Public governance significantly transformed over the last several decades that is determined by numerous external and internal factors. Digitalization of social and economic relations results in the appearance and implementation of a new kind of innovation in public management – e-governance. Therefore, developing the marketing and management strategy of such innovation as e-governance is considered a necessary precondition for trust in government. The paper aims to determine the impact of e-governance on trust in government and the development of recommendations on marketing and management of it. In the paper, the authors systematized main national and foreign approaches to measuring e-governance efficiency both at the level of central and sub-central governments. It is also realized a bibliometric analysis with VOSviewer v.1.6.16 to identify key contextual directions of scientific research on e-governance, marketing, and management and clarify its intercepts. The paper has developed a scientific hypothesis about the positive influence of e-governance on central and sub-central government brands and citizens' loyalty. To test this hypothesis, a panel data regression analysis was realized using Stata 12/SE software. In the regression model as a proxy of e-governance efficiency (independent variable), an E-Government Development Index (EGDI) is chosen, which is a composite indicator of three indices such as online service index, telecommunication index, and human capital index. It is chosen as a proxy central and sub-central government brand and citizens' loyalty (dependent variable), an indicator of Trust in Government that is calculated by the Organisation for Economic Co-operation and Development (OECD) and refers to the share of people who report having confidence in the national government. Besides, the regression model includes a sample of control variables such as Worldwide Governance Indicators. The country sample consists of 19 OECD member states (European countries): Austria, Belgium, Czech Republic, Denmark, Finland, France, Greece, Hungary, Italy, The Netherlands, Poland, Portugal, Slovak Republic, Sweden, Great Britain, Estonia, Latvia, Lithuania, and Slovenia. 2008-2020 (specifically, 2008, 2010, 2012, 2014, 2016, 2018, 2020). Accompanying the spread of “new public management” since the 1980s, accrual accounting and results-based management has become a global standard. However, whether accrual accounting results in successful outcomes and which drivers lead to the intended impacts of the reform have been contested. Given the mixed arguments in the literature, we set out two research questions: (1) “Have public sector organizations realized any positive impacts on management practices by adopting mandatory accrual accounting?”; and (2) “What are the primary drivers of such impacts?” To answer these questions, we examine the impact on management practices by analyzing a survey to ascertain how financial department officers in Japanese local governments perceive the benefits of adopting mandatory accrual accounting on management practices. The results indicate that they have so far not recognized the intended benefits, though they had expected higher benefits in internal control. Then, we use technical-rational, socio-political, and institutional isomorphic perspectives in a comprehensive approach to understand the impacts on management practices. The logistic analysis shows that financial managers in local governments that do not have a majority party in the assembly, but consist of several parties in power, as well as in those with greater financial dependence on the central government, perceive higher benefits. Further, we find that financial managers that imitate other local governments as a form of mimetic pressure perceive fewer benefits. The results show that some technical-rational tools, socio-political conditions, and institutional pressures change the perceived benefits for public managers of adopting mandatory accrual accounting. Points for practitioners We find that some technical-rational, socio-political, and institutional factors explain the intended internal benefits of the mandatory adoption of accrual accounting. In practice, financial managers in local government feel the merits of accrual accounting in less autonomy in not only politics, but also finance, and few mimetic conditions. It might be understood that difficult situations would drive practitioners to use mandatory information.

There are frequent calls to enhance citizens' trust in government to pave the way towards a new paradigm of participatory governance and strong citizen support for government. In various realms, citizens may directly or indirectly engage with the government through various available mediums, even though, despite the availability of various policies and services provided by the government, citizens are generally passive and adamant in trusting the public sector. While many studies have explored a set of determinants that influence citizens' trust in government (i.e., central government, local government, parliament, and the legal system), few studies have ascertained the relationship and the role of social trust, happiness, governance, and political systems. These are critical factors that may influence trust in government. To address this gap, this study draws on the theoretical lens of social capital theory, proposing that cognitive social trust and citizen happiness—environment and performance—are the most likely predictors of citizen trust in government. This study assumes that citizens' perceptions of governance and political systems will moderate the effect of social trust and happiness on trust in government. Using data from the Asia Barometer Survey 2007, and focusing on data collected from the Philippines, this study tests a latent model employing the structural equation modelling technique. It finds that happiness negatively predicts trust in the central government and the legal system, while all other predictors do not have a significant effect. The findings also show that the political system moderates the impact of social trust and happiness on trust in government. Finally, this article points out its theoretical, empirical, and practical implications and provides directions for future research.

