The way extension specialists and educators conduct programs, such as workshops, and transfer information to their designated clientele, including homeowners, professionals, and specialty groups, has changed within the last decade due to merging departments, budget cuts, reduced operating funds, and lack of refilling vacant positions. These factors have resulted in a number of driving forces that influence the way extension specialists and educators perform their duties, such as accountability, regionalization of extension, impact of technology, and expanding expertise. To be accountable under today's standards, extension specialists and educators must document the impact, relevance, and effectiveness of their programs. Required documentation must include economic, environmental, and human development factors. The effect of downsizing in many states has led to regionalization, which involves sharing extension specialists and educators across state boundaries. Although there are concerns, such as funding issues and evaluation of extension specialists and educators among states, regionalization in general has resulted in collaborative efforts to organize workshops and produce regional publications that serve a wider clientele base. Extension specialists and educators need to use computer-based and electronic technology, such as teleconferencing and distance-education, to present effective programs and address a wider audience, which will reduce the amount of required travel time. Finally, extension specialists and educators need to keep abreast of issues, such as invasive species, and develop programs to increase awareness of the economic and ecological impacts of invasive species in order to effectively serve the clientele base. Extension specialists and educators will more effectively serve their clientele, justify the importance of extension programming, demonstrate extension as a valued resource to administrators, and deal with the challenges of financial constraint existing now and in the foreseeable future by documenting impact, using multi-state programming, adopting new technology, and keeping up with current issues.

Technology in education is a global phenomenon affecting learners of all ages. The breadth and variety of available tools make it difficult to implement a standardized method for assessing the impact of technology on learning. The lack of a consensus on good and bad practices results in inconsistent application and mixed learning results.   This article takes a look at the adaptation of technology to education and examines the various tools used to enhance learning. We discuss the advantages and disadvantages of using technology, as well as review methodologies for evaluating the impact.   The essay concludes by identifying several problems with the way technology is evaluated and offers suggestions for further research to address those problems.

It gives us great pleasure to present the 23rd issue of the magazine as a heterogeneous collection that brings together selected articles submitted in response to three different calls for contributions. On the one hand, we bring the volume focusing on media archaeology to a close with this second series of texts. The section on Digital Humanities also comprises an interesting series of contributions related to the 3rd Congress of the International Society of Hispanic Digital Humanities. The last section of this issue brings together another set of articles submitted in response to the magazine’s regular call for contributions, including different perspectives on issues that fall within the magazine’s scope of interest. All the sections and research contained here are unavoidably disparate from each other, yet, when taken as a whole, the reader will realise that there is a common thread throughout this issue, focusing on the impact of certain technologies have had on the way we view the past. The historical scope of technologies does not only operate in a single direction, but rather throughout time in its entirety.

The Impact

While Internet-based technologies have the potential to empower users immensely, individuals are becoming increasingly aware of the ways in which those technologies can be employed to monitor their computer-based interactions. In the past, much attention has focused on the impact of technology-related privacy concerns from a transactional perspective. However, privacy concerns regarding communication monitoring are now emerging as a significant issue with the potential to negatively impact both productivity and morale within the computer-mediated work environment. This chapter outlines the evolution of technology-related privacy concerns. The lack of definitional consensus and the resulting conceptual and operational confusion that surrounds the privacy construct is described. Furthermore, the significant deficit of rigorous academic studies on this topic is highlighted. The current state of privacy legislation in Europe is addressed and some of the key challenges that face researchers who may wish to conduct research on this phenomenon are outlined.

Computer-based office support tools are being introduced to an increasing number of people in an increasing number of environments. It is important to understand who is using these tools, how they are using them, and the impact of this usage. A set of user-oriented applications is available at MITRE via MENUS, a system that enables users to access office support tools through a menu driven interface. In order to evaluate the effectiveness of the MENUS menu system, two types of data were collected: questionnaires were sent to all new MENUS users and interviews were conducted with people who had been using MENUS for at least one month. The way MENUS applications are used and their perceived importance are described. Almost all of the applications are used, with varying degrees of frequency. Some are very useful and should probably be included in any “electronic office system;” some are not so useful. To date, MENUS has not had as large an impact on our corporation as it might. Reasons for this and suggestions for improving MENUS effectiveness are given.

