The world economy is in an unprecedented situation, caused by the COVID-19 pandemic and the health care crisis. It’s currently difficult to predict all the consequences, but there are undoubtful changes in migration flows, unemployment and poverty increase, and their impact on national economies and globally. The paper aimed at analyzing the cases of educational reforms in different countries, revealing new trends in education and learning that may prevent labor migration or mitigate it. To support feasibility of the study, a bibliometric analysis was implemented on the basis of Scopus tools and VOSviewer software. In this paper, the content analysis of several cases in a sphere of educational reform was performed, namely educational systems of some EU countries and their former members (UK, France, Finland) as well as the most developed world economies (USA, China, and Japan). The distance learning is considered as fundamentally necessary in today’s conditions and a milestone of the global educational system development. The paper investigates the essence and distribution of mass online courses as a typical type of distance learning. The case of virtual exchange that was managed and organized by several institutions within the COIL initiative was also analyzed the alternative to traditional learning. The recommendations about the further development of educational systems were made, as well as suggestions about the competitiveness of national economies due to the migration process. Acknowledgment and funding This research was funded by a grant from the Ministry of Education and Science of Ukraine “Reforming the lifelong learning system in Ukraine for the prevention of the labor emigration: a coopetition model of institutional partnership” (No. 0120U102001).

This article presents the main limitations of distance learning in the era of extreme events: firstly, the weak digital competence of teachers, which does not allow the maximum use of the resources of pedagogical activity through distance technologies, the formation of this competence is an important task, the implementation of which is possible through advanced training programs; secondly, the imperfect distance learning system, which can be introduced into the educational process as an addition to traditional learning, the creation of software requires both financial and labor resources; thirdly, the weak motivation of students for educational activities in the process of distance learning, which must be managed by the teacher, using active teaching methods and coordinating students throughout the educational process. Based on the data obtained, ways of solving these limitations of distance learning in the era of extreme phenomena are proposed.

Abstract: The learning process in schools during the Covid-19 pandemic had many problems to face. The Covid-19 pandemic that has hit the world, including Indonesia, requires taking a stand in preventing wider transmission, including the education sector. In this regard, the Ministry of Education and Culture has taken a firm stance through several circular letters relating to education policies in the emergency period of the spread of Covid-19. This paper examines the implementation of education policies during the Covid-19 pandemic related to distance learning policies. The distance learning process is a solution that is not yet optimal in its implementation. There are things that must be considered in this distance learning, among others, the quality of teacher resources must be improved, both in terms of content and methodology as well as in terms of the use of information technology. In addition, students are also less active in participating in this distance learning, both due to an unstable internet network and in terms of providing a limited internet quota. The purpose of writing this article is to study and understand the problems in learning activities during a pandemic, namely distance learning so that students can participate actively and interestingly. This study used a qualitative and observative approach. The results of this study prove that distance learning (PJJ) during the Covid-19 pandemic caused various responses and changes to the learning system that could affect the learning process and the level of development of students in responding to the material presented. COVID-19 pandemic has affected many sectors of life including education. Many countries had implemented the policy on distance learning. Distance education denotes the physical separation of the learner from the instructor, both by time and space. Information and communication technologies (ICTs) including online media are used to bridge the educators and the learners. The distance learning system forced the teacher to shift the traditional teaching method of face-to-face teaching to no-physical contact teaching in all stages of educations such as primary and secondary education, higher and vocational education, and special education. We found that teachers have been applied different strategies based on the unique challenges they faced. According to the COVID-19 situation, teachers from all stages of education have gathered all the solutions that could be applied. So that, it could help students to adapt to distance learning by transforming the traditional learning system to mandate distance learning system like nowadays when COVID-19 positive case could be controlled by contactless only.
