The article is devoted to the study of the influence of the development of innovations on the economic security of the regions. Based on the assumption that innovative development plays a key role in the process of ensuring the economic security of the region, the authors proposed a system of indicators for assessing the innovative component of the economic security of the region, including the indicators of economic security reflected in the Decree «On the Strategy of Economic Security of the Russian Federation for the Period up to 2030». The impact of innovations is realized through the achievement of the goals of ensuring the country's security, among which is the dynamic and progressive development of the economy. The authors proposed a methodology for assessing the innovative component of economic security based on the scoring method, developed an assessment scale for interpreting the results of calculations, assessed the innovative security of regional economic systems of the Federal Districts of Russia for the period 2015–2019. As a result of the analysis, factors were identified that hinder innovative development and negatively affect the provision of economic security at the regional level: underdevelopment, low efficiency of the innovation infrastructure, reduction of internal costs for research and development, a decrease in the number of developed advanced production technologies, and others. It has been established that the economic security of a region depends on its ability to perceive innovations, while institutional factors have a significant impact on the pace of development. The work has improved the methodological tools for diagnosing the innovative security of the regions of the Russian Federation by optimizing the system of criteria for its assessment. The results of the empirical studies carried out confirmed the possibility of practical use of the developed methodology for diagnosing the innovative security of the regions of the Russian Federation and identifying priority areas for its improvement.

The article analyzes the current level of corruption as a threat to Russia’s economic security. By the method of generalization of the provisions of the legislation, the features of corruption in Russia in the context of economic security are studied, the characteristic of corruption crimes is given. The dynamics of the corruption perception Index in the Russian Federation for 2015-2017 published by Transparency International is studied. Economic and statistical methods of data processing and analysis studied the indicators of corruption in Russia in 2015-2017 on the basis of official data. The value of damage to the country’s economy from corruption is revealed. The dynamics and structure of penalties for corruption crimes in Russia in 2015-2017 are studied on the basis of the generalization of data of the General Prosecutor’s office and Judicial Department at the Supreme court of Russia. Based on the calculation and analysis of the economic security indicators of the Russian Federation for 2015-2017, the impact of corruption on the economic security of the country is assessed. The level of economic security in the country under the influence of the mechanism of corruption is revealed. Methods of positive and normative approaches, abstract-logical and systemic approaches have revealed the directions of the negative impact of corruption on the economic security of the country. The mechanism of influence of corruption on economic security of Russia is presented by graphic method. The social danger of corruption in Russia is that it has a destructive, destabilizing effect on all state institutions and impedes the progressive development of the global legal order. The public danger of corruption is also linked to its latent nature. Corruption has a significant scale that threatens the economic security of Russia, but its real level is almost impossible to establish. Data on corruption in cases registered in the Prosecutor’s office and the judiciary, as well as international expert agencies, allow us to state a high level of corruption in Russia.

Subject. This article analyzes the economic and demographic conditions for the Russian pension system’s development and the impact of the effectiveness of investment projects implementation on pension savings. Objectives. The article aims to analyze the Russian pension system’s development difficulties in terms of an unfavorable investment climate and negative demographic trends, and identify ways to propel the pension savings investing profitability increase. Methods. For the study, I used induction and deduction, and the methods of systems and statistical analyses. Results. The article offers recommendations for the development of a system of measures aimed at improving the methodological support for the preparation and implementation of management decisions on investment project management. Conclusions and Relevance. Solving the problems of the pension system through the development of voluntary pension savings is constrained by the low efficiency of the investment projects implementation. The results of the study can be used when developing legislative, organizational and methodological measures aimed at improving the efficiency of investing pension savings in investment projects implemented in the Russian Federation.

Using the main elements of the institutional analysis methodology, the author considers the impact of geopolitical factors on Russia's economic security. Based on historical and economic analysis, it is concluded that the decisions of the Crimean (Yalta) and Potsdam (1945) conferences that defined the contours of the multipolar model of the modern world should be followed. As a counteraction to the geopolitical challenges to the economic security of the Russian Federation in a multipolar world, it is proposed to consider the issues of spatial development as an institutional basis for the formation of a future model of global security.