Invasive species are one of the greatest threats to global biodiversity. Hence, understanding the role of invasive species is of grave importance to managing and minimizing the impact of biological invasions. To date, the ecological impacts of biological invasions have received significant attention, but little effort has been made to address the evolutionary impact (Sakai et al. 2001, Cox 2004). This is despite the fact that evolutionary impacts are likely to be widespread; invasive species have been shown to alter patterns of natural selection or gene flow within native populations (Parker et al. 1999), and many of the best examples of rapid evolution involve invasive species interacting with native species (Reznick and Ghalambor 2001, Strauss et al. 2006). We have begun to address some of the evolutionary consequences of the invasion of the New Zealand mud snail, (Potamopyrgus antipodarum) on a species of native snail in the Greater Yellowstone Area (GYA).

The paper analyses the contribution of different types of innovative entrepreneurship: new products entrepreneurship, new technology development entrepreneurship, high growth expectation entrepreneurship and average growth expectation entrepreneurship to economic growth in emerging markets. The aim of paper is to identify types of innovative entrepreneurship which have the greatest contribution to economic growth in emerging markets and propose measures that macroeconomic policy makers could implement to achieve sustainable economic growth. The regression analysis is performed in order to estimate the impact of different types of innovative entrepreneurship on economic growth in 13 emerging markets. The results have shown that a high growth expectation entrepreneurship has the greatest influence on economic growth. Also, results have shown that impact of new products entrepreneurship is bigger than impact of technology development entrepreneurship on economic growth in emerging markets.

Water is one of the main ways of transportation. The reduction of water pressure on the ship hull, controlling ship submergence, compensate for the impact of losing weight from fuel or water consumption, help to the existence of lateral balance and stability are the factors that show all ships need ballasting. Ballast water contains a large number of organisms from different species, which are in different life stages (egg, Larvae, Cysts, Spores, or adult). These aquatic invasive species cause damage to fisheries, aquaculture, water supply system, industrial infrastructure, biodiversity, and habitat. The study aims to review open information sources and analyze them to identify the Impact of ship's ballast water on invasive species occurrence, and as a consequence on environmental and public health effects. The search for sources was carried out for the keywords «ballast water», «ecology», «environment», «public health» and «invasive species», as well as for various combinations of these words through the Google Scholar. Restrictions in the search for sources amounted to: since 2005 and in relevance. The features of one of the reasons for the spread of invasive species and negative environmental consequences for aqua systems and public health are studied. The study's practical value lies in the fact that the study results can be used to train workers from water transport and ensure the environmental safety of aqua systems. Predation, parasitism, competition, the introduction of new pathogens, genetic changes, habitat alterations, species shift, and loss of biodiversity are the most important ecological impacts. Exotic species, which are often brought with ballast water, cause change to ecosystem function by changing in a nutrient cycle and a decrease in water quality. It is established that some invasive species including Vibrio Cholera and Giardia duodenalis that are transported by ballast water also affect the public health by increasing the risk of pathogens and parasitism.

<p>Online media has penetrated in all areas including the library so the impact on the rapid flow of information. Library into the gates of knowledge so librarian most responsible for the release of information entered into the goal. Information posts from library can be made through any type of social media application. Sosial media was created to enable people to communicate and connect with others. In recent years, adoption of Information Technology (IT) mechanism has had an intense effect on Human Resources (HR) processes and practices. IT has revolutionized the way in which the organizations execute their day-to-day activities, particularly in the HRM domain, where technology has redefined the way in which HR departments perform their operational, relational and transformational functions. Organizations have realized the emergent value of using IT in leveraging their Human Resource functions and the way they function in the market. Today the organizations are facing more challenges than they ever did due to the rapid and dynamic growth of e-businesses which has lead companies to seek greater opportunities to run HR functions more effectively by implementing technology in the HRM. The chapter provides a conceptual framework on the role of IT in HRM. It examines the impact of technology on HR practices and the factors influencing the effectiveness of human resource dashboards.
