ABSTRACTThis study evaluate the implementation of inclusive education program. The method use the qualitative analysis by explain and interpret data from each component evaluated and using model evaluation of CIPP (Context, Input, Process, Product). Sources of data in this study include inclusive education experts, officer of Education Department, school principal, teachers, normal students, and students with special needs. The data were collected by documentation, observation, and interview. The research on contextual component show that the legal process of inclusive education has been shown clearly according to regulation of Education System in Indonesia. The purpose of inclusive education is already in accordance with that has been formulated. Input component indicate that the number of students with special needs enrolled in schools is large enough with various types of disorders. Teachers, curriculum, and infrastructure facilities still have to be improved. The components of process indicate that the plan, process and evaluation activities for each aspect are considered good and good enough. The product shows that the academic aspect of students with special needs based on School Examinations value is considered good and the social aspect is good.This research gives recommendation for government and inclusive school to improve their program preparation more optimal.Keywords: Evaluation Program, Inclusive EducationABSTRAKPenelitian ini bertujuan untuk mengevaluasi implementasi program pendidikan inklusi. Metode yang digunakan adalah analisis kualitatif yaitu mendeskripsikan dan memaknai data dari masing-masing komponen yang dievaluasi dengan menggunakan model evaluasi CIPP (Context, Input, Process, Product). Sumber data dalam penelitian ini meliputi pakar pendidikan inklusi, Dinas Pendidikan, kepala sekolah, guru, siswa normal, dan siswa berkebutuhan khusus. Pengumpulan data dilakukan dengan dokumentasi, observasi, dan wawancara. Hasil temuan komponen konteks menunjukkan bahwa landasan hukum penyelenggaraan pendidikan inklusi secara jelas sudah tertuang dan ditemukan dalam UU Sistem Pendidikan Negara kita. Tujuan pendidikan inklusi pun sudah sesuai dengan yang telah dirumuskan. Hasil temuan komponen input menunjukkan input ABK yang bersekolah jumlahnya cukup banyak dengan berbagai jenis kebutuhan khususnya. Namun dalam komponen guru, kurikulum, dan sarana prasarana masih harus ditingkatkan lagi. Hasil temuan komponen proses menunjukkan kegiatan perencanaan, proses dan evaluasi pembelajaran untuk setiap aspek dinilai masuk dalam katagori baik dan cukup baik. Hasil temuan komponen produk menunjukkan produk perkembangan aspek akademik ABK berdasarkan nilai UAS dinilai cukup baik dan aspek sosialnya pun sudah baik. Penelitian ini memberikan rekomendasi untuk pemerintah dan pihak sekolah penyelenggara inklusi agar lebih meningkatkan kesiapannya dalam menjalankan program pendidikan inklusi yang lebih optimal.Kata Kunci: Evaluasi Program, Pendidikan Inklusi

<p>Inclusive education program (PI) is a product of the policies of the regional government held Education Department of Palangkaraya and must be implemented by all schools. The purpose of this study was to gather information for the evaluation of the implementation of programs in SD Negeri 6 Bukit Tunggal, SMP Negeri 3 and SMAN 4. The data was collected through<br />interview and documentation study. Evaluation model used in this study is the CIPP. The subjects of this study were principal, regular teachers, and Guidance and Counceling Teachers of each school. The results of the evaluation context showed that the program has met the needs of PIs and parents of students with special needs; the population served were students with special needs and is still in the category of mild to moderate; as well as helpful programs so<br />that school the full confidence of the public and an opportunity to increase the number of crew members who served. The results of the evaluation input indicated that the special facilities were inadequate; school involving all stakeholders in the school and some from outside; financing comes from use of the funds, scholarships, and / or budget; and the school does not have Special Guidance Teacher (SGT). The results of the evaluation process showed that new<br />Education Department of Palangkaraya one to monitor and evaluate; teacher competence was good enough; learning in general but the treatment given on an individual basis, and extracurricular activities reserved for the crew; facilities not helpful enough; and the obstacles encountered was no SGT, facilities not adequate, specialized training has not been evenly distributed, no further monitoring of the relevant Department, and there is no standard for the<br />evaluation system. The results of the product evaluation showed that the academic and non academic achievement of were students with special needs good enough. In addition, there were many number of crew members who served. The implication of this study is to provide recommendations for schools and related agencies for the improvement of the sustainability of the program.</p>

