The Social Welfare Issuer (PMKS) is a person or family who, because of an obstacle, difficulty or disruption, can not carry out their social functions and therefore can not establish a harmonious and creative relationship with their environment so that they can not fulfill their (physical, spiritual and social) needs adequate and reasonable (Thamrin, Masril & Sembiring, 2016). This research has a point to find out how an illustration the depth to live happily and prosperous people the scavengers. A method is executed by qualitative narrative, by interview depth and observation. Researchers had conducted interviews with two subjects that work as scavengers. Results in getting is the depth to  live happily of both the subject of very simple with the fulfill of needs and there is also social security for them. They could only fulfill their needs by gathering used goods erratic the amounts of each day and it becomes happiness its own for both subject. However in fact what happens is that social services agency and the central administration has not given a guarantee or assistance which could be used by both subject. Researchers advice for governments is to give the assurance that it is set in accordance with law social welfare, so that the scavengers can receive their rights .

Background: Social justice is a condition of fulfilling material, spiritual and social needs of citizens to live properly and to develop themselves in carrying out the social functions. The social welfare rate in Indonesia was still low amounted to 62.8 in 2016. Children with mental illness problems experience social welfare. The government has provided support both strategic support and operational support for their lives.Aim: The objective of the research is to analyze the government's support for fulfilling child’s health rights for those who suffer from mental illness.Method: This research was descriptive. The data were collected by using policy review and observation. Policy review was used to discover the strategic support given by government to fulfill health needs of mentally illed children. Meanwhile, the observation was to find out government’s operational support for Kalijudan Surabaya Technical Implementation Unit (UPT) in Basic Social Services.Results: The results show that there is a good strategic support for the children with mental illness. The operational support has been implemented, but not in accordance with the existing regulations. However, Kalijudan Surabaya Technical Implementation Unit (UPT) in Basic Social Services has provided the right of health by cooperating with related parties.Conclusion: It can be concluded that the strategic support given includes Law Number 8 Year 2016 about disabled people, Health Ministry Law Number 25 Year 2014 about child’s health support, and Surabaya Mayor’s Law Number 2 Year 2013 about organization of Kalijudan Surabaya Technical Implementation Unit (UPT) at Basic Social Service Department. The Kalijudan Surabaya Technical Implementation Unit (UPT) in Basic Social Services had also given operational supports for mentally illed chidren’s health needs.Keywords: children with mental illness, health right, regulation

This article accounts for the idenfication of perspectives of the enhancement of the social law regarding the social assistance payments. Enhacing citizens' social welfare, creating the environment for the fulfillment of their material and spiritual needs and solving the issues related to the social security are the priorities of the social policy of the Republic of Azerbaijan. Over the recent years the successful uptrend of development has been maintained in all directions, the application of all social programmes, enhancement of citizens' social security, involving socially sensitive groups of citizens in the social care of the government, the security of their labor rights, the arrangement of active employment events and dedicated acts in other fields, pension and social distribution, the reforms regarding the enhancement of medical-social examination systems have been proceeded successfully. In this regard, we consider that some changes to the legislative statements regarding the social assistance payments should be done. As social assistance payments have a dynamic nature, regular enhancements on the legislative statements should be done. The article attempts to present the process of professionalization of social work in Poland after 1989. It was shown in terms of the classical attribution model and in the concept of Abbott, in which the essence of the pro-fessionalization process is primarily the functioning of the profession in a complex system of internal and exter-nal dependencies. Analyses indicate that the process of professionalization of social work in Poland is currently far incomplete, and the ongoing and planned changes in the social welfare system are unlikely to favour its development. We deal with specific monopolistic practices of the state in shaping the institutional foundations of social assistance in accordance with the interests of the central administration, which seeks to shift responsibility for implemented activities to external entities, retaining full and even increased possibilities of exerting influence and control. This is also reflected in the ongoing attempt to standardize social services, which is ultimately an element of deprofessionalisation of social work

The speaker was Vilija Blinkevčiūtė - the minister of Social security and work ministry of Lithuania Republic. The minister welcomed the participants of conference and presented the goals of the Eleventh Government of the Republic of Lithuania to develop and enhance the social assistance system.

The article analyses the main sources of financial provision for the social protection of persons with disabilities in Ukraine, including their own resources, budget resources at all levels and resources of enterprises of all forms of ownership; social trust funds, funds of charitable and social organizations and other sources. It is justified that socially oriented objects of expenditure are growing and account for a significant share in the structure of expenditure of the state budget. An analysis of the expenditure of local budgets on the social protection of persons with disabilities showed that expenditure in this area has been increasing since 2015, owing to the reform of decentralization. An evaluation of the activities of civil society organizations of persons with disabilities showed a decrease in the number of persons with disabilities who are employed and in the proportion of expenditures allocated to the social needs of persons with disabilities. Measures to improve the social protection and welfare of persons with disabilities in Ukraine are also financed from social welfare funds. Analysis of the provision of medical and social services by the Social Insurance Fund of Ukraine shows an increase in the number of persons with disabilities as a result of an industrial accident and an increase in the cost of medical and social services. It has been established that financial provision for the social protection of persons with disabilities from charitable organizations is provided in most cases in the form of targeted charitable assistance. The structure of the recipients of charitable assistance by category showed that the proportion of people with special needs among the recipients of charitable assistance was about 10 per cent. On the basis of the study, a number of problems affecting the well-being of persons with disabilities have been identified. Priorities have been set for the development of financial provision for the social protection of persons with disabilities. These include improving the targeting of social assistance, development of locally funded social protection programs, enhancing the social and labour integration of persons with disabilities, gender mainstreaming in the financial provision of social protection for persons with disabilities.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

The subject of this article was the issues related to the protection of the rights of citizens in the field of compulsory social insurance in the conditions of digitalization. It is shown that in order to ensure effective and safe conditions for the use of digital technologies, it is necessary to include universal basic approaches in the legal regulation. Specific examples of how the tasks of digitalization of social services in the field of social security are currently actively implemented by the social insurance Fund of the Russian Federation are given. In Australia’s heavily targeted social welfare apparatus, couples are assessed jointly for their eligibility for social security payment. Specific guidelines for deciding if a social security recipient is a member of a couple are provided by the ‘couple rule’ in section 4(3) of the Social Security Act 1991 (Cth). A plethora of information is used by the Department to decide if a social security recipient is a member of a couple for social security purposes. Of particular concern is the use of domestic violence police reports as evidence of a couple relationship. This article argues that the current use of police domestic violence reports in ‘couple rule’ decisions is problematic. This is because it effectively entraps women in violent relationships, provides a financial barrier to leaving and is used by perpetrators to further control their victims.
