The results of theoretical and field research into a) the state of protection of minorities' intangible cultural heritage, and b) the evaluation criteria for social sciences and humanities in the Republic of Serbia, indicate a clear and concerning correlation. Seemingly paradoxically, social sciences and humanities in the Serbian language are in an equally unfavorable, undervalued position as is the cultural heritage of minorities relative to that of the majority population's. Analysis suggests that, although they mostly do not perceive themselves in this way, Serbian social sciences and humanities scholars are a vulnerable social group in the sector of science and higher education, in the same sense in which ethnic minorities and communities are in terms of government cultural policy. The paper, based on the conclusions of an analysis of selected cross-study findings of field and theoretical research over a number of years, also proposes how the existing vulnerability factors can be eliminated and future ones prevented, particularly through cooperation between these two, often mutually opposed groups.

У рамках імплементації Конвенції про охорону нематеріальної культурної спадщини вивчено заходи культурної політики, що заклали основи для втілення новітніх політичних підходів, механізмів і програм. У контексті виконання міжнародно-правових стандартів UNESCO та положень Конвенції визначено курс на аналіз, збереження й розвиток культурного розмаїття та надбання. Умотивована необхідність формування стратегії культурної політики у галузі збереження нематеріальної культурної спадщини, що полягає у проектуванні й затвердженні культурних проектів національного й регіонального спрямування. Враховано наявну ускладнену ситуацію щодо ролі місцевої влади та обмеженість бюджетного фінансування в країні загалом. Встановлено, що дії, що сприятимуть виявленню елементів нематеріальної культурної спадщини, організації та реалізації заходів щодо її збереження в Україні повинні стати цільовими пріоритетами. Cultural policy measures within the framework of the implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage are examined. A course on the analysis, conservation and development of cultural diversity and heritage in the context of the implementation of UNESCO international legal standards and the provisions of the Convention has been determined. The necessity of developing a strategy of cultural policy formation in the field of preservation of the intangible cultural heritage, which consists in the design and approval of cultural projects of national and regional orientation, is substantiated. The complicated situation regarding the role of local authorities and the limited budget financing in the country are taken into account. It is established that the priority should be given to actions that will help identify elements of the intangible cultural heritage, develop and implement measures for its preservation in Ukraine.

This paper presents a knowledge representation framework and provides tools to allow the representation and presentation of the tangible and intangible dimensions of culinary tradition as cultural heritage including the socio-historic context of its evolution. The representation framework adheres to and extends the knowledge representation standards for the Cultural Heritage (CH) domain while providing a widely accessible web-based authoring environment to facilitate the representation activities. In strong collaboration with social sciences and humanities, this work allows the exploitation of ethnographic research outcomes by providing a systematic approach for the representation of culinary tradition in the form of recipes, both in an abstract form for their preservation and in a semantic representation of their execution captured on-site during ethnographic research.

Abstract:This article examines the different meanings that rights to land and culture hold in San Basilio de Palenque, an Afro-Colombian community whose “cultural space” was declared by the United Nations Education, Scientific and Cultural Organization (UNESCO) to be intangible cultural heritage of humanity in 2005. I investigate how the language of rights—both communal and individual—operates simultaneously at various registers and is strategically put to work in distinct political spheres. Drawing from ethnographic field research conducted between 2009 and 2013, I argue that while communal rights are invoked to garner recognition from state and transnational organizations like UNESCO, individual rights, conceived as exclusive prerogatives, serve to mark hierarchical distinctions between community members. I examine the paradoxical coexistence of two contradictory claims: one of cultural cohesion and another of social hierarchy. I conclude by questioning how a more nuanced examination of rights discourses in Palenque might contribute to understanding the multiple meanings of rights, not simply across time or space but also in relation to their perceived strategic purpose.

