The paper presents the results of research on the modification of the traditional index of human development to assess its level in Ukraine in the regional aspect. The difference between the proposed modified human development index from existing approaches is the inclusion of an additional component of human development: the development of information and communication technologies, the updating of the indicator system by the component “education” and “environmental welfare” in accordance with the domestic conditions of the development of society, as well as the method of determining weighting coefficients to calculate the integral index. In the process of research, the following methods have been used: the method of generalization, comparison, system analysis and hierarchy analysis method. The calculation of the modified index of human development was carried out on the example of statistical data of regions of Ukraine; the period of research was selected 2015-2017. The results of the measurement demonstrate the presence of the marked unevenness of Ukrainian regions by the level of human development.

Every citizen has the right to get education with the aim of educating the nation's life as mandated in the opening of the 1945 Constitution. This study aims to determine the efficiency of education funding both from the APBN and the APBD purely in relation to increasing HDI and educational performance. The study uses influence analysis with multiple regression and descriptive quantitative research, with 3 variables, namely the large variable education funding from APBD and APBN, Education Performance and Human Development Index. The sample selection method used was purposive sampling, namely in Regencys / Cities in Central Kalimantan in the Period of 2015 - 2017. Research resulted in a relationship between education funding and HDI, Education and Performance Funds for Education and HDI and Educational Performance. Educational performance in this case is measured by teacher qualifications, teacher certification, educational ratios (Teachers: Students and Classes: Students), facilities and infrastructures physical condition, Gross Participation Rate (APK), Pure Participation Rate (APM), and Dropout Numbers. We aimed to compare the difference in case fatality rate between more developed and very high Human Development Index (HDI) regions, less developed and low HDI regions, and Romania. The incidence and mortality rates for digestive cancers were obtained from the IARC/WHO 2012 database. World mean mortality-to-incidence ratios registered the highest values in pancreatic cancer (0.97/0.94), and liver cancer (0.93/0.96) in males/females, respectively. The lowest values were recorded in colorectal cancer (0.48 in both sexes). Mortality-to-incidence ratios were generally higher in less developed areas, low HDI populations, and in Romania. The difference in case fatality rate between different areas showed higher variations for colorectal, gastric and gallbladder cancers, and smaller variations for esophageal, liver, and pancreatic cancers. In summary, mortality-to-incidence ratios of digestive cancers were high in 2012; higher values were registered in less developed and low HDI regions, and in Romania. Mortality-to-incidence ratios were similar in both sexes, even though the incidence was generally higher in men. Digestive cancer mortality variation suggests the necessity of finding better strategies for prevention, early diagnosis and treatment of digestive cancers. Abbreviations: ASRWs: age-standardized rate (World Standard Population) per 100,000 population; CRC: colorectal cancer; GC: gastric cancer; HDI: Human Development Index; HCC: hepatocellular carcinoma; IARC: International