The article considers some current scientific approaches to assessing regional economic security and notes the lack of an innovative component in them. However, innovative factors are necessary, since one of the main directions in the field of economic security is innovative development. The purpose of the research is to develop and test a modified methodological approach to the formation of indicators for assessing regional economic security, taking into account innovative factors. The authors generated extremely modified approach to assessing the economic security of the region, taking into account such principles as: task orientation, comprehensiveness, comparability, sufficiency, information security, applicability in practice. The authors developed an algorithm for studying the economic security of the region, formed a system for assessing the economic security of the region taking into account innovative factors, and calculated threshold values and evaluated a sample of regions according to the described methodology. As a result, it is concluded that the regions are diverse in terms of economic security and actually correspond to the conditional division in terms of socio-economic and innovative development. The most vulnerable for the majority of the subjects of the Russian Federation considered was the innovation component, the threshold value of which should have been determined in the stability zone, but most of the regions did not pass. Thus, it is necessary to study this topic in detail, namely, to assess the functioning of the regional innovation infrastructure and its impact on the economic security of the region due to the fact that the creation of conditions provided by its activities is one of the main strategic directions for strengthening the economic security not only of the region, but also of the Russian Federation as a whole.

The creation of the Union State of Russia and Belarus can change the level of protection of the national economy of the Russian Federation from external and internal threats. This change is due to the transformation of the ratio of economic cooperation and economic confrontation between our state and Belarus. The purpose of this article is to assess the impact of the implementation of the integration project of Russia and Belarus on the protection of the national economy of the Russian Federation from external and internal threats. The paper considers the impact of the creation of the Union State of Russia and Belarus on the security of the national economy of the Russian Federation. For the assessment, the author's methodological approach was used, based on the consideration of various forms of ensuring the economic security of the state. An approach to assessing the level of economic security of the Russian Federation under various options for creating the Union State of Russia and Belarus is proposed. The importance of economic cooperation and economic confrontation with Belarus for ensuring the economic security of Russia is analyzed. The proposed approach to a comparative assessment of the level of economic security in Russia makes it possible to identify the priorities of economic cooperation and economic confrontation in the creation of the Union State of Russia and Belarus. The results of assessing the level of economic security of the Russian Federation under various options for creating the Union State of Russia and Belarus can be used to substantiate the strategy for the implementation of this integration project until 2025. It is concluded that the political structure of the Union State should correspond to the existing mutual integration ties of the national economies of our countries.

Subject. The article focuses on the articulation of the innovative policy in maintaining the national security of the Russian Federation. Objectives. We evaluate the current situation in the Russian Federation in terms of innovative development and compare it with other countries. The study also determines what impedes the deployment of innovation across regions. Methods. The methodological framework is based on the comparative analysis of innovative development indicators of Russia and countries all around the world. Results. We examined key economic security imperatives of the Russian Federation. The development of innovation is proved to be the only vector that will help Russia remain competitive worldwide. The national economic security is found to mainly depend on the efficiency of innovative activities in the real economy. We provide the comparative description of innovation indicators of China, Germany and the Russian Federation. The article also analyzes changes in the innovative development of the Russian regions, illustrating the case of the Bryansk Oblast. Conclusions and Relevance. China is an undeniable leader by the number of patent applications for inventions, utility models, industrial specimens. As the analysis shows, there is a close and direct relationship in China between resident’s patent applications and GDP. The fact signifies that the economic growth of the country does not draw upon innovation. Notwithstanding efforts, Russia’s Global Innovation Index has remained almost the same for the recent years, with Innovation Output sub-index even falling.

