One of the most effective instruments for stabilizing Ukrainian national economy might become increasing the level of competitiveness and profitability of enterprises’ industrial and economic activities, especially in the industrial sector. To demonstrate a positive change, it is advisable to create conditions that could facilitate implementing advanced technologies for rational use of all types of resources at the level of an enterprise, with staff being the key resource. That is why tendencies of accumulating human capital and the prospects of its strategic development will depend on the degree of efficiency with which management organizes work on the implementation of staff formation procedures. At the same time, the effectiveness of personnel formation processes is influenced by a significant number of factors, which may be external and internal by nature, which perform transformational impact on all spheres of the enterprise’s activity, and which may bring both positive and negative consequences. At the same time, companies do not always have at their disposal effective tools for adjusting the consequences, and even less often do they have instruments to cope with these effects so as to benefit from them. Therefore, efficiency and promptness of managerial decisions on preventing negative consequences and increasing the positive impact will depend on the degree of thoroughness and aptness with which the indicated factors can be established, which would further facilitate objectivity, rationality and practical feasibility of the strategy adopted by the enterprise.

Subject. The article focuses on contemporary trends in the industrial and socio-economic development of Russia during the technological transformation of its sectors. Objectives. The study is an attempt to analyze what opportunities and difficulties may arise for the development of the industrial sectors in Russia. We also examine the dynamics of key development indicators of the industrial sectors, point out inhibitors of their competitiveness. Methods. The methodological framework comprises general methods of systems, structural-functional and comprehensive approaches to analyzing economic phenomena. We applied graphic, economic-statistical methods of research, conventional methods of grouping, comparison and generalization, and the logic, systems and statistical analysis. Results. We display how industrial sectors develop over time by type of economic activities. The article provides the rationale for structural rearrangements and further innovation-driven development of the industries. We display that the Russian industries technologically depend om imported production technologies. We substantiate the renewal of assets and technologies at industrial enterprises, and retain and develop human capital. Conclusions and Relevance. Primarily, the Russian economy should be digitalized as a source of the long-term economic growth. Notably, industrial enterprises should replace their linear production method with that of the circular economy and implement resource-saving innovative technologies. The State evidently acts as the leading driver of technological retrofitting of the industrial sector. If the State holds the reasonable and appropriate industrial policy at the federal and regional levels and configure its tools to ensure the modern approach to developing the industries in a competitive fashion, the industrial complex will successfully transform into the innovative economy.

Subject. As digital technologies spread across all industries, active processes of digital transformation need to be managed both nationally and regionally. Assessing the extent of digitalization across types of economic activities is the key issue for setting up the socio-economic development strategy of the region and evaluating its efficiency. Objectives. The study is aimed to formulate and test methodological approaches to assessing the digitalization in types of economic activities and the potential of digital technologies for the real economy. Methods. The study relies upon the dialectical method, systems approach, questionnaires, expert approach, interpretation of empirical facts through tables, etc. Results. We devised a methodological approaches to assessing the extent of digitalization in types of economic activities across regions. The approach combines the quantification and evaluation of the process and helps determine the extent of local digital transformation at the regional level. We devised and tested the methodological approach to rating digital technologies, which have the high potential for raising the competitiveness and resilience to competition of the industrial sector in the Russian regions. As opposed to the existing approaches, the approach accounts for the current scale of digital technologies in the national economy, the potential for growth in the demand and supply in the domestic and foreign markets, and the potential for import substitution with respect to foreign technologies and products. Conclusions and Relevance. What makes the proposed methodological approaches more preferable is that they help assess not only the extent of digitalization in types of economic activities and the predominance of certain types in industrial enterprises, but also determine their potential for import substitution in terms of digital security.

