Innovative development of Ukraine is possible due to the introduction of an effective mechanism for the promotion of commercially attractive scientific ideas and developments, which are produced at universities, into the domestic and international markets. It is extremely difficult for research universities to negotiate the transfer of their developments due to the lack of an extensive technology transfer infrastructure where an information system would be in place to exchange technological requests and proposals. The authors demonstrate a modern toolkit for the transfer of knowledge and technology, which is actively used by the international academic community and contributes to the consideration of modern specifics in the organization of innovative marketing in research universities. In the article, the authors analyze the role of social and communication tools, namely media and online social platforms, such as Instagram, Twitter, LinkedIn, or YouTube, or other communication search platforms, including Enterprise Europe Network in the technological transfer of world research universities and Ukrainian university practice. The dominance of positive features in the use of media tools for technology transfer proves its viability for the Ukrainian market. Using the tools of media sector it was proposed to develop a modern strategy for commercializing the results of innovative activities of research universities. The article offers considering the process of bringing to commercially attractive results of experimental research at universities based on the methodology of network marketing and education.

In the context of the need for sustainable development of the national economy and joining the group of leading countries — technology suppliers, the organization of a technology transfer system, which ensures the transition of the results of innovative activities from the stage of scientific research to the stage of practical application, becomes one of the most important tools for the scientific and technological development of the country. Technology transfer is a rather complex system with a sufficient variety of participants and resources, which are the “tool of the initiative and communication plan” that promote and are necessary for continuous innovation in the modern economy. The tools and mechanisms of technology transfer are discussed in the article, a model for the implementation of international technology transfer in UkrISTEI through the Automated system for the formation of interstate information resources, the International technological platform for the technology transfer of collective use, the Interregional Office for the Transfer of Knowledge and Technologies, the Open Innovation Platform was presented; these objects are participating parts in export and import of innovative technologies and form a modern mechanism for the transfer of these technologies between countries. The process of technological transfer necessary to assess the benefits obtained as a result of technology transfer and ways to achieve these benefits has been investigated. The authors of the article presented the relevance of scientific research in the field of technological transfer, which is explained by the following reasons: effective organization of the technology transfer process contributes to an increase in the implementation of state innovation programs in relation to the modernization and innovation of the real economy; technology transfer facilitates the continuous movement of research and development results (projects) into the industrial sector of the economy; the efficiency of technological transfer makes it possible to accelerate the formation of scientific, technological and industrial ties, as well as to strengthen the position of national production in the world market of science-intensive developments.

The article attempts to substantiate the role of technology transfer in the process of formation of competitive advantages of Russia in international markets. The prospects of using the transfer of foreign technologies as a measure for the formation of the innovative economy of Russia and its regions are considered. One of such prospects is the solution of the problem of import substitution and development of own scientific and technical projects.

The growth of the Ukrainian economy largely depends on the effective use of the intellectual, scientific and technological potential of the country, the rapid pace of commercialization of high-tech scientific developments and its implementation in key areas of the national economy. In the period 2018–2020, the State Scientific Organization “Ukrainian Institute of Scientific and Technical Expertise and Information” (hereinafter — UkrISTEI) implements the project “Development of the Interregional Technology Transfer Network” (hereinafter — Project), within the framework of which the Interregional Office for the Transfer of Knowledge and Technologies on the basis of UkrISTEI was created; two pilot regional centers for the transfer of knowledge and technology in Odesa and Kharkiv were created. This Project is aimed at the widespread introduction of modern technologies in the real sector of the economy — as one of the tasks on the agenda of not only Ukraine, but also the European Union. The article assesses the potential of pilot regions through research that unites enterprises, scientific institutions, organizations, universities and other legal entities, regardless of the form of ownership, which create or use technologies or objects of intellectual property rights or relate to innovation infrastructure. The activities within the framework of the project “Development of an interregional technology transfer network” (hereinafter referred to as the Project) to increase the competitiveness of regions and increase their innovative development were presented, the role of the Project in the innovative development of regions was highlighted. The article defines the role of the Interregional Office and regional centers as centers of technology transfer and innovation: also a number of measures to activate the startup movement in Kharkiv and Odesa were taken. The work within the framework of the project “Development of an interregional technology transfer network” allowed to improve the results of domestic scientific and technical developments introduction in the real sector of the economy and to give impetus to its dynamic growth, to raise the employees’ awareness level in offices, departments, etc. for the technologies transfer, developers, startups, etc.

