Abstract In this paper, the fixed-time bipartite synchronization problem for coupled delayed neural networks with signed graphs is discussed. Different from traditional neural networks, the interactions between nodes of delayed neural networks can be either collaborative or antagonistic. Furthermore, compared with the initial-condition based finite-time synchronization, the settling time is bounded by a constant within fixedtime regardless of the initial condition. It is worth noting that the fixed-time stable network for bipartite synchronization in this paper achieves more faster convergence than most existing publications. By applying constructing comparison system method, Lyapunov stability theory and inequality techniques, some sufficient criteria for fixed-time bipartite synchronization are obtained. Finally, two numerical examples are granted to display the performance of the obtained results.

In Kazakhstan, the approach to this area is not sufficiently developed, there is no systematic and scientific justification in the management of intellectual resources of the country and regions. Therefore, Kazakhstan is faced with the urgent issue of creating opportunities for the effective use of intellectual capital in the regions, working out management mechanisms and technologies. The development of the region can be traced to the development of intellectual potential in the region. Given the high intellectual potential of the population living in the region, it can be concluded that this region is not lagging in economic development. To determine the potential of the local population, it is necessary to consider the factors influencing it. In this connection, the purpose of this article is to determine the level of factors affecting intellectual potential in the regions of Kazakhstan. During the study, the methods of observation and comparison, system analysis, synthesis and logic were used. In the course of the analysis, it was revealed that in Almaty, Nur-Sultan, Karaganda region, East Kazakhstan region, the components constituting the intellectual potential show a high dynamics of development. There are also regions with low rates of development of components of intellectual potential, these are Almaty region, Akmola region, Turkestan region. For the complex and varied development of regions, appropriate strategic and tactical management decisions should be made, considering the specifics of each region. The factors identified because of the study can become the basis for developing a methodology for assessing the intellectual potential of regions. The research results can be used in programs and strategic plans aimed at developing the intellectual potential of the regions.

Abstract Objective: To analyze the interference of HbE on the HbA1c results on detection systems manufactured by Shenzhen Lifotronic. Methods: Volunteers were recruited from Zhongshan city, Guangdong province during June 2020 to November 2020. A total of 55 specimens were obtained, including 40 cases without HbE(23 cases in normal group and 17 cases in diabetes group) and 15 cases with HbE variant. HbA1c of these two groups (normal and HbE group) were analyzed by Shenzhen Lifotronic H8, H9 and GH-900Plus, Bio-Rad Variant II Turbo 2.0 and D-10 from USA, Arkray HA-8180 from Japan, statistical analysis was conducted on the difference between detection results of normal group and HbE variant group. Bio-Rad Variant II Turbo 2.0 was used as the comparison system to calculate the bias and to evaluate the interference of HbE on each system. Results: In normal group, the results of each detection system were comparable to those of Variant II Turbo 2.0, with a bias of -6%~6%. In HbE variant group,system bias of H8, H9, GH-900Plus and D-10 was within -6% and 6%, and the results showed no significant difference (P>0.05), while the negative bias of HA-8180 showed significant difference (P<0.05). Conclusion Compared with Bio-Rad Variant II Turbo 2.0, HbA1c can be correctly detected by H8, H9 and GH-900Plus system without the interference of HbE.

Introduction: the development of the Internet and e-commerce has largely changed the habits, behaviors, and preferences of consumers. This dynamic and efficient means of providing goods has been able to overcome many of the obstacles inherent in offline trading. This became especially relevant in 2020 and does not lose its relevance at the present time in the situation of the lockdown precedent on a global scale. It is possible to increase the protection of business entities and, first of all, consumers, if there is an effective system of the legal regulation of the sphere under consideration. There is a need for legally established guarantees, an appropriate level of legal regulation, effective measures, methods and means implemented within the framework of monitoring the compliance with the norms of the current legislation. To protect the rights of consumers, respect their legitimate interests, and create a civilized competitive environment, the state must fully establish legal means to ensure the rule of law in the field of online commerce without restricting the freedoms of entrepreneurs. The purpose of the paper is to review the current state of the violations of the rights of participants in economic relations that occur when making online purchases. Methods: in the process of writing the paper, general scientific methods (qualitative and logical analysis, synthesis, induction, deduction, comparison, system approach, retrospective analysis, morphological analysis), and a special method (scenario analysis) were used. Results: the main aspects related to the legal regulation of electronic commercial activity regarding the protection of buyers are considered. It is indicated that when buying through e-commerce, various violations of consumer rights often occur. This is expressed, in many cases, in the discrepancy between the actual condition of the goods provided to the buyer with the information contained on the seller’s website, in the delivery of goods with obvious defects, non-compliance with the requirements of GOST. Conclusions: the protection of the rights of online buyers includes two main aspects. First, it concerns the protection of consumer rights regarding the improper quality of the delivered goods, the specifics of the purchase return, and the funds spent. Secondly, what the world community pays considerable attention to is the legal regulation and protection of consumer data privacy. It is noted that domestic researchers place more emphasis on the first aspect of the problem. It is indicated that the improvement of the legal regulation of e-commerce should be carried out following the global trends in the development of international law in this area.