Relevance. The problem of studying karst-suffusion processes is that soluble rocks in Russia occupy large areas. The Belgorod region is rich in Cretaceous deposits, which are widespread throughout the territory. Due to the fact that carbonate rocks are susceptible to dissolution by surface and groundwater leads to the formation of karst forms. Such forms open and form places of karst waters’ accumulation, open fissure and cave systems and are becoming areas with an increased environmental hazard to the life of people, infrastructure, civil and industrial buildings. Dangerous exogenous geomorphological processes negatively affect the economic development of the region. The purpose of the article is to study the factors influencing the development and distribution of karst and suffusion processes, the reasons for their occurrence, as well as the impact on the environment. Among hazardous exogenous geological processes, karst-suffusion processes are the most unpredictable. Their occurrence has negative consequences for the economics and economic activities of the region. The main methods used in this study are observation method, laboratory experiment and mathematical modeling. The method of mathematical modeling has relatively recently come into the use by the researchers and allows for a better reproduction of processes on physical models. This study is aimed at determining the interaction of karst and suffusion processes, as well as assessing their impact on the environment. The zoning of the karst and suffusion distribution on the territory of the Belgorod region has made it possible to identify the causes of these processes. To prevent the development and spread of karst-suffusion processes, an integrated approach to the analysis of manifestation, drawing up a forecast plan and measures to counter negative consequences is required. Based on the results of the study, measures were proposed to minimize damage to agricultural land, residential and farm buildings, as well as measures to combat karst and suffusion processes. It should be noted that the results of the study and the developed measures to prevent the negative consequences of karst and suffusion processes can be used in human agricultural activities, construction of civil and industrial enterprises, their reconstruction, laying of communications and development of carbonate new deposits

In modern conditions of management, operational control at Ukrainian industrial enterprises should be present at all levels of management. For the efficient functioning of the operational control system, it is necessary to clearly understand the essence of its objects and subjects. Therefore, the article analyzed and summarized the views of different scientists regarding the essence of these concepts. It is defined that the subject of operational control is a structural unit or employee which should provide information about the actual state of the controlled object in a short time, prevent the occurrence of violations in real time, eliminate negative consequences so that this does not affect the final result of the economic activity of the enterprise. The levels of subjects of operational control, which are allocated depending on the involvement in the process of operational control, are suggested as follows: minimum, medium, maximum. The application of the proposed order will facilitate the receipt of the necessary operational information in real time by all interested parties and increase the efficiency of operational control directly where business operations are carried out. The objects of operational control were specified taking into account the needs of the management system, their classification was closer defined on such grounds as types of objects, composition of objects. The need to consider the objects of the operational control system in the context of economic processes is substantiated. The use of the proposed approaches to objects and subjects of operational control will contribute to the proper distribution of responsibilities for carrying out control, improving the quality and reliability of information, efficiency of enterprise management as a basis for making managerial decisions.

The purpose of the article is to study the priority areas of stimulating the development of industry in cities in post-conflict areas. Today, the processes of implementing measures to rebuild cities in post-conflict territories are carried out on the basis of the old industrial policy, which negatively affects the industrial and economic potential of the country as a whole. The issues of structural changes in industry remain unresolved and controversial, which determines the need for the formation of new tools, mechanisms, stabilization measures for the implementation of transformational development processes. Therefore, the priority today is the issue of developing directions for harmonization, restructuring, stimulating the strategic development of the industrial sector of the economy of cities in post-conflict territories. The article presents the interpretation of the term "post-conflict territories". The analysis of the industrial sector of Donetsk and Lugansk regions was carried out, on the basis of which the reasons for the fall in the volume of sales of industrial products were identified. The leading enterprises of the industrial sector of the Donetsk and Lugansk regions, which are located on the territory controlled by the Ukrainian government, are presented. The analysis of directions for stimulating the industrial sector of the Ukrainian economy is carried out. The priority directions of stimulating the development of industry in cities located in post-conflict territories have been determined. As a result of the study of priority areas for stimulating the development of industry in cities located in the post-conflict territories of Donetsk and Lugansk regions, it can be concluded that the development strategy should be implemented through the modernization of production, innovative developments, reorientation of the economic and economic activities of industrial enterprises, increasing the investment attractiveness of the region, at the level states - improving legislative and tax management mechanisms, developing general strategies for the development of territories and industrial facilities.

Profitability analysis of business segments in Russian and foreign practice is an instrument of operational activity and strategic development for any company. Such analysis allows making effective managerial decisions based on its results. The subject of our scientific research was the segmentation of business and its processes to develop the main methodological aspects in the field of financial and economic activities of companies in various areas of activity. The purpose of the analysis of the profitability of business segments of economic entities in current severe operating conditions is predetermined by the timely and operational identification of ‘sick’ places of financial and economic activity. The objectives of this study are due to the importance of developing a methodological and methodological approach to identify positive and negative results of financial and economic activities through operational and geographical segmentation of the company’s business processes.