Problem setting. The features of an innovative society as a new type of social development are considered. The problems of the formation of a research university as a modification of classical universities in the context of modern global challenges are revealed. The main characteristics of research universities are presented. The innovative infrastructure of a research university is analyzed, which integrates the main components of its intellectual activity. The essence and mechanism of knowledge transfer in research universities are revealed. The international experience of knowledge transfer based on research universities is analyzed. Target of research. The purpose of this work is to determine the nature and mechanism of knowledge transfer in research universities. Analysis of recent researches and publications. In modern conditions, the phenomenon of knowledge transfer by the research university is a very important issue, as evidenced by the large number of publications in the modern scientific literature. It should be noted that Ukrainian scientists (V. Antonyuk, L. Antoshkina, I. Bondar, L. Lisogor. I. Kalenyuk, O. Karpenko, S. Katsura, O. Levchenko, V. Limar, V. L. Semiv, etc.) and foreign scientists (T. Takeushi, K. Beylon, G. Itzkowitz, D. Bell, M. Boysot, J. Dunning, W. Keller, F. Mahlup, M. Porat, etc. .). Despite the great attention of prominent scientists to the study of the above problem, some aspects of it still remain undiscovered. Article’s main body. One of the creative components of the national innovation system are universities, which are designed to train highly qualified personnel for the innovation sphere, are actively engaged in research, generation of new knowledge and technologies. The modernization of classical universities resulted in the emergence of research universities. There are three ways to create research universities. The first way is to select a small number of national universities, of the appropriate level and capacity, which are improved through additional budget funding. The second approach is based on the merging of existing universities into one new one, which corresponds to world indicators. The third direction involves the creation of new world-class universities “from scratch”. Generation of new scientific knowledge and educational activities are the two main pillars of the research university. The university, which is based on the concept of the “knowledge triangle”, also carries out a third type of activity related to the production of innovations. The implementation of innovative activities requires a system of its organization. It is called the knowledge transfer system. Knowledge transfer should ensure the transfer of knowledge, including technology, experience and skills, from the university to external customers – enterprises, public and government agencies, leading to innovation in the economy and the public sphere. The category of “knowledge transfer” is a fairly broad category. It includes the transfer of both explicit and implicit knowledge, both commercial and non-commercial activities. Compared to it, “technology transfer” is a narrower category. Conclusions and prospects for the development. For research and knowledge transfer in research universities, an innovative structure is formed, which integrates the four components of his intellectual activity. They are: • education (innovative educational programs); • research and production facilities (business incubator, technology park, laboratories, etc.); • structures that support innovation (offices of transfer and commercialization of innovation results); • structures that provide management of innovation activities and innovation infrastructure. The most important forms of implementation of the institute of knowledge transfer on the basis of research universities are business incubation, technology transfer center (CTT), technology park, research and educational centers (REC), etc.

The paper draws on a series of case studies of innovation in optoelectronics firms in Wales and the German state of Thuringia, in order to highlight the role of industry clusters in technology transfer and innovation. It begins by analysing relevant features of the industry at the national and regional levels, with the influence of policy on the development of the sector. It then uses data from fourteen cases to show how the focus of innovation and the needs of firms differ in the two regions. From this, a general model is constructed, to show how a localized cluster can contribute to innovation in the younger firm, while the more ‘mature innovator’ looks further afield. However, at a still later stage, the mature innovator may also benefit from the transfer of knowledge in a cluster, as it helps solve the problem of absorbing ‘tacit knowledge’ from ‘distributed R&D’.

AbstractThe main objective of this essay is to point out the missing links between neoliberalism on the one hand, and a comprehensive analysis of poverty and effective policies to tackle it, on the other. After identifying the main channels through which neoliberalism affects poverty, I will draw attention to the inadequacy of the neoliberal approach in coming to terms with the main reasons behind poverty, as well as in developing a comprehensive and effective mechanism for its alleviation. I emphasize the role of international institutions in determining the dominant development discourse and changes in the importance given to the issue of poverty over time. The essay links the ineffectiveness of existing poverty alleviation policies to distributional imbalances at both the global and domestic levels. Against the background of the main constraints and opportunities for effective poverty alleviation policies in individual countries, it emphasizes the need for a poverty alleviation strategy as an integral part of a broader development strategy and identifies its main premises. It calls for action on the academic, domestic and international fronts and stresses the central role of the state, a more balanced reliance on domestic and international markets, emphasis on productive employment creation, the development of effective redistribution mechanisms, and the creation of effective domestic and international constituencies as the main components of such a strategy.

Its been long recognized that various economies of the world are interlinked through international trade. The experience of the past several years, however, has demonstrated that this economic interdependence is far greater than was previously realized. In this context, the importance of international economic theory as an area distinct from general economics hardly needs any mentioning. What gives international economic theory this distinction is international markets for some goods and effects of national sovereignty on the character of economic activity. Wilfred Ethier's book, which incorporates recent developments in the field, is an excellent addition to textbooks on international economics for one- or twosemester undergraduate courses. The book mostly covers standard topics. A distinguishing feature of this book is its detailed analysis of the flexible exchange rates and a discussion of the various approaches used for their determination. Within each chapter, the author has extensively used facts, figures and major events to clarify the concepts in the light of the theoretical framework. The book also discusses, in a fair amount of detail, the existing international monetary system and the role of various international organizations.