The results of this study revealed thatinclusive education planning in MAN 3 Medan was carried out by involving teachers andother education personnel before the process of accepting new students. Theimplementation of inclusive education in MAN 3 Medan has been running wheremadrasa receive students with special needs and provide adequate education services.Evaluation of inclusive education in MAN 3 Medan includes evaluation of context,input, process and results. Based on the results of this study, it is deemed necessary tomake policies on inclusive education and assist madrasas in implementing it.

Karangmojo Sub-District, Gunungkidul Regency Is One Of The Minus Areas In Various Aspects Of Life With The Highest Number Of Persons With Disabilities In The Special Region Of Yogyakarta, Indonesia. In This Area, The Forerunner Of Inclusive Education In Indonesia Was Born. The Purpose Of This Study Was To Reveal: A) Attitudes Of Teachers Toward Students With Special Needs As A Reflection Of The School's Inclusive Culture, B) Role Of Principals In Creating School Inclusive Culture, And C) School, Parent, And Community Partnership In Promoting Inclusive Culture. Data Collection Techniques Were Interviews, Observation, And Documentation. The Findings Showed That In General The Regular Teacher Showed A Positive Attitude To The Students With Special Needs In The Social Interaction, But Negative Attitudes Could Appear During Classroom Teaching Practices Involving The Presence Of Students With Special Needs. In General, The Support And Ability Of School Principals In Embracing All Parties In The Implementation Of Inclusive Education In Schools Helped To Support Creating Inclusive Culture In Schools. School, Parents, And Community Partnership Also Supported Creating An Inclusive Culture In Schools, But Were Often Constrained By The Social And Economic Conditions Of The Surrounding Community.

The research aim is to describe the integration of among systems in inclusive education at Taman Muda Ibu Pawiyatan Primary School Yogyakarta. This research utilized case study method with a qualitative approach. The data collection instruments were interview, observation, and documentation. The result indicates that among systems in inclusive education at Taman Muda Ibu Pawiyatan Primary School Yogyakarta is integrated into classroom and outing class learning activities. Among system in the classroom learning activity is integrated by teachers to not only provide material but also advise and habituation to students such as maintaining a good attitude to peers. Teachers apply the jigsaw method in learning, which is aimed to train regular students or students with special needs to implement the attitudes of being responsible, cooperative, and respecting other people’s opinions. Teachers do not demand students with special needs to compare their ability with regular children to achieve scores based on Minimum Criteria of Mastery Learning (or usually called Kriterai Ketuntasan Minimal/KKM). They open the opportunity to students, especially they who have special needs at inclusive school to train their independence without continuously depending on guardian. In the among the system of outing class learning, teachers apply three systems, which are karawitan (playing a java musical instrument), dance art, and scout.

Inclusive education is education for all; it is a form of resistance to discriminatory treatment in education through the provision of effective education for all children. In inclusive schools, children with normal conditions will learn together with special needs children. Normal students in inclusive schools will learn to build sensitivity and develop their social intelligence, while students with special needs learn to build confidence and develop more of their abilities. This paper aims to analyze and map the cultural development in the implementation of inclusive education for children. The case chosen is an inclusive school in Bandung which implements inclusive education. This paper uses ethnographic of communication method by tracking communication patterns established from the interactions of actors in a community group, namely communication between normal students and special needs students in inclusive schools. Field data explain that the interaction process results in an inclusive culture that develops in schools. The results show that inclusive cultures built are giving opportunities and trust, helping spontaneously, reminding each other, respecting personalities, building discipline, developing tolerance, and carrying out all activities based on religious precepts. The culture built in an inclusive school produces harmony in the implementation of learning by accommodating the diverse needs of students.