The article is devoted to study the role of intangible cultural heritage in the development of modern urban areas. Modern cities are experiencing a transformational load associated with the transition from industry to the post-in- dustry – service industry comes on the place of the plants, and one of the leading sectors becomes tourism. Social and environmental factors on the one hand, reflect the general level of development of the city and, on the other hand, in a post-industrial economy are the main actors in the development of all areas, including city tourism. Intangible cultural heritage is seen as a social factor, the formation of which is related to the environment (natural- ecological spheres), and history of the city. Intangible cultural heritage serves as a catalyst for the creative economy and the events of the city, which in turn have a positive impact on city tourism. The city squares, streets, parks are becoming the immediate territorial areas, where the intangible cultural heritage are demonstrated to the citizens and tourists and their level of status, comfort and attractiveness depends largely on the implementation of the tourism potential of the intangible heritage. Cities skillfully combining the intangible heritage, creative industries, event and educational tourism receive an additional impulse for the development of city tourism and the whole economy of the city. The Republic of Tatarstan last decade is actively moving towards the formation of territorial attractive tourism product. Kazan has ranked among the leading cities of domestic tourism sector. Moreover, any tourism city is interested in attracting more tourists for longer periods, which is possible due to the diversity of the program in the city or region. Intangible cultural heritage can play an important role in solving this problem. In the article using the example of the three cities of the republic – Kazan, Chistopol and Elabuga – is shown as a combination of social factors, such as intangible cultural heritage, and natural factors can create an attractive tourism route. Large-scale reforms and complex modernization carried out in the country after independence are studied from the positions of various social sciences and humanities. However, the history of modernization processes in our country has not been paid sufficient attention to the problem of chronological cycles. This chapter examines the philosophical and historical foundations of the complex state of modernization in the republic, and they are divided into specific chronological stages. At the same time, the comprehensive development programs ("Uzbek Model" of Development, the Concept of Intensification of Democratic Reforms and Formation of Civil Society in the Country, Strategy of Action for the Further Development of the Republic of Uzbekistan) for the reform of the Republic of Uzbekistan are taken as a determinant. Accordingly, the peculiarities of the stages of modernization in the Republic of Uzbekistan will be determined and the transformation model of the republic will be opened.

Abstract Traditional Cultural Expressions (TCE) is all the intangible cultural heritage, developed by local communities, collectively or individually in a non-systemic manner and that are inserted in the cultural and spiritual traditions of the communities. The catagories of TK and TCE ... “expressions of folklore in the form of  tekstual fonetic or verbal, music, dances, theater, fine art, ritual ceremony”. The legal framework of TCE in Indonesia that can be implemented as contained in the 1945 Constitution of the Republic of Indonesia (Fourth Amendment) Article 32 (1), Article 38 and 39 on Copyright Law Number 28 Year 2014 on Copyright, Law Number 5 Year 2017 on Futherance Culture, Presidential Regulation No.78 Year 2007 on the Convention on Protection of Intangible Cultural Heritage), Permendikbud N0.106 of 2013 on Intangible Cultural Heritage of Indonesia. Further provisions by the state are required to immediately ratify the Traditional Knowledge Bill and EBT into a separate law in Indonesia  Defensive protection TCEin Blora community is urgent to be protected as a whole so as not to be abused by others. The process of recording, stipulating, proposing to the Indonesian Conservation Heritage Agency on ICH Unesco's list is the final process of digital documentation in the database of intangible cultural heritage as official data of the state which has a positive impact on the welfare of its supporting community. This research indicates that there are only 16 cultural works for the community in Blora Regency that have been designated as Indonesian Culture Heritage / Intangible Cultural Heritage in accordance with UNESCO Convention Year 2003. While there are still many cultural works that need to be prioritized for immediate recording for next year. Kategori warisan budaya tak benda meliputi tradisi lisan, seni pertunjukkan, praktek-praktek sosial, ritual, perayaan-perayaan, pengetahuan dan praktek mengenai alam dan semesta atau pengetahuan dan ketrampilan untuk menghasilkan kerajinan tradisional. Kerangka hukum EBT di Indonesia  yang dapat diimplementasikn sebagaimana terdapat  dalam UUD RI Tahun 1945 (Amandemen ke empat) Pasal 32(1), Pasal 38 dan 39 tentang Undang-undang Hak Cipta Nomor 28 Tahun 2014 tentang Hak Cipta, Undang-Undang Nomor 5 Tahun 2017 tentang Undang- Undang Pemajuan Kebudayaan yang lahir dalam rangka melindungi, memanfaatkan dan mengembangkan kebudayaan Indonesia, Perpres RI No.78 Tahun 2007 tentang Konvensi Perlindungan Warisan Budaya Takbenda), Permendikbud N0.106 Tahun 2013 tentang Warisan Budaya Takbenda Indonesia. Diperlukan ketentuan lebih lanjut oleh negara untuk segera mengesahkan RUU Pengetahuan Tradisional dan EBT menjadi Undang-Undang tersendiri di Indonesia.Perlindungan defensif EBT di masyarakat Kabupaten Blora sangat mendesak untuk dilindungi secara keseluruhan agar tidak disalahgunakan oleh pihak lain. Proses pencatatan, penetapan,  pengusulanke Badan Warisan Budaya Takbenda Indonesia dalam  daftar ICH Unesco merupakanproses akhir dokumentasi secara digital dalam database warisan budaya takbenda  sebagai data resmi negara yang memberikan dampak positif bagi kesejahteraan masyarakat pendukungnya.Penelitian ini menunjukkan bahwa baru ada 16 karya budaya bagi masyarakat di Kabupaten  Blora yang telah ditetapkan sebagai Warisan Budaya Tak Benda Indonesia/Intangible Cultural Heritagesesuai Konvensi UNESCO Tahun 2003.Sementara masih banyak karya-karya budaya yang perlu diprioritaskan untuk segera dilakukan pencatatan untuk tahun-tahun mendatang.(Barong, motif batik dll). Kata Kunci: Perlindungan Defensif, Ekspresi Budaya Tradisional (EBT), Penyalahgunaan,  Dokumen Digital.

