Overall overview of current economic situation in Russia and in the world and possible scenarios of future economic development are presented in the paper. The analysis of GDP slowdown factors shows that the fall in excess inventories, accumulated in 2007—2008, accounts for more than 2/3 of GDP reduction in Russia. It is noted that instruments used by the government are weakening each other and do not allow to achieve internal and external equilibrium simultaneously in the future. Two possible anti-crisis economic policies (which are also behind the differences in two scenarios) are considered — countercyclical and anti inflation ones, their advantages and drawbacks are examined. The conclusion is made that countercyclical policy is now more favorable, which seems also to be a government choice. Nevertheless, anti-inflation policy directed to shrink monopolies power is necessary in both scenarios.

The situation in 2021 remains tense: despite the vaccination of the population the coronavirus pandemic continues. In crisis conditions, much depends on the state socio-economic policy. The government’s task is not just to support economic activity and citizens, but to enter the trajectory of new qualitative growth. In this paper, the results of the actions taken in Russia are considered - in order to possibly adjust the decisions taking into account the observed trends and existing risks.

An entrepreneurial occupation, which people possess even though they do not have a formal economic education, represents a tendency, a tendency that can be acquired by raising a family or competing in school, which is actually the sum of success or failure, victory or defeat. The development of this type of “entrepreneurial culture” is mostly contributed by the economic situation in the countries. Innovation in all spheres of social development is crucial for the development and progress of each country's economy. Innovation management, in fact, is the management of ideas, that is, how to collect improve and implement an idea. The author suggests a non-customary approach to the study and forecasting of the Foreign Direct Investment (FDI) and the Global Value Chains (GVC) — within the modern framework of Kondratieff long waves hypothesis. Taking into account long waves (about 40 years), in 2009 the author warned about the possible economic crises in Russia in 2014–2015,2020 and such crises actually happened. There were three economic crises in Russia — 40 years after the world economic crises of 1969, 1974–1975 and 1980. The question is raised about the large-scale spread of COVID-19. Also the author concludes that it is necessary to continue studying long waves approach with the aim of its use in forecasting.

The globalization of the world economy causes the active development of foreign economic activity. In these conditions, the key factor in the development of economic entities is their ability to integrate into global economic ties. The new conditions require the training of qualitatively different specialists capable of ensuring the entry of economic entities into the markets of foreign states. In the context of the integration of the Russian economy with the economy of a number of countries within the Eurasian Economic Union, the need for specialists who know the market of the EAEU countries is significantly increasing. The training of such personnel is possible only within the framework of the network interaction of universities of the EAEU countries implementing part of the educational program. At the same time, it is important to note that such an approach to the implementation of educational programs becomes a factor in the development of education exports. The article presents the experience of Altai State University in the implementation of such interaction with a foreign university.

Methodological and empirical problems of medium-term forecasting of the Russian economy mono-product branches are considered in the article (as an example the oil-and-gas sector is analyzed). On the basis of the specially-developed technique it is shown that slowing of growth of the oil-and-gas sector in 2005 (despite the reached price peak) renders much stronger negative influence on the economic growth of the whole economy, than it follows from the official data inevitably underestimating the contribution of this sector to the GDP. The forecast of the Russian oil-and-gas sector development up to 2009 (made on the basis of the computing model) allows to estimate its financial deficiencies (proficiencies) from the point of view of self-financing of growing investments which increase is necessary for improving the international competitiveness of this sector (due to specific processes forecasted in the world economy).