Abstrak: Program pendidikan inklusi merupakan salah satu program pemerintah yang sedang digalakkan di Indonesia. Banyak dampak yang disebabkan oleh program ini, dampak terhadap siswa berkebutuhan khusus, siswa reguler, orangtua siswa berkebutuhan khusus, orangtua siswa reguler bahkan pendidik. Semua mempunyai pengaruh terhadap kemajuan program inklusi, orangtua siswa reguler yang diteliti disini mempunyai andil yang kurang terlihat sehingga perlu adanya penelitian terkait dengan persepsi program inklusi menurut para orangtua siswa reguler. Penelitian ini menggunakan metode pengisian angket dan wawancara sehingga hasil yang didapat tidak menjadi disalah artikan. Hasil dari penelitian ini menyatakan persepsi orangtua siswa reguler terhadap program inklusi sangat positif namun terdapat beberapa temuan terkait dengan kontribusi orangtua siswa reguler terhadap program inklusi. Abstract: The inclusive education program is one of the government programs being promoted in Indonesia. There are many impacts caused by this program towards students with special needs, regular students, parents of students with special needs, parents of regular students and even educators. There are also many perceptions related to children with special needs in inclusive schools. All of them have an influence on the progress of the inclusion program. The parents of the regular students studied here have a less visible contribution so there is a need for research related to the perception of the inclusion program for the parents of regular students. This study used the questionnaire filling method and interview with the subject of the parents of regular students in the inclusive school. The results of this study stated that the parents of regular students’ perceptions towards the inclusion program were very positive but there were several findings related to contributions of regular students’ parents to the inclusion program

Pendidikan Inklusif merujuk kepada suatu program pendidikan yang memberi peluang kepada murid-murid berkeperluan khas untuk mengikuti pembelajaran sepenuhnya dalam kelas aliran perdana bersama murid aliran perdana. Pendekatan pendidikan inklusif adalah sejajar dengan hasrat kerajaan yang terkandung dalam Pelan Pembangunan Pendidikan Malaysia 2013 – 2025, yang berinisiatif untuk meningkatkan enrolmen murid berkeperluan khas dalam program pendidikan inklusif. Terdapat banyak isu atau pemasalahan yang ditemui dalam kajian-kajian yang lepas berkaitan pengajaran dalam kelas inklusif di dalam negara. Salah satu isu yang ditemui dalam kelas inklusif ialah berkaitan pengajaran guru mata pelajaran arus perdana dalam kelas inklusif untuk murid bekeperluan khas. Kertas konsep ini bertujuan untuk meninjau pengajaran Guru Pendidikan Islam dalam kelas Inklusif yang mendorong keperluan terhadap pembinaan model pengajaran inklusif. Kajian yang dijalankan adalah dengan menggunakan rekabentuk Design and Development Research (DDR). Implikasi kajian diharap dapat menyumbang kepada keperluan pembentukan model.   Inclusive Education refers to an educational program that provides opportunities for students with special needs to fully pursue learning in mainstream classes with mainstream students. The inclusive education approach is in line with the government's aspirations contained in the Malaysia Education Blueprint 2013-2025, which initiatives to increase the enrollment of students with special needs in inclusive education programs. There are many issues or problems found in past studies related to teaching in inclusive classrooms in the country. One of the issues found in inclusive classrooms is related to the teaching of mainstream subject teachers in inclusive classrooms for students with special needs. This concept paper aims to review the teaching of Islamic Education Teachers in Inclusive classrooms which drives the need towards the construction of inclusive teaching models. The study was conducted using Design and Development Research (DDR) design. The implications of the study are expected to contribute to the need for model formation.