PurposeCitizen trust in police is important in terms of citizen consent to government policies and of police achieving their organizational goals. In the previous study, improvements in police policy, organizational operation and policing activities were developed to clarify which factors influence trust in police and how trust can be improved. This research raises the question, would changes in trust in police have an impact on trust in government? In this paper, this research question is discussed theoretically and the causal relationship analyzed empirically by applying OLS, ordered logistic, 2SLS and logistic regressions.Design/methodology/approachThe basic analysis methods are to apply the OLS and the ordered logistic regression. OLS regression analysis is an analytical method that minimizes an error range of a regression line. The assumptions for OLS are: linearity, independence, equilibrium, extrapolation and multicollinearity issues. These problems were statistically verified and analyzed, in order to confirm the robustness of the analysis results by comparing the results of the ordered logistic regression because of the sequence characteristic of the dependent variable. The data to be used in this study is the Asia Barometer Survey in 2013.FindingsTrust in police and citizen perception of safety are analyzed as important factors to increase trust in the government. The effects of trust in police are more significant than the effects of control variables, and the direction and strength of the results are stable. The effect of trust in police on trust in government is strengthened by the perception of safety (IV). In addition, OLS, ordered logistic regression analysis, which analyzed trust in central government and local government, and logistic regression analysis categorized by trust and distrust show the stability.Research limitations/implicationsThis paper has implications in terms of theoretical and empirical analysis of the relationship between trust in police and trust in government. In addition, the impact of perception of safety on trust in police can be provided to police officers, policymakers and governors who are seeking to increase trust in government. This paper is also meaningful in that it is the microscopic research based on the citizens' survey. One of the limitations of macroscopic research is that it does not consider the individual perceptions of citizens.Practical implicationsThe results of this paper can confirm the relationship of the virtuous cycle, which is perception of safety – trust in police – trust in government. The police will need to provide security services to improve citizens' perception of safety and make great efforts to create safer communities and society. Trust in police formed through this process can be an important component of trust in government. By making citizens feel safer and achieving trust in police, ultimately, trust in government will be improved.Originality/valueThe police perform one of the essential roles of government and are one of the major components of trust in government, but the police sector has been neglected compared to the roles of the economic and political sectors. These influences of macro factors are too abstract to allow specific policy directions to be suggested. If we consider trust in police, and factors that can improve trust in government, we can suggest practical policy alternatives.

This study aims to examine the impact of specific dimensions of tourism impacts on Hong Kong residents’ satisfaction with the quality of life. While factor analysis is used to explore the attributes and dimensions of tourism impacts, multiple regression analysis is employed to determine the tourism impacts on residents’ satisfaction with the quality of life. It is evident from the results that two of the five dimensions of tourism impacts have positive influence on residents’ satisfaction. Image and infrastructure are found to be the important determinant factors in explaining the satisfaction. The impacts of environment, economy, and services in affecting satisfaction seem to be insignificant. In order to maintain tourism sustainability in Hong Kong, the local residents’ perception should be taken into consideration. Recommendations are provided to achieve mutual benefits and harmonious development.