The method of modular arithmetic consists in operating not with a number, but with its remainders after division by some integers. In the modular number system or the number system in the residual classes, a multi-bit integer in the positional number system is represented as a sequence of several positional numbers. These numbers are the remainders (residues) of dividing the original number into some modules that are mutually prime integers. The advantage of the modular representation is that it is very simple to perform addition, subtraction and multiplication operations. In parallel execution of operations, the use of modular arithmetic can significantly reduce the computation time. However, there are drawbacks to modular representation that limit its use. These include a slow conversion of numbers from modular to positional representation; the complexity of comparing numbers in modular representation; the difficulty in performing the division operation; and the difficulty of determining the presence of an overflow. The use of modular arithmetic is justified if there are fast algorithms for calculating a number from a set of remainders. This article describes a fast algorithm for converting numbers from modular representation to positional representation based on a geometric approach. The review is carried out for the case of a comparison system with two modules. It is also shown that as a result of increasing numbers in positional calculus, they successively change in a spiral on the surface of a two-dimensional torus. Based on this approach, a fast algorithm for comparing numbers and an algorithm for detecting an overflow during addition and multiplication of numbers in modular representation were developed. Consideration for the multidimensional case is possible when analyzing a multidimensional torus and studying the behavior of the turns on its surface.

The subject of the research is theoretical and practical questions of the components of the formation of communicative competence of the future specialists of the service sector and restaurant business. The purpose of the research is analyzed of the main scientific approaches to the interpretation of the concept of «communicative competence« and its components, and also determined of the content of creative objectives of different aspects, due to which the communicative competence of future specialists of the service sector and hotel-restaurant business are considered in it. Research methods. The methods of theoretical generalization and comparison, system analysis are applied in the article. The result of the work. The number of products sold attracted by the tourism industry depends on the communicative abilities of each employee, the tourism and satisfaction with the quality of service. Implementation such tasks need of the high level of communicative staff skills. It should be noted that in the last decade there is a significant scientific interest in the problem of communicative competence of tourism business workers as an important attribute of their professionalism. Such competence is considered as a complex of » psychological contact», appropriateness of communication style,  the ability to actively listen, creative approach and situational adaptability, contextual knowledge, emotional balance of behavior. Field of using result. The result of this research can be used to the study of the field of study of business communication in the preparation of modern specialists of service sector in the establishments of higher education. Conclusions.  In the conditions of modern educational process, the teacher of professional education must have a high of level culture of pedagogical communication, because professional communication is a base of his professional activities. Knowledge of foreign languages when working with foreign partners requires the skill of special communicative skills during communication. Communicative orientation of the training process of professional foreign language in tourist is determined by two main factors: the existence of motivation and existence of the transfer of speech skills in the sphere of their practical application.

With the development of the social economy and an enlarged volume of information, the application of multiple-criteria decision making (MCDM) has become increasingly wide and deep. As a brilliant MCDM technique, the best–worst method (BWM) has attracted many scholars’ attention because it can determine the weights of criteria with less comparison time and higher consistency between judgments than analytic hierarchy process. However, the effectiveness of the BWM is based on complete comparison information among criteria. Considering the fact that the decision makers may have limited time and energy to study all criteria, they cannot construct a complete comparison system. In this paper, we propose a novel MCDM method named BW-MaxEnt that combines BWM and the maximum entropy method (MaxEnt) to identify the weights of unfamiliar criteria with incomplete decision information. The model can be translated into a convex optimization problem that can be solved effectively and has an overall optimal solution. Finally, a practical application concerning the procurement of GPU workstations illustrates the feasibility of the proposed BW-MaxEnt method.

In this paper, fast fixed-time (FDT) synchronization of T–S fuzzy (TSF) complex networks (CNs) is considered. The given control schemes can make the CNs synchronize with the given isolated system more fleetly than the most of existing results. By constructing comparison system and applying new analytical techniques, sufficient conditions are established to derive fast FDT synchronization speedily. In order to give some comparisons, FDT synchronization of the considered CNs is also presented by designing FDT fuzzy controller. Numerical examples are given to illustrate our new results.

The purpose of the article is to carry out a theoretical and legal analysis of the right to information in national and foreign legislation on corporate relations and to develop substantiated theoretical conclusions on the improvement of national corporate legislation. Methodology. The following general scientific methods were used in the process of research object analysis: the method of analysis, synthesis, deduction, abstraction, comparison, system-structural, structural-logical methods. Comparative legal and formal legal methods have become the basis for the analysis of national and foreign corporate legislation, identification of similarities and differences in the general principles of respective legal relations regulation. Results. The study found that the right to information is a guarantee of corporate rights and legally protected interests of corporate legal entity (corporation) members, as information enables corporation members to exercise their corporate rights properly. The analysis of national legislation gives grounds to state that the legal norms enshrining the right to information in corporate legal relations and the order of its realization, are formulated unsystematically and in an abstract way. National corporate legislation acts do not contain a detailed list and types of information to which a corporation member is entitled. Scientific novelty Analysis of the main corporate legislation acts of the United Kingdom of Great Britain and Northern Ireland, the Commonwealth of Australia and Canada gives ground to state that the right to information in corporate relations is considered to be the right to any information about the corporation in the Anglo-Saxon legal family. Practical significance. The need of making changes to national corporate legislation acts in the process of recodification of the civil legislation of Ukraine has been proven. It has been proposed to recognize any information about the corporation and its activities as an object of corporate relations whether this information directly or indirectly concerns the exercise of members’ corporate rights or performance of respective duties, and to detail the way of the right to information realization in corporate legal relations.
