AbstractIn its endeavour to attract foreign investment inflows and realise the diversity and security of its energy supply, Vietnam has set out short, medium and long term strategies which have been articulated in a number of legal instruments. These developments include the drive and acceleration of divestment and liberalisation of the energy market and ensuring healthy competition therein. This article provides a critical analysis of the current divestment of state-owned enterprises (SOEs) in Vietnam’s oil and gas sectors. In doing so, it also assesses current state of affairs against the key principles and objectives of competition law. After providing a brief summary of the milestones in the oil and gas sector, the article explains the equitisation in and privatization of SOEs and critiques the implications of these practices against the benchmarks of competition law provisions. After identifying the current problems and future challenges that lie ahead, it provides a number of constructive recommendations for policy development and legal reform.

The modern oil and gas industry is heavily dependent on the processes and trends driven by the accelerating digitalization of the economy. Thus, the digitalization of the oil and gas sector has become Russia’s top priority, which involves a technological and structural transformation of all production processes and stages.Aim. The presented study aims to identify the major trends and prospects of development of the Russian oil and gas sector in the context of its digitalization and formation of the digital economy.Tasks. The authors analyze the major trends in the development of the oil and gas industry at a global scale and in Russia with allowance for the prospects of accelerated exploration of the Arctic; determine the best practices of implementation of digital technologies by oil and gas companies as well as the prospects and obstacles for the subsequent transfer of digital technologies to the Russian oil and gas industry.Methods. This study uses general scientific methods, such as analysis, synthesis, and scientific generalization.Results. Arctic hydrocarbons will become increasingly important to Russia in the long term, and their exploration and production will require the implementation of innovative technologies. Priority directions for the development of many oil and gas producers will include active application of digital technologies as a whole (different types of robots that could replace people in performing complex procedures), processing and analysis of big data using artificial intelligence to optimize processes, particularly in the field of exploration and production, processing and transportation. Digitalization of the oil and gas sector is a powerful factor in the improvement of the efficiency of the Russian economy. However, Russian companies are notably lagging behind in this field of innovative development and there are problems and high risks that need to be overcome to realize its potential for business and society.Conclusions. Given the strategic importance of the oil and gas industry for Russia, its sustainable development and national security, it is recommendable to focus on the development and implementation of digital technologies. This is crucial for the digitalization of long-term projection and strategic planning, assessment of the role and place of Russia and its largest energy companies in the global market with allowance for a maximum number of different internal and external factors.

Abstract This paper presents a broad overview of the current state of the oil and gas engineering, procurement, and construction (EPC) contractor base following a period of challenging market conditions, subsequent owner/operator investment deferments, and the resulting financial impacts to the contractor base. These factors have caused a reduced tolerance for oil and gas volatility and a reduced appetite for lump sum contract risk. This paper identifies alternative contracting approaches to traditional competitively bid lump sum contracting. These alternative approaches result in a better understanding and assignment of risk between owner/operator and contractor, encourage continued participation by contractors in the oil and gas sector, and increase the probability of successful project outcomes.

Abstract It has been observed that, although submarine power cables have a critical role to wind power arrays and power export to shore, they are often overlooked at early stages of projects and oversimplified during late stages. This leads to lack of attention given during cable design and planning, as well as pressured schedules during manufacturing, testing and installation. The significant number of incidents attributed to offshore submarine cables during construction has increased overall project risk, lowered system average power availability and increased insurance costs. Lack of proper routing can also result in an inability to maintain asset integrity for the project design life. Despite the attention that submarine power cables have received over the past few years, the number and cost of incidents does not appear to be decreasing. A comparison can be made between offshore HVAC and HVDC cables used for wind power and offshore umbilicals and MV cables used in the oil and gas sector. These umbilicals are often similar in weight, size and bending stiffness, and have similar design, manufacturing, routing and installation challenges, but with a fraction of the incidents observed with offshore wind array and export cables. An additional caveat is that the offshore oil and gas sector has achieved a reliable track record while installing and maintaining these umbilicals and cables in fully dynamic conditions (ultra-deep water) as well static conditions. One primary difference between how the oil and gas sector executes these systems are design, planning and specification from an early stage of the project. Significant attention is given at an early stage to quality control, including offshore routing and umbilical testing specifically to avoid incidents resulting in umbilical damage due to the tension and crushing forces during installation as well as ambient seawater and seabed interaction. Management of these risks are documented, and optimal mitigation strategies are implemented early in the design phase. This paper will discuss the types of incidents which have been observed during construction and installation of submarine HVAC/HVDC cables in the wind power sector and how they could have been prevented by normal practices of the offshore oil/gas sector from early design and planning all the way to installation and commissioning.

