Alternative Contracting Approaches in Current Oil and Gas Business Environment

Abstract This paper presents a broad overview of the current state of the oil and gas engineering, procurement, and construction (EPC) contractor base following a period of challenging market conditions, subsequent owner/operator investment deferments, and the resulting financial impacts to the contractor base. These factors have caused a reduced tolerance for oil and gas volatility and a reduced appetite for lump sum contract risk. This paper identifies alternative contracting approaches to traditional competitively bid lump sum contracting. These alternative approaches result in a better understanding and assignment of risk between owner/operator and contractor, encourage continued participation by contractors in the oil and gas sector, and increase the probability of successful project outcomes.

The current state of the Russian oil and gas complex is analyzed, it’s place and a role in structure of national and world economy are shown. Are revealed value and features of state regulation of subsurface use of the Russian Arctic shelf which is the major strategic region and a factor of energy security of domestic economy; institutional aspects of state regulation of the Russian oil and gas sector are presented. In the monograph the methodic of creation of the forecast of price of oil with definition of the expected horizon of the price for 5 years is offered; teoretiko-methodical approaches are defined and the method of calculation of assessment of efficiency rentals as instrument of state regulation of the oil and gas complex promoting increase in efficiency of subsurface use is offered; are developed the offers and methodical recommendations about improvement of the mechanism of state regulation of an oil and gas complex aimed at his economically sustainable development. The monograph is intended for scientists, heads and the staff of the oil and gas enterprises, the public civil servants and also experts, the researching problems of state regulation of economy and sustainable development of an oil and gas complex.

This study examined the effect of foreign direct investment on a developing economy. The study employed multiple regression models to estimate the relationship that exists between sectorial inflow of foreign direct investment and Nigeria economic growth. Augmented Dickey Fuller Test, Johansen Co-integration test, normalized co-integrating equations, parsimonious vector error correction model and pair-wise causality tests were used to conduct the investigations and analysis. The findings of the result reveal that foreign direct investment in the agricultural sector have positive but no significant effect, foreign direct investment in the manufacturing sector have positive and significant effect, foreign direct investment in the mining and querying sector have negative but no significant effect, foreign direct investment in the transport and communication sector have positive and  significant effect while  foreign direct investment in the oil and gas sector have positive and significant effect on Nigeria real gross domestic products. The study concludes that the oil and gas sector have the greatest impact on Nigeria economic growth followed by manufacturing, agricultural, transport and communication sectors while mining and quarrying reduces gross domestic product. Nigerian policy makers should design sectoral policy reforms with the intention of creating an enabling business environment, improve infrastructure, address issues of insecurity in the north and south that hinder foreign direct investment in mining and quarrying sectors. Furthermore, there is the need to strengthen policy cohesion with regards to foreign direct investments to ensure that mining and quarrying sectors perform as well as the oil and gas sector.

ABSTRACTIn December 2010 Ghana pumped its first oil and a local content law was passed in 2013 to promote local participation in the oil and gas industry. This paper examines Ghanaian entrepreneurial activities and the dynamics of local participation in the emerging oil and gas sector. We explore Ghanaian entrepreneurs' strategies of mobilising networks to acquire information, build trust, raise financial capital and reduce risk with the aim to gain entry, win contracts and participate in the oil and gas industry. We argue that the resources and strategies activated by entrepreneurs embedded in the context of the Ghanaian business environment are inadequate and problematic when deployed in the context of the international oil and gas industry. The international oil companies' cost-intensive standard requirements and state officials' informal interventions further limit local firms' prospects for participation in the oil and gas industry.

The purpose of the study is to analyze the current state and problems of innovation management in the economy of the Republic of Kazakhstan, in general, and in the oil-extracting sector, in particular. To solve the goals and objectives of the research, the following scientific methods were used: a set of systemic, logical and statistical methods, analysis of the results of the country’s innovative development. Used materials of state statistics bodies, data from the literature of Kazakhstani economic science. The analysis was carried out on the basis of studying information from open sources. Based on the use of the above methods, conclusions are formulated about the current state and problems of innovation management in the oil-extracting sector of the Republic of Kazakhstan. The results of the study are the provisions on the problems in the effectiveness of innovation management in the oil and gas industry. The conclusion is made about the insufficient level of innovative planning and management in comparison with world standards, despite the introduction of a number of government measures. The special importance of the problem under consideration is reflected, since the oil and gas sector today forms the basis of the Kazakhstani economy, forming the financial basis of the country’s state budget and having the opportunity to implement large-scale innovative projects. Attention is focused on the issue of a gradual departure from the raw material orientation and the transition to a state with a developed innovative economy. The contradictions between the growth of investment in industry and the weak efficiency of the implementation of innovative approaches in management are shown. The idea of developing and implementing a model for improving the management of innovative activities of companies in the oil and gas industry of Kazakhstan at the state level is proposed.

Purpose - an analysis and assessment of the current state of the manufacturing infrastructure building oil and gas sector of Azerbaijan, its role and importance in the economy, as well as assessment of the impact of this sector to the socio-economic development. Findings are evaluation of role and importance of oil and gas sector in GDP in 1988-2011, forecasting of this sector impact on economic growth in the short and medium term. Originality - evaluate the role and importance of oil and gas sector in the years 1988-2011 in the structure of the runway, the forecast of its impact on socio-economic development in the short and medium term.

The radical growth of the internet is a factor affecting different sectors of the business environment, including changes in the marketing sector. The importance of social media communications in the marketing environment cannot go unnoticed. An important element of social media communication greatly influencing marketing is electronic word of mouth (eWOM) - involving consumer to consumer communication about products and brands- which influences consumer purchase decisions. Nevertheless, research on the importance of eWOM in the marketing of oil and gas is limited. The purpose of this research is to investigate the effects of social media in business to business (B2B) marketing through an investigation of electronic word of mouth (eWOM) in the oil and gas sector in Qatar. AbstractIn its endeavour to attract foreign investment inflows and realise the diversity and security of its energy supply, Vietnam has set out short, medium and long term strategies which have been articulated in a number of legal instruments. These developments include the drive and acceleration of divestment and liberalisation of the energy market and ensuring healthy competition therein. This article provides a critical analysis of the current divestment of state-owned enterprises (SOEs) in Vietnam’s oil and gas sectors. In doing so, it also assesses current state of affairs against the key principles and objectives of competition law. After providing a brief summary of the milestones in the oil and gas sector, the article explains the equitisation in and privatization of SOEs and critiques the implications of these practices against the benchmarks of competition law provisions. After identifying the current problems and future challenges that lie ahead, it provides a number of constructive recommendations for policy development and legal reform.
