The purpose of the article is to study the current problems of investment processes in the conditions of transformation of the Ukrainian economy. The relevance of the research was due to significant changes in political, economic and social processes of Ukraine. The research was conducted using general scientific and special methods and methods of research, such as theoretical analysis and synthesis, methods of grouping, modeling, comparison, as well as methods of systematization and scientific synthesis, in particular on materials: Ministry of Economic Development and Trade of Ukraine, research conducted by the Doing Business Group of the World Bank, rating of Moody’s Investors Service, rating of Global Competitiveness Index 2017/2018 and of European Business Association. The most actual factors of influence of political, economic, criminal and legislative processes on investment potential of Ukraine were analyzed. It was defined that the economic of Ukraine is characterized by the deficiency of capital, progressive technologies, mutual integration of scientific and industrial spheres, developed management and high-tech production and the recommendations to create favorable conditions for investment were made. Positive changes were noted in creating a legal framework for the promotion, protection of investments and intensification of investment activity in Ukraine.

Ассоциация независимых российских семенных компаний (АНРСК) системно продвигает свою позицию на всех уровнях власти. Одним из самых основных вопросов в работе ассоциации на сегодняшний день остается приведение законодательной и нормативно-правовой базы в отвечающее и дающее развиваться отрасли русло. Цель работы: проанализировать современную законодательную и нормативно-правовую базу в сфере селекции и семеноводства овощных культур и выявить в ней проблемные области, требующие принятия соответствующих поправок. При анализе использовали абстрактно-логический метод, включающий совокупность приемов индукции и дедукции, анализа и синтеза, аналогии, сопоставлений, системно-структурный анализ, методы формализации, моделирования, прогнозирования. Обосновано, что только став конкурентоспособным, сельское хозяйство и отдельные его отрасли, могут получить часть мирового рынка, в котором сегодня по целому ряду отраслей Россия серьезно уступает другим государствам. Показана роль частных селекционных компаний, мировых зон товарного семеноводства и ассоциаций в формировании цивилизованного рынка семян овощных культур. Дается определение стран с европейской и американской моделью законодательной базы. Приводятся факты поддержки государством селекционных компаний за рубежом. Сделан вывод о том, что во всех странах, в которых работают селекционные и семеноводческие компании, со стороны государств системно создаются благоприятные условия для их развития. Поэтому, если сегодня в РФ ставятся задачи импортозамещения и создания экспортного потенциала, нужно объективно взглянуть на состояние отечественной селекции и семеноводства овощных культур, определить их путь развития и создать под это соответствующую законодательную и нормативно-правовую базу. Нужны грамотные системные профессиональные решения, соответствующие законодательные и нормативно-правовые акты, а также снижение административной нагрузки.The Association of independent Russian seed companies (AIRSC) systematically promotes its position at all levels of government. One of the most important issues in the work of the Association today is to bring the legislative and regulatory framework in line with the development of the industry. Objective: to analyze the current legislative and regulatory framework in the field of selection and seed production of vegetable crops and identify problem areas that require the adoption of appropriate amendments. The analysis used an abstract logical method that includes a set of methods of induction and deduction, analysis and synthesis, analogy, comparisons, system-structural analysis, formalization, modeling, and forecasting. It is proved that only by becoming competitive, agriculture and some of its branches can get a part of the world market, in which today Russia is seriously inferior to other countries in a number of industries. The role of private breeding companies and world zones of commodity seed production and associations in the formation of a civilized market for vegetable seeds is shown. The definition of countries with the European and American model of the legal framework is given. The facts of state support for breeding companies abroad are given. It is concluded that in all countries where breeding and seed companies operate, favorable conditions for their development are systematically created by the States. Therefore, if today the tasks of import substitution and creation of export potential are set in the Russian Federation, it is necessary to take an objective look at the state of domestic selection and seed production of vegetable crops, determine their path of development and create an appropriate legislative and regulatory framework for this. We need competent system professional solutions, appropriate legislative and regulatory acts, and reducing the administrative burden.