Research into memory, which has been carried out in recent decades by researchers in the fields of social sciences and humanities, is also important in the field of museology.Museums collect objects that, at the time of transition, lose their original function they have in previous everyday life and acquire a new one. Objects are generators of memory, and memory works through objects. However, the stories of individual objects are necessarily less comprehensive than stories that are made up of broader semantic wholes. At some stage of the narrative a transition from the collection of individual memories or memories of individuals to a wider whole appears – a collective memory. It is not composed of a multitude of individual memories, but is processed and transformed into a whole that corresponds a particular community. Memory is connected with time, and individual memories are fixed at the points of collective time.Museums are creators of collective memory. Collective memory is connected with the concepts of historical memory, (cultural) heritage and witnessing. The collective memory generated by objects creates an identity. This can be created at every level, from personal to local, from regional to national. Structuring a particular past has an extremely important role in structuring identity. The concepts of memory, heritage, witnessing and history in the field of cultural heritage refer to national museums in the purest form. Each national museum is a guardian, researcher and promoter of a professionally and scientifically transformed collective memory, and thus a constitutive element of national consciousness.

Within the identity processes that nowadays occur in our cultural area, society invests many practical and symbolic significances in the traditional blouse with embroidery on the shoulder, which is the most representative item of the traditional costume. Its high prestige and national value served as motivation for recommending The Art of the traditional blouse with embroidery on the shoulder (altiță) – an element of cultural identity of Romania and the Republic of Moldova, for inscription on the Representative List of the Intangible Cultural Heritage of Humanity. The UNESCO perspective on the intangible cultural heritage regards the living state of elements, the responsibility assumed by bearer communities, by state institutions and civil society, offering as well new research visions for the academic communities. The paper proposes an outline of the problems of the domain from this perspective.

Nowadays, one of the most urgent tasks of the socio-cultural policy of the Russian Federation is to solve the problems of preservation and actualization of the cultural heritage as an important factor in the spiritual and material life of people. The study emphasizes that the issues of preservation and the development of the cultural heritage have always been significant for Russia and the Crimea. So, these issues have become particularly relevant as a result of the events of 2014 − the reunification of the Crimea with Russia and the introduction of various measures against the Crimean Republic of “anctions” nature, which caused an active search for additional resources for the regional development – including the field of culture. According to the developed approach of this article, the cultural heritage can be not only an integral part of history in modern conditions, as well as the Keeper of spirituality, etc., but also a source of the development of territories. At the same time, the author emphasizes that the cultural heritage itself, without “the involvement” in a variety of socio-cultural practices, cannot be a factor of the regional development. Particular attention is paid to the assessment of the regulatory framework of the Russian Federation and the Republic of Crimea in terms of preservation, the usage and the promotion of the cultural heritage. The author notes that this practical importance of the cultural heritage as a resource acquires in the relevant social and constructive practices, and above all – in tourism, are increasingly supported by the point of view in the domestic expert cultural community. The article describes the features of the representation of the cultural heritage of the Crimea. The author provides a description and analysis the number of measures that can attract the cultural heritage to the tourist activities of the region. At the same time, the author notes a certain positive effect of the use of the cultural heritage as a resource of tourism, draws attention to a number of problems that require the consideration and the solution. The conclusions emphasize that the cultural heritage and tourism are interrelated elements of the socio-cultural sphere. However, if the cultural heritage is considered as a resource for the development of territories at the level of the Federal legislation, then the usage of the cultural heritage will be still fragmented in practice. It has a mosaic character, and so it needs to be formed a systematic, interdepartmental approach. Therefore, there is an urgent need to create special platforms for the interaction of the government and the business nowadays in Russia and in its regions, including the Republic of Crimea. It is necessary to use mechanisms of the inter-sectoral coordination between tourism agencies and cultural entities, the purpose of which should be to support and to present a holistic socio-cultural environment of the territories through the implementation of their cultural potential, by means of tourist activities as well.