Significance The oil and gas sector -- which was in any case in long-term decline, owing to a lack of investment -- suffered serious disruption after civil war broke out in March 2015, with oil, liquefied natural gas (LNG) and refining facilities closed, and ports blockaded to prevent delivery of oil products. The internationally recognised government of President Abd Rabbu Mansour Hadi has renewed efforts to encourage a recovery in oil production since late 2016, but these are hampered by the civil war and lawlessness in remote areas. Impacts Saudi Arabia and the UAE will be the main sources of oil imports, probably on concessional terms. Hydrocarbon exports will not provide sufficient finance for post-conflict reconstruction. Exports of LNG are unlikely to restart before 2020 at the earliest. A crisis of power provision will expand the market for small solar panels.

The article deals with the problem of the influence of the Iraqi Kurdistan oil and gas industry on the relations of the Kurdish autonomy with the central authority of Iraq. The international aspects of extraction and transportation of hydrocarbons from the territory of the Kurdistan Region are also analyzed. The legal basis for the functioning of the oil and gas complex in the region, the main differences between Erbil and Baghdad regarding the powers of the Kurdish regional government in the field of exploitation of natural resources of the autonomy is represented. It has been established that the independent activity of the Iraqi Kurdistan authorities in the development of the oil and gas industry in its territory, the wide involvement of foreign investment provided autonomy a significant source of income, which became the financial backing of Erbil in his political disputes with Baghdad. At the same time, in the question of the transportation of hydrocarbon, the landlocked Iraqi Kurdistan was critically dependent on Turkey, which greatly limits its range of options in its relations with Ankara. Excessive dependence of the Iraqi Kurdistan economy on hydrocarbon exports is one of the strategic challenges for Kurdish autonomy, but significant positive developments in this area are possible only in the long-term perspective. Qatar is one of the major natural gas (NG) producing countries, which has the world’s third-largest NG reserves besides the largest supplier of liquefied natural gas (LNG). Since the produced water (PW) generated in the oil and gas industry is considered as the largest waste stream, cost-effective PW management becomes fundamentally essential. The oil/gas industries in Qatar produce large amounts of PW daily, hence the key challenges facing these industries reducing the volume of PW injected in disposal wells by a level of 50% for ensuring the long-term sustainability of the reservoir. Moreover, it is important to study the characteristics of PW to determine the appropriate method to treat it and then use it for various applications such as irrigation, or dispose of it without harming the environment. This review paper targets to highlight the generation of PW in Qatar, as well as discuss the characteristics of chemical, physical, and biological treatment techniques in detail. These processes and methods discussed are not only applied by Qatari companies, but also by other companies associated or in collaboration with those in Qatar. Finally, case studies from different companies in Qatar and the challenges of treating the PW are discussed. From the different studies analyzed, various techniques as well as sequencing of different techniques were noted to be employed for the effective treatment of PW.

The linear model for «Yamal LNG» is estimated using DCF method. The hypothetical model without PPP mechanisms is also considered in the article. The linear estimation is not enough for a huge long-term project. Therefore, the risk analysis is carried out in the article. The positive effect on region development is shown in order to estimate social sides of the project realization. As a result, we get project’s NPV of $1,337 blns, which would be true with 49,3% likelihood. The denial of PPP mechanisms leads to $-7,1 blns NPV.

Sandy beaches comprise approximately 31% of the world's ice-free coasts. Sandy coastlines around the world are continuously adjusting in response to changing waves and water levels at both short (storm) and long (climate-driven, from El-Nino Southern Oscillation to sea level rise) timescales. Managing this critical zone requires robust, advanced tools that represent our best understanding of how to abstract and integrate coastal processes. However, this has been hindered by (1) a lack of long-term, large-scale coastal monitoring of sandy beaches and (2) a robust understanding of the key physical processes that drive shoreline change over multiple timescales. This perspectives article aims to summarize the current state of shoreline modeling at the sub-century timescale and provides an outlook on future challenges and opportunities ahead.


Significance However, years of delays, regulatory uncertainty and a lack of political will -- compounded more recently by depressed global oil prices and the global slowdown caused by COVID-19 -- have seen many projects stall. Impacts Marginal projects may suffer as oil companies assess their investment strategies amid depressed oil prices and a global economic slowdown. The complexity of doing business may prove a serious impediment to finalising long-term investments, especially under Magufuli. Sustained delays in developing extractives projects are likely to feature heavily in opposition election campaign talking points.

The current state of the Russian oil and gas complex is analyzed, it’s place and a role in structure of national and world economy are shown. Are revealed value and features of state regulation of subsurface use of the Russian Arctic shelf which is the major strategic region and a factor of energy security of domestic economy; institutional aspects of state regulation of the Russian oil and gas sector are presented. In the monograph the methodic of creation of the forecast of price of oil with definition of the expected horizon of the price for 5 years is offered; teoretiko-methodical approaches are defined and the method of calculation of assessment of efficiency rentals as instrument of state regulation of the oil and gas complex promoting increase in efficiency of subsurface use is offered; are developed the offers and methodical recommendations about improvement of the mechanism of state regulation of an oil and gas complex aimed at his economically sustainable development. The monograph is intended for scientists, heads and the staff of the oil and gas enterprises, the public civil servants and also experts, the researching problems of state regulation of economy and sustainable development of an oil and gas complex.
