needs and Inclusive Education in 2019 (Supporting Inclusive School Leadership SISL) examines the policies and institutional practices of the participating member states in 3 phases. The aim of the project is to present a policy environment conducive to inclusive institution-management, to describe the competences that can characterise a successful inclusive leader of institution or institution management, and to support the opportunities for training, further training and professional development by developing a self-assessment tool.

Inclusive school is a school that combines children with special needs with other normal children in one class and this school was implemented in Kediri two years ago SMPN 05 Kediri. In order to make it easier for children with special needs to understand the teachings of Islam at school, the school organizes extracurricular writing the Qur'an every Thursday. This study uses qualitative research methods with a case study approach because researchers want to see and understand directly how the extracurricular process is carried out. Data collection techniques, researchers used interviews, observation and documentation. With this extracurricular, children with special needs little by little can already recognize the Hijaiyah letters and read the book Iqra.   Sekolah inklusi merupakan sekolahan yang menggabungkan anak berkebutuhan khusus dengan anak normal lainnya dalam satu kelas dan sekolahan ini sudah terlaksana di Kediri dua tahun yang lalu SMPN 05 Kediri,. Agar anak berkebutuhan khusus lebih mudah memahami pelajaran agama Islam di sekolah, pihak sekolah mengadakan ekstrakurikuler bca tulis Al-Qur’an setiap hari kamis. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, karena peneliti ingin melihat dan memahami secara langsung bagaimana proses ekstrakurikuler tersebut terlaksana. Teknik pengumpulan data, peneliti menggunakan wawancara, observasi dan dokumentasi.  Dengan adanya ekstrakurikuler ini, anak berkebutuhan khusus sedikit demi sedikit sudah bisa mengenal huruf Hijaiyah dan membaca buku Iqra

The article describes how the new inclusive educational model affects the relationship between children with special needs. Empirical research data were collected by the Laboratory of monitoring studies of Moscow State University of Psychology & Education in 2014. We used two sociological method of data collection: questionnaire and interviews. Study sample was 611 respondents: 178 teachers, 386 parents and 47 high school students. The analysis of the social interactions in the system of inclusive education was carried out on the basis of several social and psychological criteria: students’ attitude toward their class and school, relationship between the children in an inclusive school, satisfaction of children by teachers’ and classmates’ attitude, the degree of special needs children inclusion in extracurricular school activity. The empirical study results show that in general children have positive attitude towards each other and relatively high satisfaction by inclusive learning.

There is no real data on students who need special service education in elementary schools for the DKI Jakarta area. This study is interested in identifying and analyzing elementary school students who need special service education. This study will determine the real condition of the prevalence of the number of students in elementary schools who need special education services. The research method used is a quantitative approach. The instrument in this study used questions derived from the variable characteristics and characteristics of children with special needs. We collaborated with 14 elementary schools in the Thousand Islands, DKI Jakarta and the number of respondents in this study was 70 teachers. The data analysis technique was carried out by statistical analysis for quantitative. Therefore, the results obtained from a number of questions were asked to respondents and then transferred to the frequency distribution table. The results showed that the special needs most needed by students with special needs are slow learning, learning difficulties and intellectual disorders. The demand for educational services can increase family outreach efforts with schools through communication according to the types of needs of students. Inclusive school environments are ready to change and adapt and consider the needs of all people. The future research is required for an IQ test to ascertain special needs for intellectual disabilities and learning disabilities.

Education is the most basic need for every human being, even children with special needs also really need education. Given the importance of education for all, education for children with special needs is facilitated by disability or inclusive-based classes. The inclusive class model as an alternative recommended by the government to serve children with special needs. This study aims to find out the extent of planning, implementation, evaluation, and impact points of learning implementation Islamic education in inclusive schools at Malang city. This research used a qualitative approach, a type of case study with a multi-site study design. The data collected is organized, interpreted, and analyzed in cross-site cases and analyses. research instruments used include interviews, observation, and documentation. The results are Planning standard of islamic education learning in the inclusion class is the same as other schools using the 2013 curriculum which includes syllabus and learning planning. It's just that the special assistant teacher made a design of teaching materials that are appropriate to the situation of each child with special disabilities. Implementation Standard, there are at least many models, including inclusion classes, used regular full inclusion classes with simplified indicators, cluster classes, and pull out using individual learning programs. Evaluation conducted by disability schools is to separate between normal students and those with special disabilities who differ in the description of the indicators. Another model in this school the difference between normal students and those with special needs, the assessment system of students with special needs.