The article is devoted to the identification of modern factors influencing the development of the cluster of Arctic coastal regions and the development of proposals to reduce the risks of economic security, taking into account the specific features of the development of these territories. A lot of research works have been devoted to aspects of the economic security of the Arctic coastal regions, and there is also an interest on the part of the state to address issues of balanced development of the Arctic territories, which is expressed in a systematic approach implemented through a number of strategic documents, including the Economic Security Strategy of the Russian Federation for the period up to 2030. Despite this, the change in modern realities requires constant adjustments to existing documents and forecasts affecting the regional specifics of economic security and Arctic coastal regions, from the perspective of the influence of various factors, such as, for example, sanctions, the COVID-19 pandemic, instability of world commodity markets, the introduction of green technologies, changing priorities in the development of Arctic regions.

The article summarizes the factors that determine the innovative development of regional economic systems. It was determined that the desire to diversify the sectoral structure should be based on an understanding of the role of construction as a sector of the economy, outstripping the development of the general economic situation. The hypothesis about the existence of a strong relationship between the volume of work in construction and the volume of output of innovative products in regional economic systems has been put forward and confirmed. In 2010–2018, there is a close relationship between the number of commercialized innovations and the volume of work in the construction industry in Russia. At the same time, the correlation between these parameters in various federal districts and subjects of the Russian Federation is not unambiguous. Russian regions are classified according to the strength of the relationship between these parameters. It is concluded that, mainly, in the border regions, construction is not associated with the development of innovative industries and innovative infrastructure.

Introduction. The article discusses the impact of financial risks on the financial and economic security of the state. In modern economies, the financial sector dominates the economy. Moreover, the development of financial markets has been seen in the past two decades as an independent driver of economic growth. At the same time, “negative processes that occur in a small number of financial market players in one country can cause crisis events throughout the world economy.” Among the main strategic risks and threats to national security in the economic sphere are the low stability and security of the national financial system.Materials and methods. The work uses the following general scientific and special methods of cognition: the method of system-structural analysis, synthesis, induction, deduction, comparative-legal and formal-legal method.Results. As the experience of the last decade shows, the financial and economic security of the Russian state is more influenced by the environmental factors (general economic crisis, geopolitical situation, inflation, payment crisis, climate and biological (epidemiological) risks, etc. The state governance  of ensuring financial and economic security should be a permanent, integrated part of the forming process of state economic policy and legal regulation of russian economy. In order to achieve financial and economic security it is necessary to establish an effective financial and legal mechanism capable to resist emerging risks.Discussion and conclusion. The article revealed the impact of external financial risks that have a significant impact on the financial and economic security of the state. The need to establish an effective state mechanism to ensure the financial security of the Russian Federation is justified. The proposed measures are directed to improve the legal provision of financial and economic security of the Russian Federation.

The strategic factor for economic growth of the Russian regions is the activation of innovative processes. The problem of increasing innovative activity has been particularly acute in recent years due to the unfolding crisis and extended restrictions on the budget expenditures. The goal of this article consists in the analysis of indicators of innovative activity, and assessment of the impact of budget investments in fixed capital upon the indicators of innovative process in the Central Black Earth Region. The analysis employs the available statistical data on financing of investment processes and results of innovative activity in the Russian Federation, Central Federal District, and Central Black Earth Region. The research relies on the system approach, economic-statistical, logical and expert methods of analysis. The conducted analysis reveals the insufficient level of innovative development in all six zones of the Central Black Earth Region. The innovative processes in the Central Black Earth Region are characterized by low output of innovative products and investment in research and development. The dynamics of innovative processes in the region is of differential nature. There are substantial interregional differences in the indicator values of the expenditures for research and development, and innovation activity, as well as the volatility of indicators of production of innovative goods and services. The clear outsider in the Central Black Earth Region in the Oryol Oblast. The author formulates recommendations that can be used by the authorities of the constituent entities of the Russian Federation in elaboration of state support measures for innovative activity in the Central Black Earth Region aimed at acceleration of their economic development.
