The purpose of the research is to theoretically substantiate the essence of individual regulation of conflicts of legal interests by the Council of Judges of the Russian Federation, aimed at optimizing its activities to combat corruption. The worldview and methodological basis were the works of theoretical scholars and their methods of integrative understanding of law to substantiate the impact of the Council of Judges of the Russian Federation on judicial activity through individual regulation. Using the main elements of the institutional analysis methodology, the author considers the impact of geopolitical factors on Russia's economic security. Based on historical and economic analysis, it is concluded that the decisions of the Crimean (Yalta) and Potsdam (1945) conferences that defined the contours of the multipolar model of the modern world should be followed. As a counteraction to the geopolitical challenges to the economic security of the Russian Federation in a multipolar world, it is proposed to consider the issues of spatial development as an institutional basis for the formation of a future model of global security.

The article is devoted to the study of the influence of the development of innovations on the economic security of the regions. Based on the assumption that innovative development plays a key role in the process of ensuring the economic security of the region, the authors proposed a system of indicators for assessing the innovative component of the economic security of the region, including the indicators of economic security reflected in the Decree «On the Strategy of Economic Security of the Russian Federation for the Period up to 2030». The impact of innovations is realized through the achievement of the goals of ensuring the country's security, among which is the dynamic and progressive development of the economy. The authors proposed a methodology for assessing the innovative component of economic security based on the scoring method, developed an assessment scale for interpreting the results of calculations, assessed the innovative security of regional economic systems of the Federal Districts of Russia for the period 2015–2019. As a result of the analysis, factors were identified that hinder innovative development and negatively affect the provision of economic security at the regional level: underdevelopment, low efficiency of the innovation infrastructure, reduction of internal costs for research and development, a decrease in the number of developed advanced production technologies, and others. It has been established that the economic security of a region depends on its ability to perceive innovations, while institutional factors have a significant impact on the pace of development. The work has improved the methodological tools for diagnosing the innovative security of the regions of the Russian Federation by optimizing the system of criteria for its assessment. The results of the empirical studies carried out confirmed the possibility of practical use of the developed methodology for diagnosing the innovative security of the regions of the Russian Federation and identifying priority areas for its improvement.

The current paper features some results of theoretical and methodical justification of selection process for priority national projects that would ensure the economic security of the Russian Federation and its regions. The role of economic security is reflected in the system of national security of the state, the interrelation between the priority national projects and the system of economic security of the Russian Federation in the context of the challenges and threats formulated in domestic standard acts of strategic character. It is shown that the current strategy of sustainable development of regions is formed and implemented through a prism of priority national projects, but optimum ensuring economic security at the regional level is impossible without a scientifically and methodically reasonable regulation from the state. To provide methodically reasonable selection criteria for priority national projects in certain regions from the perspective of economic security, the author proposes to use the cluster approach, which allows one to define development priorities in the region and the direction of its economic security ensuring. Some theoretical and monographic generalizations have made it possible to correct the region clustering potential assessment technique in the context of economic security. Approbation of the developed technique has shown a possibility of its application to assess the level of priority of national projects at the regional level.
