Research aims to determine conditions and parameters under which the tracked vehicle overcomes stone fields and separate blocks (boulders). Research methodology included the methods of analytical mechanics and mathematical analysis. Results. Mining and geological conditions of deposits gradually get more complicated, while mining moves to remote northern regions, which is a characteristic feature of the Holocene epoch. Road, weather, and natural conditions in arctic and northern territories differ markedly from other regions. Ridges, mounds, lake plains, and marshland are the predominant landscape. Stone fields, marshes, permafrost, marshy hollows, and deep ravines impede the traffic. Due to these factors it is particularly difficult to access and explore in arctic and northern territories. There are particular technical specifications for the exploration equipment, namely, increased cross-country ability for weak soil (snow and swamp), ability to overcome stone fields, increased haulage and towing capacity with the account of maximum possible environmental regulatory compliance, etc. The conditions of ascent and overturning are derived from geometry, while the sliding condition is derived from statics. Summary. A mathematical model has been created, which makes it possible to describe the tracked vehicle’s travel across the uneven ground and, under known design values of the vehicle, determine the limitary obstacle clearance.

The authors carried out the study of raw materials and their analysis, which allowed to identify the engineering-geological conditions of the construction site and outline the program of scientific and survey works. Full-scale and instrumental examination of the technical condition of the bearing and enclosing structures of the building. It is established that the building structures during operation have not received deformations that prevent normal operating conditions and are currently in satisfactory condition. The strength of concrete Foundation organoleptic and instrumental methods, which showed compliance with the design values. Analysis of verification calculations of the base, a satisfactory condition of the building structures showed that the structural solution of the coating can be changed and performed in kind without strengthening the existing foundations.

The features of population settlement in the North of Russia have been highlighted in the article. The interest and necessity of such research can be explained by the determining role of the North for Russia's national economy, escalation of various socioeconomic problems in the related region and progressing depopulation of these underpopulated areas. The article reveals the major contradictions in the development of Russia's northern territories at the present stage. This problem has been studied from two viewpoints. First, on the basis of the authors' own methodology, the demographic indicators of Russia's northern territories were compared with the average ones within the Russian Federation. Second, we have made an attempt to assess how special the management of these northern territories is in comparison with other Russian regions. According to the results of our research, directions in migration and population resettlement management have been proposed. These directions will contribute to ensuring higher social and economic efficiency of Russia's northern regions.

In the paper the issues on the renewable energy and green construction in the Arctic are considered. The authors analyze the premises of the green construction in the Northern territories. They propose that the Arctic could be seen as the innovative platform to test the newest technologies for construction and energy generation. The factors impacted on the industrial development are also researched. The authors assess the modern trends of the Arctic construction sphere using the data on housing development, energy consumption etc. They justify that to increase the production of thermal energy in the northern regions of Russia, the green technologies development is the most profitable and long-term. Moreover, the definition of “green technologies” includes not only wooden construction and solar panels, but also many other quite affordable technologies. In the Conclusions the results of the research are performed, including the recommendations on the green construction development considering the specificity of the Arctic territories.

Research aim is digital estimation of air “sensed temperature” for Arctic and other cold areas of Russia. Relevance of the work is determined by Arctic geological survey for oil and gas prospecting. Research methodology includes the generalization of the results of previous studies and the application of some new ideas. Results. All measures of temperature senses can be divided into two classes: those based on the thermal balance equation and empirical ones. Without exception, no “effective” temperatures have a universal character and their use is good only for those regions for which they were developed. For Siberia and Russian Arctic segment, it is possible to apply “reduced temperature” by Adamenko-Khairullin based on information on wind speed, air temperature and radiation balance. The latter can be measured with actinometers or estimated from publications. Sphere thermometer readings give directly sensed temperature provided that the sphere has a proper diameter. Nevertheless there is not onevalued universal methodology to calculate air “sensed temperature” mentioned in weather forecast. The authors simplified “sensed temperature” calculations as much as possible. Field of implementation. Digital estimation of air “sensed temperature” is essential for geological prospecting in the northern territories of Russia. Conclusion. There is an objective need in “sensed temperature” calculations including operational decisions in industries working in Arctic conditions. Three simple but effective formulas for “sensed temperature” of air were supposed for the biggest part of Russia’s northern territories.