The prevailing interpretation in the scholarly literature is that public sector reform in China during the period of marketization has been driven primarily by internal, contextual factors rather than being under the sway of particular global reform models or theories such as New Public Management. The aim of this article is to move beyond arguing from inference that `Chinese characteristics' continue to be dominant and to inquire into the manner and extent of external influences on central government reform actors. We assume a `multi-causal' model in which both internal and external factors are present. From a survey of the literature on the reforms, we conclude that, while there are some `unique' features, most of the themes (and even the results) of modern Chinese reforms are not unique and have parallels in Western countries. Moreover, aside from the similarities in the content and substance of administrative reforms, the patterns and styles of reform in China and in the West in the past 20 years show marked similarities and parallels. Thus, external reform ideas and influences are being diffused through reform processes. Further empirical and theoretical analysis is required to establish the more specific nature of scanning and dissemination, or other forms of diffusion; the kind of learning that is taking place; and the impact that any imported models or templates actually have on reform proposals and outcomes in particular reform episodes. Points for practitioners • Whereas many scholars tend to believe the lip service the Chinese leaders pay to the `uniqueness' of China's public sector reforms and their `Chinese characteristics', their leaders have been very eager to `learn from the West'. • Emulation and learning at a global level are key aspects of contemporary public sector innovation and reform, even between jurisdictions that are seemingly very different from each other. • The development of sophisticated mechanisms for scanning and selective learning are key requirements for a rapidly developing public sector such as China's.

In this article we are interested in how the coordinating role of top civil servants is related to the argument that country-level differences in the adoption of New Public Management significantly alter the Public Service Bargains of top civil servants and consequently their capacity to accomplish interdepartmental coordination. A managerial PSB limits top civil servants’ role in interdepartmental coordination, as their focus will be on achieving goals set for their specific departments, rather than for the central government as a collective. We test our argument with empirical insights from a comparative analysis of five countries: Belgium, Canada, Denmark, the Netherlands and the United Kingdom. We find that our argument is only partly valid and discuss the theoretical and empirical implications of the analysis. Points for practitioners Alongside the introduction of New Public Management, the relationships between ministers and their top civil servants in state administration have evolved. At the same time, societal issues are getting more complex and demand a holistic, cross-sector approach. The concept of a managerial Public Service Bargain is used to analyze changes in top civil servants’ role and the impact of reforms on the capacity of top civil servants to accomplish interdepartmental coordination. Practitioners can learn more about the close link between challenges for interdepartmental coordination and changes in the role and functioning of top civil servants.

Purpose - The purpose of this study is to determine the effect of supervision and working climate on employee job satisfactionDesign / methodology / approach - This research was conducted in less than 1 year period, the research design is cross-sectional design. The method used is exolanatory survey, and population 67 employees. The analysis technique used is descriptive, the questionnaire is used as a research instrument to collect data from respondents.Findings - based on the results of the study using multiple linear regression analysis, the result that there is a positive influence of supervision and work climate on employee job satisfaction.Originality / value - this study provides a basis for find out the impact of supervision and working climate on employee job satisfaction. The difference of this study with previous research is on the objects, variables, theories and the references.

This study aims to determine the effect of 1) demand, 2) supply, 3) labor, 4) covid 19. The sampling in this research was conducted by using a incidental sampling method. Methods of data collection through questionnaires that have been distributed to 100 respondents who have met criteria. With multiple linear regression analysis, it shows that the demand, supply, labor both partial and simultaneous have significant effect on covid 19. It can be concluded that mitigation of demand, supply, labor towards covid 19. The results of t test showed that demand is approved and indicates demand has great impact on affecting the covid 19, supply is not approved and indicates supply has less impact on affecting the covid 19, labor is approved and indicates labor has great impact on affecting the covid 19. The results of f test showed that both of the independent variables are simultaneously affecting the covid 19. The result of R Square of the regression model is 0.216 which shows that 21,6 % of mitigation of covid 19 can be explained by demand, supply, labor. Whereas, the 78,4% of covid 19 variable can be explained by other factors or variables which are not examined in this research.

The major objective of this article is to discuss briefly the roots of the new public management (NPM) and public governance (PG) movements. To achieve this, it develops a theoretical framework to analyze the experiences of a selected set of Arab countries to explain critically the factors that influence the application of these two modern approaches to public-sector management in these Arab countries. Specifically, the article discusses critically the response of selected Arab world countries to the NPM and PG, and the impact of such factors on the influence of international organizations, their different colonial heritage, types of government systems, and politico-economic philosophies.
