Subject. This article discusses the use of information systems in various spheres of the Russian economy. Objectives. The article aims to assess the prospects for the use of cloud-based ITSM systems by Russian medium-sized and large companies. Methods. For the study, I used a comparative analysis. Results. The article finds that the cloud-based ITSM system reduces the time of business processes significantly and saves money resources. Conclusions. The practical application of cloud-based ITSM systems expands the opportunities and capabilities of medium-sized and large enterprises significantly and contributes to improving the financial performance of their activities. The enterprise management system is an important factor the implementation of these systems depends on.

The urgency of researching the problems of the Russian economy is beyond doubt. It is determined by the scale and complexity of the tasks set by President V. Putin in 7the May 2018 decree. The purpose of the study is to study the current problems of the Russian economy and, on this basis, offer recommendations for their elimination in order to achieve the indicators indicated by the head of state and above all enter the TOP-5 largest economies of the world. The main objectives of the study were: 1. To identify the main problems of the Russian economy. 2. To analyze the current shortcomings policy. 3. To show the conditions under which the economy can develop at a pace. When studying the main issues of the topic, the authors use the following methods: dialectic, system-functional, economic-statistical, and formal-logical methods; the method of comparative analysis was used by the authors for comparison with the economies of other countries, for example, with the economy of China. In this article, the authors attempted to analyze the main current problems of the Russian economy in order to show which “baggage” should be eliminated in the near future, which priority tasks should be solved in order to make a planned breakthrough in socio-economic development and get into the TOP-5 largest economies in the world.

The article analyzes the peculiarities of factoring application in Russia and in foreign countries. In Russia factoring only recently began to develop actively and enjoy popularity among the organizations carrying out the activity in trade. With regard to foreign experience, the use of factoring is growing rapidly in Western Europe, USA and Asia. Also in this paper the dynamics of factoring services in Russia for the period of 2010-2017 is analyzed. Studies show a decrease in factoring services, due to the fall in consumer demand, which forced companies to reduce production volumes, which led to a decrease in trade turnover. On the basis of comparative analysis of Russian and foreign experience the main problems of factoring application in trade in Russian conditions are revealed: imperfection of regulatory framework, instability of Russian economy, unfavorable financial and investment situation in the markets of financial products. Despite the problems and shortcomings of this financial instrument, it has prospects for development, which are associated with the stabilization of external economic factors, the exchange rate and increasing the resource availability of financial institutions.

Post-communist governing elites had a vision of a transition to a type of society characterised by wealth, markets, private ownership, democracy and civil society. The transformation in Russia is analyzed in terms of company structure, economic outcomes and patterns of social integration, elite and class fragmentation. On the basis of a comparative political economy, different models of capitalism are defined (competitive or market-led and cooperative or negotiated). The Russian economy is defined as a perverse chaotic social formation. It is contended that policy should move towards a state-led “negotiated” type of capitalist system.

The article deals with the comparative analysis of the medium–term cycles the economic activity the scale of the world and Russian economy. The economic situation in 2008–2020 was similarly charactarized by balternating recessions, plateaus and rises in both the Russian and global economies. It is a big question whether well–known crises of 2008, 2014 and 2020 were standard resale crises, and the wobbling of sanctions and the coronavirus pandemic are new secondary factors of market fluctuations.

In the current context of recovery growth in Russia, the urgent task of identifying factors of growth of labor productivity can be solved using econometric methods. Preliminary examination of interregional comparative analysis of dynamics of this crucial economic efficiency index, in the author’s opinion, showed low information content of this approach due to the presence of a low base effect. The author recommends a more realistic approach to the interregional comparative analysis of the labor productivity dynamics and its growth factors on the basisof econometric panel data models.It was revealed that for the period 2010–2018, the growth of labor productivity in the regions of the Russian Federation strongly correlated with dynamic characteristics of industrial production, real wages and physical volume of investments in fixed assets, growth intensity in the share of added value of high-tech and knowledge-intensive industries in GRP. It has been empirically proven that the growth of labor productivity in the regions in the considered interval correlates with a decrease in the number of employees. In addition, an increase in labor productivity is typical for constituent entities of the Russian Federation with high rates of industrial production.The influence of the structure of employed in the economy on the level of education on the growth of labor productivity has not been established, which may indicate the presence of inefficient jobs. Also, the hypothesis that the export-oriented regions of the Russian Federation are highly productive has not been confirmed.In conclusion, taking into account the results of modeling, the author formulated recommendations adjusting focal points of structural changes in the economy, which could boost labor productivity growth.

The article develops the approach to the phenomenon of large corporations in Russian economy based on the concept of economic power. The analysis of dynamics and structure of revenues of the largest Russian companies demonstrates the long-term tendency to increase the concentration of economic power. The paper considers the effects of this increase and of the preferences given to large corporations including those aimed at the development of the territories with sustainable resource specialization.

Today the Russian economy has a high level of the depreciation of fixed assets. The reason of such condition is an inappropriate use of depreciation funds. The USSR’s accounting system did not allow this operation. Because of that, this article deals with analyzing of the USSR’s accounting of depreciation and comparison it with Russian current model. Such analysis helps to identify tool of providing targeted use of depreciation resources and realize rules of their operation.
