Abstract Background Road trauma represents a major but neglected public health challenge in Malawi that requires concerted efforts for effective and sustainable prevention. In order to make the road traffic system safer, it is important to develop an understanding of the whole system and its elements including vehicles, roads and road-users along with their physical, social and environmental circumstances. In this study, we measured data quality in terms of database and variable completeness of road trauma case reports to determine if the data are sufficient for informing, monitoring and evaluating road safety interventions. Methods This was a quantitative retrospective study based in Ntcheu district, Malawi. Data were collected for year 2018 from both police and hospital sources. Categorical data exploration from these two sources was done using frequency distribution tables. Continuous data were summarized using means and standard deviation. Data source completeness was assessed using the capture–recapture methodology, while variable completeness was assessed using a checklist developed from the World Health Organization’s minimum injury surveillance core data set. Results The hospital data source was incomplete in areas of road user type, time of injury, mechanism of injury and place of injury. Thirteen case matches were identified between the two databases. Using the capture-recapture methods, the estimated road trauma events in Ntcheu district for the year 2018 is 954 (95% CI: 457, 1451) and an estimated 173 deaths (95% CI: 89, 257) in the same year. These estimates indicate 11% and 14% ascertainment of fatalities for the police and hospital data sources respectively.Discussion and conclusion There is significant underreporting for road deaths and injuries in Ntcheu district, which means there are critical data quality challenges in the respective data sources. It is therefore imperative for the road safety agencies and partners to resolve these data reporting and acquisition challenges.

The methods of multi-modal English event detection under a single data source and isomorphic event detection of different English data sources based on transfer learning still need to be improved. In order to improve the efficiency of English and data source time detection, based on the transfer learning algorithm, this paper proposes multi-modal event detection under a single data source and isomorphic event detection based on transfer learning for different data sources. Moreover, by stacking multiple classification models, this paper makes each feature merge with each other, and conducts confrontation training through the difference between the two classifiers to further make the distribution of different source data similar. In addition, in order to verify the algorithm proposed in this paper, a multi-source English event detection data set is collected through a data collection method. Finally, this paper uses the data set to verify the method proposed in this paper and compare it with the current most mainstream transfer learning methods. Through experimental analysis, convergence analysis, visual analysis and parameter evaluation, the effectiveness of the algorithm proposed in this paper is demonstrated.

Every year we lose many young road users in road traffic accidents. Based on traffic accident data issued by the Indonesian National Police in 2017, the number of casualties was highest in the age group 15-19, with 3,496 minor injuries, 400 seriously injured and 535 deaths. This condition is very alarming considering that student as the nation's next generation lose their future due to the accidents. This figure does not include other traffic violations, not having a driver license, not wearing a helmet, driving opposite the direction, those given ticket and verbal reprimand. To reduce traffic accident for young road user, road safety campaigns were organized in many schools in Jakarta. This activity aims to socialize the road safety program to increase road safety awareness among young road users/students including the dissemination of Law No. 22 of 2009 concerning Road Traffic and Transportation. Another purpose of this program is to accompany school administrators to set up a School Safe Zone (ZoSS), a location on particular roads in the school environment that are time-based speed zone to set the speed of the vehicle. The purpose of this paper is to promote the road safety campaigns strategies by considering various campaign tools.

Traffic safety situation in Lithuania, despite the progress made in 2008, is still not good enough compared to the other European Union countries. Therefore, Lithuania implements the traffic safety improvement measures affecting all the elements of the traffic safety system “Road user‐road‐vehicle”. In 2008 Lithuania started implementing the road safety audit procedure which substantially contributes to the improvement of safety situation on Lithuanian roads. This article gives the analysis of road safety audits of special plans and technical designs for road construction and reconstruction in Lithuania, makes the analysis of the main deficiencies of plans and designs and gives recommendations for their elimination. Santrauka Eismo saugumo situacija Lietuvoje, nepaisant 2008 m. pasiektos pažangos, vis dar yra nepakankamai gera, palyginti su kitomis Europos Sąjungos šalimis. Atsižvelgiant į tai, Lietuvoje įgyvendinamos eismo saugumo gerinimo priemonės, darančios įtaką visiems eismo saugumo sistemos „Eismo dalyvis–kelias–transporto priemonė“ elementams. Lietuvoje 2008 m. buvo pradėta taikyti kelių saugumo audito procedūra, kuri prisideda prie eismo saugumo gerinimo Lietuvos automobilių keliuose. Straipsnyje pateikta Lietuvoje atliktų specialiųjų planų ir automobilių kelių tiesimo bei rekonstrukcijos techninių projektų kelių saugumo auditų analizė, išanalizuoti pagrindiniai planų ir projektų trūkumai, pateiktos rekomendacijos jiems šalinti.