Introduction. The development of Ukraine's economy today takes place in an unstable market environment, continuous modernization of the regulatory and legal field of economic activity of enterprises and structural transformations of the financial and economic sphere. The systemic financial crisis and the high level of impact of negative factors of entrepreneurial activity cause an increase in the level of risk of financial crisis in enterprises. In this regard, the formation of an effective system of crisis management in industrial enterprises is of particular importance The purpose of the paper is to study the determining factors and conditions of formation of the anti-crisis management system at the enterprises of the industrial sector of the economy of Ukraine. Results. The paper considers the main prerequisites for the formation of a crisis management system at enterprises in the context of the systemic transformation of the external and internal components of the business environment, identifies problematic aspects of the crisis management system. It is established that industrial enterprises in Ukraine carry out their economic activities under the influence of a wide range of adverse factors of internal and external nature, which certainly requires further development of the crisis management component as an integral part of the overall management system. The main scientific approaches that reveal the essence of anti-crisis management, as well as the regulatory framework governing the mechanism of enterprise management in a crisis are studied. The study establishes the following basic principles of crisis management: early identification of crisis phenomena and the factors that cause them, rapid response to signs of crisis, use of internal potential and rehabilitation mechanisms to counter crisis phenomena, ensuring control over the effectiveness of crisis measures. As a result, of the study, the main approaches to the classification of crisis management tools in enterprises are identified, which is a prerequisite for the formation of a rational system of crisis management in enterprises. Conclusion. It is established that further research can be aimed at determining the vector of development of the crisis management system in the transitive economic and legal system of management in Ukraine.

The innovative activity of industrial enterprises to create commodity innovations must end with their successful commercialization. Success in this case involves compensation for all costs incurred for their creation and introduction to the market, and also improving the image and reputation of the company in the eyes of consumers and other economic counterparties. But, quite often, in practice, the situation is different: commodity innovations in the market fail, the company incurs losses, and his image and reputation suffer. This is due to the manifestation of various reasons, and one of the main in this list – absence of marketing tests of market prospects of product innovations. Unfortunately, the domestic industrial sector seldom assesses market prospects of the developed commodity innovations by means of marketing testing; because of we have negative consequences at the stage of commercialization. That’s why this research is devoted to the need to introduce marketing testing of market prospects of product innovations. The article presents indicators that determine the need for marketing testing of market prospects for product innovations in the practice of innovative industrial enterprises. These indicators include: efficiency of innovative activity of the enterprise; projected success of product innovations in the market; analysis of the implementation of the plan for the sale of product innovations over the past few periods; the level of consideration of the needs and demands of consumers when designing product innovations; the level of novelty and competitiveness of product innovations; the magnitude of innovation risk; the presence of technical miscalculations in the design of product innovations; level of consumer loyalty, etc. These indicators are formed on the basis of generalization of a number of scientific sources on this issue, and on the results of research on the successful implementation of domestic innovation projects for the development of product innovations. The study developed a scheme for assessing the need to decide on the transition to a marketing model for the development of product innovations, which includes the procedure of marketing testing of their market prospects at the stages of the innovation cycle. In general, the introduction of marketing testing at the stages of the innovation cycle provides a fundamental opportunity for an industrial enterprise to make an informed decision about the readiness of its product innovations for commercialization by using their market prospects. The analysis is a future development for the implementation of organizational and economic testing mechanism in the practical activities of domestic innovative enterprises.

Energy generation, along with other sectors of Russia’s economy, is on the cusp of the era of digital transformation. Modern IT solutions ensure the transition of industrial enterprises from automation and computerization, which used to be the targets of the second half of the last century, to digital enterprise concept 4.0. The international record of technological and structural solutions in digitization may be used in Russia’s energy sector to the full extent. Specifics of implementation of such systems in different countries are only determined by the level of economic development of each particular state and the attitude of public authorities as related to the necessity of creating conditions for implementation of the same. It is shown that a strong legislative framework is created in Russia for transition to the digital economy, with research and applied developments available that are up to the international level. The following digital economy elements may be used today at enterprises for production of electrical and thermal energy: — dealing with large amounts of data (including operations exercised via cloud services and distributed data bases); — development of small scale distributed generation and its dispatching; — implementation of smart elements in both electric power and heat supply networks; — development of production process automation systems, remote monitoring and predictive analytics; 3D-modeling of parts and elements; real time mathematic simulation with feedback in the form of control actions; — creating centres for analytical processing of statistic data and accounting in financial and economic activities with business analytics functions, with expansion of communication networks and computing capacities. Examples are presented for implementation of smart systems in energy production and distribution. It is stated in the paper that state-of art information technologies are currently being implemented in Russia, new unique digital transformation projects are being launched in major energy companies. Yet, what is required is large-scale and thorough digitization and controllable energy production system as a multi-factor business process will provide the optimum combination of efficient economic activities, reliability and safety of power supply.
