Simply put, without a clear understanding of the system of motivation and remuneration, the company will easily lose its entire staff, “earn” negative dynamics in the development of personnel, and as a result, this will lead to its natural “death”. Introduction. The globalization of the economy and the introduction of the concept of sustainable development largely determine the development strategy of both large and small businesses. Adherence to the principles of sustainable development is becoming a prerequisite for organizations to develop, increase competitiveness and attractiveness for stakeholders. The purpose of the study is to elaborate the stages of formation of strategic management of sustainable development of small business enterprises. Materials and Methods. An analysis of the financial, economic, environmental and social components of sustainability of JSC Leader-Compound was performed as a case study. The company's financial statements for 2012–2019 as well as the results of the survey conducted among the management staff were used as the materials for the study. The expert method was employed to determine the final assessment of compliance of JSC Leader-Compound with the features of strategic management of sustainable development of small and medium-sized enterprises. The employed method of strategic analysis (SWOT analysis) made it possible to identify the strengths and weaknesses of the company, as well as threats and opportunities. Results. The results of a comprehensive analysis of the components of sustainable development of JSC Leader-Compound made it possible to conduct a final assessment of the compliance of this enterprise with the features of strategic management of small and medium-sized businesses. A sufficiently high level of development of the strategic management of JSC Leader-Compound has been noted, and reserves for its improvement have been determined. An algorithm for the process of development and implementation of a strategy for sustainable development of the company has been proposed. Methodological recommendations have been substantiated for each stage of the process. To calculate the generalized integral indicator of the level of sustainable development, a mathematical model has been proposed that takes into account the components of sustainable development of the company. Discussion and Conclusion. The proposed process of development and implementation of a strategy for sustainable development of a small business will make it possible not only to form a strategy based on the components of sustainable development, but also to ensure the possibility of its successful implementation. The research results may contribute to both practical activities of other small businesses, and further scientific research of the features of managing the sustainable development of small enterprises in other lines of business.

Introduction. The effectiveness of market processes in one of the leading regions of the Russian Federation – the Republic of Tatarstan is determined by the level of development of various forms of entrepreneurship and their competitiveness. The increased responsibility of the Tatarstan leadership for the results of regional socio-economic development stimulates the desire to strengthen and expand the position of small and medium businesses, encourages regional authorities to pay special attention to the accelerated institutionalization of peasant (farmer) farms as one of the promising models of transformation of the agricultural sector of the Republic. The Institute of peasant (farmer) farms is the result of post-perestroika Russian reforms, the degree of its rationality and efficiency depends not so much on the scientific and practical elaboration of the legislative and institutional-market foundations, but on the depth of understanding of the state structures and the rural majority of the need and specificity of these economic entities. In this regard, the main purpose of this work is the scientific and practical analysis of the formation and development of peasant (farmer) farms in Tatarstan in the context of determining the main socio-economic indicators in relation to the study area; identify the parameters of statistical analysis and description of industries that design this form of management. Materials and Methods. The content of the scientific article is based on the materials of current sources coming from various departments and periodicals, consolidated data of publications of the statistical office of Tatarstan, as well as on the literature of historical and economic nature. The research is based on traditional methods of Russian historical science: problem-chronological, comparative-historical and systemic. These methods have been successfully tested in the process of determining the regional characteristics of the development of peasant (farm) farms. When processing quantitative data the statistical method is used; for a more detailed immersion in the subject of the study used micro-historical approach. Results. The study of agrarian sector of economy of Tatarstan 1990–2010 given the historical and economic characteristics of the process of institutionalization of the peasant (farmer) farms. In particular, in a comparative perspective, the share of peasant (farm) farms in the structure of regional gross income is considered. It is established that the main branches of economic activity of Tatarstan farming were crop and livestock, and the latter direction was more promising. Discussion and Conclusion. The level of development of small business in Tatarstan, including peasant (farmer) farms, currently provides an opportunity to diversify, focusing on the market and conditions of production and sales. In conditions of latent developing degradation of rural areas (disappearance of villages, aging and reduction of the rural population, destruction of socio-cultural infrastructure, etc.), peasant (farmer) farms, along with personal subsidiary farms of the population, become a kind of means of increasing interest in various forms of small business, as well as contribute to the growth of village-forming potential in the agricultural socio-cultural space of Tatarstan. At the same time, despite the regional authorities understanding of the importance of the final goals and development strategy of farming, there is no system-forming form of support for peasant (farmer) farms in the Republic. Moreover, the creation of an image of the attractiveness of peasant farming is mainly associated with individual activities or PR campaigns to create a favorable investment image, climate. The results obtained in the course of this study are prerequisites for further historical reconstruction of farm daily life in the context of deepening the study of the experience of individual Russian regions, its applied analysis.

The article examines small and medium-sized businesses as the most important sector of the economy of the Lugansk People’s Republic. Foreign experience in the development of small and medium-sized enterprises under crisis economic conditions is studied. It is determined that in this direction success can be achieved as a result of clustering. The author concludes that the merger of large enterprises with small and medium-sized businesses will contribute to the development of regional small business, and effective use of the resource potential of the Lugansk People’s Republic in conditions of certain territorial limitations. It is proposed to form a republican cooperation, which will allow to develop cluster structures in the region, based on flexible and individual concentration of enterprises, taking into account geographical features. It is mentioned that it is advisable to organize a regional cluster with a clear structure of a multifaceted process, where the chief participants are small and medium-sized enterprises, large enterprises, government bodies of the Lugansk People’s Republic, the scientific research sector, which interact via regulatory and resource support and use the multifunctional infrastructure of the cluster. The proposed structure of the regional cluster will contribute to the efficiency of small and medium-sized businesses and develop a synergistic effect. The author has formulated a number of problems that hinder the development of cluster policy. To eliminate these problems, it is proposed to involve the clustering of small and medium-sized enterprises as an integrated process into the regional development strategy and the program of socio-economic development of the Lugansk People’s Republic to speed up the phenomena associated with institutional constraints in the creation and development of clusters.
