To complete the discussion of this study, we have collected a series of data and literature on several data sources electronically in educational journal publications, book proceedings, and website databases that actively voice Islamic education issues in a global context. We cannot describe the data that we collect directly. We analyze it using various approaches, such as sharp evaluation coding and drawing conclusions that can answer the essence of the problems of this book review. The data we take online is as much as possible to look for the more up-to-date ones published in the last ten years. Finally, we can conclude that based on the findings and discussion data, among others, issues relating to the governance of Islamic religious education still leave problems and challenges, including the difficulty of achieving quality education due to issues of teacher resources that are still low in the mastery of technology that is still lacking. Straightforward access to education is still unequal, and issues related to leadership and school leadership in general education and the Islamic religion. Madrasah is Islamic educational institutions that are present in order to respond to the demands of the times. Since its establishment until now it has undergone a transformation, both in content and form. The development of positive characteristics, traditions and local wisdom (local power) continues through amputation, minimization and assimilation. This is inseparable from the principle that continues to be grasped, which is maintaining good old wisdom and taking or even creating new innovations that are relevant for progress. There is a polarization of education in Indonesia, between pesantren and public schools. Pesantren is the oldest Islamic education in Indonesia which until the 60s only focused on organizing religious education, in this case, mastery of the yellow book. Islamic boarding school is a model of traditional education that is firmly rooted in community traditions. At that time, pesantren were often considered unable to respond to the progress and demands of the times. On the other hand, there is general education (read: school) which focuses on non-religious subjects, religious studies are only around 2 hours a week. This fact gives the impression that public education (school) is a secular Dutch Indies heritage. In fact, many of the Muslim children who take general education. This has resulted in schools seen as unable to provide a balanced portion of faith and piety as well as science and technology.

The system of education in pesantren becomes necessary, because it makes a set of interrelated, interdependent and strengthen one another to achieve the goals of education in pesantren, those are to form a democratic, competitive, innovative, and good society not only in science and technology (IPTEK), but also in iman and taqwa (IMTAQ), and to be responsible and have a good moral. Pesantren has a strong influence on almost all aspects of rural society life. The development of religious thought and interpretation from outside elite of pesantren did not have a significant impact on the way of life and attitudes of rural society. This fact shows that every effort aimed at society development, especially in rural area, needs to implicate pesantren. As time goes by, pesantren combines religious education and general education, which can produce the religious experts (ilmiah-amaliah-diniah) relevant to the needs and demands of the times. It makes education in pesantren as an alternative and excellent education.

In Islamic religious education, the Qur'an is a source that is used as the foundation of the Islamic religion. Therefore, the Qur'an has an urgent position in guiding and directing people in their daily lives. However, there is a large gap between the importance of reading the Qur'an with the ability to read the Qur'an in Muslim communities in Indonesia. . The Chancellor of the al-Qur'an Institute of Higher Education (PTIQ) Jakarta, Nazaruddin Umar assessed that people who are illiterate al-Qur'an are still high in Indonesia. therefore it is necessary to apply effective and innovative methods of learning the the al-Qur'an. The supporting factors for the application of the waqa method include: the material taught is not much different from the material that has usually been studied, the TPQ Al-Ikhlash assistants help researchers during the process of applying the "Wafa" method at TPQ Al-Ikhlash, the students are orderly and cooperative during the experimental activities. This is certainly very helpful in carrying out the activities of teaching the Koran with the "Wafa" method. While the inhibiting factors for the application of the "Wafa" method include: Santri in one class are 42 children. This is certainly too much because learning the Qur'an is ideally done in small classes. Learning time becomes insufficient because of the sufficient quantity of students.