The relevance of this topic is due to the creative nature of investment attraction activities in order to ensure the development of the country and regions. The importance of the problem is in the presence of obstacles in the way of building an attractive economic system in terms of investment inflows, creating conditions that encourage investors to invest in Russia. The purpose of research based on the generalization of theoretical material of various sources and analysis of Rosstat database, to characterize the development of investment processes in Russia, to determine the patterns of changes in the dynamics of investment indicators and the factors causing the activity of participants in investment activities in Russian regions. The research was conducted using scientific methods: abstraction, analysis and synthesis, induction and deduction. The result showed that the activity of the Russian regions in the investment area is characterized by dependence on the level of overall economic development, although this relationship is a two-way. In conclusion, it was concluded that the creation of favorable conditions for the development of investment activities and its active support by the federal and regional authorities is necessary. It is advisable to offer to continuously improve legislation in the field of investment activity, to pursue a more flexible policy of financing investment and innovative projects, especially at the early stages of their development. This is the key to successful planning and implementation of projects aimed at strengthening the sovereignty of the state and improving the quality of life of citizens in new Russia.

The article deals with the formation of financing mechanisms for the dynamic growth of the Russian economy, focused on ensuring the country's global economic and technological competitiveness in the long-term period. The transition to sustainable, dynamic development in modern Russian conditions is associated with implementing a deep structural and technological modernisation of the national economy. It should be focused on further improving the country's infrastructure and expanding the existing sectoral structure of the Russian economy based on advanced development of the production of modern machinery and equipment for a wide range of sectors of the national economy. One of the independent priority of structural modernisation is the accelerated development of technologies of a new technological order (NBIK technologies) and the creation of production facilities to produce new types of high-tech products to diversify exports and increase the global competitiveness of the Russian industry. The solution to this problem involves a significant increase in investment activity in the economy, at least by a third (at least 10 per cent of GDP). In the current conditions, the rise in investment activity should face several restrictions. First, with the weakness of the Russian national production of investment equipment, which can be overcome through imports, but most importantly, through the development of its own production of machinery and equipment in the national industry's structural modernisation. Second, the weakness of the national financial system, which is reflected in the lack of long-term savings and the low level of monetisation of the national economy. For overcoming this limitation, it is proposed to form a special investment circuit based on a targeted credit issue to finance investment projects. The conditions and limitations of using the target credit issue to finance economic growth are considered.

The Chinese economy has reached approximately average annual growth of 9% after economic reform era that began in 1978. This economic development miracle resulted from by exploiting the economic potential of internal factors in a complimentary external environment.  Main aim of this study is to investigate the determinants of the global competitiveness of Chinese economy by considering economic development process of the Chinese economy and World Economic Forum the Global Competitiveness Index. It is vital to understand the determinants of global competitiveness for the Chinese economy in order to achieve sustainable economic development path in the highly competitive world economy conditions. The result of the study shows that the Chinese economy has strong global competitiveness indicators beside some problematic indicators. The Chinese economy is becoming more competitive by improving bottlenecks and structural problems. On the other hand the Chinese economy have to transform from cheap labour-intensive competitive advantage into high-tech innovative country with high qualified human capital in order to achieve sustainable economic growth in the long term.

In this third and final part are proposed: (a) methods for analysis and optimal synthesis of mismatch gearing, (b) application of those methods for the analysis and synthesis of hypoid gear-drives generated by “Formate” and “Helixform” methods. In the previous parts, machine settings for the member-gear and the pinion of the Hypoid gear-drive were obtained. Use of these settings guarantee: (a) that the gear surfaces will be in tangency at a previously chosen point M, (b) that the conditions of meshing will be favorable at the point M and in its vicinity. But it is necessary to provide favorable conditions of meshing in the whole area of meshing. Methods proposed in this part permits achievement of those mentioned aims: (a) the analysis of gearing permits collection of the necessary information of meshing conditions in the whole area of meshing, (b) the optimal synthesis permits improvment of the conditions of meshing by variation of some parameters of pinion machine settings.

This paper discusses the existing links between changing patterns in the export of goods, broken down by technology-intensity, versus intrenational competitiveness. The study covers nine Central-East European (CEE) economies: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania and the Slovak Republic, in the time span 2000-2011. We examine the hypothesis of a strong, positive and statistically significant relationship between flows of export of high-tech and ICT manufactures industries goods, and an economy’s level of international competitiveness (approximated by the Global Competitiveness Index - GCI, see: World Economic Forum). Our methodological approach relies on elaboration of each country`s individual export patterns with regard to industries of different technology-intensities, and statistical analysis between the international GCI variable and variables identifying shares in total export of certain industries. Contrary to what was initially expected, our empirical results do not seem to support the hypothesis on statistically positive links between growing shares of high-tech and ICT manufactures industries in the total value of export versus the Global Competitiveness Index in the analyzed countries.