Background: Road traffic injuries claim more than 1.25 million lives each year and have a huge impact on health and development. They are the leading cause of death among young people aged between 15 and 29 years globally. In the South East Asian region of the World Health Organization, India alone accounted for 73 percent of these Road traffic accidents (RTA) burden. The importance of road safety measures needs to be emphasized in the prevention of the road traffic accidents. The objectives of the study were to assess the knowledge and practice of road safety measures among undergraduate medical students.Methods: A cross-sectional study was conducted among 310 medical undergraduates of M.R. Medical College from 1st September to 1st October 2016. Data was collected using pre-tested, semi-structured, self-administered questionnaire. The data collected was analyzed using SPSS version 16. Statistical analysis was done using relevant statistical tests.Results: Out of the 310 students 54.19% were males and 45.81% were females. 90.9% of the participants had driving licence, 32.1% of the students had taken training for driving the car and 66% of the students did not wear helmet. Female students had high knowledge of the road safety measures when compared to male students.Conclusions: The overall knowledge of road safety measures was high among the study participants. Regarding practice behaviours they were not desirable like practice of wearing helmet and exceeding speed limit. Undertaking proper road safety measures are the best available interventions to curb the epidemic of RTA.

Abstract The risk of becoming involved in an accident emerges when elements of the transport system do not operate properly (man – vehicle – road – roadside). The road, its traffic layout and safety equipment have a critical impact on road user safety. This gives infrastructural work a priority in road safety strategies and programmes. Run-off-road accidents continue to be one of the biggest problems of road safety with consequences including vehicle roll-over or hitting a roadside object. This type of incident represents more than 20% of rural accidents and about 18% of all road deaths in Poland. Mathematical models must be developed to determine how selected roadside factors affect road safety and provide a basis for new roadside design rules and guidelines.

Universities are increasingly evaluated on the basis of their outputs. These are often converted to simple and contested rankings with substantial implications for recruitment, income, and perceived prestige. Such evaluation usually relies on a single data source to define the set of outputs for a university. However, few studies have explored differences across data sources and their implications for metrics and rankings at the institutional scale. We address this gap by performing detailed bibliographic comparisons between Web of Science (WoS), Scopus, and Microsoft Academic (MSA) at the institutional level and supplement this with a manual analysis of 15 universities. We further construct two simple rankings based on citation count and open access status. Our results show that there are significant differences across databases. These differences contribute to drastic changes in rank positions of universities, which are most prevalent for non-English-speaking universities and those outside the top positions in international university rankings. Overall, MSA has greater coverage than Scopus and WoS, but with less complete affiliation metadata. We suggest that robust evaluation measures need to consider the effect of choice of data sources and recommend an approach where data from multiple sources is integrated to provide a more robust data set.