This article presents the way to prevent deformation of linear structures build on sliding slopes. The offered structure is built on thawing permafrost soils. Some results of scientific research and engineering calculations of options for rational design of roads located in cold regions of Russia are given as an example of a highway construction. The highway is constructed in complicated climatic and engineering-geological conditions. There are occurrences of insular permafrost and a wide spread of deep seasonal freezing. Melting permafrost requires special treatment in construction due to changing their temperature and humidity conditions. Thus, the structure includes installation of piles in slopes and their interconnection in a pilework by means of a vertical geogrid rigidly connected to pile caps and vertical geogrid layers. The work stage from cap bottoms to the first layer of a horizontal geogrid and interlayers between geogrids are filled with the crushed stone compacted. The horizontal geogrids are installed on account of their partial location in a no-float soil body of the slope or natural downhill. Modelling of the structural behavior with the geotechnical software complex «FEM models» estimates the gravitational effect of a sliding body of earth. The reliability of the structure is confirmed by regular measurements and observations on the highway section. On the basis of the research results some structural measures for providing operational reliability for highway rational designs in the northern territories of the Russian Far East are offered.

Features of population settlement on the North of Russia are highlighted in this article. The determining role of the North for Russia’s national economy is explained, however, it is also accompanied by the growth of various socioeconomic problems in the recent years, including those directly related to depopulation. Population settlement has been considered by the authors from two interrelated positions: as the process of settling on a certain territory in the course of migration and as the final result of this process - the resettlement in various regions and zones.  The article reveals the major contradictions in the development of Russia’s northern territories at the present stage of their socioeconomic development. On the basis of the authors’ own methodology the demographic indicators of Russia’s Northern territories were compared with the average Russian ones. Then, it has been estimated how peculiar is the management of the Northern territories in comparison with other Russia’s regions.  According to the results of our research, directions in the migration and population settlement management have been proposed. Taking these directions into account will contribute to ensuring the socioeconomic efficiency of Russia’s Northern regions.

This article focuses on the labor market in the Russian northern regions. The labor market in the Russian North was formed due to the state policy of the no longer existing state, aimed at the active attraction of migrants from other territories for the industrial development of the country. This policy of attracting migrant labor in the state was implemented mainly through the creation of the institution of wages, which provided additional northern payments to the salary, designed to compensate for the discomfort of living and working conditions in the North. This led to an increase in employment in the North. The re-search goal is to study the formation and development of the wage institution, as well as to determine the impact of wages on employment in modern conditions. The article presents the history of formation of the institution of wages in the Russian North. The dynamics of labour market indicators is given, the change in the ratio of wages in the North is presented, based on official statistical data over the past 15 years. The results of the study show that the northern territories have problems of the labor market that have arisen in recent decades: high levels of unemployment, reduced employment, and wages, once being a significant factor, had a positive impact on employment, but today contribute to the decline in the economic attractiveness of life in the North.

The paper presents the results of scientific research and engineering calculations of rational designs parameters of airfield cover for cold regions of Russia using airstrip in Yuzhno-Sakhalinsk airport as the example. This airport is located in severe climatic and complex engineering-geological conditions. A deep seasonal freezing occurs everywhere. Applying extruded polystyrene plates in the structure construction makes it possible to significantly reduce frost heave and reduce foundation deformation. Performing numerical modeling of structures using «FEM models» geotechnical software complex allowed to quantify the processes of freezing and thawing in the annual cycle for the construction conditions. Based on the research results, designed constructive measures to ensure the operational reliability of the proposed rational engineering solutions for airstrips in the northern territories of the Russian Far East.