Introduction. The development of domestic music vocational education is currently influenced by various factors: political, economic, demographic, etc. One of the socio-economic factors can be attributed to the processes of urbanization. Studying and using the historical experience of forming a system of musical vocational education in Russia in the context of urbanization can contribute to the development of an effective state strategy for the development of a training system for a musician-practitioner at the present stage. Materials and Methods. The study made an attempt to provide more complete coverage of the work of domestic scientists on the history of domestic urbanization and the history of domestic musical vocational education. In the study and synthesis of scientific sources used methods of theoretical interdisciplinary analysis and synthesis, methods of comparative historiographical analysis. The study used comparative historical, historical and typological methods, as well as general scientific methods of system and structural-functional analysis. Results. The paper presents evidence that as a result of administrative and territorial reforms, an increase in population, the development of education, culture and education, there is a need for qualified specialists (including a music profile). Conclusion. The study showed that as a result of a legitimate public request for professional musicians, educators and performing musicians, and thanks to the activities of the Imperial Russian Musical Society in the second half of the XIX century, a network of musical educational institutions (music classes, music colleges, conservatories) was formed vocational education.

The article reasons that foreign direct investments play a crucial role in the economy of every world country, since they ensure the effective functioning of economy and economic growth. It is found that the volume of foreign direct investments into the economy of a certain country depends on the investment climate, whose main indicator is the position of countries in international investment ratings that allows us to evaluate the investment climate, possible investment risks and the degree of investment safety. The subject of the study is the investment climate in Ukraine and its position in the main international investment ratings. The research methods used in the study include theoretical generalization, comparison, abstraction, analysis and synthesis. The paper presents a list of the main international investment ratings that should be taken into account by potential investors while analyzing the investment climate and investment image of the country and considering the practicality of investing into the economy. The current position and dynamics of Ukraine’s rankings in these ratings are analyzed: according to Global Competitiveness index – 81st position among 137 countries; according to index of Economic Freedom – 150th position among 180 countries; according to Ease of Doing Business index – 76th position among 190 countries; according to Investment Attractiveness index – 134th out of 174 countries. Based on the analysis of Ukraine’s position in the main international investment ratings, it is concluded that the investment climate in Ukraine is not favorable; therefore, Ukraine needs to take measures to improve its investment climate and its positions in these ratings in order to attract foreign investment to the required extent.

Subject. The article considers the symbiosis of Russia with developed countries. Objectives. The purpose is to identify conditions and possibilities for the symbiosis of Russia with advanced economies to establish a process of concentrated internationalization of financial capital for the market economy development completion, formation of full-fledged capitalism with stable dynamics of productive forces. Methods. The study rests on the systems approach, using the methods of descriptive statistics, neural network, nonparametric and cluster analysis. Results. The study reveals favorable conditions for the symbiosis of Russia with developed countries. They appear due to low requirements to the volume and connectivity of attracted high-tech capital. This enables to use the potential of small countries, motivating them to satisfy their ‘resource hunger’. Russia's transition to the said symbiosis is hindered by the policy of smooth devaluation of the national currency, which is used to increase the growth rate of total government expenditure and current GDP, and adversely affects the growth rate of gross national saving. Conclusions. The grounds for emergence of conditions and opportunities for the symbiosis of Russia with developed countries include the high values of financial development and low economic growth in Russia against the declining growth rates of the world economy and weakening of globalization process. The basis of Russia's symbiosis with developed countries is the mutually agreed necessity to internationalize capital in the form of investment financial institutions, which increase its concentration in production for the development of productive forces in conditions of the increasing risk of global recession.

Subject. This article assesses the role of tax incentives for the Russian business' investment behavior. Objectives. The article aims to identify the relationship between the corporate income tax burden as an indicator responding to tax benefits application and the investment activities of Russian companies. Methods. For the study, we used the methods of analysis and synthesis, and the systems approach. The analysis covers the period from 2012 to 2018. The data of the Russian Federal State Statistics Service, Federal Tax Service of Russia, and the Ministry of Finance of the Russian Federation are the source of information for analysis. Results. The article summarizes the characteristics of the investment activity of the Russian business. However, the article does not reveal any obvious relationship between the income tax burden and the investment activity of the Russian business in the 2010s. There is also no link found between fixed investment and return on assets. Conclusions. The increase in income tax burden in the late 2010s, accompanied by a decrease in profitability, poses a threat to the active investment development of Russian organizations.