The IDB has been a predominant partner supporting Haiti development efforts for many years. Nowadays, the IDB is the main source of investment for the country. Considering the vital weight of road transport sector in the socio-economy of the country, the IDB has concentrated a large part of investment efforts in rehabilitating and improving national road infrastructures. In the same time, a rapid increase of motorization and relatively higher speeds have contributed to increasing the number of traffic fatalities and injuries. In 2017, road injuries were the fifth cause of mortality in Haiti. The Road Safety situation of the country is preoccupying with many Vulnerable Road Users involved, in particular pedestrians and motorcyclists. The country is facing multi-sector challenges to address this Road Safety situation. Despite recent efforts, high political will has not been continuous in promoting a multi-sector coordination and the success of technical efforts remained mitigated over the last years. Road user awareness is still weak in the country. Risk factors include dangerous driving, bad safety conditions of vehicles, together with limited law enforcement and poor maintenance of safety devices on the roads. In this context, the Road Safety situation of the country may be getting worse in the coming years if no action is taken. However, the new Decade provides with a unique opportunity to achieve Sustainable Development Goals (SDGs) including significant progress in reducing the burden of traffic crashes. The IDB has already initiated vital investments in modernizing crash data collection, promoting institutional dialogue and supporting capacity building in the area of Road Safety. Future actions to address Road Safety challenges in Haiti in the framework of the five UN five pillars would require a range of investments in the area of political commitment, institutional coordination and technical efforts. A change of political paradigm from making roads for travelling faster to making roads safer for all users is highly needed at national level. This technical note on Road Safety in Haiti present the current situation of the country and provides with recommendations for future actions on Road Safety.

Road safety awareness is a important element subject in which also involved school students. The school students are the most prone group of that become the victims of the road accidents. This study is carried out to identify the road safety awareness, knowledge, driving attitudes among secondary school students in Parit Raja, Johor. The study was involved a total of 298 school students as respondents. The questionnaires were distributed and the data were processed using descriptive statistics, t-test, correlation and regression analyses. The descriptive analysis shows, more than half of respondents are those aged 16 years old. About 76.5% of them do not have the driving license. The result also shows that the road safety awareness among the students is at quite high level (mean score = 3.57). Next, t-test and regression analysis shows that every 1% increase in road safety awareness will affect 35.0% of increase to driving attitude among students (p<0.05, β = 0.35). Besides that, the factor analysis, items in the variable of Road Safety Factor shows that there are three methods of road safety are identified; Environment of Highway, Uses of Highway and Law of Road Safety. Therefore, road safety awareness and driving attitudes are the important factors to ensure the road user concern to road safety. However, some improvements to the existing road facility or road safety deficiencies in Parit Raja need to be undertaken to ensure the road is safer to others.

Data scientists often develop data sets for analysis by drawing upon sources of data available to them. A major challenge is to ensure that the data set used for analysis has an appropriate representation of relevant (demographic) groups: it meets desired distribution requirements. Whether data is collected through some experiment or obtained from some data provider, the data from any single source may not meet the desired distribution requirements. Therefore, a union of data from multiple sources is often required. In this paper, we study how to acquire such data in the most cost effective manner, for typical cost functions observed in practice. We present an optimal solution for binary groups when the underlying distributions of data sources are known and all data sources have equal costs. For the generic case with unequal costs, we design an approximation algorithm that performs well in practice. When the underlying distributions are unknown, we develop an exploration-exploitation based strategy with a reward function that captures the cost and approximations of group distributions in each data source. Besides theoretical analysis, we conduct comprehensive experiments that confirm the effectiveness of our algorithms.

Despite significant improvements in road safety in Australia and developed countries over some decades, the downward trend in fatalities and serious injuries has slowed markedly, and even stalled. New strategies are needed to turn this trend around. Current road safety philosophy, the Safe System, has been effective, but needs broadening to increase the scope of solutions. The Safe System accepts that road users make errors and that the road system should be forgiving of those errors. This leads to countermeasures that emphasise limiting consequences of crashes like lowered speeds, crashworthy vehicles and roads. The problem is that conceptualising road-user error as inevitable ignores the fact that many road-user errors are caused by poor design of the road system including roads, vehicles and road rules. It means road safety overlooks productive avenues for prevention of road-user error and crashes. This paper discusses this issue with Safe System and provides examples of poor road system design that make it difficult for road users to behave safely. This includes poor road rules like inappropriate speed limits, inadequate road design such as poor signage and confusing lane-marking, inadequate vehicle design that limits vision or provides false visual information, as well as problems with driver-assistive technologies: cruise control, automated driving and warning systems. In each case the paper discusses how poor design fails to account for human capacities making it hard for road-users to behave safely. Importantly the paper looks at solutions to these problems and provides some new principles for Safe System.
